Background/Discussion: San Pablo Rapid Bus service is scheduled to commence with the June, 2003 signup. This update reviews:
1. Photographic Analysis of all Bus Stops on the Line, with Emphasis on (a) Feasibility and Size of Bus Shelter, and (b) Locating Van Hool Accessibility Access
2. Review of Various City Actions re All Proposed Bus Stop Locations, Including Far Side Versus Near Side Locations
3. Los Angeles Rapid Accident Statistics, and Initial Discussion of AC Operations Procedures
4. An Overview of Project Status, by Component.

Attachment B is a list of proposed Rapid stop relocations. Attachment C is an analysis of the status of all major portions of the San Pablo Rapid Bus Project, at this time. Photographic Analysis of All Rapid Stops. Because of accessibility clearance issues through the second door of Van Hool buses, and the added need for assuring the rear doors of the Van Hool busses are also clear, as well as the necessity for properly locating the bus shelters, all Rapid stops are now digitally photographed and reviewed for a clear path of travel and shelter location. One result of this detailed analysis is the recommendation for repositioning a number of bus poles, in order to align the second door of the Van Hool buses properly. Another result is that there are a number of sites which will not accommodate a bus shelter and will receive kiosks instead, and the understanding that the majority of bus shelters installed will need to be the standard 13-foot shelter, rather than the larger 22-foot shelter. Review of All San Pablo Rapid Bus Stop Locations, and Various City Actions Pertaining to Stop Relocations. At the beginning of the implementation process, there was a relatively even distribution of near side stops and far side stops – 21 near side, 23 far side, 2 mid-block and 3 located in transit centers. As the result of extensive analysis, aggressive requests for far side locations and some political compromise, the great majority of Rapid stops are now located far side – 38 far side locations, 6 near side, 2 mid-block and 3 Transit Center. This is a net change of 15 stops from near side to far side, over 30 percent of all San Pablo Rapid stops. A Review of all stop locations, with indication of any city actions on moving stops, is included as Attachment B. Accident Statistics and Operational Planning. Los Angeles Metropolitan Transportation Authority has provided AC Transit with accident statistics for the months of July and August of 2002. While there may be some differential in the manner in which MTA and AC report accidents and incidents, the information indicated that the Rapid Bus lines, in three out of four instances, had a lower accident rate than the overall division in which that line was located. AC Operations has appointed a member of their staff to attend weekly San Pablo Rapid Team meetings, and developed a draft “Rapid Bus Supervisors Procedures Guideline.” That document is being edited, and a time line for developing training materials, a training schedule and an Operations manual are now ongoing. Overview of Project Status. Attachment C presents an assessment of where the Project Team believes the project stands at the present time. All those work items located outside of Oakland continue to be on schedule for the June sign-up. Several items within Oakland’s jurisdiction are currently in danger of falling behind schedule. A number of steps are being undertaken, including meeting with the Oakland City Managers Office, in order to maintain the project schedule.
