GENERAL: Addenda are part of the Contract Documents and are issued to amend or interpret the Drawings
and Specifications. The Addenda shall be acknowledged in the Bid Form in the space provided for addenda
acknowledgement.
Addenda list items by Drawings and Specifications. However, only specification items are referenced to Sections.
Drawing changes, as well as Specification changes, described in Addenda shall include all Work required by the
various trades involved to effect the changes described.
NEWMAN LIBRARY 1ST & 2ND FLOOR TOILETS – PRE BID QUESTIONS:
1. SHEET A1.1 – 1ST FLOOR DEMOLITION -
a. Is the first floor on grade or is there a basement below for access to the drain lines? Is there an
asbuilt available?
b. ANSWER – This portion of the building is on grade. There is a pipe trench around the perimeter
of the building, but it does not appear to be in this area.
c. The following historical Laserfiche documents are being provided for reference only. The
accuracy of the sheets is unknown. Please note the different north orientation of the sheets.

2. SHEET A1.1 – 2ND FLOOR DEMOLITION -
a. The site visit revealed the second floor levels to be quite a bit different in elevation. Is there an
asbuilt available that reflect this condition?
b. ANSWER – There are no asbuilts available that show the existing condition. Intention is for all
tile, grout, setting beds, etc. to be removed to the existing slab to accommodate new tile, setting
beds, and ADAAG granite compliant threshold.
3. SHEET A1.2, A4.1 (Detail 9) -
a. 3 of the 4 bathroom floors are elevated approx. 2 ½” above the existing corridor floors. If the
existing tile and mud bed is to be removed and new ADA thresholds installed, the existing
plumbing rough-in will have to be lowered. Is that your intent?
b. ANSWER – As discussed during the pre-bid due to the age of the piping and infrastructure, a
significant portion of the existing piping is to be replaced.

MANDATORY PRE-BID MEETING : NOTES PROJECT : Newman Toilets 1st and 2nd Floor Renovation

Sign-in sheets were distributed and collected.
1. Meeting began at 9:00 am. 2. This was the mandatory Pre-Bid for IFB 0053252, Newman Toilets 1st and 2nd
Floor Renovation. 3. The project is generally described as the renovation of four total Men’s and
Women’s Toilets located on the 1st and 2nd floors of Newman Library. The project scope includes demo of existing fixtures, mechanical, electrical, and plumbing work. New ADA compliant modifications, and installation of new toilet partitions, lavatories, sinks, urinals, countertops, tile, hardware, lighting, and finishes. Phasing of the work may be required to maintain public use of toilet facilities. The phased work would require the final completion of work on the 1st floor prior to the renovations beginning on the 2nd floor.
4. Electronic copies of bid docs are available online at VT Procurement and VT laserfiche sites.
5. Bid Docs include CArch Plans and Specifications cover sheet dated September 29, 2017, in accordance with VT Design Guidelines.
6. Construction to adhere to the Project Manual, CO-7, and VT Supplement to General Conditions.
7. Drawings are with the UBO awaiting contractors. 8. Sealed Bids due November 28, 2017 at 2:00 pm at VT Procurement Department. 9. Provide IFB#, due date and time, and project name on outside of bid and easily
visible to Procurement. 10. Bids are to be submitted on the bid form found in the Project Manual 11. Bids will be opened publicly at 2:00 pm November 29th, 2017. 12. There can be issues with UPS, USPS around the holidays. It was advised to not
use USPS Priority mail.

13. Addenda will be issued on the procurement website. The drawings can also be found on Laserfiche, but Laserfiche is not the official location. Addenda can be issued up to 24 hours prior to bid due time.
14. Bid Questions are due Friday, November 17, 2017 no later than 4:00 pm to VTR. It is the contractor’s responsibility to ensure the prebid questions were received.
15. Bid Final Addendum will be issued Monday, November 20, 2017 at 5:00 pm EST. 16. The scheduled start date is Monday, January 08, 2018, at which point the
Virginia Tech project manager will have received all approved submittals, schedules, and issued permits to begin construction.
17. Contractor shall be responsible for lead times and extended lead times for all materials, especially lighting, tile finishes, etc. All costs and coordination for receipt of all materials in time to meet Final Completion are sole responsibility of contractor.
18. The planned substantial/Punchlist completion date for the 1st floor is Friday, April 6th. First floor must be complete and permissible for use before starting on the second floor renovations. The planned substantial completion for the 2nd floor is Monday, July 23, 2018, at which point a project final inspection and punchlist will be completed. The project final completion will then be August 13, 2018, at which point all closeout documentation will be submitted and project is complete.
19. Final finished product will be highly scrutinized by owners, especially the tile work. Contractors shall protect all tile work, especially flooring & grout throughout Final Completion. Heavy paper for floor protection has not been very successful in past projects. Final decision for flooring protection is responsibility of contractor and damage, grout staining, etc. shall be remedied to Owner’s satisfaction and at sole expense of GC.
20. The University Building Officials (UBO) will require a 5 day notice on all inspections. Notify VTR when you expect to be ready for an inspection, VTR will then in turn schedule it through UBO.
21. Dust partitions are required as entire building will be occupied throughout construction timeline.
22. At pre-Construction meeting, awarded General Contractor to provide Schedule of Values, including separate line item breakout for materials and labor, and Construction Schedule. Updated schedules are required with each pay application. Pay applications will not be approved without updates.
23. SWaM requirements must be met or contractor will need to provide additional verification for pay apps. GC to submit 2nd tier spend if not SWaM certified .
24. Commodity code to access eVA is 91484/ 25. Contract shall be awarded on a lump sum basis. 26. Bid Bond and contract security will be required of all bidders regardless of bid 27. amount. 28. eVA participation required and costs are to be included in the BID, not as a
separate line item cost. 29. Coordinate work with Additional projects ongoing in Library. 30. Dumpster location will be coordinated with VT when bid is awarded. 31. There shall be no smoking in the building or within 25’ of a building entry or air
intake. 32. All workers shall be identified by shirt or hat, etc. with company logo, name, etc. 33. Staging area to be coordinated with VT when bid is awarded.

34. Parking is contractor responsibility. Contractors will be responsible to repair any damage to grass areas and parking/staging areas as a result of the renovation.
35. Contractor shall cover all smoke detectors during work day and remove every evening to maintain an operable alarm system.
36. Contractor shall keep existing building egress paths clear at all times. 37. Area of work to be cleaned daily and general contractor is responsible for final
cleaning of project area at end of construction. 38. Additional access to site during bid process to be coordinated with VTR. 39. Work hours will be anytime, as approved by owner. Weekend work is acceptable.
Do not attempt to enter building prior to 7:30 am. 40. Simplex and Siemens work are to be included in the contractors bid. Fire alarm
shop drawings shall be included in GC bid. 41. RFI’s, Submittals to be sent electronically to VTR, using forms per project
manual. 42. Pay Apps to be sent electronically to VTR, using forms per project manual.
Updated construction schedule shall be provided with each pay app required 43. Lead and asbestos report included in bid docs. 44. Abatement work will be the responsibility of VT. 45. No stipulated, liquidated damages in contract. 46. Attendees were given opportunity to view site

Prebid Meeting Notes For the Newman 1st & 2nd Floor Toilets held on Tuesday, November 14, 2017 at 9:00 AM.
1. Overview of Project
a. Scope of Work/Permit Set
i. Renovation on 1st and 2nd floor toilet at Neman Library
ii. First floor must be complete and permissible for use before starting on the
second floor renovations
iii. All utilities must be ran back to main trunk line with isolation valves installed
iv. Kerdi wall installation is acceptable and desirable installation method
b. Drawings
i. Permitted Drawings will be issued to the winning contractor at the
preconstruction meeting.
c. Scope of Work and Special Condition
i. Contractor should become familiar with the scope of work and special
conditions. The contractor may visit the project site prior to the bid due
date; contact the VT Project Manager prior to your site visit for approved
day/time.
2. Safety
a. Proper PPE – Hard Hats, hard soled boots, safety glasses
This PPE will be required as a minimum requirement on the project. In addition,
contractors must abide by the Virginia Tech Safety Requirements for Contractors
and Subcontractors dated March 2013. A link to this document has been
included below.
Any work to be done with an open flame will need a hot work permit. Virginia Tech will not issue hot work permits. The contractor is responsible for providing their own hot work program to the Virginia Tech Renovations and EHS representative prior to commencing work.

3. Administration
a. RFI’s
Any questions/clarifications that arise during construction should be submitted
as an official RFI to VT Renovations/Gilbane.
Issues in the field may be verbally discussed with the project manager prior to
submission, but this will not negate the requirement of a written submission.
Answered RFI’s should be kept on site for reference when UBO inspects. The
UBO reserves the right to reject an inspection for any work which was changed
in the field without an RFI.
b. Shutdowns and Weekend Work
Notifications will be required one week prior to any major building shutdown
which will affect more than the immediate project space. Please keep us
updated as to when you will be shutting down utilities to the construction space.
This will help us keep the building occupants up to date if the shutdown
inadvertently affects other areas of the building.
c. Keys/Security –
Contractor will be responsible for security of the construction site. Provide VT
Renovations/Gilbane with the names of all employees (and the contractor they
work for) who will be on this project.
4. Schedule
The scheduled start date is Monday, January 08, 2018, at which point the Virginia Tech
project manager will have received all approved submittals, schedules, and issued
permits to begin construction.
The planned substantial/Punchlist completion date for the 1st floor is Friday, April 6th.
The planned substantial completion for the 2nd floor is Monday, July 23, 2018, at which
point a project final inspection and punchlist will be completed. The project final

a. Inspections
The University Building Officials (UBO) will require a 5 day notice on all
inspections. Notify the project manager when you expect to be ready for an
inspection, who will then in turn schedule it through UBO. The building official
inspecting this work will be traveling from Blacksburg, VA. Your cooperation with
this requirement is appreciated.
5. Conflicts
a. Foreseen conflicts.
Project Security – Contractor is responsible for the security of their
project site. All openings created by the contractor shall be properly
fenced and covered to mitigate fall/trip hazards for pedestrian and
equine traffic.
Demolition – Contractor shall be responsible for determining the best
method of demolition/removal of all items. Dumpster may be
maintained on project site within allowable limits of the facilities
manager.
Project Access – Contractor shall maintain access to all roads for patron,
employee, and guest traffic throughout the duration of the project.
Contractor shall coordinate with facilities manager in regard to additional
parking spaces for employees. Employees shall carpool to the job site
when designated parking has been filled. Contractor shall provide all
employees with identification badges to be worn on site at all times.
b. Updates
Gilbane project manager will be providing progress updates once a week. The
contractor is required to submit daily reports on a weekly basis, with schedule
updates on a bi-weekly basis.
