INTRODUCTION ///

A Contemporary Art Museum is a building or space for the exhibition of art, usually visual art. Paintings and scupltures are the most commonly displayed art objects; however, drawings, collages, prints, photographs and installation art including other artistic activi-ties, such as performance art, land art, in-ternet art to name a few are also regularly shown.

Contemporary art can broadly be defined as art produced at this point in time (now) or af-ter World War II.

Buenos Aires is the capital of Argentina andis located on the western shore of the estu-ary of the Río de la Plata. It has a population of approximately 13 million (thirteen million), which makes it one of the biggest cities in South America - a cosmopolitan metropolis, known for its rich cultural life and is consid-ered the capital of the tango.

Being an important economic center, its ar-chitecture is a combination of different styles which gives it a unique architectural beauty.

SITE SELECTION ///

The New Contemporary Art Museum will be located in the Puerto Madero district, also known within the urban planning community as the Puerto Madero Waterfront. It occupies a significant portion of the Río de la Plata riverbank and represents the latest architectural trend in Buenos Aires.

Puerto Madero has been redeveloped with an international flair, drawing interests from renown ar-chitects such as Norman Foster, César Pelli and Phillippe Starck, among others. Today, it is one of the trendiest boroughs in Buenos Aires with its elegant houses, offices, lofts, private universities,luxurious hotels and restaurants.

The site for the proposed Museum is located near the famous Puente de la Mujer bridge designed by the Spanish Architect Santiago Calatrava.

ABOUT THE COMPETITION ///

The aim of this International Competition is to design a New Contemporary Art Museum in the Heart of Buenos Aires. The architecture of this new building should reflect contemporary design tenden-cies. The proposal must not only attend to the specific function but the design should also take into consideration the urban insertion and its impact. This Competition hopes to achieve the following:

_Encourage and reward design excellence which integrates function and structure within the art world._Research, respond to and highlight the unique aspects of designing an original Contemporary Art Museum._To generate the discussion of ideas regarding the functionality of an art exibition space._Encourage the employment of sustainable design in all aspects of the proposal.

COMPETITION STRUCTURE ///

This is a single stage Competition with the aim of identifying the most appropriate proposal, which best satisfies the general and specific objective of the contest.

PROGRAM AND SPACE USED ///

The following spaces should be included in the design program: Entrance Hall: A 200 m2 space with a service desk for exhibition information and assistance. A cloak-room for coats and bags should also be provided.

Souvenir store: A 100 m2 space destined for the sale of souvenirs.

Exhibition : A total of 4900 m2 space _ Galeries 01: 1500m2 of exhibition space, with a ceiling height of 5.00m_ Galeries 02: 1000 m2 of exhibition space, with a ceiling height of 6.00m _ Galeries 03: 1000 m2 of exhibition space, with a ceiling height of 6.00m_ Galeries 04: 800 m2 of exhibition space, with a ceiling height of 12.00m _Multipurpose space: 600m2 and 4.00m high, for special programs and events.

The proposed design should include an open-air exhibition space to cater for oversize sculptures or installations. There is no size restriction for this space (m2).

Auditorium : A 450 m2 space with a capacity for 250 persons.

Food-café: A 200m2 space, which should include a bar/counter and a number of tables.

Administration: A 175 m2 space destined for offices (1 office for the Art Museum’s director, 3 small offices and 1 meeting room)._Restroom facilities 10 m2 for staff only, comprising of 2 single oc-cupancy washrooms.

Facilities :_ Restroom 3 x 75 m2 located on three diferent level of the building. Each one should include: 4 single occupancy washrooms for women + 1 disabled access. 4 single occupancy washrooms for men + 1 disabled access.

_Changing room: 50m2 for museum supervisors including one shower cubicle. _Loading area: A 100 m2 space for loading bay/service vehicles._Storage space : A 200 m2 space connected to the loading area._Plant room : A 200 m2 space. Circulation:_One emergency/service staircase._One main staircase (or escalator) for visitors._Two elevators for visitors._One freight elevator capable of reaching every level of the building from the loading area.

PARTIAL: 6800 m2 CIRCULATION AND WALLS: 25% of the total area: 1700 m2

TOTAL: 8500 m2

DESIGN CRITERIA ///

Access: Visitor access should be controlled at the entrance hall. Ad-ministrative and maintenance staff can also have the same access. All access must also meet the disabled access standards.

Spatial organisation: Slight variations in the surface area and the free combination (m2) of the different uses will be accepted. It is also left to the discretion of participant, on how best to combine of different sec-tions or spaces within the Museum. The criterion is open and depen-dent on the project design. Balconies, terraces and patios can also be included in the design.

Circulation: An emergency staircase should be included. The overall internal circulation of the Art Museum should be designed to allow dis-abled access.

Elevators: Two high speed elevators for visitors should be provided along with a freight elevator. Structure: Although no engineering calculation is to be presented, an architectonic structural design is to be suggested as the basis or foun-dations for the building’s final structural criteria. This means that the structure should be clearly represented both in plans and sections.

Volume: There are no height restrictions however the volume must re-late harmoniously with its context, and also be unique and original.

Materials: There are no restrictions with regards to the choice of ma-terials, however thought should be given to the idea of sustainability.

External: The Ship “La Fragata Sarmiento” docked permanently near the site of the proposed new Contemporary Art Museum is another pub-lic museum. However is not necessary to create a connection to it.

ARCHITECTURAL CONTRIBUTION ///

[AC-CA] sees its competitions as providing an opportu-nity for architectural experimentation, discussion and speculation.

We are interested in motivating architects to provide their own point of view or vision, which very often may lead to the pushing of the boundaries and rules defined by the Competition.

In other words, entrants are free to explore how far they can push the rules and guidelines set for Competition without breaking them, to avoid being disqualified.

SPECIAL CONDITIONS ///

There are no special conditions, however, the design should sit comfortably in harmony with the site. It should also be as aesthetically interesting and inviting to visi-tors with an expression of great spatial awareness. Submissions can be the work of an individual or a group up to 4 members and there is no age limit. However, entrants under 18 years of age must be lead or entered by someone over the age of 18.

There are no restrictions for this International Competition. Registration and participation in the Competition implies an immediate acceptance by entrants of all terms & conditions governing the site and Competition.

AWARDS ///

Winning participants will receive prizes totaling US$ 5,400 with the distribution as follows:

1st PRIZE: US$ 3,000 (THREE THOUSAND US DOLLARS) 2nd PRIZE: US$ 1,600 (ONE THOUSAND SIX HUNDRED US DOLLARS)

3rd PRIZE: US$ 800 (EIGHT HUNDRED US DOLLARS)

There will also be 7 honorable mentions.

Participants will be responsible for the arrival of their proposals within the corresponding dead-lines and no proposal will be accepted one day after the deadline date.

SUBMISSION REQUIREMENTS ///

A single (1) board horizontal digital image with the detail listed below must be submitted via email to [email protected]:

_Subject of email: Subject of the email must be your unique registration number._Image Format: A single zipped or compressed JPG extension file._Dimensions: 3500 width x 2600 height (pixels) or 36.45 x 27.08 inches or 92.6 x 68.79 cm to 96dpi._File Name: The image file name must correspond to the unique registration number. (Example: 3333333.jpg where 333333 represent the unique registration number assigned and sent to you by [AC-CA] minutes after a successful registration). _Max. File Size: 2MB (2 Megabytes).

ADDITIONAL SUBMISSION INFORMATION ///

The presentation technique is absolutely open and at the discretion of the entrant. However, it is rec-ommended that the submitted image include the following information which reflect the main concept of the design:

_Plans, _Sections, _Sketches or perspectives

The presentation should clearly document the proposed design as well as the approach to the project. Information relating to organization, materials, treatment of the location and the design should be included when considered relevant.

The total area of the project should be included on a part of the image. Any additional textual or nu-merical descriptions should be incorporated into the graphical presentation of the project and ex-pressed in English only.

Entrant’s unique Registration Number should appear on the upper right side of the image. (Anonymously - without any names or markings, just the Unique Registration Number).

Note:Entrants are advised to send their submissions from the same email address used for registration on the [AC-CA] website, as submissions from a different or an unrecognised e-mail account might be treated as Spam. This might also prevent us from tracing you in the event we have to contact you.

EVALUATION AND JUDGING PROCESS ///

The Jury will review the submitted entries based on the Competition’s set of objectives and from a short-list of entries, select the Competition win-ners with an [AC-CA] consultant overseeing each stage of the process.

The Jury’s decision will be final as stated in the Competition’s terms and conditions.

EVALUATION CRITERIA ///

Entries will be evaluated based on the following 5 main criteria:

_Intelligent and appropriate use of all design principles._Use of space and perceive traffic flow within the space. _The Design’s aesthetics and originality._The use of sustainable material._Clarity and comprehensibility of the design.

JURY ///

The Jury for this International Competition will comprise of the following professionals:
