AMMAN – May 16, 2016 - Under the patronage of HE Dr. Talal Abu-Ghazaleh, the Arab Society for Intellectual Property (ASIP), in cooperation with the National Library of Jordan, Talal Abu-Ghazaleh Intellectual Property, and the Licensing Executives Society–Arab countries, has organized a workshop, in celebrating the World Intellectual Property Day entitled “Collective Management and Copyrights,”, at Talal Abu-Ghazaleh University.

Dr. Abu-Ghazaleh stressed on the importance of having a specialized entity for the protection of innovators’ rights, which led to the unanimous decision by the attendees to elect a team

intellectual innovation has become an urgent necessity with the need to develop related legislation, and spread awareness to all sectors that will benefit from it.” The event hosted Mr. Mohammed Al-Abbadi, general manager of the National Library of Jordan, and attended by Mr. Michael Haealy, International Relations Executive Director of Copyright Clearance Center (CCC), and Ms. Anita Huss-Ekerhult, consultant at WIPO, as well as other association representatives and stakeholders concerned with creativity and innovation. On his part, Mr. Al-Abbadi expressed his thanks to Dr. Abu-Ghazaleh for holding this workshop, indicating that one of the key factors for encouraging and promoting the development of Intellectual Property in Jordan was the abolishment of the Jordan Media censorship on publications, as part of the reform measures led by His Majesty King Abdullah II, that had positive effects in encouraging Arab authors in publishing their works in the Kingdom.

Meanwhile, Ms. Huss-Ekerhult stressed on the importance of World Intellectual Day, celebrated every year on April 26th, with this year’s topic entitled “Digital Creativity: Culture Reimagined”. She indicated that there must be balance between author, distributer and user, “With digital creativity and economic

opportunity through Internet across the world, it is time to discuss the importance of Collective Management in Jordan.”

Mr. Haealy said, “The CCC, a not-for-profit organization, practices Collective Management in granting licenses, monitoring use of content, and collecting and distributing royalties to rights holders; as well as other cultural, social, educational and enforcement functions.” Ms. Hasiba Shaban, manager of ASIP, said that the workshop celebrates World Intellectual Property Day, innovation and creativity, stating that the organization constantly works on developing Intellectual Property Rights based on the vision of its Chairman Dr. Abu-Ghazaleh. On the other hand, Dr. Mohammed Abu-Alhijaa, Dean of the Faculty of Law at the Middle East University, presented an action plan based on the national system and legal framework for copyrights of authors, for awareness in classifying types of copyrights, and other related rights, including the duration of those rights. The two-day workshop tackled various topics, including the importance and role of copyrights and collective management in being the link between rights holders and users, in addition to promoting literature, music, arts, innovation, and economic development.

CAIRO - May 11, 2016 - On the occasion of the World Intellectual Property (IP) Day, Abu-Ghazaleh Intellectual Property (AGIP) Egypt office participated in the celebration of world Intellectual

Property Day at Al-Mansoura University, on April 26, 2016.

Representing AGIP, Mr. Tarek Al-Khatib, AGIP Egypt office manager, and Dr. Ahmed Donia, AGIP Consultant,

participated in the celebration. AGIP delegation was received by Dr. Mohamed Kenawy, the President of Al-Mansoura University, and his deputy Dr. Ashraf Sowailim.

During the event, Dr. Donia carried out a presentation about the importance of protecting IP rights. In addition, Mr. Tarek Al-Khatib highlighted the services offered by AGIP, and its commitment to serve and advance the development of IP industry in the Arab world.

DAMASCUS - May 26, 2016 – The Syrian Minister of Internal Trade and Consumer Protection issued the Ministerial Decision No. 1171 of 2016 regarding the increase in official fees of

trademarks and designs in Syria.The decision was published at the official gazette, and entered into force on May 22, 2016.

According to this decision, the fees increase will be applied to search, publication and administrative fees of the application forms regarding the designs and trademarks new applications, including all the recordals (such

as assignment, changes…etc.), as well as retroactively to those applications, which relevant first or second publication fees have not been paid yet.

In light of this increase, AGIP will amend its schedule of charges related to trademarks and designs services offered in Syria, and its newly modified fees will be posted at AGIP website.

MANAMA - May 29, 2016 – The Ministry of Industry and Commerce in Bahrain issued the decision No. 65 of 2016 related to the GCC implementing regulations for trademarks law.

According to the decision, the trademarks official

fees were increased dramatically (Around 500%), as of May 26, 2016.

In light of this increase, AGIP will amend its schedules of charges and post the newly modified fees at its website.

NEW DELHI - May 18, 2016 - The Ministry of Commerce and Industry of India brought into force the Patent (Amendments) Rules 2016, on May 16, 2016.This initiative indicates that the Indian Government is serious about creating an IP ecosystem in the country, which benefits the patentee as well as the nation.

The major amendments of the rules may be summarized as follows:1. 6(1A) - All documents to be filed electronically,

including the Power of Attorney and Assignments. Original documents shall be filed within fifteen days, in physical mode also.

2. 6(6) - Any delays in account of war or natural calamity (declared as national emergency), civil disorder, strike, natural calamity and unavailability of electronic communication, services may be condoned by 6 months, if proper evidence is submitted.

3. 7(4) - Fees paid more than once shall be refunded.

4. 7(4A) - Fees paid for request for examination may be refunded up to 90% (before issuance of First Examination Report) by filing a new Form 29. In such an event, the request for examination shall be deemed to have not been filed.

5. 8(2) - If no form is prescribed, a new form 30 will be used.

6. 13(4) - Drawings to be prepared in accordance with the specification and corresponding, reference numerals should be indicated in description and claims.

7. 13(7) - Abstract shall contain a concise summary of the invention. The summary shall further include: • Technical field of the invention.• Technical advancement of the invention

over existing knowledge.• Principal use of the invention.• The chemical formula (wherever

applicable).8. 14 - All amendments made to specification/

drawings shall include a marked-up version and clean copy.

9. 20(1) - National phase applications filed in India shall include amendments filed under Article 19, 20 and 34.

10. 24(B)(2) - Request for examination of a divisional application shall be referred to the examiner immediately, if the patent application has been referred for examination.

11. 24(B)(3) - First Examination Report (FER) shall be sent to the applicant within one month of disposal by the examiner (earlier, this period was 6 months, but was not followed).

12. 24(B)(5) & 24(B)(6) - Time period for putting an application in order for grant has been reduced from 12 months to 6 months, which is extendible by further 3 months if Form 4 is filed. Hence, an application should be put in order for grant within 9 months of date of FER.

13. 24(C) - Examination can be expedited by filing a new Form 18A by paying a fee of INR 60,000. Ordinary request can be converted to an expedited request by paying the difference in official fees. There are many grounds for expediting examination: • Indian Patent Office is designated as the ISA

/ IPEA in the PCT International application• Applicant is a startup.• In an expedited examination, the examiner

shall make a report in one or two months (forwarded to the applicant within one month of disposal by the examiner) and the Controller shall ordinarily dispose-off the application within three months of response to FER filed by the applicant.

14. 26 - Application for which a request for examination has not been filed can be withdrawn under new Form 29.

15. 28(6) - Hearing may also be held through

video-conference or other communication devices. A response to the hearing in the form of a written submission shall be filed within 15 days from the date of hearing.

16. 28(7) - All Hearing responses shall be filed within 15 days of attending hearing.

17. 55 - A pre-grant opposition shall be filed in Form 7A.

18. 71(2) - Application for a Foreign Filing License shall be disposed within 21 days of request.

19. 129A - Hearing can be adjourned upon payment of appropriate fees, three days in advance of the hearing. There can be two adjournments only, for not more than 30 days.

20. 135 - Power of Attorney will be provided within 3 months of filing the patent application in India. However, the POA should be submitted within 6 months [Rule 6(6)] of expiry of the prescribed period. Beyond which no remedy is available.

21. 138 - Certain deadlines cannot be extended by one month by filing a petition, 31 months for filing the national phase application, 48 months for filing request for examination.

AMMAN - May 30, 2016 - Talal Abu-Ghazaleh Organization (TAG-Org) has issued the second updated version of TAG-ICT Dictionary, after updating its input and inserting a new set of terms used in daily life, due to the fact that past months witnessed the launch of a large number of concepts, terms, technologies, application and protocols of communication.

HE Dr. Talal Abu-Ghazaleh, TAG-Org chairman, said in the dictionary introduction that ICT plays a significant role in our life, and helps our society change into a Knowledge society.

He added that the contribution value of individuals or groups is measured by the contributions produced by thought and innovation.

For example, it has been easy and necessary to teach the new generation throughout all stages, using electronic means.

Dr. Abu-Ghazaleh reiterated his intention to continue updating and developing the dictionar-ies issued by TAG-Org which are, in addition to TAG-ICT Dictionary: Talal Abu-Ghazaleh Intellectual Property Dictionary, TAG Dictionary of Legal Terms, TAG Accountancy and Business Dictionary, Talal Abu-Ghazaleh Dictionary of Patents and Talal Abu-Ghazaleh Collocations Dictionary.

He also explained that these publications aim at enriching the Arabic language references, and contribute to knowledge dissemination amongst students and all business sectors, through specialized scientific and professional publications.
