AT PASCO COUNTY SCHOOLS in Florida, providing teachers and students with quick access to digital content used to be a Herculean effort. The district managed 26 applications, each of which required a different login and unique file format for student rosters. Granting access was a manually intensive and often slow process.

“For each vendor, we had to start from scratch and write a brand-new program that would pull the specific data vendors wanted,” says Barrett Karish, server support analyst at Pasco County Schools. “What’s more, vendors frequently changed their rostering protocols from year to year, requiring us to redo work.”

Pasco isn’t alone in this challenge. Matt Frey, executive director for Instructional Technology at Plano Independent School District (ISD) in Texas, says that until recently, teachers and students in his district had to wait to access digital content.

“We were in a reactive posture rather than proactive,” says Frey. “We would have to wait for publishers to announce revisions to their requirements and then

each of those different requirements takes time to accommodate.”

The experiences at Pasco County and Plano ISD reflect the same interoperability challenges most K-12 school districts encounter when trying to provide access to digital content. However, with the education apps market in the United States expected to grow at a compound annual rate of more than 28 percent between 2016-2020,1 and K-12 education institutions increasingly looking to digital content and e-learning technologies to meet their needs and goals, education leaders must find a better way to ensure access.

JUGGLING PROPRIETARY SYSTEMS AND MULTIPLE PASSWORDSEducation institutions have long relied on publishers to supply printed content for students and teachers. However, as these publishers moved into the digital space, many created proprietary backend systems to tie student information to their content. Under these proprietary systems, education institutions must submit unique user names and passwords not associated with the student information system (SIS). This forces an institution

to manually generate and format data according to each vendor’s specifications.

Since most school districts have dozens — if not hundreds — of applications, the manual processes necessary to comply with these proprietary systems consume significant IT resources, causing delays for students and teachers in accessing digital content. It also requires students and teachers to keep track of multiple login credentials. At Jeff Davis County Schools, a small rural school district in Georgia, teachers lost precious class time — five to 10 minutes per class period — due to the complexity of managing multiple logins for various applications.3

OPEN STANDARDS EQUAL FASTER ACCESSIn order for school districts like Pasco County, Plano ISD and Jeff Davis to realize the full value of their digital content, they need to quickly provide anywhere, anytime access to online resources. Yet, meeting this goal necessitates greater interoperability among disparate technologies and applications.

To meet this need, K-12 leaders are turning to open standards. Open standards are derived through a collaborative and consensus-driven process that facilitates interoperability

K-12 EDUCATION INSTITUTIONS ARE INCREASINGLY LOOKING TO DIGITAL CONTENT AND E-LEARNING TECHNOLOGIES TO MEET THEIR NEEDS AND GOALS.

and data exchange among different products and services by defining “standard” ways for technologies from multiple vendors to interact. IMS Global, an education-focused nonprofit organization, advocates for open standards among education technology vendors. One of the key open standards introduced by IMS Global to help education institutions gain greater interoperability is OneRoster.

OneRoster significantly streamlines the rostering and enrollment process for school districts across the country. Instead of submitting unique data and file formats to each vendor for rostering, OneRoster simplifies that process by defining two specific ways to roster students — either through a CSV template or web services application programming interface (API).

“The IMS OneRoster standard takes us out of a reactive posture and puts us in a proactive one,” says Frey. “Instead of publishers telling us what we need to provide them, we tell them how we will provide the files. It’s a much more efficient approach for us.”

SINGLE SIGN-ON SIMPLIFIES AND STREAMLINES ACCESSAnother critical area where open standards can improve access to digital content is in the authentication process.

“Authentication has also been time consuming,” says Frey.

Teachers and students agree. In fact, one teacher told Frey that “finding certain critical resources was like an Easter egg hunt, only harder.”

A single sign-on solution (SSO) that supports all standards-based authentication, including SAML, LTI, Google and various other custom federation environments, not only makes it easy for educators to rapidly adopt and deploy new digital resources, it also streamlines the end-user experience. Instead of requiring teachers and students to manage dozens of passwords, SSO platforms need only one. Equally important, an SSO solution provides a unified dashboard for end

users so all digital resources are easily accessible from one portal and require no additional authentication.

SSOs that are compatible with multiple authentication methods add greater value; an inclusive approach to authentication allows for a more expansive library of SSO connections than would otherwise be available to schools. For young learners who struggle to type, the use of a QuickCard with a QR image scanned by a computer or tablet camera is often the best and fastest way to log in. Other options include facial recognition, mobile app login and multi-factor authentication.

“Some of our younger students were taking 15 to 20 minutes to get logged in,” says Karish. “We’ve been able to cut that down to five minutes.”

A NEW DIGITAL ERA IN EDUCATIONIn today’s technology-driven era, everyone expects real-time access to digital resources. But the time-consuming, manual processes to roster, enroll and authenticate students makes it difficult for education institutions to deliver on this promise. By using the OneRoster standard and adopting an SSO solution, school districts gain greater interoperability, save time and improve the end-user experience.

Improving access to digital resources can make a big impact across districts. “I remember the first win we experienced when we introduced SSO,” says Frey. “There was simultaneous applause from hundreds of instructional leaders when they realized they could now access district folders from any device, anywhere — even at home.”

As school leaders see incremental improvements in how teachers and students access digital learning resources, they also gain deeper insight into which resources are most valuable by accessing analytics dashboards. These dashboards are fast becoming an essential component of SSO platforms. With the problem of enabling organization-wide access solved, leaders must now dive deeper to understand how that access equates to utilization.
