A view from the Chair

Welcome and hello

2018 is nearly upon us and I am well into the secondyear of chairmanship and now is the time to lookforward to some interesting times and backward to alot of hard work, some achievements and somemisgivings.

Taking the last first, your Executive Committee areconscious that communication with ourmembership has not always been as frequent andfulsome as we might have wished.

However there are vacancies on that committee andadditional pairs of hands - or even minds - couldmake for a more responsive link with themembership -- so if you have a mind (and a littletime to spare) please step forward and ‘put yourshoulder to the wheel’. We do desperately need a HonSecretary - not an onerous task - but the productionof minutes for the monthly (evening) meetingswould be an enormous help.

Similarly we are trying to resuscitate the website -which the more observant will know currently haswhiskers and is more of an archive than a useful andcurrent tool, so anyone with skills in that area wouldbe welcomed.

This Newsletter has, of necessity, been assembledfrom contributions by a number of colleagues (youdidn’t really think I wrote all this, did you ?) so a

variation of styles etc will be detected by thoseattuned to such matters. Please forgive any errorsand omissions - or duplications !! PM

“A NOTE FROM A NEW MEMBER”

I am a newish member of the Civic SocietyCommittee. I attended the AGM and asked aquestion about the Unicorn Public House,whereupon I was invited to join the Committee!!

The Unicorn, hosted by Frank & Joan Wills in the1960s/70s, was full of antique furniture and pictures.In 1962, it became our “local” when we moved intoCastle Street West. It was great, full of history andwhere Hunt Edmunds started their brewery. Thepub was very popular and full of interestingcustomers and great conversation. (see page 4)

If you are like me – Banbury-born and bred andconcerned about the continuing loss of our heritage– please come and join us!

What has Banbury Civic Society beendoing in 2017 ?

We hope the following remarks will give you aflavour of the activities throughout the year onbehalf of the Society. Most importantly this isachieved by mounting a public presence at thevarious Show days during the year and there wasmuch hard work involved in achieving a presence atthe Banbury & District Show Day and also, after a bitof a scramble as there was only short notice was

given this year, Canal Day. Those that visited theShow Day may remember the fight our members hadin trying to stop the high winds carrying away thegazebo - the damage was irreparable!

Judging from the number visiting our gazebo anddisplay on both days, there is no lack of interest andopinion in the future of Banbury by the public atlarge and wearing our ‘strap line’ hat (Looking afterthe past - looking to the future) that is encouraging.Too often though, one heard the comment ‘well whatcan we do - they will have made up their mindanyway’. Perhaps that might be true for individualeffort, but an active and vociferous Civic Society canmake an impact and the more of us that there are,and the more interest we all take, the greater will bethat impact.

True to form we have provided responses to anumber of consultations by both Cherwell District& Oxfordshire County Councils (covered more fullyin other parts of this newsletter) and membersshould be receiving the periodic Civic Voicebulletins, which often contain interesting items onConservation issues but, if not, please contactAdrienne Rees-Brown to be included in the

circulation list. PM

Proposed Events for 2018

Following last year’s successful Black CountryMuseum trip (& Severn Valley &c, before that), weproposed to have another in this autumn. The cost,again, would have been about £35. The twodestinations shown below were offered at the AGM.Unfortunately, despite a lot of interest in both

proposals (Quarry bank leading by ashort head), we failed to get enough

bookings to proceed, probably due toinconvenient dates.

The Society’s day trip to the ViridorRecycling Centre at Ardley

Despite it being the Summer, 26 brave members metat the Viridor Recyling Centre in Ardley in thepouring rain. It is an impressive site and an aero-dynamically designed building of recentconstruction. We were welcomed with steel-toecapboots, hi-viz jackets, hard hats and ear plugs. Theguide took us into a nice conference room where wewere told EVERYTHING about the benefits ofrecycling, what to recycle and plus question andanswers.

Actually recyle is probably not the right word.Rubbish which would otherwise go to landfill, isburnt in very high temperature furnaces and theresults are not wasted at all. Various importantchemicals are recovered from the solid matter and

more from the gases, leaving only clean exhaust andinert aggregate used for Road construction etc. Thefurnaces also provide steam to drive the turbines forgenerators putting electricity into the grid in a usefulquantity.

We saw the vast concrete hoppers which areperpetually being added to by a queue of tip-uplorries. Hovering over these are huge crane grabsconstantly turning all the rubbish (everything fromnappies to baked bean cans and more!!). Thesegrabs then lift all the muck onto conveyor beltsfeeding the furnaces which we saw through a bigglass window. Amazing – it was white hot. Wewere then led through the plant listening to herthrough head phones as she explained all therecovery processes. Somewhere were vast, shiny,big superclean tankers collecting “Carbon8” via

enormous flexible “tubes” – most impressive.

For those of you who didn’t go it is well worth a

The Town Centre andCommercial Core

The Castle Quay development is dealt withmore fully on page 6 but the impact that theuncertainty has had on the general commercial

health of the town centre causes concern. Wewelcome the initiative that Cherwell DC is showingand wish them well, but remain to be convinced thatthey can do what an experienced property developer/ manager seemingly cannot.

Too many shops in the core of the town lie empty fortoo long despite the efforts of the Cherwell’s TownCentre Co-ordinators. Hopefully the Chamber ofCommerce’s BID project will contribute to rectifyingthis as will the Society’s efforts regarding theenvironment of the Town Centre (see moreelsewhere).

Regarding the High Street and Old Town, membersmay be aware of the current tendency for propertyowners to convert the upper parts of shops, andsome vacant premises into flats of varying sizes. Wewelcome that as it could have the potential to ‘re-populate’ the Centre, but we do worry about suchmundane things as servicing, cycle storage and whereare the refuse bins to be stored ? We would not wishto see a rash on multi-coloured bins, say, alongParsons Street – that would be counter productive sofar as the ambiance and historic image of the area isconcerned – and trees – is there a tree expertamongst our membership who might volunteer tokeep an eye on TPOs etc for us? We wish to retainthe tree cover throughout the town and do NOTwish to see the town denuded through apathy

or lack of effort. PM

Town Centre Partnership Committee

Your Society has been represented at the TownCentre Partnership throughout 2017. We’ve taken aclose interest and, where appropriate, lobbied onthree areas;

1. Brick Paving Reinstatement where works havebeen carried out in the Town Centre

2. The Business Improvement District proposals

3. The re- invigoration of the Charter Market

1. Many people passing through the Town Centrewill have noticed the patches of quite unsightly blacktarmac replacing the original block paving whereareas have been dug up. A particularly large patch islocated just outside Debenhams. The Civic Societyhas pressed both the Town and the County Council(Highways) to review the use of black tarmac andinstead apply less unsightly dressings more inkeeping with block paving.

Oxfordshire Highways has proposed that, whereblock paving was removed, this could be replaced by“Flex-Paving”. The re-instatement of block paving onsuch sites could, due to tree root movement becomea trip hazard. Oxfordshire Highways suggested that a“Flex paving” could offer a less unsightly solution.This solution might be applied when a newprogramme of works will be introduced after April2018. This matter will be raised again in 2018, andwill also be discussed at the County Council’s“Locality Forum”.

2. The Business Improvement District Plan (BID)is a proposal under which local Town Centrebusinesses plan how to improve the tradingenvironment (which could, to a degree, effect

Banbury’s townscape) around their premises.

This BID process is managed by .the specialistConsultants - Messrs Heartflood Ltd and has thestrong support of the Chamber of Commerce andthe Town Council. The area that the BID will cover isthe Town Centre including the Market Square andthe Old Town. As Town Centre businesses will beasked to contribute (according to Rateable Value) theBID will only go ahead following a ballot held inNovember; if successful, the BID will begin in April2018 and will run for five years.

3 The of ownership Banbury Charter Market washanded over to Cherwell District Council from aprivate contractor on August 1st. A new, onlinebooking system for stall owners had proved asuccess. One key objective is to re- invigorate theCharter Market so that more stall holders would beattracted and thereby create a larger offering tocustomers. A survey in mid-October indicated thatthere were 28 unique traders on site; howeverCherwell D C is hopeful that more traders will beattracted. RR

Pub Watch

2017 has seen satisfactory results oftwo campaigns to save dead pub buildings.Members may well have seen work underwayafter many years on the old Marlborough

Arms in Gatteridge Street. Proposals for thedemolition of the historic corner pub andreplacement with a block of 13 flats go back to 2007,immediately prior to be building being included inthe Banbury Conservation Area. Following theearlier loss of the old police station on the oppositecorner in 2001, concerted opposition from theSociety and Cherwell’s conservation officer led toboth the pub remaining open for several more years,but also a maladministration charge against theCouncil and accusations of the Society being a ‘self-

appointed quango’.After a number ofyears of disuse, 2017at last saw a sensibleapplication for thatincorporates the keycorner section of theold pub in a newapartmentdevelopment, with atraditional terrace ofbuildings alongside, inthe pub car park onNewlands Road.

2017 also saw the successful completion of theconversion of the old Duke of Wellington PH onWarwick Road. A social-media campaign to have thebuilding converted, rather than replaced with anugly block of flats, was a particular success, as thebuilding was only locally-listed at the time. Saving

the building was a close-run thing given its lack ofstatutory protection, but the controversy was a keydriver of the latest Banbury Conservation AreaReview and proposed inclusion of the best bits ofWarwick Road into the Banbury Conservation Area.

In the autumn the Society objected to an applicationto convert the former Britannia Inn (aka TheBlarney Stone) into 6 flats. We echoed Cherwell’sconservation officer’s comments that the proposalfor this locally-listed building was overdevelopment,as it required huge box dormer windows in the roofand the demolition of an adjoining former terracedcottage on Windsor Terrace, this being a highly

important part of this little pub as the last survivorof the tiny terraced worker’s houses that oncecharacterised the Cherwell Street area. Theapplication (Artist’s impression above right) hasbeen withdrawn pending the resubmission of arevised proposal.

The Society continues to be deeply concerned aboutthe fate of The Unicorn Inn on Market Place (seepage 2). The alteration of this iconic historicBanbury pub to 7 flats was consented in January2017 under officer’s delegated powers, against theadvice of the Council’s conservation officer and thissociety. Historic England did not object, butrequired alterations to the scheme (which were notmade) and anarchaeologicalrecording condition(which was notimposed). Despite thegrant of consent,greatly increasing thepaper value of thesite, the buildingremains derelict anddecaying behind itsiconic oak gates, now economically out of reach of anyone who might wish to bring it back topublic use. Banbury Conservation AreaReview

In June 2016 Cherwell Council soughtconsultation comments on the revisedBanbury Conservation Area Appraisal

(https://www.cherwell.gov.uk/directory-record/1783/banbury--review-in-progress). At therequest of this Society and others, the principleaddition proposed to the conservation area will bewhat remains of the historic village of Neithrop(notably Boxhedge Road, together with the WarwickRoad up to the old Duke of Wellington PH). Alsoproposed for inclusion in the Conseevation Area forthe first time will be Castle Street and CalthorpeStreet, the latter filling what had been a conservation‘void’ in the town centre.

A most welcome development within the Review hasbeen the decision by Cherwell (after many years ofasking by this Society) to bring in an ‘Article 4Direction’ for Banbury. The effect of this is toremove normally ‘permitted development rights’(e.g. replacement of windows and loss of historicsignage etc) from identified buildings within theconservation area. The Article 4 Direction alsorequires that consent is required for the demolitionof locally-listed buildings outside of theconservation area. Your Vice-Chairman is ratherpleased that, having retained the sash windows andexposed historic signage on his home (the oldFlowing Well pub, aka The Constitution Tavern Inn),these features will be explicitly protected under theArticle 4 Direction.

The Society has expressed its approval of the changesproposed, all of which we had previously asked for.Our one request was that the Conservation Area be

extended further up Warwick Road to complete theinclusion of all of Victorian and Edwardian Banburywithin the Banbury, Grimsbury or Oxford CanalConservation Areas, although we accept that this last push may to await the next Review in another 10 years. RK-S

Bon Voyage Rose Todd

In August 2017Cherwell Councilconservation officer, Dr.Rose Todd, set off fromLiverpool, crewing onQingdao in the ClipperRound the World Race2017-18, and raisingmoney for UNICEFand Helen and DouglasHouse in the process.Having given Rose asabbatical to take partin Legs 7 and 8 of the

2013-14 race, Cherwell has unfortunately beenunable to hold open Rose’s job for a whole year thistime around.

Rose joined Cherwell Council in 2003, at a timewhen the Society was still routinely fire-fighting onthe conservation front, when events such as the lossof the old police station and partial demolition ofNeithrop House were too depressingly the norm.

Alongside raising a family of four children, includinga very poorly son who died tragically young, Rosewas never afraid to put her head firmly above theparapet for the cause of conservation in Cherwell orfor Banbury’s built heritage.

Initially a lone voice in the planning department,Rose found common cause with the Society andleaves Cherwell with a solid Design & Conservationteam, backed up by improved policy, a ‘local list’,enhanced conservation areas and a planning teamthat is far more understanding of conservation thanwas the case 14 years ago.

As a parting gesture, Rose was determined tocomplete the revision and extension of the BanburyConservation Area, with its attendant Article 4Direction. She has done us proud. Thank you Roseand Bon Voyage.

Oxford’s Unmet Housing Need

Members may recall that the Cherwell Local PlanInquiry was ‘paused’ for many months toaccommodate a challenge from Oxford City Council,requiring Cherwell to allocate further sites to meetOxford’s un-met housing need. Despite havingadded several thousand additional homes inBanbury and Bicester to those originally proposed,in September 2016, the Oxfordshire Growth Boardagreed an apportionment of a further 4,400 homesto Cherwell District, following public consultation.

In its consultation response, the Society expressed aview of CPRE and others that required housingfigures in the Oxford Strategic Housing LandAvailability Assessment (SHLAA) appeared to beunduly inflated, but if they were genuinely needed,the most sustainable location in Cherwell for newhomes for Oxford would be in Kidlington / Yarntonarea, notwithstanding Oxford’s Green Belt. This viewappears to have prevailed, with all 4,400 additionalhomes now proposed for the southernmost parts ofthe district that had previously had no homes

allocated, on account of Kidlington’sclaimed ‘village’ status. It is to be

hoped that the least Kidlington mayget out of this will be a long-overdue railwaystation. RK-S

Castle Quay 2

Surprise event of 2016 was Canal Day. This was tohave been suspended for a year to allowdevelopment work to get underway on the newhotel, bars and restaurants, seven screen cinema andLidl supermarket of the Castle Quay 2 development.

Canal Day was followed in November by anannouncement that Castle Quay’s owners, AberdeenStandard Investments (ASI), were abandoning all the

work done on Castle Quay 2 by previous owners,Scottish Widows, Cherwell District Council andpublic consultees.

At a press conference in November 2, Cllr Tony Ilott,CDC lead member for finance, Cllr Lynn Pratt, leadmember for estates and the economy and CherwellDistrict Council leader Barry Wood, outlined theproposed purchase of Castle Quay as part of theirwider vision for Banbury town centre’s regeneration.

Cllr Ilott stated “If we were to purchase CQ wewould be able to provide much neededinvestment...(and) work with existing retailers toensure the old town and precinct work together toinject new life into the centre and increase footfall.”Watch this space. RK-S

Grand Theatre

This year plans to revive theold Grand Theatre (morerecently Chicago Rock Café orWonder Lounge) as acommunity performancevenue took two major knocks.A revised planning applicationfor 12 flats and two new retailunits behind a retained façadewere approved in the summer,notwithstanding an apparentlysuccessful application for anAsset of Community Value(ACV) designation. In theautumn it became clear thatthe ACV designation was likelyto be revoked, following anappeal by the owner. The

Friends of the Grand Theatre decided that it wouldbe politic to withdraw its ACV application before itwas revoked, in order to maintain dialogue with thebuilding’s owner. The Friends have been consideringalternative buildings for community performanceuse. The property remains disused, with no

redevelopment yet imminent. RK-S

Banbury 15 Eurogarages Application

The Banbury 15 site to the east of the M40 betweenit, Junction 11, and the A361 Daventry Road wasdesignated in the Adopted Cherwell Local Plan2011-31 as a mixed employment site, Office, GeneralIndustrial, and Distribution to support ‘theeconomic strengths of Banbury in manufacturing,high performance engineering and logistics’. Putsimply and in our words:

“a high profile economic attractor… which alsoachieves a successful transition between town andcountry”

The land has been acquired by Eurogarages Ltd whoseek planning permission for a 250 000 sq ftwarehouse, an 80 bed hotel, and a motorway servicearea and filling station. Quite how these contributeto 'Banbury’s economic stregnths’, has mystifiedmany commenters, including the BCS.

The initial request for comments produced not onevoice in favour but 70 against, including AngelaLeadsome MP, and was completed by the end ofAugust, after an extension because of the late arrivalof a very lengthy traffic forecast. There was thentotal silence until just last week, when anothermassive, 300-odd page, traffic forecast, claiming toanswer many previous objections on the grounds ofincreased traffic (one must surely assume that a

Motorway Service Area will generate considerabletraffic to and from the site) appeared out of the blueand onto the Cherwell Council site. It will take ussome time to assess this monster submission, but wewill try to do so fairly. Suffice it to say that the newproposal actually increases considerably, nearlydoubling, the car, HGV and coach parking available,hardly likely to reassure us over worries of Junction11 gridlock. You can see all the documents andcomments on the Cherwell District Planning site, ref17/01044/F. The new comment period expires 21stDecember. AF

Movement (or should it be congestion?) in Banbury

During the year the Society has responded to variousconsultations by Oxfordshire County and CherwellDistrict Councils and we constantly urge them tobring forward schemes to alleviate the dreadfultraffic situation that periodically occurs in the town.This is quite often caused by events beyond localcontrol e.g. mishaps on the M 40, but with theimpact of HS 2 imminent and the inexorable growthin ‘cross-town’ traffic, there is an underlying factorwhich needs to be grasped - and that is the verylimited number of routes across the river valley onan east- west axis. This is exacerbated by the limitedcapacity of the roundabout over the motorway atJunction 11. The Society has been advocatingsolutions for this but thus far nothing concrete(excuse the pun) has come out of Oxfordshire toconvince us that they are treating the matterseriously.

Also the recent re-arrangement of bus services isbeing watched closely. The difficulty of financialsupport for such services is obvious, but areas of thetown are now without easy access to bus services andthat has disadvantaged sections of the population.This situation is being monitored and ideas, such asbus shelters at exposed locations are being sought to

mitigate the impact. PM

In conclusion colleagues on the ExecutiveCommittee are thanked for their hard work,expertise and commitment and the help, supportand advice received from Nick Poole, LaurenceCarey and Michael Passmore who have left theCommittee during the year for various reasons -workload, health and re-location. Their contributionto our work has been very much appreciated.

Let us look forward to a successful 2018 -- arefurbishment study for the railway station islooming, and hopefully some progress withCanalside !!
