Call to Order The Economic Development Committee was called to order at 3:05 PM. Minutes Approval A motion to approve the minutes from the February 28, 2017 meeting was moved by Arthur Leonard and seconded by John Pavlik. The Board approved the minutes by acclamation without revision. Organizational Business

• The Committee reviewed the FY17 Committee Attendance Record

• Nick Pascaretti resigned his position as Director of the Eastern Shore of Virginia Broadband Authority as well as his seat on the EDC. Committee members Sara Baldwin and Joseph Betit, representing the Foundational and Entrepreneurship Subcommittee, offered to identify potential nominees to fill the vacancy. They will present their recommendations at the next EDC meeting.

CEDS/SET Regional Economic Development Plans Merger and Update

• Staff presented the Committee with the draft industry sector action plans and discussed additions to each plan. A motion was made by Sara Baldwin and seconded by John Pavlik to approve the action plans for inclusion in the merged regional economic development plan. The motion carried unanimously.

• Staff informed the Committee about the additional CEDS requirements regarding economic resiliency and solicited input from the Committee on suggested topics to explore. Natural hazards are the primary focus of the current hazard mitigation plan, in addition government shutdowns, geographic isolation, out migration, aging demographics, and the economy were also suggested for consideration.

• Over the summer, staff will be completing the draft CEDS plan for review by the Committee at their next meeting in September.

Building Collaborative Communities Grant Update

• Staff updated the Committee on project activities and the pending request for an extension of the grant.

• Staff showed the Committee examples of a data dashboard (http://nrvrc.org/datadashboard/) and asked for suggestions as they begin to develop similar information on the small business resource index page on the A-NPDC website.

• On June 28 at 5:30 PM there will be a community meeting at Indiantown Park in Eastville for individuals interested in developing a multi-use community center at the Northampton County Community Facilities Building (mostly recently known as the Northampton County Middle School in Machipongo).

GO Virginia Update

• Staff updated the Committee on the GO Virginia Initiative. The Region 5 GO Virginia Council meet on June 6 in Norfolk. Local representative Roland “Butch” Bailey was expected to be in attendance at the meeting.

• The Council is currently developing a Regional Growth & Diversification Plan that will identify the region’s economic opportunities, needs, and challenges, while taking into account existing business strength, leading industry clusters, workforce considerations, and new emerging opportunities that will lead to higher paying jobs in the region. Once the plan is in place, regions can begin to identify projects for potential funding.

• It was shared at the EDC meeting that NASA officials hosted several of the GO Virginia Board Members at the Wallops Flight Facility earlier this spring.

• Following a review of the project criteria and funding amounts, Staff requested that any member aware of any potential projects on the Eastern Shore that may be competitive for program funding contact them for assistance in developing a proposal.

Other Matters Staff briefed the Committee on the following legislation passed in the 2016 VA General Assembly Session:

• HB 1970: Economic revitalization zones; counties may establish by ordinance. Grants counties authority to create economic revitalization zones. The zones shall be for the purpose of

providing incentives to private entities to purchase real property and interests in real property to assemble parcels suitable for economic development.

• VA General Assembly HB 2055: Rural Coastal Virginia Community Enhancement Authority. Establishes the Rural Coastal Virginia Community Enhancement Authority, consisting of the 12 counties within the Northern Neck, Middle Peninsula, and Accomack-Northampton planning districts, if approved by the respective governing bodies. The Authority is created for the purpose of serving as a regional economic development body and represents a partnership of the Commonwealth, the planning districts, and the 12 counties of the coastal region.

Staff also shared information on a study currently being conducted by George Mason University to analyze the direct, indirect, and induced economic impacts of conserved lands in Accomack and Northampton Counties. The completed study is expected to be available later this summer.

Public Participation

• Kerry Allison informed the Committee about another piece of legislation passed by the General Assembly (SB1578) related to economic development. The legislation enables local governments to adopt ordinances requiring people to register if they want to offer their property for short-term rentals (ie. Airbnb). Registries would give local governments information needed to regulate and tax the rentals (ie. transient occupancy taxes).

Next Meeting Date The next Economic Development Committee meeting will be scheduled via Doodle Poll in September. Adjournment The meeting adjourned at 4:06 PM.

Welcome Kevin Taylor to EDC

Committee Member Jarrod Goodman has taken another position with Tyson and has relocated from the

area. Kevin Taylor has replaced Mr. Goodman as Plant Manager for Tyson’s Temperanceville Complex

and will complete the remainder of the term as his replacement on the EDC. The Committee welcomes

Mr. Taylor.

Foundational & Entrepreneurship Development Member Vacancy

During the June meeting the Committee selected Sara Baldwin and Joseph Betit to seek a member to fill

the currently vacant seat dedicated to the Foundational & Entrepreneurship Development sector. Vice

Chairman Baldwin and Member Betit will present their nomination for the vacancy for the Committee’s

consideration during the meeting.

PROJECTS/INITIATIVES

Building Collaborative Communities Project Update –

The project has been completed and the final products have been posted to the PDC website and are

summarized below:

• Small Business Incubator Development/Machipongo School Redevelopment -

To determine feasible next steps for potential redevelopment of the Machipongo School, an indoor

environmental risk assessment, wastewater treatment system analysis, and mitigation, remediation,

and renovation estimates, were completed. A-NPDC staff provided County officials with three

potential options moving forward:

▪ Option 1 - Continue current use of the facility after taking immediate action to limit access to

and remediating areas where environmental/health risk concerns were identified.

• Option 2 - Option 1 plus: Installing climate control mini-split systems in areas requiring

remediation (cost estimate $19,000). The space could then be used for the County’s archival

storage, offices, or as income producing rental space. Perform further renovations to the

gymnasium (currently ongoing), restrooms, auditorium, and cafeteria could provide additional

income from rental fees and provide much needed community event facilities for the

community.

• Option 3 - Options 1 and 2 plus: Raze the 1980s and 1990s editions of the building, returning the

school to its historic footprint. Most of the adaptive reuse plans supported by the community

stakeholders involve the gymnasium, cafeteria, and auditorium, and there is limited interest in

classroom space. The County Director of Public Works estimates that the demolition and

renovation costs, not including hazardous abatement, would be over $800,000.

Further adaptive reuse planning of the facility is dependent on the Board of Supervisors taking

action to mitigate the identified environmental concerns as well as approving any future business

plans for reuse of the facility. Multiple community stakeholder meetings took place following the

identification of these potential directions for the facility to develop business plans that could

generate ample revenue to offset additional financial burden to the County. In addition to

recreational uses for the facility, stakeholders expressed the most interest in potential reuses

including the development of a multi-use community center and a commercial/community kitchen.

The County is waiting to see if a separate privately-led commercial/community kitchen development

effort takes shape before revisiting the idea of pursuing a similar initiative for the facility.

A-NPDC staff continue to work with other stakeholders interested in developing a regional business

incubator at other locations. A market/feasibility study is being considered as a necessary next step

for a publicly-owned and managed incubator.

• Aquatic Industries Workforce Development –

22 marine-industry stakeholder surveys were completed via phone and in-person interviews to

determine workforce and facility needs. The primary findings of the surveys were:

▪ Half of those interviewed did not express a need for a unique workforce training pool

facility. However, those that were interested in a pool facility expressed needs for various

trainings such as swimming, lifeguarding, standards for training, certification, and

watchkeeping, and for environmental education (i.e. aquariums and touch tanks).

▪ There are mixed opinions in the aquaculture industry regarding needs for workforce training

programs.

▪ There are a number of fragmented resources already on the Shore. As result, A-NPDC staff

developed a clearinghouse page on the A-NPDC website to consolidate the available

resources and information for community-wide benefit.

While there appears to not be a great groundswell of interest in this industry for development of a

unique training facility, the process has initiated unique collaborations which are continuing to

pursue efforts to support the aquatic workforce development needs on the Shore.

• Small Business Resource Index Development -

The following were produced as part of the index:

o The A-NPDC Economic Development Website was redeveloped to better support and

expand the development of the entrepreneurial ecosystem on the Shore by providing a

comprehensive list of resources for prospective and existing businesses and creating a

virtual network for entrepreneurs.

o A monthly economic development newsletter was established.

GO Virginia Update -

• Hampton Roads Economic Growth and Diversification Plan – the plan has been approved by the

Regional 5 and State GO VA Councils.

• The GO VA scoring guidelines were not finalized in time to include in the memo but will be

discussed briefly during the meeting.

VA Economic Development Partnership Strategic Plan –

Approximately 15 local representatives attended a strategic planning meeting to inform VEDP of current

economic conditions and opportunities on the Shore. VEDP will be incorporating the information into a

new strategic plan to guide the agency.

retained much of the material produced during the 2015-16 SET plan development, while integrating

pertinent information from the 2012 CEDS plan. The plan has also included necessary additions to meet

all new and updated EDA requirements including sections such as the “Economic Resilience” section.

Staff requests the Committee review and discuss the draft Regional Economic Development Plan and

makes suggestions for necessary edits prior to considering the draft worthy of publication for public

review and comment.

Plan Merger Next Steps and Schedule -

The required 5-year update of the CEDS is on schedule for completion by the end of the calendar

year. The following diagram explains the remaining steps for the plan merger during 2017.
