HELPING PEOPLE ACHIEVE EDUCATION AND WORKPLACE SUCCESS

The Education Agenda for the New CongressAs the 114th US Congress gets under way, the ACT Office of Policy, Advocacy, and Government Relationsstaff in Washington, DC, has been meeting with new committee members to offer insights on potentialimprovements in legislation. These suggestions are based on ACT research on college and career readiness,the value of early interventions for students needing extra help, and the value of monitoring student progressthrough K–12 education systems.

Senator Lamar Alexander (R­TN) is the new chairman of the Senate Committee on Health, Education, Labor,and Pensions, while Rep. John Kline (R­MN) will continue to chair the House Committee on Education and theWorkforce. Both chairmen have placed a high priority on the renewal of the Elementary and SecondaryEducation Act (No Child Left Behind Act), along with rewrites of the federal Higher Education Act and the CarlD. Perkins Career and Technical Education Act.

ACT Report Highlights GEAR UP StudentsACT has just released its first report in a series on the College and Career Readiness EvaluationConsortium (CCREC), Core Research Program: Results from the First Wave of the Base Year Data Collection.The report provides an overview of the CCREC core research program and highlights Gaining Early Awarenessand Readiness for Undergraduate Programs (GEAR UP) students served by the fourteen CCREC state GEARUP grants.

The report establishes a baseline for estimating the effect of GEAR UP compared to non­GEAR UPlower­income students in a seven­year longitudinal study.Included in the report are data and discussions on student background characteristics, baselineacademic achievement, educational plans and self­reported needs for the study, and comparisonsamples.CCREC states are Arizona, Idaho, Kentucky, Minnesota, Montana, Nevada, New Mexico, North Carolina,Oklahoma, Tennessee, Utah, Washington, Wisconsin, and Wyoming.

ACT Announces District Testing Dates for the 2015–16School YearEnrollment is now open for school districts that wish to administer The ACT® to all students during the schoolday as part of their district­wide testing program. ACT will offer one test date in the fall of 2015 (September 29)and two test dates in the spring of 2016 (March 15 and April 19). The enrollment deadline for the fall date is

Since this program began in 2007, students in more than 30 states have earned college­reportable scores bytaking The ACT through state­ or district­funded programs. Participating states and districts receive baselineinformation on student performance and all students’ academic achievement and college readiness levels.This information helps inform curriculum decisions and intervention strategies for students who are not ontrack for college and career readiness.

2014 ACT State Organizations Educational and WorkforceIssues Survey

Results of the 2014 ACT State OrganizationsEducational and Workforce Issues Survey arein. The survey asked more than 12,000 currentand past ACT State Organizations members inK–12 education, postsecondary education, orworkforce to identify their state’s mostsignificant policy issues in education andworkforce development.

Of the more than 2,000 survey respondents, thevast majority (84 percent) represented K–12education, followed by 15 percent in

postsecondary education, and 1 percent in workforce.The survey shows:

College or career/work readiness is the most significant policy issue across all sectors of theKindergarten through Career continuum.Career/work readiness needs to be emphasized more in the classroom and in education policy.States are putting great emphasis on assessment performance in order to show teacher and studentaccountability.Assessments need to be aligned with curriculum, state standards, and College and Career Readiness(CCR) standards.

ACT will issue separate reports on K–12, postsecondary, and workforce results, taking a close look at theunique issues each area is facing. Read the first report on K–12 education (/stateorgs/pdf/StateOrgSurveyK­12SectorReport.pdf).

Arizona: The Arizona Council will meet this month to begin planning the sessions and speakers for its 2015conference, which will focus on college and career readiness and on using research as a means to providesolutions to issues that impact K–12, postsecondary, and workforce entities. They will also review and vote onthe final ACT College and Career Readiness Campaign applications. One high school student, one communitycollege, one high school, and one employer will be selected. All award recipients will be announced this springand formally recognized at the Arizona ACT State Organization Conference in December at the WillowsConference Center. Email Linda Vasquez (mailto:linda.vasquez@act.org) for more information.

Arkansas: Arkansas Council members met in January to discuss ACT State Organizations membership intheir state. Providing access to information about ACT and its policy and research papers to counselors,teachers, and administrators has been an important focus for the Arkansas Council. Also, Council leaders areinterested in expanding and diversifying Council membership to include workforce representatives. If you arean employer or represent a workforce department in your institution and are interested in learning more aboutthe Arkansas ACT Council, please email Linda Vasquez (mailto:linda.vasquez@act.org) for details.

California: The California Council has been working hard the last couple of months on its 2015 initiatives,which focus on issues of diversity, social justice, and equity. The first initiative is the ACT College and CareerReadiness Campaign, and the council has been reaching out to potential nominees and encouraging them to

apply. The group will meet on February 24 to review the final applications and vote on award recipients. Otherinitiatives include expanding opportunities in rural areas and a conference in 2016. Thank you to OccidentalCollege in Los Angeles for hosting the February meeting at your beautiful campus.

Hawai‘i: Registration has opened for the 2015 Hawai‘i ACT State Organization Conference, Using Data forStudent Success. The conference will be held at the Ala Moana Hotel on April 17 from 8:00 a.m. to 3:00 p.m.Early bird registration is $65 until February 20 and $90 thereafter. Register here(http://www.act.org/events/HI2015/). The Hawai‘i Council will convene on March 5 to vote on the final awardrecipients for the ACT College and Career Readiness Campaign. Join them as they recognize the awardrecipients at the April conference.

Louisiana: The Louisiana Council met this month to review and vote on the final applications for their ACTCollege and Career Readiness Campaign. The Council was eager to participate in the campaign to recognizestudents and entities who have promoted college and career readiness. Thank you to the Louisiana Board ofRegents for hosting us once again—your continued support of ACT and the work of ACT State Organizationsis truly appreciated.

New Mexico: The New Mexico conference committee met in January, and the New Mexico ACT Council ispleased to announce that planning for the 2015 conference is well under way and making great progress. Thiswill be the first conference hosted by the Council in the last five years. The search for a venue in Albuquerquecontinues. Stay tuned for details on a theme and date.

This past month gave the Northwest councils a moment to take a breath before proceeding with a busy 2015.Nonetheless, activity continues.

Alaska: The Alaska Council held its monthly conference call and squared away spring meeting details inAnchorage. Many thanks to Eric Pedersen, vice chancellor for enrollment services, for offering the Universityof Alaska Anchorage as our host meeting site.

Colorado: In its monthly call, the Colorado Council elected to participate in the ACT College and CareerReadiness Campaign for high school students and high schools. Application invites are being disseminated,and the Council will announce award recipients this spring and honor them at its fall 2015 conference.

Idaho: The Idaho Council also elected to participate in the ACT College and Career Readiness Campaignduring its monthly conference call. This group will move forward in the Student Readiness Award andWorkplace Success Award categories.

Kansas: The Wichita Eagle featured an article on Kansas Council Chair Bobby Gandu(http://www.kansas.com/news/business/business­q­a/article4995321.html). The Kansas Council would like toacknowledge Randy Myers, who just announced his retirement as vice president of student services atHutchinson Community College. Randy was an active member of the Kansas Council as both staterepresentative and chair during his tenure. Thank you, Randy, for all you’ve given to Kansas students and theKansas ACT Council. You will be missed.

Montana: The Montana Council extends a warm welcome to its four new members: Shannon Stevens(elementary school counselor, Helena), Brandi Fox (high school counselor, Deer Lodge), Rose Kellegher(primary school counselor, Anaconda), and Carole Luster (middle school counselor, Billings). Council growth isone of their main goals this year, and they are well on their way with these new members.

Nevada: February 6 marks the date for the Nevada ACT State Organization Conference, Multiple Pathways toAchieve College and Career Success. With a morning keynote from Steve Walker, director of the NevadaGovernor’s Office of Economic Development, and a lunch address by Nevada college student Ivón Padilla­Rodriguez (named one of the “2014 Top Ten College Women” by Glamour magazine), this event will be one forthe books.

Oregon: The Oregon Council is also moving ahead with the ACT College and Career Readiness Campaignand focusing on the Workforce Readiness category. This is a really good fit for the initiatives that are currentlyin place in the state, and the Council looks forward to working through this process and gaining visibility as aresult.

Utah: The Utah Council is participating in the ACT College and Career Readiness Campaign in the categoriesof high school students, high schools, and community colleges. Additionally, the Council is gearing up for itsMarch 19 conference in Salt Lake City, and you can register here (http://www.act.org/events/UT2015/).Chaplain Lt. Col. Bruce Brewer from the Utah Air National Guard, a Utah Council member, recently returned toUtah from an assignment in Tennessee. Read about Bruce and his service(http://www.angtec.ang.af.mil/news/story.asp?id=123433683). Welcome home, Bruce, and thank you for yourservice.

Wyoming: Now that the legislative session has begun, the Wyoming Council continues to keep an eye on theassessment environment in the state. In addition to advocacy efforts, the Council is moving forward with theACT College and Career Readiness Campaign for students, highs schools, and community colleges. Thisspring will be a busy one for the Council, and they are eager to move ahead.

The new year is off to a good start in the Northeast, as state organizations are determining dates for springcouncil meetings. Executive councils in a number of states are spending the first part of the year working tosolidify their councils to ensure representation among K–12, postsecondary, and workforce developmentprofessionals. Other executive councils are holding initial conversations about new ACT events to be held inthe Northeast region.

State Organization Conferences and Events:The Ohio ACT State Organization held yet another successful Ohio ACT State Organization Conference onJanuary 27 and 28. The conference provided attendees information on the latest education and workforcepolicies within Ohio, along with a number of sessions exploring hot topics and best practices in K–12,postsecondary, and workforce development. Look for a wrap­up of the conference and the Ohio ACT Collegeand Career Readiness Campaign in next month’s newsletter.

Later this spring, leaders from a number of Northeast state organizations will convene to discuss a NewEngland ACT event. As planning begins, expect to learn more about this one­of­a­kind event in the region andhow you can get involved.

The Midwest district is preparing for a very active spring.

Illinois: After finishing two successful ACT State Organization conferences in December, the Illinois Councilis now reviewing candidates for the ACT College and Career Readiness Campaign and looks forward tonaming and recognizing several state exemplars.

Indiana: The Indiana Council is moving forward with its 2014–15 webinar series and is investigating nextendeavors and goals for the Council to take on this year and in 2015–16.

Iowa: Plans are in the works for the March 4 Iowa ACT State Organization Conference in Ames. The Councillooks forward to an exciting and engaging day of speakers and presenters from around the state.

Michigan, North Dakota, and South Dakota: While they won’t host a conference this spring, the Michigan,North Dakota, and South Dakota councils are looking forward to spring meetings and to identifying the nextmajor goals and objectives for the councils and ACT State Organizations to undertake moving forward.

Missouri: The Missouri State Council is finalizing the dates for its March conferences and looks forward toexpanding its reach to two cities in the state for the first time this spring.

Minnesota: The Minnesota Council has been busy planning its Minnesota ACT State Organization Conferenceon February 13 outside of Minneapolis. Actualize Your Pathway to College and Beyond promises to be a largeevent with strong keynote speakers, exciting presenters and panelists, and many opportunities for networkingand sharing.

Nebraska: The Midwest district’s last state conference of the year will be in Lincoln on April 9. The NebraskaCouncil is working to solidify sessions to go along with the conference theme High Stakes: PreparingNebraska’s Workforce.

Wisconsin: The Wisconsin Council has been preparing for its Wisconsin ACT State Organization Conferenceon February 10 in Madison. The conference theme is Team Up for Student Success. With exciting keynotespeakers, presenters, and panelists, the Council expects a strong turnout.

Georgia: Council Member Spotlight—Charlene Page Sizemore became thepresident of Workforce Capital, LLC, in August 2011. Workforce Capital is aprivately held family business located in Augusta, Georgia, and the parentcompany of four distinct lines of services in the workforce development,security, and janitorial industries. Workforce Capital has leveraged Charlene’s25 years as managing partner in these distinct industries to grow into marketsacross the Southeast.

In response to her desire to improve workforce development across theSoutheast, she had the vision to create a game­changing program forworkforce development named “Certified Workforce Ready.” During the past ten

years, Charlene has refined and developed the plan to deliver staffing companies with a program ensuringemployees have the matched skill sets their customers need. This revolutionary concept for hiring andcertifying workers has begun to spread across developing workforces in the Southeast. In the summer of2011, Charlene began a new product line with ACT to deliver Certified Workforce Ready to the staffingindustry. Charlene has been a loyal and steadfast user of ACT WorkKeys® since the first day she saw thedemo. “What a great product that meets the needs of so many across the US,” she said.

Kentucky: Kentucky will hold its spring Council meeting this month.

North Carolina: Be on the lookout for the call for proposals for the late June conference.

Tennessee: During the Tennessee Council meeting on December 17, Council members mentioned theTennessee Promise initiative, a scholarship and mentoring program that will begin in fall 2015. Many Councilmembers are already signed up as mentors in the program where they will assist up to five students innavigating the college admissions process.
