1 EXECUTIVE SUMMARY
1.1 Introduction
Turner and Townsend cm2r is retained to provide preliminary Cost Planning & Design Cost Control services for Hamilton Airport Cross Dock Air Caro Terminal including this report for a Preliminary Construction Cost Analysis as part of the Feasibility study for the Cargo facility. The Estimate is for the “hard” Construction Cost and “soft” cost of the project. This estimate is an opinion of probable cost only.
1.2 Procurement and Schedule
The Construction Cost Estimate includes all direct construction costs and contractor’s overhead and profit. It assumes that the project will be procured on a Construction Management basis, and that bids will be received from a minimum of three pre-qualified sub contractors for all construction trades. We also assume that the project will be completed in a reasonable time frame.
1.3 Level of Documentation
The estimate is based on the preliminary drawings and information provided as listed in Section 6 of this report and supplemented by discussions with the Architect, Engineers and Consultants. It reflects current (November 2013) rates and present market/local conditions. The estimate includes an Estimating/Design Contingency Allowance, due to the preliminary nature of the design information available to account for increases in cost as a result of design development through to 100% complete documentation.
1.4 Market Conditions
The estimate is based on normal competitive conditions and is intended to fall within a range of bids received from a number of competitive contractors. Adverse local and global market conditions, proprietary specifications, single-sourcing of materials and equipment, or lack of bidders may cause bids to vary from reasonable estimates based on normal competitive conditions. A contingency of 1% is included in our estimate to allow for construction price escalation to the anticipated start date in 3 quarter 2014. We recommend that this be reviewed regularly prior to construction start.
1.5 Assumptions/Exclusions
Please refer to Page 6 for specific Exclusions and to our detailed elemental back-up for specific assumptions.
1.6 Limitation of Scope
Turner & Townsend cm2r inc. is not retained to provide independent design cost control or cost planning, however we would recommend that a Design Cost Control process is implemented to assist in the helping the project remain on Budget through completion.

6 Risk Management
Project Risk The following are potential risks to be considered for this specific project:
Schedule -Project Schedule -Construction Schedule
Budget -Realistic Budget -Construction Cost Estimates -Design Cost Control
Site Plan Approvals Environmental Assessment Reports – Existing Buildings and site soils Geotechnical Reports – How detailed Hamilton International Airport (HIA) requirements, restrictions on construction, security
requirements, perimeter requirements Timeline for preparation and coordination of detailed Tender documents Local Construction Market – Status Trade Labor materials & Equipment availability Contractor financial status Tender period Budget overrun – Due to higher than anticipated Bid Range Construction – Unforeseen scope changes such as abnormal ground conditions, design/tender
documents coordination, owner driven changes, Design errors etc Review and Validation of changes – Cost Impact Schedule Delays Special Equipment and Pre-Ordering Permit approvals Commissioning Labour Dispute, ie Strike
Mitigate and Control Once the risks have been identified, analyzed and prioritized, the Project Team should develop specific response actions and implement those actions. The focus should be on the greatest risks (most likely to occur and with the greatest impact) first. The Project Team shall consider the manageability of the risks in determining the appropriate response actions. Timing of the risk also needs to be considered in the prioritization of the responses. Early stage risks, such as scope development issues should be dealt with before construction stage risks.
Response Strategies for Threats (listed in order of preference are):
Hamilton Airport Cross Dock Terminal Kasian Architecture
making the difference
Avoid – involves eliminating either the probability and/or impact.
Reduce – involves mitigating key drivers to reduce the probability and/or impact
Transfer – involves transferring the threat to a competent third party who is better able to manage the risk. (This could be through insurance or contractual transfer)
Accept – no proactive action is to be taken because cost either outweighs benefit or there is already adequate contingency provision that will protect the project objectives.
Response strategies for opportunities (listed in order of preference are):
Exploit – involves taking steps that guarantee the opportunity will arise (e.g. changing specification, scope or supplier)
Share – involves sharing the risk with a third party better able to manage it (perhaps by applying a pain/gain share mechanism)
Enhance – involves increasing the probability and/or impact of key risk drivers
Accept – no proactive action to be taken because cost either outweighs benefit or there is already an adequate contingency provision that will protect the project objectives.
Once the response actions have been agreed, Risk Owners should be identified.

1.1 Purpose: The Preliminary Cost Estimate for the development work is intended to
provide a realistic allocation of direct construction costs and, therefore, a framework for design cost control for the proposed new building construction.
1.2 Method: From the information provided, and based on a CCA5 or CCDC 5B
Construction Management form of contract for this project in Hamilton, Ontario components are measured and quantified; priced at rates relative to the current market. When this is not possible, composite and elemental prices and allowances are developed and established for the various items of work.
1.3 Specification: For building components and systems, quality standards are established
based on the documentation provided and standards generally accepted in the industry for projects of this type.
2.1 Cost Base: All costs are estimated for a competitive bid process and based on a
construction management form of contract. The costs indicated represent a reasonable market price for the work involved.
2.2 Unit Rates: The unit rates used in the detailed cost estimate include for labour and
material, equipment, subcontractors’ overheads and profit and are for budgeting purposes only, not for additional work or deletions.
2.3 Other Considerations:
.1 Contingencies: a) Design/Construction included at 5%
.2 Cost escalation based on a quarter 01 start in 2014
.3 Taxes: a) Ontario Provincial Tax is excluded b) G.S.T. is excluded c) HST is excluded
.4 Refer to detailed cost estimate 00 General Info
2.4 Exclusions: Refer to detailed cost estimate 00 General Info 0110 Exclusions.
