Introduction SARAS Mela at the National level is one of the initiatives of

the Ministry of Rural Development to provide a platform to the

rural artisans to market their products and through these Melas the

rural artisans get an exposure to the market dynamics in a national

forum. SARAS provides an opportunity to sell the rural products

and this exposure is expected to help the artisans to improve the

sales of their products through better designing, packaging,

branding etc. CAPART has been assigned the responsibility of

organizing the Shishir SARAS Mela at Dilli Haat, near INA Market

by the Ministry of Rural Development (MoRD).

The main objective of the Mela is to afford an avenue of sale

and display of products produced in rural India by artisans below

the poverty line who are the beneficiaries of SGSY schemes of

MoRD. Voluntary organizations supported by CAPART also

participate in these Melas.

SARAS Melas have generated confidence of the

artisans/craftsmen in the development of rural products and craft .

SARAS has been playing a key role in conn ecting these artisans

with various markets. CAPART is playing the role of a “fair trade

facilitator” in this process.

Shishir SARAS Mela

(18 t h to 31 s t January, 2011)

CAPART had organized the Shishir SARAS Mela at Dilli

Haat, near INA Market, New Delhi. Participants from all over India

participated in this Mela.

Various Sub Committees were formed to supervise/monitor

each aspect of the Mela. Registration of the Sishir SARAS started at

9:00 am on 18 t h January, 2011. Thorough verification of the

documents (submitted by the participants) was done with the help

of State Coordinators. Respective State Coordinators thereafter

allotted stalls to the artisans as per stalls allocated for each State

by CAPART. All participants with requisite documents were issued

passes for entry. Identification cards were issued to all authorized

participants.

The event was formally inaugurated on 19 t h January, 2011 by

Shri Pradeep Jain “Aditya”, Hon’ble Minister of State for Rural

Development, Ms Agatha Sangma, Hon’ble Minister of State for

Rural Development, Shri B. K. Sinha, Secretary, Rural

Development, Mohd. Haleem Khan, DG, CAPART, Dr. Nandita

Chatterjee, DDG, CAPART and Dr. S.R. Singh, Director (Marketing)

were also present on the occasion.

Participation from States and Allotment of Stalls

CAPART had intimated all the State governments in advance

about the event along with tentative stall allotments and had

requested them to confirm their participation with details about

the total number of participants. Prior to the allotment of stalls ,

several visits to Dilli Haat were undertaken by a team of officials

from CAPART to understand the actual situation regarding the

stalls and their location, this helped in suitable categorization of

the stalls.

The stall allotment was done to the states as per their

requirement and it was especially ensured that the allotment was

done in a fair and transparent manner, always ensuring that the

SHGs from the States were given pre ference over CAPART

supported VOs. This whole process has been carefully documented

and preserved for record.

A total no. of 334 participants belonging to 152 SHGs from 21

States, 12 NGOs and 2 participants from CWEI took past . In

addition to this , 22 groups recommended by dignitaries have also

participated in the Mela. The details of participants are available at

Annexure I .

Details of Sales during Shishir Saras Mela

The Mela saw good sales in comparison to the earlier

exhibitions. Participants too reported their satisfaction with the

sales. Total sales of the whole event amounted to Rs.80,79,678/-

(Rupees Eighty Lakhs Seventy Nine Thousand Six Hundred and

Seventy Eight Only). The detail of the sales (stall wise) is available

at Annexure II.

Accommodation and Transportation

The participants were provided with dormitory type of

accommodation in hotels of Delhi. Participants were escorted free

of cost to and fro from their place of stay to Dilli Haat. More than

200 participants availed of these facilities. A committee of officials

was specially constituted to look into any issue pertaining to

transport and lodging facilit ies of the participants. The feedback of

the participants was satisfactory. A transport agency was given the

responsibility for arranging for transport during the event.

Agencies providing accommodation, transport, food etc. were

selected through a tender process.

Publicity

The publicity of the Mela was done through the Media

Division of CAPART and advertisements were given in the

National and local Newspapers both in Hindi and English.

Cultural Programmes

Cultural programmes were organized after the inaugural

function. Along with inauguration function, in between the Mela

Cultural programmes were performed by Song & Drama Division of

Ministry of Information & Broadcasting .

Cultural Programmes during the Mela

De-Briefing Session

A De-briefing session in the premises of Shishir SARAS Mela

was convened on 31 s t January, 2011 with State Coordinators,

artisans in the meeting room of Dilli Haat. In the session of De -

briefing held on 31 s t January, 2011 among others Dr. S.R. Singh,

Director (Marketing), CAPART, Shri Shakti Shamser, SO, MoRD

and Shri N.N. Banik, MPO (Marketing), CAPART were also present.

The main purpose of this session is to record the experiences

of the Shishir SARAS-2011 and what should be done to improve the

conduct of the Mela in future. The proceedings of the De-briefing

session is attached at Annexure-III.

Conclusion

The event turned out to be a great success. The artisans/SHG

members got a golden opportunity to understand the market trend

and customers’ preferences while making good sales at the same

time.

Points discussed in the De-briefing session on 31st January 2011 at

Dilli Haat, INA Market, New Delhi

Registration of the participants should be done in advance.

All State Coordinators should stay during all the days during the

Mela period.

The instructions given by the MoRD and CAPART for the

number of stalls allotted to the States should be strictly followed.

Credit Card facilities may be arranged to States for their artisans

and SHGs.

Recommendations from States will only be considered.

Recommendations from DRDA/Block level will not be

considered.

Recommendations from State Resident Commissioner in Delhi

may not be considered in future.

New SHGs and artisans are to be encouraged for next Mela.

More variety and improved quality of products from each State

are to be encouraged.
