HOW TO IMPLEMENT A SEPTAGE MANAGEMENT PROGRAM (SMP)
• FEASIBILITY STUDIES- USAID-PWRF updating- Funding: DOH, DENR, DBP, DPWH, PRIVATE, IGF- In-House or Outsource
• CITY/MUNICIPAL/PROVINCIAL ORDINANCES- Mandatory desludging- Penalty provisions for non-compliance- WD and/or Private Sector as possible implementors- MOA between LGU and WD on Implementation- MOA between LGUs on Clustering
• MODALITY- Supply, Install, Commissioning & Process Proving- Joint Venture between WD and Private Sector- Service Contract
PROPOSED MEASURES
• DILG and Provincial Governments to issue Administrative Orders to all LGUs to enact ordinances immediately implementing the CWA and Septage Management Program and have MOAs clustering smaller neighboring towns
• DPWH to open up NSSMP grants to non-HUCs and include septage to sewerage, to make available grants for the funding of Feasibility Studies. DPWH to also provide templates and master checklists on “what to’s, how to’s, who to’s”… POM… www.dpwh.gov.ph
• Speed up LWUA tariff approval
