INTRODUCTION
The Ministry of Micro, Small and Medium Enterprises (MSMEs) was created in the year 2007 to
focus on MSME sector which has contributed significantly to the growth of Indian economy.
Further development of this sector is critical to meet the national imperatives of financial inclusion
and generation of significant levels of employment across the country. MSMEs also serve as
backbone for the existing high growth businesses with both domestic and foreign companies
investing in the ‘Make in India’ initiative emphasizing indigenization. The Ministry is of the view that
MSMEs need to become part of the business eco-system that enables and continuously supports
businesses that provide the right products, right quality, the right solutions and the right services at
competitive prices both in domestic and international markets. The ‘Start Up India’ and the ‘Stand
Up India’ Programmes of the Government of India have given a further boost to the MSME Sector.
In India, MSMEs are very large in numbers, diverse in types of business and are spread across
remote rural and urban areas of the country. A large portion of the MSMEs are in the unorganized
sector. As per present estimates, the MSME sector consists of 51 million units and provides
employment to over 117 million persons. It manufactures more than 6,000 products, creates 45%
of the total manufacturing output, and contributes 40% of exports from the country.
The Ministry of MSME is an amalgamation of the earlier Ministries of Small Scale Industries and
Agro & Rural Industries, making them a valued heritage of the Ministry. Khadi and Village Industries
Commission not only serves the basic needs of the processed goods of the vast rural sector of the
country but also provides sustainable employment to approximately 139.07 lakh persons in rural
areas. Khadi and Village Industries Sector represent an exquisite heritage product, which is ethnic
as well as ethical. The sector has a potentially strong clientele among the middle and upper
echelons of the society.

The Ministry has been tasked with the promotion of coir industry, which has extended its base from
Kerala to various other States including Tamil Nadu, Andhra Pradesh, Karnataka, Goa, Odisha,
Maharashtra and Gujarat as well as other States. This industry provides employment to 7.21 lakh
persons and has contributed significantly in increasing amount of exports over the years. Use of
coir has witnessed a resurgence due to its environment-friendly nature. There is a great potential
for value addition in coir products through technological interventions and diversification into
products like coir geo textile.
It is a matter of pride that the Ministry of Micro, Small and Medium Enterprises has been the first to be
awarded ISO 9001-2008 certification, demonstrating the Ministry’s mission of promoting the growth
and development of Micro, Small and Medium Enterprises with dedication and commitment.
Implementation of ISO standards would enable the Ministry to identify areas for improvement and
also bring in transparency and accountability in its functioning. KVIC, Coir Board, NSIC and NIMSME,
the other wings of the Ministry, have also adopted ISO standards and have obtained certification.

1. Udyog Aadhaar Memorandum (UAM)
As part of Ease of Doing Business, the Ministry notified and launched UAM on 18th September 2015 to enable entrepreneurs to register themselves by filing an online simple one page form on Self-Certification basis. No fees and supporting documents are required for the online filing of UAM. The fast pace of registration of units under online UAM speaks of its resounding success. Since its implementation in September 2015, more than 5 lakh entrepreneurs have registered themselves till 31st March 2016.
Hon’ble Union Minister Shri Kalraj Mishra believes in continuous dialogues and regional development. Two regional conclaves were held, one each at Chandigarh (for Northern States) and Dimapur (for North-Eastern States). Conclave at Dimapur has resulted into a special scheme for development of MSMEs in North Eastern States. Conclave at Chandigarh was followed by detailed meetings regarding Public Procurement and with the various regional associations. Three other conclaves are planned at Bhopal, Ranchi & Bangalore in near future.
In order to provide a simpler and faster mechanism to address the stress in the accounts of MSMEs and to facilitate the promotion and development of MSMEs, the Ministry of Micro, Small and Medium Enterprises, Government of India, vide their Gazette Notification dated May 29, 2015 notified a ‘Framework for Revival and Rehabilitation of Micro, Small and Medium Enterprises’. Reserve Bank of India, after continuous follow up, has also issued guidelines to the Banks on 17.3.2016. Under these guidelines Banks have been asked to create a structure by 30th June 2016, for finalising corrective action plan for revival & rehabilitation of MSMEs.

4. Grievance Monitoring
One of the foremost desires of the Hon’ble Prime Minister is transparency and accountability in the Administration. The Ministry also attends to all the grievances on Centralized Public Grievance Redress and Monitoring System (CPGRAMS) and the number of the pending grievance on CPGRAMS as on 31.3.2016 is less than 20. The Ministry has started an MSME internet grievance monitoring system to track and monitor other grievances and suggestions received in the Ministry.
The Ministry has introduced a new scheme, namely, ASPIRE in March 2015. A livelihood business incubator was set up in Deoria, Uttar Pradesh under this scheme on 15.4.2015. A second Centre was inaugurated at Rajkot, Gujarat. Subsequently 21 Livelihood Business Incubators and 2 Technology Business Incubators have been approved.
Ministry of MSME has signed an MoU with Sweden in June 2015 for cooperation in the area of MSMEs. NSIC signed MoUs with the counterpart organizations from Botswana, South Africa and Gambia for cooperation in MSMEs, buyer seller meets exchange of delegations etc. IGTR, Aurangabad signed a MoU with The Welding Institute, UK for establishing an advance welding center for automotive industry.
The Ministry has decided to set up 15 new Technology Centres with assistance from World Bank. The expanded and upgraded network would be supplied by (a) technology partners to strengthen technical capabilities of MSME; (b) Clusters network managers to establish linkages amongst all key stakeholders of entire ecosystem; and (c) National portal for creating a vibrant and interactive platform to meet various needs of MSMEs. Loan agreement between Government of India and World Bank has been signed on 10.11.2014 and the loan has become effective w.e.f 19.12.2015. Locations have been identified at 10 States and a total of 160 acres of land has been taken possession at 10 places. Foundation stones at Bhiwadi (Rajasthan) Baddi (Himachal Pradesh) and Imphal (Manipur) have already been laid.

DC, MSME signed an MoU with Samsung Electronics to set up 10 MSME Samsung Technology Schools for skilling youth in repair and maintenance of Samsung products. These schools have since been established and are providing training. NSIC has also set up training centers in conjunction with Escorts, Carl Zeiss, Schneider and ABB for providing technology upgradation training to youth for operating their products and services.
In this age of digital technology data regarding micro, small and medium enterprises needs to be captured online. Therefore, the Ministry has launched a new initiative to capture data regarding MSMEs online through www.msmedatabank.in. This will help the Ministry in saving the expenditure incurred at the time of 4th All India Census, which was in range of approximately ̀ 200 cr.
To facilitate the enterprises to take benefit of various schemes by the off ice of Development Commissioner (MSME), his office has launched a web-based application module, namely, MyMSME. This has also been converted into a mobile app. Entrepreneurs will be able to make their applications and track it on their mobile itself. This is in conformity with the desire of the Hon’ble Prime Minister who wants the administration not only to be in digital mode but also mobile friendly.
The Market Promotion and Development Assistance Scheme (MPDA) has been launched as a unified scheme by merging different schemes implemented by the Khadi sector including for publicity, marketing, market promotion and marketing development assistance. The Scheme aims at modifying the earlier Marking Development Assistance scheme. Further, grant / subsidy will also be available for construction of Khadi plazas. The scheme will ensure increased earnings to artisans.

Ministry of MSME has decided to have a comprehensive policy for the micro, small and medium enterprise sector. A One man Committee has been constituted with Shri Prabhat Kumar, former Governor, Jharkhand (also former Cabinet Secretary and former DC, SSI). The Committee will submit its report shortly. The idea is to integrate various policies pertaining to the sector and come out with one comprehensive policy.

13. Public Procurement Order
Public Procurement Order is now mandatory with effect from 1.4.2015. Vendor Development initiatives have been taken to ensure benefit to micro & small entrepreneurs. Hon’ble Union Minister of MSME Shri Kalraj Mishra and Hon’ble MoS Shri Giriraj Singh also chaired a firstever meeting with select CPSEs in March, 2016 to stress upon the vendor development and public procurement from micro & small enterprises. In order to promote Start Ups, requirement of experience and prior turnover in procurement from Start Ups by CPSEs has been relaxed.
About 600 districts of the country have been mapped through a programme to determine as to what types of MSMEs can be developed in the districts and what types of skills are required for the purpose. This is a first ever humongous exercise done in this regard.
Maximum Plan Budget of the Ministry is spent on creating self-employment ventures, projects and micro-enterprises under Prime Minister’s Employment Generation Programme. During the period 2014-16 a total of 92,508 units were grounded, which provided employment to 6,80,864 persons. The total Plan Budget expenditure amounted to 2,142.59 cr. To facilitate the potential beneficiaries, an online portal was created to enable online processing of applications filed by the beneficiaries. This online portal enables online sanction of loans by banks as well as online monitoring of the various projects sanctioned for a period of three years from inception of the project.

Scheme of Fund for Up-gradation and Regeneration of Traditional Industries (SFURTI)
The scheme envisages organising traditional industries and artisans into clusters in order to make them competitive for their long term sustainability. The scheme also helps micro and small enterprises (MSE) clusters to enhance marketability of products with design interventions, improved packaging and infrastructure. The scheme was revamped during 2014 with an outlay of 149.44 cr for developing 71 clusters (including coir) with coverage of 44,500 artisans in the first phase.
The guidelines were further revised in the year 2015 to streamline the approval process and fund flow and to remove bottlenecks. During 2015-16, 71 diagnostic study reports and 32 detailed reports of clusters were approved providing employment to 30,438 artisans with funding of 30.29 cr.
The Scheme is to help the MSEs with a trusted third party opinion on the capabilities and credit worthiness by rating agencies such as CRISIL, ICRA, SMERA, etc. During the last two years i.e. 2014-15 and 2015-16 an assistance of 125 cr has been given to 36,348 micro and small enterprises to get themselves rated by these agencies. The process is undergoing transition to a web based model and only rating agencies empanelled by the Reserve Bank of India (RBI) and registered with Securities and Exchange Board of India (SEBI) are
allowed to rate the units.
A sum of 28.20 cr was disbursed during 2014-15 and 2015-16 to assist Micro & Small Enterprises for participation in exhibitions, both in domestic and International markets, through the National Small Industries Corporation. 3,959 units participated in 137 fairs during 2014-15 and 112 fairs in 2015-16.
To initiate long term and sustainable enterprise to enterprise cooperation between Indian small enterprises and enterprises in the target countries, the International Cooperation Scheme is being implemented by the Ministry. The scheme assisted foreign visits by business delegations and one on one business meetings among the enterprises. A sum of 3.95 cr during 2014-15 and 3.6 cr during 2015-16 was spent for supporting 43 events benefitting 603 entrepreneurs during 2014-15 and 55 events and 875 entrepreneurs during 2015-16.

During 2014-16, an amount of 159.12 cr was spent f o r o r g a n i z i n g 6 , 5 5 1 Entrepreneurship Development Programmes / Entrepreneurship Skill Development Programmes a n d t h e s e p r o g r a m m e s benefitted 1,85, 573 participants.
The technology centers working under the O/o Development Commissioner, located in different parts of the country, have been conducting various programmes in technology up-gradation benefitting 3,45,423 youth and 68,817 existing MSMEs during 2014-16. The achievements of these centers are as follows.
Credit Guarantee Scheme has been set up to strengthen credit delivery system and facilitate flow of credit to the MSE sector to the tune of loans up to 100 lakhs without collateral or third party guarantee. Through this scheme, 74.99 cr was spent and 4,03,422 credit applications approved with a guarantee coverage of 21, 274.82 cr during 2014-15 and 70.99 cr was spent and 5,13,978 credit applications approved with a

guarantee coverage of 19,949.39 cr during 2015-16. The corpus of CGTMSE is being contributed by the Government of India and SIDBI in the ratio of 4:1 respectively.
To enhance the manufacturing competitiveness of MSMEs through the application of various lean manufacturing techniques like, 5S system, visual control, standard operating procedures, just in time, KANBAN system and kaizen by reducing waste, increasing productivity, introducing innovative practices and inculcating good management systems, Lean Manufacturing scheme was implemented. Awareness programmes were organized in coordination with Associations and other stakeholders and motivated potential MSMEs to form mini-clusters / SPVs preferably 10 MSMEs within the same area and manufacturing similar products. Through this scheme, 2,355 units benefitted with the fund assistance of 26.10 cr during 2014-16.
To facilitate technological upgradation to new and existing MSEs engaged in manufacturing, Credit Linked Capital Subsidy Scheme was implemented, facilitating 15% of upfront capital subsidy to a maximum limit of 15 lakhs (investment in approved plant and machinery up to 1 cr) for induction of well-established and improved technologies. 51 sub-sectors / products with approved machinery / technologies are covered under the Scheme. Through this scheme, a sum of 448.85 cr was spent benefitting 7,246 units during 2014-15 and 322.43 cr benefitting 5,047 units during 2015-16.
The Ministry implemented MSECDP to support the sustainability and growth of MSEs by addressing common issues such as improvement of technology, skills, quality and market access,
and to create / upgrade infrastructure facilities in the existing industrial areas / clusters of MSEs. Given the diverse nature of MSEs in terms of both geographical location and sectoral composition, the MSECDP scheme aims to address the needs of the industries through well-defined clusters. This will enable achievement of economies of scale in terms of deployment of resources as well as focus on the specific needs of similar industries. During the year 2014-15, 43 clusters have been taken for various interventions like diagnostic study, soft interventions and infrastructure projects, with a sum of 63.18 cr and 59 clusters with a sum of 81.36 cr during 2015-16.

Design Clinic Scheme (NMCP)
Trade Related Entrepreneurship Assistance and Development (TREAD) for women
NMCP implemented the design clinic scheme in order to create sustainable design eco-system and to bring the industrial design fraternity closer to the MSME sector. During 2014-15 and 2015-16, 6273 units were benefited with a sum of 9.06 cr spent under this scheme.
To enhance the competitiveness of the MSME sector, a scheme building awareness on Intellectual Property Rights for the MSME was implemented with the objective to create awareness and to protect the ideas and business strategies.
The Ministry implemented the incubation scheme in order to promote technological knowledge based innovative ventures, and to support untapped creativity of individual innovators. During 2014-15, 35 host institutes and 143 ideas were approved at an expenditure of 2.68 cr and during 2015-16, 145 ideas and 45 host institutes were approved with the assistance of 6.22 cr.
The Ministry implemented the ZED Maturity Scheme in order to sensitize and encourage MSMEs to adopt latest QMS & QTT and achieve reduction and re-work in the course of manufacturing. The scheme assisted 3,480 units with fund support of 1.43 cr during 2014-15 and 5,461 participation with 2.13 cr support during 2015-16.
The scheme envisages economic empowerment of women through trade related training, information and counselling extension activities related to trade, products, services, etc. The Scheme provides for loans through NGOs that also provide Government of India grant for capacity building. This assistance is provided for self-employment ventures by women for pursing any kind of non-farming activities. During the year 2014-16, 11,825 units benefited at a total expenditure of 4.54 cr.
The scheme provides assistance in the form of a marketing platform to manufacturing MSMEs through their participation in State / District level exhibitions to acquire ISO certification and Bar Codes for making their products more acceptable to trade and to consumers. Through this scheme 1,122 units benefitted with fund support of 2.03 cr during 2014-16.

Vendor Development Programme (VDP)
Vendor Development Programmes are being organised by MSME-Development Institutes located in every corner of the country to provide a common platform for government /large scale buyers and MSMEs to interact with each other with a view to identifying emerging demands of the buyer organisations while simultaneously providing an opportunity for displaying the capabilities of the MSMEs and their industrial ventures. These programmes have brought major buyer and MSME entrepreneurs on one platform and have been immensely useful to both. Overall, 37,138 units participated in exhibitions organized under VDP in various parts of the country with an expenditure of 7.90 cr during 2014 - 16.
MDA Scheme helps MSMEs to tap the opportunities of overseas market by way of participation in international trade fairs and exhibitions. Through this scheme, 518 units benefited with a sum of 8.28 cr during the years 2014-16.
The scheme popularizes the adoption of bar code amongst MSEs by providing 75% of one time registration fee and annual recurring fee (for first three years) paid by GSI India for using of bar code. The work of reimbursement has been de-centralized and transferred to field offices to ensure speedy and timely and extensive implementation of
scheme. Total 1,669 units benefitted with 2.98 cr during 2014-16.
The scheme helps MSMEs to acquire product certification / licenses from national and international bodies and adopt other technologies mandated as per global standards. The Scheme also envisages use of energy efficient technologies and manufacturing processes so as to reduce cost of production and emissions. A sum of 16.49 cr was spent and helped 251 units implementation of energy efficient technologies and product certification reimbursement.
During the last two years, the Ministry has been focussing on the development of the coir sector. Coir production has increased by more than 10,000 metric tonne and has now crossed 5,40,000 metric tonne. As a result of these efforts, exports of coir and coir products increased by more than 00 cr to close at 1852 cr in the financial year 2015-16. The Coir Board has also got a new Chairman,

Shri C.P. Radhakrishnan, Ex-Member of Parliament, who took charge from 27 January 2016. The coir industry has expanded beyond Kerala while towns such as Pollachi have almost become coir towns with their economies revolving around coir based products. Coir Industry is an agro-based rural industry currently employing over 7.21 lakh workers (80% of the workforce is women) in the major coconut producing states of the country.
This is a special scheme whose objectives are modernization of the coir industry and enhancement of utilisation of coconut husk. During 2014-16, 14.60 cr has been spent as margin money in setting up of 880 units whose project value is estimated at 36.92 cr, creating employment for approximately 8520 persons.
As the name suggests, Coir Vikas Yojana is for development of the coir sector. This scheme aims at all-round sustainable development of coir industry through enhanced raw material utilisation, development of skills and employment of rural people, especially women, and marketing the coir products within the country and abroad. During the last two years, a sum of more than 50 cr has been spent for these purposes. This expenditure resulted in more than 27,000 people receiving training in value addition in coir products, 15,476 women were trained under Mahila Coir Yojana and 159 companies were encouraged to participate in 22 fairs organised within and outside the country.
As mentioned in the beginning, Khadi and Village Industries are two important National Heritage sectors of India. These sectors have helped the country in providing employment to a large number of persons. Shri V.K. Saxena took over as new chairman of KVIC on 27 October 2015. For the last two years employment in these two sectors has increased by more than 8.5 lakh persons. The total employment in these sectors as on 31.3.2016 stands at 139.07 lakh. The total production in these sectors has increased by 1,921 cr during the last two years, taking the total to 28,030 cr.
KVIC has 2,223 registered institutes out of which 1,850 were directly assisted under the Market Promotion and Development Assistance scheme. During the year 2014-16, the total direct assistance was to the tune of 325.89 cr, resulting in production of 1,945 cr of khadi. In addition, a grant of 31.71 cr was given for assisting production of 172 cr worth of polyvastra. A grant of 81.31 cr was given as interest subsidy, which has helped Khadi institutions to avail working capital
of approximately 370 cr during the last two years.
Khadi artisans who are keeping the Khadi Heritage intact have always been in special focus for the Ministry. A sum of 25.21 cr has been released for worksheds that resulted in the construction of

5,424 worksheds. 2.96 lakh artisans have been provided social security under the Aam Aadmi Bima Yojana. Approximately 10,000 children of Khadi artisans are receiving scholarships every year. Artisans Welfare Fund Trust has been created in 21 states, covering 1,945 institutions and 1,10,000 artisans.
NSIC is the public sector undertaking of the Ministry and it provided raw material support to the MSMEs of more than 19 lakh metric tonnes, supporting around 12,000 units in the last two years. It also provided credit support of 7,059 cr to 3,857 MSMEs. The total business has been more than 20,000 cr in both years 2014-15 and 2015-16, and the profit before tax continuously increased ,
standing at 158 cr during 2015-16.
NSIC also supports single point registration for Government purchase to build the capacities of MSEs for participation in Government tenders and contribute in Government Public Procurement processes. MSMEs are also empowered to participate in tenders of Government departments / institutions through consortia and tender marketing scheme. NSIC’s marketing portal provides e-marketing platform to MSMEs to enhance their business through MSME Global Mart Web Portal (www.msmemart.com).
NSIC facilitates skill development by imparting training according to requirements of industries by linking with them so as to strengthen on-going training programmes through updated knowledge from the industries. NSIC, through rapid incubation centres, provides support to the prospective entrepreneurs and start up companies to start product manufacturing. It also provides under one roof different technologies, inputs for launching micro enterprises and also financing opportunities extended by various banks and financial institutions.
During the last two years efforts have been made to make this Institute to work as a real national institute. It conducted 4,179 Entrepreneurship and Skill Development Training Programmes/ Executive Development Programmes in 25 States of the country such as Bihar, Uttar Pradesh, Karnataka, Tamil Nadu, Maharashtra, Punjab, West Bengal, Odisha, Andhra Pradesh, Telengana, etc., which trained 1,33,968 youth / executives and grounded 11,926 units. It organized job melas in various States in which 24,187 persons were selected for wage employment.

NI-MSME has also provided training progammes for international executives and it has organized 35 programmes in which 655 international executives from 76 countries participated. It is a matter of happiness that NI-MSME will complete 50 years of implementation of ITEC programmes in the year 2016. For the first time, NI-MSME was also implemented training for trainers on international business in Bhutan, Sri Lanka and Bangladesh.
NI-MSME has also published 40 works on various topics during the last two years and it has provided Research and Consultancy on 23 projects sponsored by different organizations.
During the period 2014-16, this Institute accelerated its activities in providing science and technology support for rural industrialization. It came up with a number of technologies, five of which can be listed as follows:
(i) Soap, detergent and its raw material testing kit.
(ii) Dyeing, f inishing of Khadi garments.
(iii) Variable speed potter’s wheel.
(iv) Biogas engine conversion kit.
(v) Bio manure diagnostic kit.
MGIRI was instrumental in installing 219 solar charkhas during the last two years, especially in areas such as Nawada, (Bihar) and Nagpur, (Maharashtra), thus generating employment and sustainable livelihood for the local people. MGIRI has also filed 25 patents during the last two years. The dramatic improvement in their functioning can be judged from the fact that the number of patents filed during the last two years was 25 as opposed to only one since its inception during the preceding years.
