P lan for Ear th Day /Arbor Day in L a HabraThe City of La Habra has been a nationally recognizedTREE CITY USA for the past 13 years. Trees are veryimportant to La Habra, as they help clean our air, provideshade and add value to our homes. In celebration of EarthDay and Arbor Day, the City will hold an informational fairand will provide FREE mulch and tree seedlings, availableon a first come, first-served basis, to City residents onSaturday, April 28, 2012, from 8:00 a.m. to 12:00 noon atEl Centro-Lions Park. In addition, S.C. Yamamoto, Inc. hasgraciously donated 10 “Pink Cloud” cherry trees, which willbe planted at Vista del Valle Park as part of a multi-year planto plant 100 cherry trees there.

Earth Day is about everyday people taking environmentalaction in their own communities, working toward a cleaner,healthier environment, and there will be informationavailable at the event about ways residents can maintain theirlandscapes in an eco-friendly style. Waste Management, Inc.,the City’s refuse contractor, has graciously donated the freemulch. Residents are limited to one plastic trash bag(maximum size 40 gallons) of mulch per person and shouldbring their own trash bags and provideproof of residency.

Parkway Trees: Growingthe Urban ForestThe City of La Habra’s parkway tree program provides treeplanting and trimming services to La Habra residents. Onlycertain trees that meet the City’s urban forest requirementsare able to become parkway trees. Palm trees, for example, donot meet these requirements and are not allowed to beplanted in the City parkway. Once trees are planted, they arewatered for three months by the City’s tree contractor, WestCoast Arborists. After three months, residents are required towater the trees.

There are 37 ‘tree districts’ within La Habra, and eachdistrict’s parkway trees are trimmed every four years. Thetrimming is done only for safety purposes to protect

vehicular and foot traffic. Residents may only trim or removetheir parkway tree with: 1) authorization by the La HabraParks Division; and 2) proof of $1 million liability insurancefrom the trimming company. Unfortunately, residents whoremove or trim a tree without authorization that results intree death, will be charged the cost to replace the tree.

Do’s

� Please water your tree with deep infrequent watering� Fertilize your tree as long as it does not touch the base of

the tree� Mulching is good as long at it does not touch the tree bark� Check your tree for disease� Check that your tree is growing properly

Don’t’s

� Do not trim or otherwise cut your tree without:— Authorization and— $1 million liability insurance from your trimmingcompany

� Do not use chemicals on your tree� Do not use weed killer near your tree� Do not use fertilizer on your tree if it

contains weed killer� When adding fertilizers and

chemicals in your garden, stayoutside the dripline (see diagram)

� Do not plant palm trees in theparkway

� Not watering your tree will kill it; please water

Iris douglasiana, Douglas Iris

Douglas Iris (Iris douglasiana) is a beautiful wildflowernative to California. Douglas Iris blooms in thespringtime from April to June with stunning white orpurple flowers. It can grow in full sun, partial sun, or fullshade at lower elevations. In the summer, depending onconditions, it may require watering once or twice amonth. It prefers sandy and loamy soils, but not clay. Italso prefers acidic, neutral or basic (alkaline) soils.

Douglas Iris remains fairly small in size, growing to twofeet tall with a spread of two feet wide at maturity and cantolerate temperatures down to 15 degrees Fahrenheit.Douglas Iris make great border or accent plants ingardens, but do have a habit of forming clumps whichmay inhibit other vegetation.

New Water Qual i t yRules for L andDevelopmentLand development can change the way rainwater runoffdrains from a property, having the potential to contributepollutants to waterways. On August 17th, 2011, new stateregulations took effect that require local governments inOrange County to ensure that land development projectsincorporate Low Impact Development best managementpractices (BMPs) into project design.

Low Impact Development — known by its acronym “LID”— is a stormwater management strategy that emphasizeswater conservation and use of existing site features to preventwater runoff. LID design seeks to more closely mimic naturalwater flow patterns of undeveloped sites. In response to thesenew regulations, the County of Orange, Orange CountyFlood Control District and the cities of Orange County haveprepared a 2011 Model Water Quality Management Plan toassist with development designs.

Ideally, LID projects will retain stormwater on site and allowit to infiltrate into the ground. The benefits of LID include:

• An opportunity for recharging the groundwater basin(where applicable)

• Water conservation through use of rainwater forirrigation

• Reduction of stormwater/urban runoff• Reduction of erosion downstream• Improvement of community aesthetics

There are many creative ways developers and projectdesigners can comply with LID requirements. Categories ofLID BMPs included in new development or redevelopmentprojects may include:

• Infiltration (e.g. permeable pavement/pavers, vegetatedswale*)

• Harvest and use (e.g. cisterns and other onsite storage forirrigation)

• Evapotranspiration (e.g. ponds and vegetation)• Biotreatment (e.g. vegetated swale*)• Regional controls (e.g. use of established large-scale

regional infiltration)

Please check with the City about LID if your developmentproject will need to comply with all rules and regulationsbefore beginning a development project. *A vegetated swale is a landscaped area that collects water runoffand allows it to percolate into the ground or evaporate. Vegetatedswales can include both biotreatment and some infiltration.

Pavement ManagementP lan (PMP) UpdateIn May 2007, the City Council adopted a PavementManagement Plan that identified the schedule and scope ofwork for pavement repairs and rehabilitation of City streetsover a six year period. The plan divided the City into sixzones, one to be constructed each year. Concurrent with thepavement repair work, the City has also been replacingdamaged or aging water and storm drain pipelines.

The Pavement Management Program for Fiscal Years 2007-08, 2008-09, 2009-10 and 2010-11 have been completed.

To date, the project has constructed:

• 183 street segments, or 28.5 miles

• 148 curb ramps

• 46,250 feet of water pipe and 1,334 water services

• 252 fire hydrants

The construction program expenditures to date are $11.9million for streets and $7.5 million for water, totaling $19.4million.

On February 6, 2012, theCity Council awarded theconstruction contract forFiscal Year 2011-12(PMP fifth year) toSully-MillerContracting Companyat a total constructioncost of $5,376,381,which breaks down to $3,137,899 forstreets and $2,238,481 for water.

The construction work is planned to begin the first week ofMarch 2012 and it will take between six to eight months tocomplete. The Water Replacement Program will also beincluded in this project.

The street project will rehabilitate 67 street segments in twoareas. The first area is bounded by Whittier Boulevard on the

Ce lebrat ing SuccessThe City of La Habra’s mission is to improve the quality of lifein our community. Some recent highlights that contributed tothis mission are:

� Issued grading and construction permits for a newWalmart store at 1000 E. Imperial Highway. Constructionis underway, and a grand opening will occur in earlySummer.

� “Graduated” the first 14 participants in the PoliceDepartment Citizens’ Academy, a six-week class duringwhich residents received a first-hand look at the operationsof the Police Department.

� Abated 264 abandoned vehicles from private property inthe City, the most successful enforcement in OrangeCounty.

� In conjunction with the Chamber of Commerce,dedicated the Friendship NoonWhistle at the Children’sMuseum on November 3rd. This authentic train whistleblows at 12:00 noon Monday through Saturday.

� Participated in the Statewide Great Shakeout exercise,including a test of the AlertOC mass notification systemwhere 28,750 test calls were made.

� Served 360 residents and collectedapproximately 19,500 pounds ofhazardous waste and 10,000 poundsof electronic waste at the City’sHousehold Hazardous Waste eventon November 12, 2012.

� Completed construction of thewater reservoir as part of the LaBonita Park Water Facilitiesproject.

� Approved an ordinance to requireshopping cart containment plans from merchantsthat provide carts to their customers (10 or more carts).

� Completed another Lambert Road Center Medianrenovation to include drought tolerant plants to betterconserve water. The renovation was done through a grantfrom the Municipal Water District of Orange County.

� Launched online business license renewals in Decemberfor those that have existing licenses in the City.

� Updated the colors and layout of the City Web site,www.lahabracity.com.

� Provided over 2,000 children with toys and food at theannual Operation Santa event.

State Dismant les RedevelopmentOn December 29, 2011, the California Supreme Court ruledon a lawsuit involving a bill passed by the Legislature (AB X126) that eliminated redevelopment in California. EffectiveFebruary 1, 2012, all redevelopment agencies, including theLa Habra Redevelopment Agency, were required to ceaseoperations and transfer the affairs to a Successor Agency forwinding down. The La Habra City Council opted to serve asthe Successor Agency for La Habra.

For the past 37 years, redevelopment has been a valuable toolfor the City of La Habra to improve our quality of life, createjobs, spur economic development and reduce blight.Redevelopment has been responsible for many projects inLa Habra that have greatly benefitted our community.

The La Habra Marketplace at the corner of Beach Blvd. andImperial Hwy. was created through redevelopment after theclosure of Fashion Square. Kmart’s closure on Imperial Hwy.opened the door for the development of Imperial Promenade,another redevelopment project. The Redevelopment Agencyhad also been working on improvements to the corner ofHarbor Blvd. and Imperial Hwy.

In addition, public facilities, including the CommunityCenter, our Child Development Center, and improvementsalong La Habra Blvd., all were constructed and enhancedwith redevelopment. The City is presently working throughthe myriad issues left in the wake of the sudden and chaoticdissolution of this Agency and its work. Chamber Membersh ipDoes Make a Di f ference —The Shapiro Repor tAdvocates of chambers of commerce have long believed thatwhen a company is active in its local chamber, it is doing theright thing not only for the community, but for its ownsuccess as well. A study commissioned by the AmericanChamber of Commerce Executives with support from SmallBusiness Network, Inc., determined the real value tocompanies in terms of consumer outcomes of joining andbeing active in their local chamber of commerce. Doconsumers really support businesses because they arechamber members?

Data for the study came from a scientific web-based survey of2,000 adults nationwide. The respondents were randomlyassigned to different groups at several points during thesurvey. Each group reads something slightly different — likea description of a company that changes only a little for eachgroup — but then everyone is asked the same questionsthereafter, regardless of which company description they justread.

� Most consumers (59%) think that being active in thelocal chamber of commerce is an effective businessstrategy overall. It is 29% more effective, however, forcommunicating to consumers that a company uses goodbusiness practices and 26% more effective forcommunicating that a business is reputable.

� If a company shows that it is highly involved in its localchamber (e.g., sits on the chamber board), consumers are12% more likely to think that its products stack upbetter against its competition.

� When a consumer thinks that a company’s productsstack up better against the competition because thecompany is highly involved in its local chamber ofcommerce, it is because he or she infers that thecompany is trustworthy, involved in the community, andis an industry leader.

� When consumers know that a restaurant franchise is amember of the chamber of commerce, they are 40%more likely to eat at the franchise in the next fewmonths.

� When consumers know that an insurance company is amember of the chamber of commerce, they are 43%more likely to consider buying insurance from it.

� When consumers know that a small business is amember of the chamber of commerce, they are 44%more likely to think favorably of it and 63% more likelyto purchase goods or services from the company in thefuture.

Canine ClassesDOG OBEDIENCE & BEHAVIOR CONDITIONING

Is Spot always in the dog house? If so, get him out and trained so that he can become ahappier member of your pack! This eight-week session is open to all breeds of dogs, ages sixmonths and older (larger breeds accepted at four months). Class activities will include basicobedience: heel, sit, stay, down-stay, come when called, stand for vet visits, wait commandfor door dashing, leave it command and walking on a loose leash without pulling. Inaddition, behavioral problems such as digging, excessive barking, nipping and jumping onpeople will be covered. Encouragement of nervous and sensitive dogs also will be addressed.Ms. Schmidt has worked as a dog trainer for 18 years, as well as working to rehabilitate wildlife through North Orange County R.O.P.’s Wildlife Program, and working as an exoticanimal trainer at Knott’s Berry Farm, where she learned much about canine behavior andanimal communication from working with Timber Wolves.
