1. A public Bid Opening will take place at City Hall, 815 Washington Street, City of Reading, Pennsylvania, in Council Chambers at 3:00 P.M. on Wednesday, November 20, 2013.
2. The guaranteed completion day for the work will be NOTICE-TO-PROCEED + 120 days.
3. To ensure fair consideration for all bidders, the City prohibits communication to or with any
department or division manager or employee during the bid process with the exception of those questions relative to interpretation of specifications of the bid process. Such questions shall be submitted to the Purchasing Coordinator in writing by 2:00 P.M., Tuesday, November 5, 2013. The body of each wage determination lists the classification
and wage rates that have been found to be prevailing for the
cited type(s) of construction in the area covered by the wage
determination. The classifications are listed in alphabetical
order of "identifiers" that indicate whether the particular
rate is union or non-union.

An identifier enclosed in dotted lines beginning with
characters other than "SU" denotes that the union
classification and rate have found to be prevailing for that
classification. Example: PLUM0198-005 07/01/2011. The first
four letters , PLUM, indicate the international union and the
four-digit number, 0198, that follows indicates the local union
number or district council number where applicable , i.e.,
Plumbers Local 0198. The next number, 005 in the example, is
an internal number used in processing the wage determination.
The date, 07/01/2011, following these characters is the
effective date of the most current negotiated rate/collective
bargaining agreement which would be July 1, 2011 in the above
example.
Union prevailing wage rates will be updated to reflect any
changes in the collective bargaining agreements governing the
rates.
0000/9999: weighted union wage rates will be published annually
each January.
Non-Union Identifiers
Classifications listed under an "SU" identifier were derived
from survey data by computing average rates and are not union
rates; however, the data used in computing these rates may
include both union and non-union data. Example: SULA2004-007
5/13/2010. SU indicates the rates are not union majority rates,
LA indicates the State of Louisiana; 2004 is the year of the
survey; and 007 is an internal number used in producing the
wage determination. A 1993 or later date, 5/13/2010, indicates
the classifications and rates under that identifier were issued
as a General Wage Determination on that date.
Survey wage rates will remain in effect and will not change
until a new survey is conducted.

WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can
be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on
a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests
for summaries of surveys, should be with the Wage and Hour
Regional Office for the area in which the survey was conducted
because those Regional Offices have responsibility for the
Davis-Bacon survey program. If the response from this initial

insulation of the hood exhaust duct and the installation of the SS insulated panels between the appliance and

3. ACCEPTANCE
This offer shall be open to acceptance and is irrevocable for ninety (90) days following the opening and
receipt of bids by the City of Reading.
If this bid is accepted by the City of Reading within the time period stated above, we will agree to:
- Execute the contract within ten (10) calendar days after mailing of contract documents by the City to
Principal, enter into contract with the City on form as included within the bidding documents for the
appropriate bonds, indemnities and insurances required.
- Execute the contract and furnish surety company bonds, on the forms enclosed in the Contract
Documents, in the amount of one hundred percent (100%) of the contract price within ten (10) days of
mailing of the contract documents from the City to the Principal, and to begin work within ten (10)
days after receipt of NOTICE TO PROCEED from the City of Reading.
- Provide the City of Reading with a copy of all permits, and licenses with the first General Contractor’s
Payment Requisition.
If this bid is accepted within the time stated, and we fail to commence the Work or we fail to provide the
required Bond(s), the security deposit shall be forfeited as damages to the Owner by reason of our failure,
limited in amount to the lesser of the face value of the security deposit or the difference between this bid and
the bid upon which a Contract is signed.

In the event our bid is not accepted within the time stated above, the required security deposit shall be
returned to the undersigned, in accordance with the provisions of the Instructions to Bidders; unless the bid
period is extended pursuant to Statute.
4. CONTRACT TIME
If this Bid is accepted:
- The Project shall be completed within the NOTICE-TO-PROCEED + 120 days.
- The owner reserves the right to assess LIQUIATED DAMAGES to the Prime(s) or General
Contractor in the amount stated under Supplementary General Terms and Conditions in the event that
Substantial Completion has not been achieved.
5. CHANGES TO THE WORK
When the Architect establishes that the method of valuation for Changes in the Work will be net cost plus a
percentage fee in accordance with General Conditions, our percentage fee will be:
- 5 percent overhead and 3 percent profit for cost of work performed by the General Contractor’s own
forces.
- 5 percent overhead and 3 percent profit for cost of work performed as a Sub-Contractor.
- 3 percent markup to General Contractor for Sub-Contractor’s work.
- On work deleted from the Contract, our credit to the Owner shall be the Architect and/or Engineer
approved net cost plus ______ percent of the overhead and profit percentage noted above.
