• Drive the adoption of standards for data and access -
Provide tools, incentives and penalties if you can !
• Provide apps as good examples – be the Appstore, not
the app developer
• Use Design-doing as a means to make strategy and
policy come alive - engage with diverse stakeholders;
run Service Jams, Hackathons etc.
• And … Do for real ! Pilots need to be put in
production(not demos, prototypes, etc.), outcomes
needs to be evaluated on a real basis, and decisions
need to be made afterwards (scale, redo, trash).

So… what’s next for Altinn ?
• Strategize (a little bit)
• National Governance and mandate
• National challenges and Key sectors
• Role of a national platform vs sectorial platforms
• Sectorial plans for key sectors
• Clarity on expected benefits by sector
• Clarity on investments (including private sector’s ones)
• Innovate wisely (a lot !)
• Sectorial governance for key sectors
• Use case catalog for key sectors, prioritization progress
• Innovation Hub(s) – Flagship, satellites, virtual
• Innovation program – includes design, build, pilot, measure, and plan for scale
• Fund the teams (not the projects – but fund it !)
• Communicate – it is not about Altinn, not about technology nor about about hackathons and service
jam. It’s about a smarter Norway powered by its Digital platforms. Find a brand, run a campaign.
