    The Commune/Ward/Town Socio-Economic Planning Process (SEPP) aims to improve plan-ning in Qu an g Ngai Pr ovince th rough m erging comm un ity needs with a vailable projects, pr o-gram s an d funding resources. SEP P Gu idelines were developed an d appr oved by the P rovin-cial P eoples Comm itt ee on 06 J uly 2007 (PP C Decision No. 1514/QD-UBN D). SE PP will beconducted in all Communes, Wards and Town in the 12 mainland Districts, Ly Son Island

    and Quang Ngai City in Quang Ngai Province in 2007. Eight Steps are conducted underSEPP:

    S t e p 1 : Collection of Commu ne ba sic inform at ion a nd P RA Field E xercises

    S t e p 2 : District and Commune Orientation Plan Workshops to outline availableprojects, programs and funding sources for Communes for the following year

    S t e p 3 : Reports on the implementation of estimates of the Socio-Economic Planof the curr ent year a nd pr ojections for t he n ext year

    S t e p 4 : Village/Household Group Planning Meetings (Village Meetings) held to

    identify priority household an d comm un ity problems a nd a ctivities S t e p 5 : The Commu ne P eoples Comm itt ee fina lises th e Comm un e Socio-

    Economic Plan a t a Comm une Plan Pr eparat ion Meeting and submits th e Plan t oth e Distr ict P eoples Comm itt ee. The Commu ne P eoples Comm itt ee also pr e-par es a list of priority projects t ha t h ave not been fun ded yet
