This publication summarizes financial activity which occurred during the

2016 election year. The information was obtained from the campaign

statements filed by political committees and from reports filed by

corporations, unions, and other entities. Each section of this publication

begins with a brief summary describing its contents.

The Statewide Primary Elections were held on May 10, 2016 and the

Statewide General Elections were held on November 8, 2016. Other, Special

Elections were locally held on various dates throughout the year.

Registration of a political committee is required upon raising, receiving or

spending, more than $5,000 within a calendar year to influence an election.

Therefore, some candidates and committees may not appear in this

publication (i.e., they did not exceed $5,000) and some offices or ballot

issues that appeared on the ballot are not listed in this publication (i.e.,

none on the ballot exceeded $5,000).

Each section includes hyper-links (in blue) to our website data which can be

directly accessed while viewing this publication from your computer.

CANDIDATES and BALLOT QUESTIONS

This section summarizes how candidate and ballot question committees

were financed during the 2016 election year. The information was obtained

from the Campaign Statements (NADC Form B-1) filed by the candidates and

ballot question committees.

Within the following summary, “Annuals” refers to annual campaign

statements leading up and prior to the 2016 election year. “Primary” refers

to campaign statements filed for the primary election. “General” refers to

campaign statements filed for the general election. “Receipts from Others”

includes contributions from Businesses, PAC’s, and Political Parties.

“Receipts from All Sources” includes receipts from individuals and others

and also may include loans received or repaid and bank interest. “Won or

Lost” next to Primary or General designates if the candidate won or lost the

primary or general election.

From your computer, you may click on a candidate or committee name for a

link to filings by the committee that are available on our website.

Contributions, Expenditures and other data can be found under "B-1:

Campaign Statement [Candidate or Ballot Question Committee]" by clicking

on the period which the statement covers. (Typically there are three

campaign statements per election, two before and one after). After clicking

on a statement period, you will see the first page of the statement with links

to the remaining pages toward the top of the statement. Schedule A lists

contributions from Individuals (for the election to date). Schedule B lists

contributions from all other sources (for the election to date). Schedule D

lists expenditures for the reporting period only.

This section summarizes how Independent Committees, generally referred

to as Political Action Committees (or PAC’s) made and received political

contributions during the 2016 election year. The information was obtained

from the Campaign Statements (NADC Form B-4) filed by the Political Action

Committees.

Typically, a PAC is formed by a group of two or more individuals for a

general cause (e.g. to support candidates who favor agriculture). PAC's

which are formed by a corporation, union, or other entity and which receive

voluntary contributions from their employees, officers, directors,

stockholders, or members are referred to as Separate Segregated Political

Funds. A separate bank account must be established and the sponsoring

organization (corporation, union, or other entity) may not contribute (from

it's own "general" fund) to it's separate segregated fund. A PAC which

supports or opposes a candidate or issue appearing on the ballot must file

campaign statements (NADC Form B-4) during that election period.

In the summary on the next page, “Receipts” refers to the net total of all

receipts from all sources during the election year and “Expenditures” refers

to the net total of all expenditures during the election year. “Nebraska

Expenditures” are disbursements made in support of or in opposition to

Nebraska state and local candidates and ballot questions. Within some PAC

names "NE" is short for Nebraska.

All Corporations, Unions & Other Entities formed under Nebraska law or

doing business in the state of Nebraska must report their political
