Lyceum of the Philippines University-ManilaAbstractAs the 21st century ushers in, so does the age of globalization bring forth the need to reach out and communicate to others. A common bond that satisfies this need is language. Just as it is taken as a symbol of cultural identity, it is similarly a symbol of oneness. English as the acknowledged international lingua franca is that representation of oneness in the international community. It has to be relevant and meaningful to its end-users.The teaching of English in a bilingual education program which places English in its premium state as a foreign or second language was the thrust of the research. Using the qualitative approach, areas of response, content, process, support, behavior, validation, credit and acknowledgment were matters taken of immediate concern. How these had been addressed in a language academy offering English as a Second Language Course to Asians, in particular, Koreans and Chinese, did produce significant results for further study on educational management. The shared instructional management (SIM) approach adopted by the administration and teaching staff make the present set-up attuned to biliteracy using English to communicate in the rapidly-changing globalized world.
