Chiefs and Councillors, •

I welcome you to the first meeting of the

African Council.

2. This historic ~ccasion marks an important

step in the constitutional ~rog~ess of the Bechuanaland

Pz-otectorate. The African Council, with its spec~al functi~ns

as an electoral college for Legislative Council and as a

consultative body, may have i~ the next few years an even

more respdhsible part to plav in the affaire of the

Territory than its predecessor, the Atria~ Advisory Council ,

whose long, hono~able and valued a~rvices-to the count~

have helped to make our new qQQatitution possible. This

constitution, of which the Executive Council, the Legislative

Council and the African Council are the most i~ortant organa,

is the p~duct of c~ose and harmoniou~ co-operation between

the representatives of the various communities of the

Protectorate, whose constructive approach to their difficult

task has earned widespread a~mir,tion and augurs well for

the future . I thank the many Councillors here today whose

knofl~dge a~d advice helped to create the new order and

will I am sure continue to help in our common tasks . I

also welcome those Councillors who have not in the past been •

members of the territorial advisor,y bodies anq whose ideas

and experience will be most valuable to us all in the future •

this step will be welcomed by Tribal Administrations and

it should help t~ increase efficienc~ and minimise accounting

errors in Tribal Treasury offices . When this has been done

it should be possible to introduce standard Tribal Servi ce '

Regulations which have long been overdue and which have

been the subject of correspondence between Government ~d

the African Authorities .

other tribal employees . . Instead they recommended that

individual cases should be treated on their merits when

draft estimates were put forward . The Committee also

recommended that school fees be increased to a flat rate •

of 10/- per pupil per year and I understand that thio

' recommendation has now been adopted in all Tribal Treasuries

except two . It was also recommended that the rates of

graded tax should be increased, and this has been done

' in all Tribal Treasuries except those in Ngamiland , Ghanzi

and the Kgaiaga~i .

20. By car;ying out the~e recommendations Tribal

Administrations ·have been able to continue with development .. projects but the financial position of most Tribes re~ins

difficult and it will be necessary to approach further

developments or salary increases with caution unless

additional revenues can be found .

21 . One Q~the keys to this problem.is an efficient

syste~ of ~evenue collection. Taxes on persons and . property, salaries and fees for services prqvided, such as

• education, courts , water supplies and so on, i~pr9.p~r~

ass~used, paid and collected would go a !o~ w~ to

increasing the revenue now being paid into the Tr~as~ries ' and thus build~Qg ~ reserves which could be spent .on

development . The ~uestion of improvements in the methods

of tax collections ,.is to be debat'ed late:P. on and I hope

that Members of Council will be able to make useful

suggestions which will help to overcome the present

difficulties .

22 . The Treasurer has undertaken to investigate and , t I

if desired, to introduce a standardised procedure for

acco~ting in all Tribal Treasuries . I imagine that

one at Debeeti but it is necessary to extend these defence -·· -- -··---•

lines and build additional quarantine camps during the next

three years. ... .

For this purpose Colonial Development' and

Welfare funds totalling £142,745 have been made available

and it is hoped to discuss the exact situation of the new

fences and quarantine camps with the Li~e~tock Advisory

Board in the near future. Meanwhile, as a result partly

erected in 1951 to prot&ct a badly eroded area in •

his Re serve. The rehabilitation of the area was

assisted by constructing a few soil reclamation

barriers and neirs and large sections in this fenced •

area l~ve recovered remarkably well. Three further

erode<l areas Here fenced in the Potsani a.:rea of this

reserve v:herc. erosio:ll was tlli:tee."+lening a ~tock water

dam and badly da.Llaging the valley area above this

tiam . Soil reclamation measures were carried out

' ' in all these ~reas and, provined that these fences

are maintained by the Tribal Authorities, it is ex-

16. Members of past Advisory Councilshave shown a keen

·interest in health services which have been expanding fairly

rapidly during the last few years. It is hoped to

consolidate the recent expansion and allow for further •

extensions with the aid of a grant of £81,000 which has

-recently been. apprpv:ed. It is also hoped to make further

' attac~ on the problems of tuberculosis and malaria with • •

help from the World Health Organisation.

teachers to take short courses. A start is now being made

with a grant of £3,000 to provide accommodation for students •

and additional funds are being made available for the

necessary training staff.

14 . Over the last five years United Kingdom greu:.ts

totalling £411,628 have been spent on the provision of

underground water suppl ies and most of this money has been

spent in the grazing areas of the Tribal Territories . t

During the next three yeaJ's it is estimated that an t '

additional £175 , 000 will be spent to complete the equipment •

of existing ~oles and provide ac1.ditional holes mainly in the ' ' t ~

villages and agricultural areas . The T~ibal Administrations •

have a heavy task in preservlng the new grazing and water

supplies made available as a result of this expenditure • . The Economic Survey Mission stressed the importance of their

' succeeding in this tasl:t if the productivity and value of

the cat~le industry is to be i~creased . ~ndeed they felt that

unless damage to pastures and water supplies now taking place •

could be arrested the cattle industry might become increasing­

ly vulnerable and the eccnomic secur:tty of the people threat-

ened . The question is how to taekle this problem and

Council ' s advice is being sought at this meeting on some

tentative proposals for joint action by the Tribal

Administrations and Government • If it will help , I ·am •

prepared to apply for special funds and to allocate Govern-

ment staff to work with the Tribal Administrations in

tackling this problem. The Government personnel can advise • t

and help in many ways but the main re sponsi bili ty has been

and is likely to continue to be. with the Tribal Administrations.

15 . Members of Council will be aware of the measures

that have been taken to combat the spread of foot and mouth

over the last few years by the erection of cordon fences • •

Trades School, to provide additional facilities at Mission

Schools, to build schools for Africans living on Crown lands, :

and to extend Moeng College and the Teachers' ~raining

College . Meanwhile the Department of Education is busy

\ working on a new primary school syllabus for use in all

schools in the Protectorate.for all races •

• 11. To combat soil erosion and maintain the fertility

of soils by the introduction of conservation methods ,

rotational croppiDg and the enclosure of productive lands,

£37 , 389 will be spent by the Department of Agriculture over

the next two to three years and in ' addition an allocation

9f £10 , 000 from a Revolving Loan ' Fund has been made avai+able

to assist African farmers to purcnase fencing and agricultural

equipment . An amount of £10,326 will also be"spent on

' experimental and field work by the Agricultural Department

during 1961/62 . • The primary object of these measures is

to increase crop production ana to lessen harm that is being

done to the land by over-stocking and out-dated tilling

methods .

. 12 . In August last year the Lobatsi Maize Mill came

• into operation. The Mill will purchase and process the

• entire maize crop of the Territory which this year is . . ' confidently expected to reach a figure of 30 , 000 bags . If

. this is the case the Territory will, for the first time in

its history , be in a position to meet its maize requirement e

from local production .

' 13 . The good crop prospects this year and the notable

success of a number of progressive African farmers are likely

to stimulate agricultural production and it is essential that

the Protectorate should now have its own A~ricultural Training

Centre to train demonstrators , to give refresher courses

to field officers and to enable learner-farmers and school

teachers

that development proc·eeds on sound lines and with general ..

s~pport . There is also a greai need to co-ordinate the

operations of the Tribal Administrations and Central

Government if the funds available for social and economic

advancement are to be us~d to best advantage .

8 . In 1959 two important missions visited the '

Protectorate. The first was the Economic Survey Mission, . . ' which came to advise on the best way of using the Ter~itory's

natural resources; the second was the Rusbridger Mission

wl11.ch was appointed to examine certSin educ'ational problems

including the import'ant question of teachers' salaries . It

is in the light of thei r recommendations tHat development

fUnds and grants in aid recently approvea are to be spent

on a variety of projects in the Tribdl ~erri tories during

the next few years.

9. I am sure that all who are concerned with the •

education of African children will have welcomed the adoption

of new and increased salary scales for tribal teachers • . This measure has been long awaited . It has also been greatly

needed . ' Let us hope that it will mark an important turning

point in the history of education in the 'Protectorate and will

pave the way for a comprehensive reform of the educational

system. . ' . The funds needed to pay the increased salar1.es,

a.pproximately £90,000 a year , will be provided by the United

·-. Kingdom but financial problems will arise as between the

Government and the Tribal Authorities which will require care--ful thought and it is very appropriate that this matter

should be included in the agenda for discussion at this meeting.

' 10. In addition to these funds to be provided annually

· a Colonial Development and Welfare grant of £207,485

' has been approved for the development of education over the

years 1961 to 1964 . This money will be used to build a new

function as it will be clear to you all that the ten men

who are elected will pl~ a vitally important part in the

• affairs of the Protectorate for the next foUr years .

6 . Apart from its function as an electoral

college·, this c!ouncil has the duty of advising Government on

matters concerning the interests and wellbeing of the

African inhabi t ants of the Protectorate . In this regard ,

I should say' that matters which do not concern the interests

of the Africans alone are more properly matters for the

Legislative Council which , from now on , will be the main

debating assembly as well as being the only legislative

body ih the Protectorate . FOr this reason Members wil l

appreciate tne neea ~o· relate their qaestions and speeches

in the African Couhcil to matters within the scope of the

Council . When such matters have been discusseO-here ,

and Council's advice has been given, further action may li3

either with the Tribal Adminiatrations, or with the Executive

Council or Legislative Council, and it ~s through these

' ' organs of government that the wishes of the people , made

known •through their representatives in this Council , will be

, censidered and acted upon. I have no doubt that this body

with its wide representatio~ of the African Tribes and peoples ,

will not only supplement and serve the other organs of govern­

ment but will also help to bridge the gap between the old

oonstitutional ordeP and the new.

7 . Tlie primary co·ncern of this 'Council is to deal with

matters of a tribal nature which, despite the many rapid

changes ofour times , remain of importance and value to many

of the people of the Protectorate . Indeed it is particularly

at a time like this when the tribal structure and way of

life is being modernised that this Council is needed to ensure

The presence of thirty-two elected members of

Council in this chamber today is itself a tribute to the

African Authorities and their staffs who during the last

few months have, with the help of t~e Divisional Commissioners

and District Commissioners, organised the election of Area,

Trib~ and Distric~ Councils thrbughout the Territory .

The procedure of secret ballot used at these elections was

new to the African people of this Territory; nevertheless

it was quickly and successful~y grasped and the elections

were carried out smoothly and efficiently throughout the

country.

4. The formation of Area and Tribal Councils

which is now complete marks an important step forward in the

de~elopment of the Tribal Administrations and it is indeed

sat~sfacto1~ that these developments at the local level have

taken ' pltto~ · si:nrtrl.taneeusly · wi:th.-~he es..tablishment of a more . . representati-ie~aiia-·advanced system "'f go:v~rnmen~ a.t the centre .

At al-l '!e,els of government t'oday something new ·is 'being

.s~arted. New people are c~>Ining in to psrticipate -in the

·affairs of state and they will bring new ideas to stimulate

and invig~rate the poritical life of the Territory . And

with them will Sit · the experienced men , some of whom have

conducted tribal and territorial affairs and advised on

government policy for ma~y years. Their wise counsel is • needed today as much as it has ever been in the past . I

see a number of difficult problems facing the Tribes and the

African people but the combination of youth, ability and

expeTience on this Council is a source of great encouragement

to me . . '

At a later stage of this meeting Council will

be called upon to elect ten of its members to the Legislative

Council . I need not remark on the significance of this

function . . . I

on any of the operations in respect of

which an oath of secrecy is required to be

taken by Qfficers, or whilst in any post

office wilfully obstructs the course of

business of the department or behaves in a

disorderly manner or fails to comply with

any regulation issued by the Controller

or who wilfully obstructs, hinders or

delays any officer in the execution of hie
