    Bodos are one of the oldest indigenous groups of the North Eastern tribes of India. The naturalhomeland of the Bodos covers an area on the foot hills of Bhutan and Arunachal Pradesh Pradesh in

    Assam. The boundaries of the Bodo inhabited area starts from West Bengal to Arunachal Pradesh. On

    the southern side the Northern bank of Brahmaputra is the traditional demarcation. Having more than

    18 Lakhs population of Assam they are mostly concentrated in the North Bank of the Brahmaputra.

    Being an influential plain tribe of Assam they have been feeling cheated by the ruling classes. They had

    started a demand for separate state of Bodoland out of Assam since 1960 under the banner of a

    presently defunct political platform named Plain Tribal Council of Assam. After the Assam Movement,

    which was concluded after signing Assam accord in the year 1985, the Bodos felt encouraged to demand

    a separate homeland for them. Accordingly Bodos under the leadership of Late Upendra Nath Brahamawho was the President of All Bodo Students Union started a movement in support of their demand.

    Bodo Agreement :

    To resolve the Bodo problem, the state government of Assam decided to set up Bodo Autonomous

    Council (BAC), by signing an accord in 1993. But the Bodo people were not satisfied. They started

    another movement for a separate state of Bodoland under the leadership of ABSU which is known as

    All Bodo Students Union. But other two Bodo separatist organizations named (Bodo Liberation Tigers

    [BLT] and National Democratic Front of Bodoland [NDFB]) started their violent operations in support ofa separate Bodoland. In the year 2003, the central government decided to create a more powerful

    autonomous area in favour of Bodos and an agreement was signed between the Bodo Liberation

    Tigers, State Government Assam and Central Government leading to creation of BTAD.

    Now the BTAD (Bodoland Territorial Area Districts) includes four districts, viz., Kokrajhar , Baksa ,

    Chirang and Udalguri. Kokrajhar is the head quarter / capital of the BTAD. The Population of BTAD is

    35,15,355 comprising of Bodo, Rabha, Garo, Koch Rajbangshi, Sarania, Santhal, Oraon, Bengali,

    Nepali, Assamese, Hindi Speaking people, and Muslims according to 2011 census. There are two

    types of Muslims in BTAD i.e. those who came in the 16th

    Century and others as Muslim infiltratorsfrom Bangladesh.

    The reality of violence:

    With the increase in Muslim population due to uninterrupted infiltration from Bangladesh, terrorism

    and violence gradually entered into the scene. Bangladeshi infiltrators who occupied river islands, forest

    land and grazing field started acting as a spring board to accelerate the infiltration from Bangladesh.

    This has created social, economical and political imbalance in the BTAD area. Bangladeshi infiltrators

    use to vote en-block to the pseudo-secular political parties. So they are favored by the political partiesruling the state of Assam as well as the centre. According to the government records about 35 percent

    forest land has already been grabbed by these Bangladeshi Muslims in Kokrajhar. These Bangladeshi

    Muslims have built their houses in government lands and in the banks of different rivers destroying its

    bio-diversity. As the number of Bangladeshi population increases they need more political power to

    get settlements and resources. Political and other simultaneous ambitions of this illegal population

    are also increasing. Now the Muslims in BTAD realizing that their number is of no use in erstwhileBTAD political system, they started a systematic campaign against the BTAD. And they have started

    their demand for Muslim reservation in Bodo Territorial Council.

    The increase in the Bangladeshi Muslim population deteriorated the relations between the Muslim

    and the Non-Muslim groups. Two years ago, Muslims wanted to build a toilet for a Madrassa inside the

    premises of a Kali temple in a village named Howriapet, located in Gossaigaon sub-division. The

    entire Hindu society of the region got together to protest against this audacious decision, when 2

    Bengali Hindu boys, who were a part of the protest, were brutally murdered by the Muslims.

    In another incident from the same area, a Muslim boy forced himself inside a Hindu house and

    tried to rape a girl. When he was caught by people from the village and thrashed, his fellow Muslims

    arrived and beat him as punishment. The boy died and Muslims blamed the Hindus for it and ransacked

    the entire village and many other adjacent villages too. Hindus suffered once again.

    Three months ago, again in Gossaigaon , Muslims burnt down Adivasi houses after a minor quarrel

    in a market. As a result, an undercurrent of tension prevailed because of the unjustified aggression of

    the Muslims. They are further backed by the Muslim United Liberation Tigers of Assam (MULTA), a

    terrorist organization and also by the All Assam Minority Students Union (AAMSU). From AAMSU, anew fraction was created to cater the needs of Muslims of the Bodoland region only and was termed

    as the All Bodoland Minority Students Union (ABMSU).

    THE SATRA ENCROACHMENT ISSUE RAISED IN THELEGISLATIVEASSEMBLY

    Question raised by - Dr. Kamala Kalita, MLA, AGP

    Honourable member of Legislative Assembly Dr. Kalita, citing a news report published in the daily

    Asomiya Pratidin titled - Bangladeshir Grashot 39 satrar 6,576 bigha mati (6576 bighas of land of 39 satras

    under the Bangladeshis) has raised the objection that vast stretches of satra land in Assam were under

    encroachment, adding that the goverment had not taken any measure to retrieve the encroached land. He

    further noted that the Government of India had granted rupees 93.57 crores for the welfare of the 135 satras

    of Assam. Of which rupees 25 crores had already been released. The state government had not only failed to

    properly utilize this fund, but had also later on curtailed the total funds allocated for the welfare of the satras in

    its budges.

    In four districts of Assam a toatl of 71 bighas 1 katha 4 lechas of land belonging to satras, temples,

    mathes are under encroachment.

    Our survey revealed that -

    1. 500 bighas of land at daag no. 3 in Balisatra kisamot under Batadrawa mouza had been set aside for

    the purpose of a grazing reserve of which 200 bighas were meant for a cattle farm, 78 bighas for

    social forestry, 3 bighas for a cemetery, 31 bighas for Task Force. However none of that materialized.

    Moreover a mosque and an idgah stands today on the land that had been allocated to the satra.

    2. 584 bighas of nisfkhiraj land of Rampur Satra today lie under encroachers

    3. The Honourable Minister doesnt have any data regarding who has occupied of the remaining land of

    Alipukhuri.

    4. Nor does he have any record of the 1900 bighas and 105 bighas of land belonging to Adi

    Elengi and Bor Elengi satras respectively.

    The big difference between the data presented at the Assembly by the Honourable Minister and the

    reality, as surfaced during our survey becomes evident here. Of course, the Honourabable Ministers reply

    does contain hints of the fact that the satra-math-temple lands are being encroached. At the same time, we

    also have got an idea of who tje encroachers are.

    Besides, according to central government records, 4,85,674 hectares of forest land in Assam are

    under encroachers. According to our calculations, three-fourths of the encroachers are illegal immigrants

    from Bangladesh.

    Further, the fact that the Honourable Minister had submitted wrong facts and figures regarding en-

    croachment in the Assembly has been proved by the following data, which we have received from Dr.

    Keshavananda Dev Goswami, Professor and eminent scholar from Balisatra.

    the purpose of a grazing reserve. On 15 bighas of that land, a market was set up. But soon the boundaries of

    the market spread and eventually covered 50 bighas of land, thus 35 bighas were encroached.

    31 bighas had been allotted for Task Force. However none of that materialized.

    200 bighas were meant for a cattle farm. That too is a distant reality.

    2 bighas of land had been allocated for a mosque and a madrassa. However much greater swathes of

    land have been encroached. Satra land has also been encroached to construct an idgah.78 bighas had been alloted for social forestry, but there is not a single sapling to be seen. Instead those

    78 bighas have been almost entirely encroached by people of suspected origins.

    3 bighas had been set apart for a cemetery. 1 bigha each had been granted the landless people of

    scheduled tribes of the Dumdumia-Langiyamukh area - on which land encroachers are seen to have their

    farming activities instead.

    Section 144 had been imposed on the idgah. However upon vilolation of the law, when the authorities

    went to thwart the violent mob (comprising illegal immigrants), the Officer in Charge of the Dumdumia Police

    Outpost was attacked and assaulted.

    Presently, only about 250 bighas of land, out of the total 500 bighas of this satra are free from en-

    croachment.

    6) Ranjit Sekhar Mooshahary(Meghalaya governor) , a former IPS officer, who once headed the

    National Security Guards (NSG), also blamed that the Assam government was unable to prevent the communal

    clashes despite having prior indications. He said, Several houses in our village were set ablaze by an armed

    mob just before noon. Even paddy fields with standing crop were destroyed. This happened despite the

    presence of a police picket near an LP school in the area. Police has been very ineffective, (Mooshaharysnative village Odlaguri in Gossaigaon subdivision of Kokrajhar came under miscreants attack & burned in

    broad daylight on Tuesday.)

    7) Vijay Goel (BJP National General Secretary) has also demanded sealing of the border to check

    entry of illegal immigrants and thereby, trouble and said, The congress government has failed to check

    influx.

    (vi) In another incident the muslim immigrants attacked on Police patrolling party at

    Sengmari, Kutamari about 3 km from Kokrajhar Police station at around 5 pm

    and burt the Police vehicle. A paper clipping The Assam Tribune dated 30th

    May, 2012 enclosed in Annexure I.

    3 30-6-2012 The Deputy Commissioner, Kokrajhar Sri Donald Gilfellon convened an emer

    gent meeting of all the political parties and social organizations of Kokrajhar

    District with a view to addressing the situation and maintaining law and order,

    peace and communal harmony in the district wherein Sri Jitmal Doley, Superin

    tendent of Police was also present. The meeting strongly condemned the vio

    lence let loose by ABMSU activist and termed the bandh as unscrupulous and

    undemocratic. Mr. Gilfellon, DC, Kokrajhar published a leaflet condemning theviloence activities unleashed by ABMSU activist dated 1st July 2012. An appeal

    in Assamese and transiated in English published by Deputy Commissioner is

    enclosed in Annexure II.

    30-6-2012 Unidentified miscreants shot at 2 (two) muslim labourers at Sapkata under

    Gossaigaon PS where one died on the spot and other injured. There was strong

    suspect on the Bodos involvement and became war like situation to the Bodos.

    However, after enquiry police confirmed the involvement of Adivashi militants,

    some of whom where later arrested.

    4 06-7-2012 2 (two) muslims namely -Md. Nurul Hoque and Md. Mozibur Rahman were killed

    at Mushalmanpara near Antihara village under Dotma PS. The AMSU and ABMSU

    intentionally blamed the hands of bodo miscreants in the incidents which later

    police confirmed the involvement of Kamatapur Liberation Organization (KLO).

    5 19-7-2012 Some unknown miscreants on motorbikes fired indiscriminately infront of the

    residence of Mahibul Haque alias Ratul and Md. Abu Siddique both of Magurmari

    village under Kokrajhar Police station. Both have been said to be the office

    bearers of All Bodoland Muslim Students Union. Mahibul Haque alias Ratul is a

    dismissed policeman, and well-known as an anti-social element in his own

    locality who received only a minor injury on his leg.

    19-7-2012 As an immediate reaction to the above incidence the Immigrant Muslims mis

    creants opened indiscriminate firing near Bhatipara village and attacked the

    house of Shri Jagadish Brahma S/o. Lara Singh Brahma of village Bhatipara 1

    km south from Kokrajhar Police station at about 9 pm and broke the doors,

    windows besides damaging the house. A case was registered at Kokrajhar

    Police Station against this incidence.

    6 20-7-2012 4 (four) Bodo youths namely - 1. Pradip Boro (32), 2. Dhrubajit Goyary (28), 3.

    Jatin Goyary (24), 4. Jwngsar Boro (27) where brutally killed at around 8.00 to

    8.30 PM at Joypur village 1 km. South from Kokrajhar PS. The four Bodo

    youths coming on two motor-bikes saw the large gathering of muslims and

    blocked the road with boulders. A police patrol party had just then arrived thereand sensing that something did not look right, they got inside the police van but

    the immigrants muslims pull out all the four youths forcibly and hacked them to

    death in a most brutal manner. The police on duty there led by Mr. Bhuban Ch.

    Das an Officer-In-Charge of Kokrajhar PS made no attempt to rescue and save

    the Bodo youths. The two motor bikes were also burnt to ashes.

    7 21-7-2012 Muslim miscreants attacked Paroura and burnt the villages belonging to Bodo

    community besides killing two Bodo women and a man on the spot namely - (1)

    Dandi Basumatary (62) 0, W/O Laicharan Basumatary, (2) Dali Basumatary

    (65), W/o. Atul Basumatary and (3) Randaram Narzary (70), Son of late Tekla

    Narzary respectively under Fakiragram PS. Sri. Atul Basumatary (65) was also

    brutally attacked and wounded seriously, he was admitted to R.N.B. civil hospi

    tal Kokrajhar in aserious condition. The incidence happened so quickly that

    even the people were not returned from the cremation ground cremating the 4

    Bodo youths killed previous day.

    8 22-7-2012 Bodo village under Gossaigaon PS like Tulshibil, Aminkhata, Besorkona, Satbil

    were looted and gutted by the muslims immigrants. The miscreants also gut

    ted Amritpur Brahma Sevashram a residential High School with 150 inmates

    capacity at Antaibari.

    9 23-7-2012 Md. Abdul Razzak, I/C of Bhauraguri OP arrested two Bodo youths namely - (1)

    Sri Sanswrang Brahma (18), S/o. Daimunsing Brahma of village Koklingbari

    under Gossaigaon PS from Second Bazar who were coming home after par

    ticipating Army recruitment rally at Titaguri Kokrajhar. Both of them were later

    handed over to muslim miscreants and were brutally killed. The dead body of

    Sri Sanwrang Brahma was recovered from a well at Second Bazar while Sri

    Joysat Brahma has not been recovered through his dead is confirmed.

    23-7-2012 The Bodo villages like Alurbhui, Tintila, Chakrasila Pt-I, II under Kokrajhar PS

    were gutted by muslim immigrants, and Mr. Shri Charan Basumatary (65), S/o

    late Saotal Basumatary village - Chakrasila Pt-I was killed and thrown in a well.

    His death body was recovered on 28 June, 2012.

    10 24-7-2012 ABMSU, AAMSU & O-Boro Suruksha Samittee called a 24 hrs. Assam bandh.

    From that day the viloence spread Kokrajhar, Gossaigaon, Bongaigaon and

    some parts of Dhubri District.

    UOCC blames anti Bodoland stand of ABSS

    (The Sentinel- 24 May 2012- From our Correspondent)KOKRAJHAR : United Organization Co-ordination Committee (UOCC) has blamed the anti Bodoland stand

    of the Ana Boro Suraksha Samity (ABSS) who are opposing the creation of separate state of Bodoland and

    observed that the activities of the Samity has been creating misunderstanding and hampering on the peaceful

    co-existence of the people living within BTC area.

    In a press meet held at Kokrajhara recently the general secretary of the UOCC. Niren Ray said the preventing

    of the creation of Bodoland state is the basic character of ABSS as the Samity on earlier occasions especially

    ahead of creation of BTC also opposed the accord and they have been taking the same course without

    justifying the equal development and right and privilegaes given to all communities in BTC area. He said the

    anti Bodoland activities of the ABSS in certain places could bring trouble on the unity and intergrity as well asmisunderstanding among the people living in BTC area.

    Ray alleged the some BTC MCLA and a section of people who are enjoying the advantage in various develop-

    mental schemes have hands in glove in the undasired activities of ABSS. He said if some MCLA and contrac-

    tors who are acting as catalyst for ABSS should stop seeking schemes and get involved in the development

    GUWAHATI: The All Assam Minorities Students Union (AAMSU) faction led by president Alxiur Rohim Ahmed

    has expressed fear over the security of minorities and non*-Bodo people living in the Bodoland Tertorial Area

    District (BTAD) are The AAMSU faction has de immediate exclusion of non-Bodo villages from the Bodoland

    Territorial Councils (BTC) insdiction.

    Addressing a press conference Guwahati today Abdur Rohim Ahmed said. :People from non-Bodo

    communtities in the BTAD areas are heing harassed. Killings and extortion are on the rise. The lives of these

    people are not secure.:

    We will never support the demand for a separate Bodoland State. About 50 per cent of the villages under the

    jurisdiction of the BTC are non-Bodo villages. We therefore, demand that these villages should be excluded

    from the jurisdction the BTC and for this the BTC Accord should be scrapped. he said.

    We also demand that the issure of D-voters should be resolved at the earliest and eixcuit courts should be

    set up at the panchayat level to issue citizenship identity cards to genuine Indian citizents. Also March 25, (97)

    should be taken as the cut-off date for updating the National Register of Citizens (NRC) and the process ofupdating the NRC should start in all districts of the State, nmot in some districts as a pilot project. The

    Review meeting on law and order in BTC area held

    KOKRAJHAR : A review meeting on the law and order and development was held at DCs Conference Hall,

    Kokrajhar today with Lower Assam Commissioner Javier Hussain in the chair. The meeting was attended by

    all the Deputy Commissioners (DG) and Superintendent of Police (SP) of BTC districts in a brief interaction

    with mediapersons the Lower Assam Commissioner. Hussain said the review meeting was attended by the

    DCs and SPs of four BTC districts He said the meeting discussed on the law and order situation in BTC and

    developmental activities. Hussain did not divulge any more regarding the discussion. When the reporters

    started questioning on the Lower Assam Commissioner about hte measure taken by the police administration

    on the continuation of bandh call given by various organizations, the IGP, BTC-SN singh who stays in Guwahati

    intertered the questioning and said no incident takes place in presence of police and security forces. He also

    said the bandh culture will come to an end it the people do not respond it and the necessary measures would

    be provided by the police and security forces.
