CalMentor Program Overview

• Caltrans Regional/District Consultant Services Unit (CSU) has implemented an Architectural & Engineering (A&E) mentor-protégé program, also known as “CalMentor".

• Partnering with the American Council of Engineering Companies (ACEC), the CalMentor Program promotes partnership with the private consulting industry.

• The CalMentor Program is consistent with the Governor’s Executive Order No. S-11-06 to encourage new businesses, grow existing businesses, and promote small and emerging business contracting with the State of California.

• CalMentor supports the participation of certified Small Business Enterprise (SBE), Disadvantaged Business Enterprise (DBE), and Disabled Veterans Business Enterprises (DVBE) firms in the Region.

• Voluntary participation in the program is through acceptance and screening of completed applications from mentors and protégés.

Mission Statement

The mission of the CalMentor Program is to increase the pool of small firms participating in transportation projects by providing them opportunities to network and partner with larger, established firms. Goals and Objectives

• Establish a mentoring Program that pairs small firms with larger, established firms in the same field of

expertise. • Enhance the growth potential of small firms. • Ensure that both small and large firms have equal opportunities to participate in transportation projects. • Establish a clear, accessible entry point for small firms that want to do business with Caltrans or other public

agencies. • Develop business relationships that foster new opportunities for both large and small firms. • Encourage small firms to obtain certification from appropriate agencies. • Increase the pool of small businesses.

CalMentor Program continued

Participants • Participants of the Program are Mentors, Protégés, Sponsors, and/or Steering Committee members. • Mentors are large, established firms who are typically prime consultants willing to commit time to help small

firms achieve their growth potential. • Protégés are small emerging firms who are seeking A&E contracts with Caltrans or other public agencies. • Caltrans Region District CSU is the program’s primary sponsor whose aim is to facilitate the growth of small

firms. Any public or local organization may join to co-sponsor the Program.

General Information

• Location: Statewide - for Districts 1 through 12 • Scope: The Consultant shall perform Architectural, Structural, Mechanical and Electrical designs of building

or transportation-related facility projects including all appurtenances, on an on-call basis • Cost: Statewide Contract estimated value is $ 6M – 9M • Duration: Contract term is 5 years; 3 years for A&E Design and last 2 years for Construction Support • Existing Contract #: 59A0919 • Current Consultant: Owen Group

Scope of Services Deliverables include the following type of work, but not limited to: Types of endeavors include but are not limited to:

• Architectural/Structural/Mechanical/Electrical design of building or transportation-related facilities projects including all appurtenances

• Preparation of technical reports • California State Fire Marshal permit application and approvals • Division of the State Architect permit application and approvals • Feasibility Studies/Planning studies • LEED – Design criteria/Commissioning/Energy Modeling/LEED Credits • Title 24 of the California Code of Regulations compliances • Field investigations • Existing building and facilities studies • Fire Suppression System design, including Fire Alarm Systems/Fire Suppression Storage Tank and Pump

design

Architectural • Site Development Plan – Architectural site planning and design which indicates site entry points, access

controls, existing and new site features, parking, accessibility, and fire access provisions • Plan Development – Detailed number of rooms/spaces/square footage requirements providing required

occupancy, egress, fire, life and safety measures as required • Building Product and Material Research – Cost analysis for new technologies proposed, material availability

and sustainability • Sustainability Designs as specified in the requirements of Part 11 of the California Code of Regulations, the

California Green Building Standards Code (CAL Green) • Code Analysis – Building occupant loads, building fire, life, and safety requirements

Structural • Structural designs prepared in conformance with all applicable portions of the California Code of Regulations • Foundation designs based on geotechnical investigation and foundation report • Structural analysis and designs for foundation, roof framing, ceiling framing, building elevations, wall

sections and support structures, above and below ground

Mechanical • HVAC system designs, including analysis of air flow requirements based on heat gain and loss • Hot/cold water distribution designs, and waste and vent system designs • Fire protection system designs, including fire water supply requirements, fire hydrants, fire water tanks, fire

pumps, fire water distributions system, fire department connection post, and fire sprinkler system

Electrical • Power/lighting/communication systems designs, including determination of power and communication

requirements • Generator designs • Closed Circuit Television (CCTV) security cameras, Digital Video Recording (DVR) system and Intrusion

Alarm Systems designs

A&E Building Design Personnel Requirements The Consultant’s personnel shall be capable, competent, and experienced in performing the types of work in this Contract with minimal instruction. Personnel skill level should match the specific job classification and task complexity. The Consultant’s personnel shall be knowledgeable about, and comply with, all applicable Federal, State, and Local laws and regulations. Consultant Contract Manager

• A licensed professional architect registered in the State of California in good standing with the California Architects Board or a licensed professional engineer (PE) registered in the State of California in good standing with the California Board for Professional Engineers, Land Surveyors, and Geologists with a minimum of ten (10) years of demonstrated experience.

• A minimum five (5) years of demonstrated responsible experience acceptable to Caltrans for performing similar duties as a Consultant Contract Manager

• Coordinate work-related matters and consultant operations under the contract • Must be employee of the Prime consultant

Consultant Task Order Manager • A licensed professional architect registered in the State of California in good standing with the California

Architects Board or a licensed professional engineer (PE) registered in the State of California in good standing with the California Board for Professional Engineers, Land Surveyors, and Geologists.

• Minimum five (5) years of demonstrated responsible task order experience acceptable to Caltrans for performing similar task order manager duties.

Project Engineer • A licensed professional engineer (PE) registered in the State of California in good standing with the

California Board for Professional Engineers, Land Surveyors, and Geologists. The project engineer must remain in good standing at all times during the contract period and shall have a documented minimum five (5) years of demonstrated experience acceptable to Caltrans in Building Design.

Building Design Personnel Requirements continued

Architect • Licensed professional architect registered in the State of California in good standing with the California

Architect Board and shall have a documented minimum of five (5) years of demonstrated, responsible, licensed experience acceptable to Caltrans in Architecture Building Design.

• Other design architects shall have, at a minimum, Associate of Science degree from the National Architectural Accrediting Board (NAAB) accredited institution (College or University) and shall have a documented minimum three (3) years of demonstrated experience acceptable to Caltrans in Architecture Building Design.

Structural, Mechanical and Electrical Engineer

• Licensed professional engineer registered in the State of California in good standing with the California Board for Professional Engineers, Land Surveyors, and Geologists with a documented minimum of five (5) years of demonstrated, responsible licensed experience acceptable to Caltrans in Building Design.

• Other design engineers shall have, at a minimum, Associate of Science degree from an Accreditation Board for Engineering and Technology (ABET) accredited institution (College or University) and shall have a documented three (3) years of demonstrated responsible experience acceptable to Caltrans in building or transportation-related facility experience.

New Definition: Key Personnel

• Key Personnel are individuals who are essential to the work being performed under this contract. Keypersonnel shall be representative of required and advertised classifications.

• Together, key (and non-key) personnel shall compose a complete team of various classifications, to performrequired work for substantial period.

New Definition: Vendor Services • Vendor services must be listed in the SOQ transmittal letter• The name of vendors should be listed in the SOQ

For example, you may list “Traffic Handling Services Vendor” and include the name of the vendor.

New Clarifications • All proposed personnel to be utilized on the contract must be listed in the Organizational Chart • The consultant is required to identify the key personnel in the Organizational Chart with a symbol (i.e. such

as a star or picture of a key) • Resumes for all proposed personnel listed on the Organizational Chart shall be included in the SOQ • SOQ is now included as an attachment in the executed contract

New Requirements • Resumes must be grouped by firm • Resumes must be arranged by classification and numbered for each individual firm • Each consultant shall represent and warrant that proposed personnel meet the requirements specified in the

RFQ for their corresponding classification, including but not limited to education, licensing, certifications and experience
