The woes of Mumbai traders regard-ing Local Body Tax (LBT) seems to

be far from over. In spite of getting as-surance from the state government toresolve the issue post almost a monthlong bandh in April-May this year, thegovernment allegedly is creating an-other hurdle according to the traders.In a statement released yesterday,

Federation of Associations of Maha-rashtra (FAM) President, Mohan Gur-nani has denounced the move ofGovernment of Maharashtra to formtwo separate committees one forMumbai and another for rest of Maha-rashtra to deliberate on the issue ofLBT.“In our considered viewGovernment

should not indulge in divide and rulepolicy but, as promised, should form acommittee which would work towards

finding a solution in the best interest ofthe Consumer, Trade and the state as awhole,” he said.Earlier, Chief Minister of Maharash-

tra Prithviraj Chavan alongwithMilindDeora and Agriculture MinisterSharad Pawar have promised traderson two occasions that a ten membercommittee would be formed with fivemembers suggested by FAM and fivefrom Government.“FAM has already sent the names

and as such Government should formthe committee at once,” says Gurnani.“Any move to divide the trading com-munity region wise would only harmthe interest of State ofMaharashtra,” hesaid.The account-based LBT has been

levied in 25 of the 26 municipal corpo-rations in Maharashtra in place of oc-troi. Mumbai will start levying LBTfrom October.

the major issues discussed at theconference and Bhujbal said, “Ma-harashtra has already been de-clared the safest state, andMumbaiis the safest city in the country.Tourism police were trained anddeployed by state nearly eight yearsback at important tourist centresand monuments. Even so, theMumbai police has always tried in-novative ways through PPP modelto handle tourists.”“We appreciate the work of Ma-

harashtra towards development ofinfrastructure. I have been dis-cussing plans with the SurfaceTransportMinistry for the develop-ment of wayside amenities like toi-lets, refreshments, and similarinfrastructure to boost tourism,”Chiranjeevi said.The Conference deliberated on

projects and improving coordina-tion between various state govern-ments and Union Territoryadministrations for promotingintra-regional tourism.The conference also launched a

new campaign, “I RespectWomen”with the Ministry of Tourism issu-ing badges in Hindi and ten inter-national languages.

16, the other on July 17, but ofcourse we have no intention ofcomplaining about the delay –there were thousands of otherswith exactly the same idea and July14 was an enormously busy day forthe Central telegraph office.We particularly liked Margaret’s,

because it was quintessentially theIndian telegram, punctuation all

over the place and puzzling at firstreading. “One of the last telegrams.To be sent to you. are. part ofhistory”. Of course, it must be read“One of the last telegrams to besent. You are part of history”. Andwho can object to an extragenerous helping of fullstops!In addition, we received a poem

same garbage again. Because ourworld view of India seems to bevery different from the world viewof the rest of the world!

the six wanted bookies hadlinks either directly or indi-rectlywith the Jaipur brothers.In total, seven bookies arewanted including the Jaipurbrothers and the five wantedaccusedare identified asBadriJaipur, Devendra Kothari,Nokha, Lambu from Jalandar,

Jupiter, who is also wanted byDelhi police. Among thesewanted bookies, it was Jupiterand Kothari, who were intouch with Jaipur brothers.The investigators suspect thatthe wanted bookies were

hauled in small villages of Ra-jasthan.“Jupiter was using one line,

which was used by Pawan,”said police officials whileadding that Jupiter was morein touchwith Pawan.

The Bill is important as itprovides legal redress againstdiscrimination in both publicand private sector. It also pro-vides for complete HIV treat-ment for everyone whoneeds it.“The Bill puts an obligation

on the state to provide anti-retroviral medicines (ARVs)including first line, second

line and third linemedicines,diagnostics, treatment for op-portunistic infections andnutritional supplements toevery HIV positive person,free of cost. It’s disappointingthat such an important legis-lation is lingering betweenthe twoministries of the gov-ernment and has not beenbrought to the Parliament,”

cess of a candidate to Lok Sabha or assemblyelections.All parties offer freebies to voters: Laptop,

sarees, sewingmachines, return of all gold or-naments used to raise loans, free supply offoodgrains. They cannot be bought from tax-payers’ money: There will be a hue and cry ifthis is done. The money can come only from

funds collected from donations.A party has got to be rich to win elections.Nowonder then, no political party wants to

come in the ambit of RTI (Right To Informa-tion).There has been strong opposition to RTI by

all political parties. They just do not want toreveal howmuch they have.

Modi may not be a Rambobut he is not a Dumbo

NARENDRAMODI bas been in politics foryears and during this time, hemust have

gathered a lot of experience andmastered thetricks of the trade. He has a well-developedmindset. He is perhaps a Rambo but he defi-nitely is not a dumbo.To drive home a point, he cited the exam-

ple of a puppy being run over by a car.The Congress party responded immedi-

ately: It said that the dog in the story was aMuslim. It talked about polarization. The

Congress spokesman declared thatModi wasagainst Muslims and he had referred to aMuslim as a dog.Clearly it had misinterpreted what Modi

had said. And that was a deliberate exercise.All through the poll campaign in Gujarat

and later when he promoted himself as thefuture prime minister, Modi had said he setstore by governance and growth. That, hesaid, would be BJP’s ideology. He never saideven oneword about Hindutwa. Evidently hewanted to totally avoid any communal refer-ence with regard to the policy of BJP.Modi is not an idiot. He has cleverly

avoided the communal issue. It is clear thatpuppy story had nothing to do with Muslimsin the country. Would Modi raised this com-munal issue if all the while he chose to setBJP’s ideology as growth and governance? Isthe Congress suggesting Modi is trying tocommit political suicide?It is clear the Congress is trying to invent

charges against Modi in order to create a badimage. The Congress is seizing every possibleopportunity to dent the image of Modi. An-other remark by Modi also gave a chance forthe Congress to attack him. He said he is aHindu nationalist. Congress response: It is acommunal remark. Nobody should beHinduor Muslim nationalist: One should only be anationalist Indian.Does it mean that nobody should say he is

a Muslim, Hindu or Christian?The Congress blames the BJP for ‘obstruct-

ing’ the work of Parliament. A couple of yearsago, the entire monsoon session was wipedout because the Congress would not debateon certainmost objectionable happenings inthe country.Actually, it is the Congress which is respon-

sible for the undesirable wiping out of parlia-ment sessions.The Congress would not agree to any dis-

cussion on urgent issues, it would not allowdropping of the question hour and discussingurgent matters of public interest: The 2Gscam, Coalgate. The Congress would not dis-cuss issues which would finally hold it guilty.The Congress appears to be following

Make mid-mealclean and safeIT has become clear that the mid-day meal scheme — the biggest,even anywhere in the world, has notproduced the desired results. Thescheme was launched with good in-tentions: It was to attract kids toschool and avoid drop-outs. It was aGod-sent scheme for poor parents.There have been complaints with re-gard to, not only bad and dangerousmeals, but also about tasteless anddirty food.Across the country, there have

been complaints about this, but theauthorities have done precious littleto give the kids wholesome, tastyand clean food. Maybe the authori-ties think that the poor have no rightto complain.The worst ever mid-day meal

tragedy occurred in Bihar, but dur-ing the same time there have beenreports of contamination of meals.Cooking is done inmost unhygienicplaces and sub-standard substancesare used.In Tamil Nadu, over 100 kids felt

giddy after eating their mid-daymeal: They had to be hospitalised. InUttar Pradesh in one school, a lizardwas found in the cooked food.Parents are naturally worried.In Bihar, after the gruesome inci-

dent, parents are saying that they donot want to send kids to school. Thevery purpose of attracting childrento schools will be defeated if eatinga mid-day meal results in death ofthe kids.

Indeed, to hear thesomewhat scintillating sound, wechildren, during recess time used torun to the railway station near ourschool and would jostle outside theStation Master’s cabin. Later on, Ijoined the Army Signal Corps bywhich time the sound hadbeen electro-magnetically changedinto: ‘dah dit dahdah/dit dit dah’, etc. Such a style of writ-ing is especially needed for themil-itary so that communicationbecomes brief. The practice is gen-erally followed now alsowhile draft-ing many a letter in telegraphiclanguage.

Inflationlevel will go up automatically andfood inflationmay touch double fig-ures and Mumbaikars feel thepinch more as the cost of living inthe metro is more than any otherplace in the country. IT is indeed a sad state of affairsin India that the food served inthe midday meal scheme doescarry poison resulting in death of27 children. It may be a stray casebut the food given to children is ofpoor quality without any check-ing for taste or purity before theyare served. At times when foodgrains shortage is there, they sim-ply avoid serving food also. At atime when tons of wheat is rottingin the godowns of Food Corpora-tion of India for want of space, weshow disparity to children. Sev-eral states are ill-equipped toserve children hygienic meals thatare also nutritious and health forthe growth of the children. InBihar and Uttar Pradesh, corrup-tion occupies top spot and so noone is ready to check the qualityof the midday meals. Is this foodsecurity? And no politician cananswer this question. It is a sorrystate of affairs and the Centreshould do something to block this

kind of ‘child murders’ with con-taminated food.

WITH reports coming from allover the country of childrenfalling ill after eating the middaymeals in their schools—-over 100children fell sick in a school inNeyveli, the Lignite town in TamilNadu—it is abundantly clear thatthis scheme is in fact an un-wanted baby, thrust on theschools for taking care of. Strictlyspeaking, the schools are not ex-pected to provide meals to thechildren and their only job is toconduct the classes properly withqualified teachers. For imple-menting the midday mealscheme, the schools have toarrange for separate kitchens,cooks and proper rooms to storethe provisions. That’s unwantedadded responsibility for the

schools. Scrap the scheme whichhas only proved to be a massivemisadventure and instead, paythe parents some lunch al-lowances for their children. The

parents will certainly be able toprovide them with healthy, safelunches prepared with care athome itself.

Regional political parties trying to exploit big fish’s loss of credibilityRECENT court pronouncements are vir-

tually nullifying progressive measuressuch as reservations in promotions.The

social contract envisaged in the Constitutionis coming under stress. A decisive break fromthe policy of reforms and a move towards anew paradigm of people-centric develop-ment based on social solidarity will provide aconducive environment to relieve this stress.But it must be recognised that no struggle fortransformation of our society and polity willbe meaningful unless it adopts the annihila-tion of caste and caste injustice as a goal in it-self. The situations of deep alienation andseething discontent have been exploited bythe ruling classes to strengthen their armouryof black laws and anti-democratic measuresto intimidate and suppress all democraticdissent which is an inevitable consequenceof the economic, political and diplomaticpolicies pursued by the ruling classes. Thespace for democratic dissent is being circum-scribed and narrowed. Police apparatus is

being used to suppress the rising politicalchallenge to the establishment. Thepeople are being denied the only meansof protest that they have against the injustices

of the prevailing economic, politicaland social order.The current political scene is marked by

loss of credibility on the part of the rulingcombine of political parties as well as the op-position.The regional political outfits are try-ing to exploit the situation to their advantage.Barring the parties of the Left, whose parlia-mentary strength has been reduced consid-erably, none of the regional parties have anyalternative political vision. Therefore, even ifthey benefit because of the weakening of themain political combines and thus succeed inacquiring greater share of power after the up-coming General Elections, little can be ex-pected from them. On the other hand,unstable and opportunist combinationsmayonly strengthen the prospect of the maincombines after disillusionment with such ex-periment. That would only give a furtherlease of life to the ruling classes. However,with the rising discontent among the popu-lar classes, such dispensation cannot last

long. In the circumstances, there is a clearpossibility that the ruling classes adoptmoreand more anti-democratic measures in thename of maintaining “law and order” and“stability” and prolong their hold on power.The other possibility is that the discontent ofthe popular classes is organised politically onthe basis of a clear alternative vision and pro-gramme rooted in peoples’ concerns,through a radical, inclusive and broad demo-cratic political formation. Indeed, this is theonly ultimately viable political strategy.It is time that all parties, movements,

groups and individuals who are in broadagreement with the forgoing analysis and arewilling to adopt the political strategy get to-gether to create such a political platform.

appear to have bowed to thepressure and decided to reinin Gujarat Chief MinisterNarendraModi who has beenappointed as its 2014 LokSabha poll campaign com-mittee chief. Modi will now

be assisted by a plethora of 20committees in chalking theparty’s election campaign.The poll management

committee comprisesamongst others Modi baiterslike leader of opposition inLok Sabha Sushma Swaraj.The other committee mem-bers include: former presi-dent Venkaiah Naidu, leaderof opposition in Rajya SabhaArun Jaitely and others. Theteamhas been entrustedwiththe task of preparing theparty’s vision document forthe 2014 Lok Sabha polls.The BJP parliamentary

boardwhichmet yesterday fi-

nalised the formation of 11 ofthe 15 poll related campaigncommittees. Party sourcesdisclosed that following Ad-vani expressing his reserva-tions aboutModi being givena free hand in poll matters,the Sangh top brassmet lead-ers fromboth the campswithformer party president NitinGadkari playing the media-tory role. It was at the meet-ing between Advani andSangh chief Mohan Bhagwatthat the truce deal was bro-kered to restrain Modi.Although, the Sangh has

Shiv Sena presidentUddhav Thackeray whilepraising the development ofGujarat evaded queries overModi’s projection as the po-tential primeministerial can-didate. ANANDGANDHI’S film Ship ofTheseus is an act of courage ata timewhenmost filmmakers

are just trying to make movies thatfit into current popular trends. Per-haps some hope that success willallow them to make their own kindof filmswhen they can, but that sel-dom happens once they enter theBollywood quicksand. Even ‘offbeat’films have to conform to some pre-set templates or lose even the criti-

cal appreciation that is accorded tothem — sometimes undeserved,with words like ‘masterpiece’bandied about casually.However, for a filmmaker to go

with his idea and vision to make afilmwith uncompromising integritywithout worrying about financialimplications is whatmakes this onespecial. That Bollywood power cen-tre appreciated and picked up thefilm for release is a happy off shootof the director’s self-confidence.There was every chance that thefilm would remain confined to thefestival circuit, winning awards oraccolades but languishing in thecans afterwards. Now audiences, atleast in cities, will see the film if onlyto figure out why Kiran Rao is sup-porting it; chances are they mightbe moved by it, and tell theirfriends. Sleeper hits are made byword of mouth and perhaps gen-uinely positive reviews.The title of the film is from a

philosophical paradox that asks if aship has all its parts replaced, doesit remain the same ship. Gandhitells the story of three people whoare affected in different ways whenthey receive an organ donation. Ablind photographer (Aida Elkashef),a Jain monk (Neeraj Kabi) and astock brother Navin (Sohum Shah,also the producer) go through life-altering experiences, as the audi-ence is drawn completely into theirdilemmas. The stories connect in anatural and somehow ennoblingway, leaving the viewer emotionallystirred.Written with feeling, directed

with skill and beautifully shot, thefilm benefits enormously by havingunknown faces in the cast. It allowsthe viewer to forget it’s fiction andbelieve in the characters.If the audience also supports the

film the way the producers and dis-tributors have, then Gandhi’s workwill be validated. But even withoutprosaic notions of box-officesuccess, Ship Of Theseus is a hit.



THE film is another attempt bystudios to bring in classic

fairytales, twist them a little andmake them into action flickswith Snow White… and Red RidingHood being recent attempts. In asimilar vein is the familiar GermanBrothers Grimm fairytale Hansel &Gretel. With a clever plot, the filmis loosely based on the children’sstory, but this time there are nokids. They are instead replaced bysiblings who are into adulthoodand have a successful career inwitch hunting, thereby making thisversion suitable for viewers over15 years of age.The story kicks off like the

age old tale – a brotherand sister areabandoned by theirfather in the woods,find a house made ofcandy and enter only tobe captured and put in acage by a witch who tries tofatten them up. Theduo fights their wayout and ultimatelyends up throwing the witch into anoven. Years later, Hansel (JeremyRenner) and Gretel (GemmaAterton) who play the adult versionof the story, try to trace theirparents’ past and stumble on aheady dose of witches and magic.Several children have disappearedfrom the village and the mayor ishelpless. The citizens are eager to

execute supposed witches for thecrime and Hansel andGretel arrive just in time to save agood witch from being burnt aliveby the Sheriff and the people.

The Mayor then takescharge and controls thecrowd. He appointsHansel and Gretel todestroy the witches,particularly Muriel(Famke Janssen) andbring back the children.The task however, is not

an easy one; thewitch hunters take onthe help of the good

witch who has just enough magicto give the heroes a fightingchance. D-Day is a wish-fulfilment fan-tasy for Indians. At many a

party or coffee table discussion, thepoint about India not being able tosend a team of covert operatives todeal with the ‘D Company’ problemcomes up, particularly after the USgot to the world’s most dreaded ter-rorist hiding out in Pakistan.While so many filmmakers are

busy glorifying gangsters, Nikhil Ad-vani’s D-Day is about a small groupof dedicated RAW agents, who puttheir lives at stake to nab Iqbal(Rishi Kapoor), a fictional don(obviously based on a real-life crim-inal mastermind) orchestrated ‘un-officially’ by their Chief, Ashwini(Nasser).Hollywood does this sort of thing

very well, peppering their films withgreat action, and unencumbered bythe need for romance, music orheightened drama. The premiseof D-Day is fabulous, and if Advanicould trim the fat, it would havebeen a great entertainer. Even withits maze-like plotting and needlessdigressions, it is a fairly absorbingfilm, with a final burst of jingo-ism. Wali Khan (Irrfan) lives with his

wife (Shriswara) and son in Karachi,an undercover agent for nine years,hoping for one lead that will makehis existence worthwhile. When he

gets news of the wedding of Iqbal’sson at a Karachi hotel, he kicks intomotion the plan to catch the donand take him to India. Joining theteam are other covert operatives,Rudra (Arjun Rampal), Zoya (HumaQureshi) and Aslam (Akash Dahiya).Their attempt fails; the Indian

government professes ignorance ofthe plan and leaves the four to fend

for themselves. A brisk, fast-paced,no-nonsense film might haveworked better, but Advani mean-ders off into Rudra’s passion for aprostitute (Shruti Hassan), Wali’sconcern for his family and Huma’smarriage breaking down.On the plus side, the four are not

robots, the emotional conflicts intheir lives are part of their personal-

ities, making their thankless sacri-fice even more poignant. The com-plicated political ramifications ofthe operation slow down the pace.That the RAW team actually wantsto bring Iqbal to India to face trial,might seem a bit too idealistic (orfaintly ridiculous), knowing ourlegal system, which their prey isonly too familiar with and talksabout with contempt.Rishi Kapoor plays the character

with flamboyance, his speech pep-pered with Marathi, and bringssuch menace into his bearing, thathe dwarfs everyone else in theframe. Irrfan has the tougher part,

since his Wali Khan has the most tolose, Arjun Rampal gets to play thestone-faced fauji, and HumaQureshi the femme fatale, and theydo well.The look of the film is dark and

realistic, the action gritty, even ifthere are some curious slips likeIqbal’s nephew being allowed to at-tack the prostitute for shelteringRudra, with Pakistan’s army generalstanding around, and an absence ofany police action, or tracing of cellphones, even though a hotel isblown up and innocents killed. Still,it has enough merit to warrant avisit to the cinemas.

I understand that one can use force toprotect one’s own property. However,nowhere is it mentioned about the quan-tum of force that can be used to protectpossession/property. Also, how does onejudge the conduct of the person who usedthe force?

By law, there is nothing fixed by statute toascertain the quantum of force that canbe used. But, as precedent bears testimo-ny, the force could be to the extent ofcausing the death of the aggressor.Nevertheless, the issue of force to be

used is settled by law that the force usedshould not be more than what “is neces-sary”. Also, whether the force used is inexcess or not is a question of fact that willbe determined by the facts and circum-stances of each individual case. Therecannot be a generalised solution to theissue of force.Allowances are made by law for the

person’s feelings at that point of timewhich may be incidental to the forceneeded to protect the property from theaggressor. The law will take into consid-eration if he is faced with a real appre-hension that the aggressor might causedeath or grievous hurt or his property isfaced with an element of danger. Suchapprehensions inevitably create in hismind a sense of excitement and confu-sion.It is understood that at the opportune

moment, the one thought that would beforemost in his mind would be to wardoff the imminent danger and save him-self or his property. He would be mostkeen on doing anything possible in exer-cise of his right. Therefore, while dealingwith the issue of whether more force isused than was necessary or justified bythe prevailing circumstances, it would beinappropriate to adopt tests of detachedobjectivity that’s natural in a court room.For instance, when the issue is exam-

ined long after the incident has occurred.In a few judicial decisions, it has beenobserved the means a threatened personadopts or the force he used “should notbe weighed in golden scales”. Also,whether the force used was more thannecessary would be determined on thefacts and circumstances of each andevery individual case.

Society Act, on the death of a member,the society can transfer the interest to anominee or an heir or a legal representa-tive. In a recent High Court ruling, it washeld that such a nominee does notbecome the only owner.The nominee represents the legal heirs

of the deceased member while dealingwith the cooperative society and is onlyempowered to act on behalf of the realowners. This, however, is a temporaryarrangement between the death of themember and till the court decides thelegal heir who is entitled to the propertyor estate.A member of a society can make a

nomination which can be revoked at anytime; on the death of a member, the soci-ety transfers the shares to the nominee orthe heir or the legal representative; incase no nominee is mentioned, the soci-ety puts out a public notice invitingclaims; the nominee is in charge of theproperty only till the court decides whois entitled to the property as per succes-sion laws.

MEANING OF PROPERTYINCLUDES A ‘DEBT’What is the exact meaning of ‘Property’and does it include a debt?

‘Property’ as it appears in Section 405 ofthe Indian Penal Code cannot be con-fined to tangiblemovable property and iswide enough to include a debt.Since a ‘debt’ is included within the

expression ‘property’ as occurring inSection 405 IPC, that deals with theoffence of criminal breach of trust, itwould be difficult to accept the con-tention that though this kind of propertyis included in Section 405, no criminalbreach of trust in respect thereof could atall take place.Here and elsewhere, the word ‘proper-

ty’ is used in amuchwider sense than theotherwise limited ‘movable property’.There is no reason to restrict the mean-ing of the word property to ‘movableproperty’ only when it is used withoutany qualification in Section 405 or inother sections of the IPC.Whether the offence, defined in a par-

ticular section of the IPC, may be com-mitted in respect of any particular kindof property will not depend on the inter-pretation of the word ‘property’ but onwhether that particular kind of propertycan be subject to the acts covered by thatsection. In this sense the word ‘property’in a particular section covers only thattype of property with respect to whichthe offence, contemplated in that sec-tion, can be committed.

As persection 17(1) of the Registration Act, 1908, com-pulsory registration is provided of instru-ments/documents “which purport or operateto create, declare, assign, limit or extinguish,whether in present or in future, any rights, titleor interest, whether vested or contingent, of thevalue of the one hundred rupees and upwards,to or in immovable property,”A development Agreement would surely be

covered within the ambit and domain of thisstatutory provision,However, as a general practice Development

Agreements are normally not registered. Inthese types of agreements, generally the devel-opers tend to have an upper-hand in the wholescenario because of the fact that he feels con-tents and confident with the actual physicalpossession of the land and actual control overthe building being constructed thereupon.Besides, legal andmoralmoney remain an inte-gral part of the whole deal.Developer is most interested in concealing

the real and actual consideration of the ventureand is anxious to develop the land within ashort period, make a quick buck and quit fromthe scene, leaving the owner of the land and thepurchasers of the flats to sort-out betweenthemselves all legal disputes which might cropup in due course of time.But, such a scenario works out in favour of

developer, only if the builder does not raise adispute regarding the sharing of the built-upstructure as per the Development Agreement.Serious problems can arise if an unregisteredDevelopment Agreement becomes subject-matter of a motion in court and the court findsit difficult to even admit the agreement in evi-dence for want of compulsory registration.Likewise, there can arise difficulties relating tocommon area and amenities to be shared bythe occupants of the building inter se, whenthey find that the core-document, they trustupon, in not admissible in evidence.For settling disputes over those issues, it may

However, the ConsumerForum enforced the agreement and granted therelief sought i.e., directing the promoter to exe-cute a conveyance of the flat, since practicallyfor all reasonable purposes, possession of theproperty has already been delivered to the con-sumer pursuant to the impounded agreementfor the sale intending to convey title to theproperty.

SPORTS MIN RECOMMENDS DHYAN CHAND FOR BHARAT RATNANNEW DELHI: The clamour may

have been for SachinTendulkar but the Sports

Ministry has recommended hockeylegend Major Dhyan Chand's namefor India's highest civillian honour --the Bharat Ratna. "The letter recommending Bharat

Ratna for Dhyan Chand has alreadybeen sent to the Prime Minister,"Sports Secretary P K Deb said."The Ministry has only

recommended Dhyan Chand's namefor the highest honour," he added.The recommendation, sent to

Prime Minister Manmohan Singh, willbe studied further before it goes forapproval of President PranabMukherjee, for the hockey wizard toget the award posthumously.

A six-member delegation, led byDhyan Chand's son Ashok Kumar,met Sports Minister Jitendra Singhon July 12. The delegations alsoincluded former India cricket captainBishan Singh Bedi and DhyanChand's grandson Gaurav Singh."Irrespective of whether the award

is given or not, it is an honour for ourfamily that his name has beenrecommended by the Sports Ministerfor Bharat Ratna," Ashok Kumar said."The minister assured us that he

would try his best to get DhyanChand's name considered for thehonour. Since no other name hasbeen recommended, so there is noconflict. We are hopeful he will getBharat Ratna this yearposthumously," he added.

Ashok also praised Bedi forpressing hard for Dhyan Chand'sname during their meeting withJitendra Singh.Dhyan Chand won three gold

medals at the Olympics -- 1928 inAmsterdam, 1932 in Los Angelesand 1936 in Berlin. He passed awayin 1979. The government in 2011had ignored the plea of 82Members of Parliament, whorecommended Dhyan Chand's namefor Bharat Ratna but in January2012, the Ministry itself forwardedhis name along with Olympic goldmedallist shooter Abhinav Bindraand mountaineer Tenzing Norgay forthe award. However, Tendulkar'sname was not given as the BCCI hadnot recommended him.

NEW DELHI: Owners and representativesof 14 I-League club will meet in Mumbaion Tuesday to decide their course ofaction on All India Football Federation'srequest to sort out the stand-off with itscommercial partner IMG-Reliance on theissue of IPL-style tournament.
