Preface A Comprehensive Study for the presence of asbestos containing materials (ACMs), polychlorinated biphenyl caulk (PCBs), lead-based paint, hazardous materials and mold have been completed for Trowbridge Wolf Michaels Landscape Architects, LLP (TWMLA) at the Buffalo Outer Harbor (BOH), Fuhrmann Boulevard, Buffalo, New York. Our findings for Terminal B are presented in four volumes, namely: Volume 1 of 3: Asbestos Environmental Screening Volume 2 of 3: PCB Caulk Environmental Screening and XRF Lead-Based Paint Survey Volume 3 of 3: Mold Assessment Volume 4 of 4: Hazardous Material Screening There are select areas within Terminal B that will require immediate remediation priority based on the current condition of the building materials. Priority items for Terminal B include: • Mold growth on portions of the interior west wall (refer to Volume 3 of this report).

EXECUTIVE SUMMARY An Asbestos Environmental Screening was conducted for TWMLA at BOH Terminal B. This screening is not intended to be used as a Pre-Renovation Asbestos Survey/Inspection or Pre-Demolition Asbestos Survey/Inspection. The purpose of this screening is to gain a general knowledge of the locations, conditions, and quantities of ACMs at Terminal B. Twenty (20) homogeneous areas (HAs), based on color and texture were identified throughout Terminal B, of which, thirty five (35) samples were collected and sent to Paradigm Environmental Services Inc. (Paradigm) for asbestos content determination. The following materials were determined to be an ACM or are assumed to be an ACM.

1.0 INTRODUCTION Ravi Engineering & Land Surveying, P.C. (RE&LS) conducted an Asbestos Environmental Screening for TWMLA at BOH Terminal B. The Screening was conducted from February to March 2017. The Environmental Screening included a visual inspection and collection of suspect asbestos-containing building materials for analysis. The Inspectors assessed interior and exterior spaces of Terminal B to determine the presence, location, quantity and condition of asbestos containing materials (ACMs). 2.0 PROJECT OVERVIEW The Environmental Screening for ACMs was performed to provide a general knowledge of the building materials present. The inspection team targeted known or presumed asbestos containing materials that cover the greatest square footage throughout the building and that generally pose immediate hazards due to significant damage. There is no current scope of renovation planned. Building materials sampled have met state and federal sampling protocols as of the issuing of this report. The data provided herein can be used as a foundation for future renovation of demolition survey/inspection reports once a project scope is developed. ACMs have been identified in the building, and in most cases these materials were damaged. 3.0 RECORD REVIEW No records were available for review. 4.0 SITE INSPECTION The Environmental Screening began with a visual inspection to identify homogeneous areas that exist throughout the impacted renovation areas. The United States Environmental Protection Agency (USEPA) Asbestos Hazard Emergency Response Act (AHERA) regulations define a homogeneous area (HA) as, “…an area of surfacing material, thermal system insulation material, or miscellaneous material that is uniform in color and texture.” Further, HA’s should consist of the same age (construction vintage) and application. The Inspector identified HAs that were present in the functional spaces inspected. Each HA was given a number corresponding to the identified material. HA numbers used by RE&LS in this Survey/Inspection were given the following alpha-numeric coding:

Given this alpha-numeric coding, sample 1A from Terminal B can be identified as: Conference room outer wall, gray gypsum board, first sample. The areas of inspection applicable to this Environmental Screening are shown on the floor plans located in Attachment A. 5.0 ASBESTOS BULK SAMPLING

RE&LS is a New York State licensed asbestos contractor employing NYS/EPA Certified Asbestos Inspectors. The Occupational Safety and Health Administration (OSHA) 29 CFR 1926.1101, 40 CFR 763 Subpart E AHERA, and 12 NYCRR Part 56-5 was complied with regarding asbestos bulk sampling procedures.

Friable samples were analyzed using NYS ELAP Method EPA 600/M4/82/020 (Polarized Light Microscopy (PLM)). Non-friable organically bound (NOB) samples were analyzed using NYS ELAP Method 198.6 (PLM) and, if found to be less than or equal to 1% asbestos by weight, NYS ELAP Method 198.4 (Transmission Electron Microscopy) (TEM). Paradigm was the NYSDOH approved laboratory used for analysis. A copy of Paradigm’s credentials can be found in Attachment E. 6.0 ASBESTOS MATERIALS AND LOCATIONS ACMs and assumed ACMs exist within the project limits. The following tables identify the HAs that are asbestos containing and assumed asbestos containing along with the material description and approximate quantity. A complete listing of identified ACMs, including representative HA Nos., location and quantities, is located in the Asbestos-Containing Materials Summary Table located in Attachment C. Locations of ACM are shown on the plans in Attachment B.

7.0 LIMITATIONS OF THE ENVIRONMENTAL SCREENING This Environmental Screening is not intended to serve as a Pre-Renovation or a Pre-Demolition Asbestos Survey/Inspection as required by 40 CFR Part 61 Subpart M, 29 CFR 1926.1101, or 12 NYCRR Part 56-5. Per client direction not all suspect ACMs were tested as part of this Environmental Screening. Materials historically known to contain asbestos (asbestos cement flues) were assumed to be an ACM. Destructive sampling techniques were not used to access hidden materials in pipe chases or below subfloors. Additional quantities of reported ACMs may exist in areas not reasonably accessible at the time of the Environmental Screening. All quantities provided herein are estimates only. Exact material quantities and locations shall be identified during the Pre-Renovation or a Pre-Demolition Asbestos Survey/Inspection, if required. 8.0 CONCLUSIONS An Asbestos Environmental Screening was conducted for Trowbridge Wolf Michaels Landscape Architects, LLP and the Buffalo Outer Harbor Terminal B. This screening is not intended to be used as a Pre-Renovation Asbestos Survey/Inspection or Pre-Demolition Asbestos Survey/Inspection. The purpose of this Screening is to gain a general knowledge of the locations, conditions, and quantities of ACMs at Terminal B. ACMs and assumed ACMs have been identified in Terminal B. These ACMs were generally in good condition throughout the building. When a renovation or demolition scope is developed, a Pre-Renovation Asbestos Survey/Inspection or Pre-Demolition Asbestos Survey/Inspection is required to confirm and support the findings in this report. The survey/inspection work must be performed by a New York State Licensed Asbestos Contractor using New York State Certified Asbestos Inspectors. Material conditions, quantities, and locations identified in this report are subject to change.
