    PREFACEAs a bibliography th e present report is very imperfect. This is duechiefly to th e fact th at it has been compiled at a distance from all th e

    great collections of Americana; whether this should have been at -tempted a t all or not is a question, but i t seemed to the editor betterto prin t a poor bibliography of thi s gre at subj ect, in th e hope of het-tering it in f utur e editions, tha n to wa it longer for those better situ -ated to do th e work. A first modest a t tempt a t a shor t b ib l i~ gra~ phpwas mad e in a leaflet of 4 pp. published in 1900. This was enlargedin a second edition (1901) to 9 pages. Th e present report is th us iira sense a th ird edition of thi s bibliography.

    Th e selection of ti tles i n thi s bibliography wa s especially difficult O I Iaccount of the large num ber of works on s lavery which bear more orl e s ~n the Negro and yet do not properly come with in th e scope ofthis l ist. I n the attem pt to fieparate from the mass of American s h v -ery literature those works which deal especially with t he nlave rat he rthan the system, man y mistakes have been made bo th th1,ough igno-rance an d iuadvertence.The bibliography should be supplenientecl by atllird part whichwould be a subjec t catalog. Th is ma y be printed in fuLure e d it io o ~ .Th e editor would welcome speciflc criticism especially on on ~i ss io i~ hand the inclusion of improper titles.

    distributed. Th e present publication is the tenth report and it hasbeen thoug ht t h a t th e results of thi s conference can best be sum marizedby a bibliography of th e Negro America n.

    Durin g the nex t decade the following cycle of studie s i s proposed:1. The Negro Physique-19062. The Negro Family-19073. Negro Organisations-19084. The Economic Development of Negroes, 1-19095. The Economic Development of Negroes, 11-1910ti. The Education of Negroes-19117. The Political Power of Negroes-19128 The Negro Church-19139. Crime among Negroes-191410. Methods and Results--1915At lan ta University ha s been conducting these studies for th e past

    ten years. The results, distributed at a nomiual sum , have been wide-ly used. Not withst and ing th is success, the furthe r prosecution of th isim por tan t work is greatly hampered by the lack of funds. Wi thmeagre appropria tions for expenses, lack of clerical help an d necessaryapp aratus, th e Conference cannot cope properly with th e va st Aeld ofwork before it.

    I t seems hardly necessary to emphasize the fact to day tha t the ig-norance of the real condition of the Negro Amer ican i s the most sinis-ter part of the Negro problem. Nevertheless th is work of social st ud ya t At lanta University receives but scanty encouragement.Especially is it questionable a t present a s to how large and impor-t a n t a work we shall be able to prosecute duri ng the n ext ten-year cy-cle. I t m ay be necessary to reduce the numbe r of conferences to oneevery other year. W e tru st this will not be necessary, and we earnest-ly appeal to those who think it worth while to study this, the greatestgroup of social problems t ha t h as ever faced t he nation, for subst antialaid a nd encouragement in th e further prosecution of the work of th eAtlanta Couference.

    W e believe tha t the re has grown in the last ten years a largerscientific spirit in dealing with th e Negro problems and a de-mand for verifiable knowledge, rat her th an mere opinion, as abasis for sound judgment and philanthropic effort.The investigations of t he last ten years seem on th e whole toindicate :

    ( a ) A progressive differentiationof theNegro race in to socialarid economic clasfies.( 6 ) A slow recognition th at this fact makes i t more and moreunjust to characterize the race as if i t were a unit.( c ) A large bu t slowly decreasing Negro mortality.(d ) An encouraging decrease of in fant and child morta lity.(e) An increase in t he number of good homes.(f) AII increase in t he kind and number of efforts for socialbet ter men t among Negroes.(g) An increase in the number of business enterprises andi n econ.omic co-operatian.( h ) A rapid decrease i n ill iteracy, especially in cities, an d alarge percentage of success among college-bred Negroes.(i) A severe econoniic crisis among Negro artisans.( j ) An increase in the social and econoniic activities of t heNegro church.( K ) A large increase of crime up until 1895 and a consider-able decrease since th at date.We believe t81iat fu tu re investigytions ought to lay especialstress a n t8hemany unsettled questions as to the vitality of t he
