SDMS Collector • A survey data collectionsoftware system that can be used for commonsurveying tasks and complies with theAASHTO SDMS™ standard data structure. National Transportation Communications for ITS Protocol (NTCIP)

AASHTO, in partnership with the Institute of Transportation Engineers (ITE) and theNational Electrical Manufacturers Association (NEMA), with financial support from theFederal Highway Administration (FHWA), is leading a national effort to develop and adoptthe National Transportation Communications for Intelligent Transportation Systems Protocol(NTCIP). NTCIP is a family of standards that provides rules for communicating (protocols)and vocabulary (objects) necessary for electronic traffic control equipment from differentmanufacturers to operate within a system.The NTCIP is the first set of standards for thetransportation industry that allows traffic control systems using mix-and-match equipment,reducing reliance on specific vendors and customized software.Traffic control equipmentincludes signal controls at intersections, variable message freeway signs, environmental monitoring stations near bridges, cameras along streets and freeways, and other types ofdevices. National Transportation Product Evaluation Program (NTPEP)NTPEP is an AASHTO technical service program which coordinates large-scaledemonstration projects on proprietary engineered products. NTPEP conducts field performance evaluation and laboratory testing on a wide array of highway safety products and maintenance/construction materials.All testing is performed by AASHTOmember departments or private testing labs under contract to NTPEP. Manufacturersvoluntarily submit products for NTPEP-coordinated evaluation.Test results are widelyused by state DOTs for purposes of product prequalification (QPL). Founded in 1994,NTPEP typically produces 15 evaluation reports per year on hundreds of productbrands. In mid-2003, NTPEP launched its NTPEP DataMine, offering online access to certain reports with analytical capability and graphical presentation of results.

The American Association of State

Highway and Transportation Officials

(AASHTO) is a nonprofit, nonpartisan

association that represents member highway

and transportation departments in the 50

states, the District of Columbia, and Puerto

Rico. It is the only association that repre-

sents all five transportation modes—air,

highways, public transportation, rail, and

water. Its primary goal is to foster develop-

ment, operation, and maintenance of an

integrated national transportation system.

Membership to AASHTO is on an

agency basis.The U.S. Department

of Transportation is an ex-officio member,

and many transportation agencies in

other countries belong to the Association

as international members. Several sub-state

transportation agencies in the United States

and several federal agencies are associate

members. Membership is not extended to

individuals or private sector entities.

A Guide for Achieving Flexibility in HighwayDesign

This new AASHTO Guide shows highway designers how to thinkflexibly, how to recognize the many choices and options they have, andhow to arrive at the best solution for the particular situation or con-text. It also strives to emphasize that flexible design does not neces-sarily entail a fundamentally new design process, but that it can beintegrated into the existing transportation culture. This publicationrepresents a major step toward institutionalizing CSS into State trans-portation departments and other agencies charged with transportationproject development.
