I.  Rationale

The first Sectoral Council Meeting of the Youth and Students’ Sector has laid the four

components of the social protection program particular to young people. These four

components include public quality education, full employment, access to universal healthcare,

and youth participation in governance. These components of the social protection program are

reaffirmed by the National Youth Commission through their Philippine Youth Development Plan

and their updated research on the youth situation.

Since then, local campaigns and strategies have been done by the sectoral council members and

their respective organizations.

In line with the mandate of the National Anti-Poverty Commission  – Youth and Students’ Sector,

the sectoral council are to meet at least once every quarter in order to consolidate reports and

recalibrate strategies. The meeting is also in preparation of the en-banc meeting with President

Noynoy Aquino.

II.  Objectives

At the end of the 2nd Sectoral Council meeting, the sectoral council members are expected to

have accomplished the following:

1.  An ideological political education of Philippine society.

2.  An orientation on the NAPC mechanisms and processes.

3.  Report on the strategies and accomplishments of each of the components.

4.  A revisit and recalibration of the strategy for 2012.

The meeting will be conducted for two days, from May 8-9, exclusive of arrival and departure

time of participants.

VII.  Location and Venue

The tentative venue for the activity is Samal Beaches Resort, Samal Island, Davao.
