Exercise Name UP Idaho Falls Active Shooter Exercise

Exercise Dates June 16, 2015

Scope

This exercise is a tabletop exercise planned for 3-1/2 hours Room 307B Tingey Administration Building ISU University Place Campus Idaho Falls, Idaho Exercise play is limited to tabletop/discussion.

Objectives

Overall Objective: Identify and evaluate response, mitigation, and recovery actions associated with an Active Shooter event at each designated campus location for this exercise in accordance with ISU’s ERP, policies and department SOPs.

Specific Objectives for meeting the overall objective:

1. Assess and discuss the roles and effectiveness of coordination between

law enforcement officials and ISU’s ICS Team and Administration in

accordance with the ISU ERP and existing department SOPs.

2. Assess and discuss the roles, methods and effectiveness of internal and

External communications, alert notifications and public information during

an Active Shooter event in accordance with existing ERP and SOPs.

3. Assess and discuss the roles and ability to organize and conduct damage

assessment after an active shooter event and how to implement follow-up

procedures to facilitate response and recovery, according to the existing

ERP and SOPs.

4. Assess and discuss the roles and process for providing social services for

the campus community, such as counseling, after an active shooter

incident in accordance with the ERP (Mental Health Annex) and

department SOPs.

Scenario

IFPD 911 and ISU Dispatch receive a call from the BSUB Help Desk reporting that a man has just entered the student cafeteria area and shot a woman sitting at one of the tables in the side of the head. Then he fired 2 shots into the ceiling; one in the direction of a Chamber Meeting.

Objective 1: Assess and discuss the roles and effectiveness of coordination between law enforcement officials and ISU’s ICS Team and Administration in accordance with the ISU ERP and existing department SOPs.

Core Capability: Operational Coordination/EOC Management

Strength: The group maintained an open, supportive, and cooperative dialogue between the ISU UP ICS/EOC Team members and stakeholders during all phases of the exercise.

Areas for Improvement: Initial discussion during at the beginning of the exercise indicated that not all Team members and stakeholders were familiar with or were confused by ISU Emergency Plan policies and procedures.

Reference: Idaho State University Emergency Response Plan

Analysis: The contexts of discussion during the initial dialogue segments among stakeholders were indicative of misunderstanding of active shooter scenario policies and procedures in ISU’s Emergency Response Plan.

Resolution: Carol Prescott, Emergency Management Coordinator, has provided all University Place ICS/EOC Team members with ISU’s Emergency Response Plan. It is a lengthy document and personnel have a hard time navigating it. Carol has provided them with a Responsibility Guide that should help them at least understand their roles and responsibilities for any threat or hazard.

Objective 2: Assess and discuss the roles, methods, and effectiveness of internal and external communications, alert notifications and public information during an Active Shooter event in accordance with the existing ERP and SOP.

Core Capability(s): Communications; Notification, and Warning; Dissemination of Public Information

Strength: Inter and Intra campus 2-way radio communications worked as they should. There were no difficulties maintaining 2-way communications on the ISU University Place and between ISU UP and ISU Main Campus Public Safety Dispatch in Pocatello.

An ISU Alert was sent to ISU UP EOC/ICS Team members only. Everyone who is on the EOC/ICS Team received their alerts.

Good discussion of PIO responsibilities.

Reference: The Idaho State University Emergency Response Plan

Areas for Improvement: 1. The Emergency Operations Center (EOC) digital phone and VOIP system would not work with

the University of Idaho System in Conference Room 307B that was established as the Emergency Operations Center for this exercise.

Analysis:

1. Tingey Administration Building Room 307B is dedicated as a Conference Room for the University of Idaho. The UI system uses a different protocol than the newer ISU System.

2. ISU contact information and updates are entered into the ISU ENS/RAVE system through Banner. But, that same information for non-ISU personnel must be manually entered by the ISU ENS/RAVE Coordinators.

3. Context of the discussion indicated that there was some confusion about when public announcements were made, who made those announcements, and who would serve as an alternate Public Information Officer.

Resolution: 1. Have ISU I.T. work with UI I.T. to resolve the phone problem. 2. ISU Emergency Management Coordinator, Carol Prescott, updates all contact information on a

regular basis and will continue to do so. Request for access to RAVE for UI personnel will be sent to Phil, Lewis and Rod.

3. Andy Taylor and Adrienne King are designated as the ISU UP PIOs. The Incident Commander and EOC Manager will designate someone at ISU UP as PIO until Andy or Adrienne are on scene.

Objective 3: Assess and discuss the roles and ability to organize and conduct damage assessment after an active shooter event and how to implement follow-up procedures to facilitate response and recovery, according to the existing ERP and SOPs.

Core Capability(s): Structural Damage Assessment – Recovery

EOC Management – Response

Strength(s): Good discussion between ISU and Idaho Falls PD on timing of entrance to damaged area by ISU personnel. There is no set procedure on this since it all depends on the timing and what the hazard is. This type of thing is always addressed at the time of the incident.

Area(s) of Improvement: 1. Emergency Operations Center (EOC) set up needs to be addressed in order to assist the

Incident Command Post with the multiple levels of operation required in an Active Shooter Event and any other threat or hazard they may deal with.

Analysis: 1. At the present time all of the Emergency Operations Center (EOC) equipment needed to

stand up an EOC is stored in the Public Safety Office of the Bennion Student Union Building (B-SUB). This exercise clearly emphasized the need for establishing alternate Emergency Operations Centers in the Center for Higher Education and Tingey Administration Buildings with EOC equipment stored in secure facilities in both locations.

Resolution: 1. ISU Emergency Management Coordinator, Carol Prescott, will research the possibility of

secure storage for EOC equipment in the TAB.

Objective 4: Assess and discuss the roles and process for providing social services for the campus community, such as counseling, after an Active Shooter Incident in accordance with the ISU ERP Mental Health Annex and SOPs.

Core Capability(s): Restoration of Lifelines – Community Recovery EOC Management - Response

Strength: UP EOC team had a good handle on how they will handle parents and family members and how to handle lockdown for the building and ELC.

Area of Improvement:

1. Several players voiced a general need for a contact list in order to ensure that counselors would be available for both immediate and long-term follow-up.

2. Better understanding of procedures for Mental Health aspect of a threat or hazard.

Analysis: ISU UP had not gone over the Mental Health Annex and did not have a good grasp on what procedures were in place to handle counseling. The ISU UP ICS/EOC Team discussed the need to develop a contact list following the guidelines of the Mental Health Annex.

Resolution:

1. The ICS/EOC Team will work to develop a list of counseling contacts. ISU Emergency Management Coordinator, Carol Prescott will be working with them as they develop these lists.

2. Carol Prescott will work on ensuring everyone is comfortable with the Mental Health Annex procedures.
