    Ryder Architecture's four-storey, 7m InnovationCentre 3 at Liverpool Science Park started on site on 18 March 2013.

    The 3,750m2 flexible office and commerciallaboratory accommodation builds on the success of the two previous science park innovation centresand completes the Metropolitan Cathedral campus,terminating the vista from the urban parkland to the south and creating a focus for the science parkcommunity.

    Innovation Centre 3 (ic3), which merges withInnovation Centre 1 (ic1) at the upper two levels to maximise the efficiency of internal circulation, will provide adaptable office suites in a range of sizes and fully serviced laboratories with communalsupport facilities.

    Ryder Architecture's simple and elegant design is based on two contrasting but complementaryelements a sharp edged rectilinear block thatcantilevers out to face the main paths through thecampus and a flowing organic form that snakes acrossto form the link with ic1. The cantilever box will besolidly clad in dark grey linear rainscreen panels,while a contrasting mix of clear and translucent/frosted Reglit panels will clothe the curvature and fluidity of the organic form.

    NPPF one year on...The National Planning PolicyFramework (NPPF) recentlymarked its first anniversary and with it arrives the full forceof the presumption in favour of sustainable development.

    With only 23 local authorities just 7% having in place NPPFcompliant Local Plans, there is a window of opportunity fordevelopers wishing to bringforward schemes.

    Yet, as Stuart Irvine, a directorwith planning and urban designconsultancy Turley Associatessays: The NPPF is not an excuseto justify bad development, it isan opportunity to realise good

    development in a far shorter timeframe, and there are early signsthat this is beginning to happen.

    There have been a number ofappeal decisions delivered underthe influence of the NPPF, wherethe balance of judgment has beenswayed by the need to supporteconomic growth and by a morerealistic interpretation of whatsustainable development means.

    Stuart added: The NPPF has yetto realise its true potential and itis only with the slow turning of the screw on Local Planpreparation, that the NPPF will really bite and great strides will be made.

    Rising 108 levels and 388m into the sky, Melbournes Australia 108will be the tallest building in theSouthern Hemisphere.

    Designed by architect FenderKatsalidis, the building uses the Commonwealth star on theAustralian flag as inspiration forthe starburst architectural features at its summit. Australia 108 is crownedby a six star hotel, giving apartment owners a unique opportunity to share in the features and services of an international class hotel.

    The hotel lobby sits on the 84th floor, where residents and guests haveaccess to two restaurants, two bars and several lounges. A fresh food marketand caf also feature at ground and lower levels.

    Planning minister, Matthew Guy commented: Australia 108 will be anoutstanding addition to Melbournes skyline. This tower signifies the best of Victorian architecture and a drive for enterprise and ingenuity that existsnowhere else in Australia. I am proud to approve a tower that will define ourcity for many years to come and which I am sure will become as iconic aMelbourne landmark as Flinders Street Station or Federation Square.

    New algae-based faade Arup unveiled the worlds firstpilot bioreactor faade at the BIQ House during HamburgsInternational Building Exhibition.With 200m2 of integratedphoto-bioreactors, the passive-energy house generates biomassand heat. At the same time, the system integrates additionalfunctionalities such as dynamicshading, thermal insulation andnoise abatement.     On the 80th anniversary of the first public appearance of his Tube map design and the 150thanniversary of the London Underground, Harry Beck (1902-1974) was commemorated with an English Heritage blue plaque at his birthplace, 14 Wesley Road, Leyton, E10 on 25 March. Sam Mullins, London Transport Museum director said: Becks map was revolutionary in itssimplicity. It has become a London icon and influenced the design of many Metro maps across the globe. His work forms part of the overall design ethic of Transport for London and itspredecessor organisations, and his original artwork for the London map and the Paris Metro are both on display in London Transport Museums Design for Travel gallery.

    With this years Ecobuild event taking place last month, it is an ideal time to assess the impacts (both certain and potential) that the built environment sustainability exhibition may, or will, have. Has the three-day event pushed us further in the rightdirection? Can we now feel more optimistic about the collective path were taking?

    A number of topics were discussed and debated by leading figures in the field, but two of the major ones were the GovernmentsGreen Deal initiative, and the zero carbon homes policy.

    The first of the Ecobuild conferences was dedicated to the Green Deal an innovative loan-scheme that enables house ownersto undertake energy efficiency improvements at no upfront cost. Speaking at the session was energy and climate changesecretary Ed Davey, who used the opportunity to address a number of concerns that have arisen in recent times.

    So what do Daveys attempted alleviations mean for the scheme and the industry going forward? One of the primary concerns is that take-up of the initiative is too low. In response to this, Davey stated that legal reasons prevented him from disclosingexact figures, which simply added fuel to the rumours. However, since then, official figures have been released, showing thatmore than 1,800 assessments were lodged in the first month far more than most expected.

    Another topic that was hotly discussed throughout the event was the zero carbon homes policy and, in particular, what can beexpected in terms of Part L of the Building Regulations. It has been widely recognised across the construction industry thatuncertainty surrounding this topic is a major issue. Without clarity in terms of regulation, progress will continue to be hindered.

    The second day of the event saw communities minister Don Foster provide a highly anticipated update on these BuildingRegulations and, in particular, the upping of efficiency standards. Though no finalised actions were announced, Foster didconfirm that a statement on Part L of the Building Regulations will be delivered in the spring. When this happens, the construction industry will get their much needed clarity and the path to zero carbon can continue.

    Though Ecobuild is the worlds largest event on sustainability in the built environment, it was not limited to just this. There werea number of seminars dedicated to wider sustainability subjects, including the controversial topics of fracking and nuclearpower, providing a valuable insight into these areas. How successful the exhibition was in terms of moving us further in theright direction is something that cannot be answered simply. A lot more time is needed for the outcomes to have an effect, but I for one, am certainly optimistic.

    With the construction sector in survival mode,funding and grants to help train and develop theskills of you and your staff could be a lifeline forany business.

    Work may be scarce for some construction companies atthe moment, but ensuring staff are equipped with the rightskills that are up-to-date with health and safety requirementsis essential for maintaining safety on site as well as avoidingany on the spot fines.

    The Health and Safety Executive announced plans to clampdown on any construction sites not meeting regulations withplans to target 3,000 construction sites as part of its annualinspection drive. Health and Safety inspectors canimplement immediate fines during site visits if they believehealth and safety procedures are not being followed. This can amount to thousands and even tens of thousands of pounds.

    There's also the hope that more work will come throughsince the Government promised funding to assist in the buildof 120,000 new homes, an annual infrastructure investmentof 33bn and 1bn towards the build of 100 free schools andacademies. If we're to get Britain building again and supportnew construction projects then construction companiesneeds to continue to sustain skills so they can compete for new contracts and deliver high quality products.

    There are millions of pounds of funding and grants fortraining to help companies develop their workforce and tokeep their sites safe, but few are aware of the money or know how to go about accessing it.

    Apprenticeships Hiring an apprentice can be an

    attractive prospect as employers canqualify for an apprenticeship grant

    through the Skills Funding Agency(SFA) via an accredited training

    provider, as long as theapprentice is guaranteed afull time job at the end ofthe course.

    Apprentices earn whilethey learn on the job.

    The courses are three to 12 months after which they're fully qualified to work on a construction site doing certain jobs suchas a groundsman or a plant operator.Up-skill or retrain But it's not just new starters that getfinancial help with their career. If youwant to up-skill your workforce and

    ensure that they have the highestlevels of health and safety awareness,

    then one of the best ways is through the Construction PlantCompetence Scheme (CPCS), which is a colour coded cardscheme. The colour of your card depends on your level ofskills and health and safety knowledge.

    To get a Red Trainer Operator card, which will allow you on site, you have to pass a CPCS test first. To upgrade from a Red to a Blue Experienced Worker CPCS card, which isawarded to people that have the highest level of skill andknowledge, then staff need to complete a National VocationalQualification (NVQ) course like a Level 2 Plant OperationsNVQ assessment.

    Once a worker has passed a CPCS Test to get a Red cardthen they can apply for a CSkills CPCS Grant to go towardsan NVQ course, as long as their employer is registered withthe national construction training body, CSkills, as a LevyPayer which is a tax against earnings used towards traininggrants. These grants range from 250, 300 and 470 perplant, depending on the size of the plant and you can applyfor them through CSkills or a training provider. But there is a limit of up to two passed tests a year.

    Any levy paying employer can also apply for 610 perperson once a worker has successfully completed a Level 2NVQ course for a blue card. Your training provider can alsoget more money off, on top of these grants so it's worthasking.

    It's also wise to check that staff have completed andpassed Construction Skills Certificate Scheme (CSCS) Tests before undertaking further CPCS training. Companiestry and leave these tests until the last minute as they dontwant to take the team off site. This can be a costly errorbecause, if the candidate then fails the CSCS test the theycant go on to sit the CPCS test. If you're using a trainingcompany that's flexible enough to undertake these tests atyour site, completing these two test separately shouldn't beas much of an issue. RestrictionsTo apply for grants, the individual worker has to reside inEngland and the employer has to have less than 250 staff.

    Anyone under 24 can get more money off. But, no matteryour age, if a staff member has already passed more thanone Level 2 NVQ course or they are already qualified in a Level 3, 4, 5 or 6 NVQ then they won't be able to claim.

    People forget previous qualifications or believe that theydon't count if they did them years ago, but they do. It helps to ensure that your training provider does an eligibility checkbefore applying. If the individual passes the eligibility test andall their forms are completed correctly then it's extremelylikely that funding will be granted.

    A unique and complex locationThe new terminal is the first building visitorswill see when they enter Gibraltar by air,road or on foot and is located immediatelyat the frontier, with the Rock as a backdrop.Sited within an extraordinary andspectacular landscape, it is bound by very tight constraints on all sides, with thefrontier with Spain to the north, the existingairport runway to the south, WinstonChurchill Avenue to the westand tapering land with RAFrestrictions to the east. The building is two-storeys high and covers 19,600m2.A refined and elegantdesign solutionWith over 20 years experiencein aviation, the design teamapproached this commissionwith consideration andempathy, and created animportant public space botharound and inside the terminal.

    A large, over-sailing roof, providing shade and shelter to the fully glazed walls which maximise views to the Rock and across the straits toward Afric, the Atlantic and the Mediterranean, reflects the terminal's aviation functionand maritime location.

    The forecourt creates a new, landscaped park providing a generous welcome to Gibraltar and the airport and anidentifiable place' at the frontier, a place to meet and greetwhether on a local or extended journey.

    There are double height spaces within the terminal and anextensive airside roof terrace, designed as an extension to thedepartures lounge. The terminal, which operates over twolevels with an area of 19,600m2, has a primary check-in andarrivals concourse at ground floor on the west side of theterminal. The terminal was also designed to accommodateentry and exit of passengers directly at the frontier.Key design attributes It takes advantage of fantastic views over the airfield towardsthe rock The dramatic roof overhang and solar shading create a building which is architecturally significant andenvironmentally sensitive The use of glazing achieves transparency between theinterior and exterior, allows the terminal to be predominantlynaturally lit and provides extensive views out of the terminal. The fifth elevation (roof) is very important as it is seen fromthe rock the roof lights are laid out to visually guidepassengers through some of the more internal routes andgenerate subtle animation of the space thoughout the day,from throwing disks of diffused sunlight onto the floor, to capturing the blue glow in the early evening.

    Energy efficientEnergy efficiency has been a keyconsideration. The design incorporates a large roof overhang to provide a high levelof solar shading which maintains a coolenvironment. High performance doubleglazing and automated roller blindscontribute to enhanced energyperformance.

    Certain features of the design result from the building's proximity to the sea.

    In addition to the need forclose attention to detailing andspecifications for externalelements due to the corrosivemarine environment, there wasalso concern about maintainingthe appearance of the glazing,not just from salt-saturated airbut also wind-borne sand anddust particles. The designsolution includes a special

    external cleansing system that intermittently rinses thefaades to eliminate accumulated material. The de-ionisedwater used in the system further improves the effectiveness of the rinsing process.

    Buro Happold's Fire Engineering developed a holistic firesafety design that integrates a combination of passive andactive fire safety measures, along with management measureswhich combine to give a simple but robust fire strategy for thebuilding. This provides several benefits: Life safety protectionto the large numbers of passengers and staff using theterminal; containing fire and smoke to limited areas andreducing operational disruption in the event of an incident.Team definition and rolesDaniel Brub and Matthew Bedward led the 3DReid designteam from concept to planning scheme design, until they left to form bblur architecture in 2008. 3DReid and bblurarchitecture agreed to collaborate throughout the designdevelopment and delivery phases of the project with DanielBrub leading the project as concept guardian and leaddesigner working with 3DReid and the contractor to deliver the terminal and associated infrastructure. This was to ensurethat Dragados S.A., the Spanish contractor who was awardedthe design-build contract of the terminal and associatedinfrastructure works, remained faithful to the original designintent.

    During the course of the project delivery, bblur architecturewas also commissioned to design the interior of the terminal,and to redesign the terminal forecourt and adjacent publicrealm with Spacehub. In addition to the main terminal building,3DReid and bblur architecture have designed the Park & Ridefacility, a six level multi-storey carpark, on the opposite side of the runway.

    Many developers understandably focus on the frontdoor and windows when considering security.While these are undeniably crucial, it is importantnot to overlook the access which can be gained

    through the garage door. It is not only the goods within a garage which are put at risk

    through a lack of security. A poorly-designed or security-deficient garage door could also provide criminals with easyaccess to a property. Finding the right garage door is thereforeof upmost importance when securing any property againsttheft.

    In a recent survey of home owners with garage doors, 35% of respondents indicated that they use their garage as an extra living space of some kind, while nearly 50% ofrespondents have up to 3,000 worth of goods stored in theirgarage. This alone gives a good indication as to the level ofsecurity a home-owner should expect from their garage door.

    With around 40% of those surveyed saying that they hadbeen the victim of a crime at some point in their lives, garagesecurity should be a top priority when it comes to anydomestic development.

    The UK police initiative Secured by Design (SBD) isdedicated to designing out crime in homes across the UK.

    When the fashion became to install an outdoordecking area in a garden, the use of natural stonefell quite considerably. But, as with every fiveminutes of fashion fame, the old guard is fighting

    back and enjoying a resurgence.More and more people are beginning to realise that the

    timeless elegance of stone far outweighs the here and now of decking. The maintenance headache is not a factor either,with natural stone being relatively maintenance-free, just requiring a jet wash every so often.

    But it is not just the convenience aspect that is makingnatural stone a popular choice again.

    Stone expert, Simon Stainer, director of Sussex-basedHorsham Stone & Reclamation looks at the various benefitsthat including natural stone in an outdoor area can bring.

    Laying a natural stone patio has a number of practicalbenefits such as its durability and versatility, lasting muchlonger than decking and being able to endure a lot of wear and tear. Add in the fact that it will look beautiful from day one, it does not need a sealant and isextremely resilient to harsh weatherconditions, and it is easy to see why itsin demand again.

    The versatility of stone means thatonce it is quarried it can be cut to manydifferent shapes and sizes, so whether itis being used for a small courtyard, or anarea in sprawling acres, it does offer theopportunity to create a truly one-offspace.

    This also means that it can not only be used to create atraditional English country garden, but also a minimalist areawhere the stone is carved to create one-off individualsculptures.

    The many different tones and colours that different types ofstone bring also add to the individuality. As natural stonegradually weathers, the colours are constantly changing, whichadds to the uniqueness of the area. Take Horsham stone forexample, ripple marks occur on the top of the sandstone bedsthat weather into a range of beautiful yellows, browns andblues. Or, with the increasingly popular Indian Sandstone,people can choose from a wide variety of colours from thetraditional grey, to the multi coloured rainbow.

    Then there is also the eco-friendliness. Natural stone is amaterial that is perhaps not top of the list when people think of green building products, tending to see it in a similar vein to concrete, but, as consumers, architects, builders anddevelopers are looking to use more sustainable products,natural stone is also becoming the preference for those

    wishing to lead a more eco-friendly life. With the ease of maintenance,

    longevity of the material and the velocity at which it is naturally producedcompared to the rate of use by mankind,it is one of the most sustainable productson the market.

    Replacing energy-hungry conventional lamps with LED equivalents makes economic and environmentalsense. LED lighting products are energy efficient and cost-effective with ultra long life spans compared

    to traditional units. Therefore, making the decision to changeshould be an easy one. Choosing a supplier, however, may not be quite so straightforward, especially with no formal performance standards to measure against.

    It is very easy to fall in to the trap of purchasing based on grand claims rather than actual performance. Also, thevariance in products and performance on offer is so wide that choosing the right product and the right supplier can be a minefield.

    To help you decide what to look for in a reliable LED supplier,here is a ten-point LED buyers checklist based on background,quality, performance and price:

    1. Be responsible: Put Health & Safety first and insist on CE and RoHS-certified products only. Using non-compliant CEand RoHS products is also against the law; products lacking aCE mark have not passed basic electrical testing and couldpose serious electrical hazards during installation and use. You can request to see copies of certificates for due diligenceand your supplier should be able to provide copies on request.

    2. Ensure that you are using a supplier who is WEEEcompliant: If not, the products are illegal. WEEE regulationsrequire electrical waste to be disposed of properly and safely.With todays numerous recycling schemes, it is easy to complyand there is no acceptable excuse for non-compliance. Yoursupplier should have its WEEE membership details to hand.

    3. Protect your investment and future-proof yourpurchase: Conduct a background check on potentialsuppliers. A basic credit check and a look at their tradinghistory will provide valuable information on financial standingand past performance. It can also be important if you need tomake a warranty-based claim later on or if you are anticipatinga long-term supply contract.

    4. Look for a proven track record: Ask for feedback andreferences from previous customers on performance andservice, something a good supplier will happily provide. Also, ask if you can try before you buy a reputable companywill allow you to trial products, either free-of-charge or on sale-or-return. Remember to take lux readings before and after toensure the product is fit-for-purpose.

    5. Quality of data: Do not rely on grand claims; ask to seedata on product performance where you can see evidence of power consumption, light output, installation guides, etc.

    6. Quality of manufacture: Make sure the product ismechanically sound. If you can hear a rattle when you shake it, thats not a good sign! Check that the body is robust anddurable and, if relevant, check its IP rating. Also, enquire about stock availability continuity of supply is essential and suppliers quoting six to eight weeks for stock shouldprobably be avoided. Leading, reputable suppliers will holdsufficient stock to cater for their customers ongoing andurgent needs.

    7. Technical support: How well does the supplierunderstand the new technology? Buy from an LED lightingspecialist, someone who understands the challenges you facewhen lighting your premises and has experience of deliveringLED installations of a similar style and size.

    8. After-sales service: Does your supplier offer aguarantee and, if so, for how long? LED lighting products offer an ultra-long lifespan, so guarantees should reflect this. A confident manufacturer will provide at least three years andshould be able to support the warranty period with proof of live installations that have performed reliably for similarperiods of time.

    9. Supplier credibility: Know with whom you are dealing.Manufacturers develop and produce product, and investheavily in R&D. Their engineers work within existingparameters of LED technology. Installers may not understandcomponent configurations in detail, and elements that canalter performance often rely on specialised electronics.

    10. And finally: Only when you are satisfied with everythingelse, look at pricing: If products seem too cheap, there will bereasons. These could include poor quality components andsub-standard manufacturing techniques. Low quality LEDs will cause problems such as inadequate light performance,while poorly assembled products can pose seriousinstallation and safety hazards. Other commonproblems include unreliability (i.e. colour-shifting after use), rapid degradation of lightoutput, plus high failures in large quantitiesand quality of light output not fit-for-purpose. Furthermore, these and otherissues are frequently exacerbated by poor or non-existent after salessupport.

    You do need to be confidentthat, in the event of a problem,your supplier will rectify it fast, effectively and efficiently. Beware of cheap, inferior productsprovided by unscrupulous suppliers.Remember; in common with allquality products, if the price yourebeing quoted for LED lamps andluminaries seems too cheap to be true,ask yourself why. They will inevitably costyou more in the long run, once problems start appearing.

    LED offers a number of significant benefits,including drastic CO2 and running cost reduction,lower maintenance, long lifespan and instantswitch-on. Another bonus is that the retrofittingoptions offered by manufacturers such as LED EcoLights means products fit straight into existing fittings,thereby drastically reducing the scale of the installationas well as the cost.

    So, having made the decision to switch to LED, our checklistshould help you make a much more informed and confidentdecision on the right supplier.

    with consultations, specialistprocedures, care on the wards

    and pharmaceutical dispensing, as well as access for relativesand a host of supply partners, the modern hospital presentsone of the most complex working and temporary residentialenvironments it is possible to conceive.

    As well as caring for some of the most vulnerable groups in society, hospitals are also often the focus for teaching andscientific research, while providing so called hotel services for hundreds of patients. Accordingly, those responsible for thedesign of such premises must take into account such factorsas safe access, circulation, way-finding, security, emergencyegress, the creation of sterile areas, and even the confinementof hazardous materials including radiation into theircalculations.

    It also follows that the specification of the door systems tobe installed will be strongly influenced by all of these factors, as well as the normal criteria for capital expenditure such asquality, appearance, maintenance implications and whole-lifecost.

    Multiple door types with different modes of opening anddiverse constructions are therefore going to be required, evenwithin smaller units, including residential care homes, doctorssurgeries and dedicated clinics. It is preferable, if notimperative, that the architect and other members of thedelivery team engage with a major manufacturer having both the expertise and the capacity to fulfil a contractsrequirements as early as possible in the design process.

    In this way, all relevant requirements both operational andin terms of creating a comfortable environment for staff andpatients alike can be met.

    levels of pedestrian traffic, such as at main entrances to thewards, A&E, and other departments, or to ensure spaces liketheatres (and their staff) can maintain sterility.

    The front or main entrance to the modern hospital offersboth user groups and inspectors an important first impressionof the building, while also allowing the specifier to make astrong visual statement. Furthermore, due to footfall, it mayalso be deemed important to emphasise energy saving in the specification.

    For these reasons, circular and inward or outward curveddoor installations are proving increasingly popular forproviding direct access or forming a dedicated lobby space. A second curved or a linear sliding door can be mountedbehind the outer one to create an effective windscreen. A revolving door, meanwhile, represents the ultimate in terms of preventing heat loss, or noise entering, and does so in dramatic style.

    Angular sliding doors, installed as two-leaf or four-leafoptions are also available to match modern styles ofarchitecture, and to make the most of corner entrances.

    Elsewhere around the building perimeter, there may be the call for a staff entrance with a security interlock system,possibly allowing individuals to identify themselves using a key pad or proximity reader for ID cards.

    Then, during daily working activities, personnel may need to be provided with rapid roll shutters to allow access to delivery ramps, or even emergency entrance doors whereparamedics bring their vehicles as close as possible to theAccident & Emergency area.

    Following their admission by whichever route, patients will

    undergo triage, preparation for elective surgery, or simplyroutine consultations that see them pass through a series of internal doors of different type and purpose.

    While a suite of consulting rooms might be reached througha multi-leaf telescopic door, the X-RAY department should beshielded by a radiation-proof door; and when they reach thepharmacy, it is prudent to have the valuable and potentiallydangerous contents protected by a burglar-proof entranceway.

    Many medical facilities built in recent years have, of course,been procured under the PFI initiative and, in such situations,the developer involved will normally have examined theavailability of maintenance contracts along with the purchasecost. Where NHS trusts are negotiating their own contracts,the capital works department generally leaves it to estatesmanagement to organize the service arrangements. In suchcircumstances it is recommended that the estates officer, or facilities manager, engages with a reputable and flexiblecompany which is able to offer maintenance agreements fornot only its own doors systems and door operators, but alsothose made by other manufacturers.
