In the meeting on 4/25/2018, the committee discussed ideas for encouraging RSCA and what measures may be used to evaluate the level of RSCA. These ideas have been added to the draft report being prepared as per the committee's charge 1 . These ideas included community engagement as part of the coursework and increased collaboration among colleagues from different colleges. It was decided that committee chair will reach out to all the colleges and Graduate Education to seek out the programs currently in place to encourage RSCA. Introduction

Research scholarship and creative activities (RSCA) are important to the future of Cal Poly Providing an environment in which faculty and students have opportunities to engage in significant research scholarship and creative activities are key elements of the Cal Polys vision statement 1

For the Academic Year 2017-18 the RSCA committee was charged with reporting on the state

of RSCA at Cal Polys campus and steps that could be taken to encourage these activities on campus In this regard the committee discussed several ideas throughout the academic year A documentation of Research and Professional Development at Cal Poly SLO by this committee in 2010 was the starting point for these ideas2

The committee produced this document with input from the Office of Research and Economic Development Graduate Program Office and Deans offices from multiple colleges at Cal Poly It should be noted that this document reflects the opinions of current members of the Academic Senates committee on Research Scholarship and Creative Activities (RSCA) but at this time it is not authorized by the Senate

Current State of RSCA at Cal Poly Dr Chris Kitts Interim Dean Research and Economic Development who also serves on the committee provided several metrics to measure current state of RSCA at Cal Poly Figure 1 provides one such metric a 3-year Moving Average of $ amount secured by the faculty at all CSU campuses including Cal Poly

Cal Poly is in the middle of the pack based on this metric among all CSUs Office of Research and Economic Development (OREO) is looking at other measures such as Graduate and Undergraduate students supported by externally funded research publications and other creative outputs since dollar amount is just one measure of RSCA To measure the publications and other outputs OREO is considering the use of ORCiD 3

Graduate Programs and RSCA

Dr Emily Taylor Faculty Fellow for the Graduate Program provided the committee with information on the role of graduate students in faculty professional development at Cal Poly Graduate education recommends consideration of the following initiatives to improve Cal Poly s applicant pool and support of current graduate students so that these students can best support the faculty in their RSCA pursuits

bull Advertising and Recruitment bull Recruitment Packages for Top Applicants bull Consider Supporting all Graduate Students via 1-year Graduate Assistantships bull Increased Investment in Teaching Assistantships

College Level Programs to encourage RSCA

The committee chair reached out to the Deans offices in each of the colleges at Cal Poly to learn about the existing initiatives to encourage faculty to pursue RSCA The documentation of these programs is provided in this section

College of Science and Math (CSM)5

bull Frost Summer Undergraduate Research Program - 8 week summer program that supports 200 studenUfaculty research teams This program has been active at this level for the past four years and active at a lower level for the past twelve years This program has been emulated more recently by College of Engineering and CAFES

bull Assigned time matching for grant supported release time CSM matches 1 WTU of AT for every 3 WTU of grant funded release time This allows faculty to allocate fewer funds for time and more for students support or suppliesequipment

bull R-IDC6 Pool Funds - We use our R-IDC pool to support grant related assigned time AT) CSM guideline is that for every $1 00k of total funding (DC + IDC) the college provides order 2 WTU of AT This is just a guideline and actual agreements between CSM and faculty can vary

bull Grant funded A Y salary for undergraduate students - When faculty are successful in receiving grant funded A Y salary for our students CSM offers AT at a rate of 1 WTU per 300 hrs of AY salary This is to compensate faculty who pay students to participate in research in the A Y rather that enrolling in the independent study supervisorial courses (XXX-400 S26 courses which generate 033 WTU per student)

bull The college and department supports faculty and student travel to conferences to present their work The support comes from the college OE department OE CBF

and Frost Funds

bull CSM offers AT for excess enrollment and some faculty use this as way to reduce their contact hours and pursue RSCA

projects generally include o Improving research infrastructure in the college with priority to those projects

that promote sharing of the resources across the college o Newly hired faculty to support the potential for funded research

o Bridge funding for research-active faculty during lean period

o In last five years this program has provided more than $500000 to faculty in

support of their scholarly endeavors

bull SURP is an 8-week long program modeled after NSFs REU program SURP students are expected to spend at least 20 hoursweek working on their research projects SURP students and their faculty mentor agree upon a start date for their research project that falls within the summer 2018 quarter The student receives $2500 summer research grant through financial aid The faculty mentor receives a faculty service payment of $1500 for each of their first two students in the program and $1000 for each of the next two students with a maximum faculty service payment of $5000 This payment will be processed upon completion of SURP The college supported 32 faculty and 77 students during summer 2017 and plans to support 34 faculty and 72 students during summer 2018

bull The college provides matching funds to faculty graduate students and undergraduate students to support travel to present papers and conferences Faculty receive 50 of their travel expense with a maximum of $1000 per year Students (graduate or undergraduate) receive 50 of travel expenses with a maximum of $500 per year

bull The college has a program to reduce the cost of release time from externally funded research When faculty buy their time through release time the college uses the difference between facultys release time cost and lecturer replacement cost (calculated as 75-percentile lecturer cost in the college) to provide additional time (assigned time) to the faculty getting the release time

bull Few departments in the college provide extra WTUs for teaching slightly larger classes This makes time for faculty to engage in scholarly activities by not having to

teach multiple sections of the same course

bull Faculty Annual Report (FAR) Grant The initiative behind the OCOB research

support hinges upon the colleges dedication to mafntain academically qualified faculty which is essential to continuance of our AACSB accreditation Research active faculty at OCOB receive 1 to 3 course releases and up to $3400 in annual funds to support their research Faculty are held accountable for meeting expectations for research productivity quality of instruction and service contribution through the FAR process which consists of area chairs and deans doing an evaluation in January of the previous two years for each faculty member With respect to research such a contribution means that faculty must at least meet OCOB requirements for Scholarly Academic status as defined by AACSB The FAR process is not the performance review process specified by the contract between the University and the California Faculty Association

bull Mini Summer Support Research Grant In order to maintain OCOBs high research

standards the College seeks to support faculty summer research through the funding of research projects that are intended for submission and publication in peer-reviewed journals In general individual summer grants funded by the Orfalea endowment have ranged between $1000 and $5000

bull Graduate Student Research Grants Every year OCOB provide support for faculty research funded by the MBA Graduate Professional Fee It is a great opportunity for faculty to get research assistance and for students to get research experience

o In the MS Business Analytics program run through Extended Education students are encouraged to conduct research to participate in national competitions These trips are funded by the college

bull CAFES has just instituted (for AY 2018-19) an assigned time for research

program for TTT faculty The number of WTUs available depends on which

department the faculty member is in (because it is partly based on efficiency of

curricular delivery in terms of SCUsWTU) with a minimum of 3 WTUyear being

available per faculty member Awarding of the assigned time comes with an

expectation for deliverables

bull CAFES Summer Undergraduate Research Program (SURP) in its third year in summer 2018 is a 10-week program where students work directly with faculty on

research projects of common interest SURP students are expected to spend at

least 20 hoursweek working on their research projects SURP starts this year on

June 25th and ends on August 30thbull The student receives $2500 summer

research grant through financial aid The faculty mentor receives a faculty service

payment of $1500 for each student in the program usually limited to a maximum

of two students per faculty member Pay to the students is delivered in two

allocations the final one upon completion of the project CAFES supported 42

faculty and 67 students during summer 2017 and will support 48 faculty and 94 students during summer 2018 This program also includes a start-up

symposium where students present their research plans using Powerpoint and

a final poster session at the end of the program

bull Start-up funding is provided for new faculty in order to get them set up for research success This is negotiated individually between the Dean and

prospective faculty and can include a variety of items including equipment summer salary support student hires etc

bull Returned IDC Funds The Office of Research amp Economic Development directs

when eligible for return a portion of the indirect costs to the faculty member and

the college 15 to the faculty member and 15 to the college The portion

directed to the college supports research and scholarly efforts of faculty

including equipment purchases start-up and other items

bull The college has a modest program to fund conference travel for graduate students if they present a paper The maximum award is $1000 and is for

students who do not have other funding to support the travel (eg a research grant to their Pl funding their work)

bull CAFES started two new programs this quarter to help build a stronger research culture an annual CAFES Spring Student Research Symposium (for both graduate and undergraduate students) and a weekly CAFES Research Seminar Series with guest speakers from both on and off campus At this years research symposium 60 student presenters presented 44 posters of research they have done with 31 of our faculty members

bull Sue Tonik the CAFES grants analyst offers a grantsmanship course every quarter that covers grants at Cal Poly both pre- and post-award

College of Liberal Arts 10

bull Deans Summer Research Stipend program and the CLAs Circle of Giving fund faculty research including faculty research that involves students in paid or unpaid capacities the college currently does not a have a funded program that supports undergraduate or graduate research

Additional Recommendations by the committee

bull Integration of Teaching and Research Given Cal Polys focus on education bringing RSCA into the classroom may be the most effective way to encourage these activities Work done by City and Regional Planning department to engage communities throughout California to create their General Plan as part of their Studio class is a remarkable example of the same A Professional Learning Community organized by CTL T would be a way to bring together like-minded faculty to think towards integrating

RSCA into their teaching activities

bull Collaboration Having faculty engage with faculty from different collegesdepartments would encourage collaboration and lead to more successful grant applications Some ideas to increase this would include Lightning engagement events (a variation of speed-dating) during Research Week and a database of all Cal Poly researchers with

research interests

Conclusions

By way of this fact finding report the committee has provided several ideas to encourage RSCA at Cal Poly for consideration by stakeholders and decision makers Of course implementing most if not all of these ideas require some funding mechanism which is more of a challenge for some units on campus than the others Additionally the committee recognizes that each college is unique and the range of RSCA is quite broad given the comprehensive polytechnic nature of Cal Poly (eg creative activity by a Theater and Dance faculty vs a Civil Engineering faculty will be different in form) the lists presented above provide an opportunity for colleges to learn from each other Future evaluation could include the methods that are most effective from both cost productivity and professional development standpoints and the ways the college programs are implemented at the departmental level

By way of this fact finding report the committee has provided several ideas to encourage RSCA at Cal Poly for consideration by stakeholders and decision makers Of course implementing most if not all of these ideas require some funding mechanism which is more of a challenge for some units on campus than the others Additionally the committee recognizes that each college is unique and the range of RSCA is quite broad given the comprehensive polytechnic nature of Cal Poly (eg creative activity by a Theater and Dance faculty vs a Civil Engineering faculty will be different in form) the lists presented above provide an opportunity for colleges to learn from each other Future evaluation could include the methods that are most effective from both cost productivity and professional development standpoints and the ways the college programs are implemented at the departmental level

Introduction

Research scholarship and creative activities (RSCA) are important to the future of Cal Poly Providing an environment in which faculty and students have opportunities to engage in significant research scholarship and creative activities are key elements of the Cal Polys vision statement 1

For the Academic Year 2017-18 the RSCA committee was charged with reporting on the state

of RSCA at Cal Polys campus and steps that could be taken to encourage these activities on campus In this regard the committee discussed several ideas throughout the academic year A documentation of Research and Professional Development at Cal Poly SLO by this committee in 2010 was the starting point for these ideas2

The committee produced this document with input from the Office of Research and Economic Development Graduate Program Office and Deans offices from multiple colleges at Cal Poly It should be noted that this document reflects the opinions of current members of the Academic Senates committee on Research Scholarship and Creative Activities (RSCA) but at this time it is not authorized by the Senate

Current State of RSCA at Cal Poly Dr Chris Kitts Interim Dean Research and Economic Development who also serves on the committee provided several metrics to measure current state of RSCA at Cal Poly Figure 1 provides one such metric a 3-year Moving Average of $ amount secured by the faculty at all CSU campuses including Cal Poly

bull Assigned time matching for grant supported release time CSM matches 1 WTU of AT for every 3 WTU of grant funded release time This allows faculty to allocate fewer funds for time and more for students support or suppliesequipment

support hinges upon the colleges dedication to mafntain academically qualified faculty which is essential to continuance of our AACSB accreditation Research active faculty at OCOB receive 1 to 3 course releases and up to $3400 in annual funds to support their research Faculty are held accountable for meeting expectations for research productivity quality of instruction and service contribution through the FAR process which consists of area chairs and deans doing an evaluation in January of the previous two years for each faculty member With respect to research such a contribution means that faculty must at least meet OCOB requirements for Scholarly Academic status as defined by AACSB The FAR process is not the performance review process specified by the contract between the University and the California Faculty Association

bull Mini Summer Support Research Grant In order to maintain OCOBs high research

standards the College seeks to support faculty summer research through the funding of research projects that are intended for submission and publication in peer-reviewed journals In general individual summer grants funded by the Orfalea endowment have ranged between $1000 and $5000

bull Graduate Student Research Grants Every year OCOB provide support for faculty research funded by the MBA Graduate Professional Fee It is a great opportunity for faculty to get research assistance and for students to get research experience

o In the MS Business Analytics program run through Extended Education students are encouraged to conduct research to participate in national competitions These trips are funded by the college

bull CAFES started two new programs this quarter to help build a stronger research culture an annual CAFES Spring Student Research Symposium (for both graduate and undergraduate students) and a weekly CAFES Research Seminar Series with guest speakers from both on and off campus At this years research symposium 60 student presenters presented 44 posters of research they have done with 31 of our faculty members

bull Sue Tonik the CAFES grants analyst offers a grantsmanship course every quarter that covers grants at Cal Poly both pre- and post-award

bull Deans Summer Research Stipend program and the CLAs Circle of Giving fund faculty research including faculty research that involves students in paid or unpaid capacities the college currently does not a have a funded program that supports undergraduate or graduate research

bull Integration of Teaching and Research Given Cal Polys focus on education bringing RSCA into the classroom may be the most effective way to encourage these activities Work done by City and Regional Planning department to engage communities throughout California to create their General Plan as part of their Studio class is a remarkable example of the same A Professional Learning Community organized by CTL T would be a way to bring together like-minded faculty to think towards integrating

RSCA into their teaching activities

bull Collaboration Having faculty engage with faculty from different collegesdepartments would encourage collaboration and lead to more successful grant applications Some ideas to increase this would include Lightning engagement events (a variation of speed-dating) during Research Week and a database of all Cal Poly researchers with

research interests

By way of this fact finding report the committee has provided several ideas to encourage RSCA at Cal Poly for consideration by stakeholders and decision makers Of course implementing most if not all of these ideas require some funding mechanism which is more of a challenge for some units on campus than the others Additionally the committee recognizes that each college is unique and the range of RSCA is quite broad given the comprehensive polytechnic nature of Cal Poly (eg creative activity by a Theater and Dance faculty vs a Civil Engineering faculty will be different in form) the lists presented above provide an opportunity for colleges to learn from each other Future evaluation could include the methods that are most effective from both cost productivity and professional development standpoints and the ways the college programs are implemented at the departmental level
