Message from the DeanWaseda in the World - the World in Waseda

At the School of International Liberal Studies, we aim to produce future leaders in a worldwide context - people with theintelligence, analytical skills and attitude to problem-solving who can apply what they have learned in the field that theyhave chosen, for their own good, for the good of their community, and for the good of the world.

The broad-ranging multidisciplinary liberal arts courses that we offer, combined with the chance to study in greaterdetail under world expert guidance, will lay what we see as the basic foundation for such a future. Our one-year studyprogram is no longer separated from our mainstream undergraduate courses, which means that those who come to us forone year can integrate with regular students and enjoy the benefits of a very diverse curriculum as well as the chance tomake long-lasting acquaintances with students and teachers of extremely diverse backgrounds.

Young people with an interest in Japan, or the rest of East Asia, or Asia as a whole, will find our curriculum especiallyattractive. They will study together with our ordinary Japanese undergraduates and a large number of bothundergraduates and one-year participants from all of the major Asian nations. Since the majority of our classes aretaught in English, our doors are open to those without advanced Japanese language skills; but we do give rigoroustraining in Japanese to our overseas participants.

We are proud of our leading position among Asian universities, and welcome talented students who are willing to takeon the challenge of joining us, and contributing to our pioneering role.

MORITA, NorimasaDeanSchool of International Liberal Studies, Waseda University (SILS)

THE ORIGIN OF WASEDA UNIVERSITY

The founding of Waseda University dates back to 1882, when Shigenobu Okuma (1838-1922) founded Tokyo SenmonGakko (or College). Early records show that 80 students applied for admission to the newly opened school, and thesepioneering youths were distributed among the Departments of Political Science, Law, English, and Science. The schoollater became Waseda University.

Shigenobu Okuma was one of Japan's foremost statesmen, who helped to guide the destiny of his country through theturbulent days of the Meiji Restoration and the early Taisho Era. In 1869, he was appointed Finance Minister andsubsequently Foreign Minister. During a period of retirement from government, he organized the Rikken Kaishinto (orthe Constitutional Progressive Party) and became its president in 1882, which attracted other leaders who became thefaculty of the Tokyo Senmon Gakko. In 1896, Okuma was again appointed Foreign Minister, and two years later hebecame Prime Minister, organizing a cabinet with Taisuke Itagaki, another prominent statesman of the Meiji Era.

In his later years, while not holding public office, Okuma lived in his residence at Waseda, discussing current affairswith distinguished visitors, both Japanese and foreign. Okuma returned to politics in 1914 and served a second term asPrime Minister. For his services to the country in World War I, he was promoted to the rank of Marquis.

THE PRESENT STATUS OF WASEDA UNIVERSITY

As a result of increasing academic prestige and expanding student enrollment, the institution acquired the status of auniversity in 1902, and its name was changed to Waseda University. There are at present 13 undergraduate schoolsoffering programs of study leading to bachelor's degrees and 24 graduate schools for master and doctoral degrees. Thetotal university enrollment now is approximately 53,000, comprising 44,000 undergraduate and 9,000 graduate students. The number of international students is about 4,400, the largest among private universities in Japan. The academicfaculty consists of 2,000 full-time and 4,000 part-time teaching staff. The University is staffed by approximately 1,000administrative personnel, including librarians, technicians, and other staff.

The Central Library houses about 5 million volumes of foreign and domestic books, and the International Center Librarycontains about 50,000 volumes closely related to the courses offered at SILS.

Ⅰ Information for the Academic Year 2014-2015Located in central Tokyo, the School of International Liberal Studies (SILS) is one of the Waseda University’s

undergraduate divisions, which was opened from April 2004. In this small and elite college of 2,400 students, classes are

largely conducted in English by an international faculty, and up to one-third of its multicultural student body comes from

outside of Japan, largely from other Asian countries. During their second year, most SILS students will also participate

in study abroad programs outside of Japan, adding a global perspective to their broad education in liberal arts and the

modern world. In addition to this degree-seeking program, SILS offers a One-Year Study Abroad Program to

international students. The participants in the One-Year Study Abroad Program can take courses with the SILS regular

students. This unique setting makes it well-suited for a one-year study abroad program for students from around the

world, who are seeking to gain a better understanding of Japan through a wide and varied perspective, such as politics,

journalism, art, education, and industry.

1. Length of Study

The SILS One-Year Study Abroad Program has been designed for a one-year period of study with an emphasis on

Japanese language study. We adopt a semester system: Fall and Spring. Fall is the first semester of the academic year,

and the Spring semester the second. All applicants are encouraged to apply for the full year academic program. Course

registration is held in each semester, and all course work is graded at the end of the semester based on attendance, class

participation, papers, examinations and so forth. However, to accommodate the needs of both international students and

those of Waseda students, SILS offers two study options: Academic Year and Semester.

(1) Academic Year

Fall Semester & Spring Semester (September 21, 2014 to September 20, 2015)

(2) Semester

Fall Semester (September 21, 2014 to March 31, 2015)

Spring Semester (April 1, 2015 to September 20, 2015)

(3) Study Duration

Fall Semester (September 21, 2014 to February 4, 2015*)

Spring Semester (Early April, 2015 to Late July, 2015*)

In all cases, the Study Duration chosen at the time of application cannot be changed subsequently, except in unavoidable

circumstances. Course registration and student orientations are held before the beginning of classes, so students are

expected to arrive at least ten days prior to the beginning of their period of study.

*These schedules are tentative and subject to change without notice.

2. Japanese Language Courses

Before the course registration, students who would like to take Japanese language courses at Level 2 or above are

required to take the Waseda Japanese Placement Test (J-CAT) to place them in the appropriate class level, ranging from

the beginning level to the advanced (Level 1 to 8). One-Year program students are required to take 6 credits of Japanese

language courses in each semester. The maximum number of Japanese language course credits One-Year program

students are allowed to take is 7.

*Exchange students from the institutions listed on the page 3 are not required to take Japanese language courses during

the program. However, taking Japanese Language course(s) is recommended since learning Japanese language will

help you accommodate yourself to the life in Japan.

Formula to calculate the actual class time of Japanese Language courses:

1 credit = 90 minutes (1 class) × 15 weeks (1 semester) = 1350 minutes (22.5 hours)

Page 8: Academic Year 2014-2015 One-Year Study Abroad Program at ... · We adopt a semester system: Fall and Spring. Fall is the first semester of the academic year, and the Spring semester

3. SILS Lecture Courses

Since SILS is a liberal arts school, we offer various lecture courses categorized into the following seven clusters:

(1) Life, Environment, Matter and Information

(2) Philosophy, Religion and History

(3) Economy and Business

(4) Governance, Peace, Human Rights, and International Relations

(5) Communication

(6) Expression

(7) Culture, Mind and Body, Community

All the lecture courses are 2-credit or 4-credit classes. One-year program students are required to take at least 8 credits

of lecture courses at Intermediate/Advanced level in each semester. For detailed information about the courses offered,

please refer to page 11.

The maximum number of SILS lecture course credits allowed to take is 14 per semester. A 2-credit course meets once a

week. A 4-credit course meets twice a week. One lesson is ninety minutes.

Formula to calculate the actual class time of SILS lecture courses:

2 credits = 90 minutes (1 class) × 15 weeks (1 semester) = 1350 minutes (22.5 hours)

4. Optional courses

a) Other Foreign Language Courses offered by SILS

One-Year program students are allowed to take “Other Foreign Language” courses offered by SILS if seats are

available. However, since SILS regular students have priority taking Other Foreign language courses in order to fulfill

the requirement for graduation, please note that One-Year Program students will not be able to register if all seats are

occupied by regular students.

Please also note that many of the Other Foreign language courses are taught in Japanese; some are taught in English or

with the direct method.

Other foreign language credits are not included in the minimum required number of credits but they are included in themaximum registerable number of credits.

b) Open Courses

Open Courses are offered by various schools and institutions at Waseda and are open to all Waseda students. There are

two categories of Open courses: a) Open Courses offered by the Open Education Center and b) Open Courses offered

by other faculties/schools.

*Summer courses, courses conducted abroad, and courses offered by other universities cannot be taken by

One-Year Study Abroad Program students.

ⅰ) Open Courses offered by Open Education CenterAlmost all of these courses are conducted in Japanese. As these courses are designed for average Japanese college

students, the same level of Japanese proficiency that they have is required to take these courses. Taking these classes

is a good way for advanced students to develop their Japanese ability even further.

ⅱ) Open Courses offered by other faculties/schoolsMost of the courses in this category are conducted in Japanese, however, there are some courses conducted in Englishas well.

Open course credits are not included in the minimum required number of credits but they are included in the maximumregisterable number of credits.

6. Syllabus

Syllabus will be provided at the beginning of each semester to help students select courses. Information on the class

schedule of the semester, textbooks, and other readings, examinations, papers, and grading systems is given in the

syllabus. If you wish to read a description of the current courses or the past ones, please refer to Page 11.

Please note that classes offered will be slightly different from year to year.

SILS One Year Program students can take the below categories of courses:

-SILS courses: Intermediate/Advanced lecture courses only

-Japanese language courses: Courses offered by CJL (*10-credit course cannot be taken)

Optional:

-Open courses

-Other Foreign Language (OFL) courses offered by SILS

*Credits of Open Courses and OFL Courses are not included in the minimum required number of credits but they are

included in the maximum registerable number of credits.

7. Assignments

Students are usually given substantial reading assignments for each course to prepare for the class discussions based on

those readings. Papers are assigned along with examinations usually at the end and/or in the middle of the semester.

8. Class Participation

In the classroom, every student is expected to participate in the discussions led by the instructor and may be requested to

give a presentation on a topic. Class participation is a large factor in evaluation.

9. Extra-Curricular Activities

The One-Year Study Abroad Program at SILS and Waseda University provide ample opportunities for extra-curricular

activities for International Students during the academic year. These activities will help students gain better

understanding of Japan through wide and varied perspectives.

10. Immigration Procedure

a. Certificate of Eligibility

Japanese Immigration Control Law requires international students to obtain a proper student visa in order to study inJapan. The Certificate of Eligibility is the principal document needed for visa application. The Immigration Officewill issue this certificate to the students through their admitted institution.SILS will apply for the certificate at the Tokyo Regional Immigration Bureau for all Academic Year Students andSemester Students. It usually takes one month for the Immigration Office to issue the certificate. Upon receipt from theImmigration Office, SILS will send the certificate to individual Independent Students by EMS.Please note that the immigration bureau of Japan may not issue the COE depending on the content of the documentsprepared by an applicant. Waseda University is not responsible for the unissued COE in such case.

b. College Student Visa

The student should then submit the certificate, together with a completed application for a College Student Visa andhis/her passport, to the nearest Japanese Consulate. This can be done in person and usually the visa is granted within afew days after the application is received.

If the student enters Japan with a visa for purposes other than for study as a student (e.g., for business or sightseeing),he/she will be required to change the visa status to a college student visa. In most cases, a student visa will be issued ata Japanese Consulate located in a country other than Japan. However it is better and strongly recommended that youget the College Student Visa in your home country before coming to Japan.

Admission to the One-Year Study Abroad Program at SILS ceases to be valid if, for any reason, a student does notarrive in Japan the day before classes begin.Upon arrival at the university, the students will be required to present to SILS their travel documents such as passport, visa, etc.

1. Health Insurance

Since medical costs are high in Japan, international students on the One-Year Study Abroad Program at SILS areexpected to have medical insurance to cover the entire period of their stay in Japan. Even if students have a medicalinsurance plan in their home country, they are strongly recommended to apply for National Health Insurance, aJapanese Government Plan (Kokumin Kenko Hoken), at the nearest district municipal office of their place of residence.

2. Miscellaneous Expenses

differs according to each individual’s life style.
