About CVM

Charutar Vidya Mandal was established in the year 1945 by Shri Bhaikaka and Shri Bhikabhai

Saheb as a charitable trust with a prime objective of rural development through education to

bring about the social awakening, social upliftment and enrichment Over the subsequent years,

Dr. H M Patel (the first finance minister of India) consolidated the efforts put in by the founders.

Later on, in the 1990s, when Dr. C L Patel took over the reins of CVM as the Chairman, the

country was facing a major economic and ideological change paving the way for globalization

and liberalization. Various self-financed educational institutions started being established in the

areas of Technology, Science and Engineering, Commerce and Management, offering emerging

About STTP

Road safety is a multi-sectoral and multi-dimensional subject and is now recognized as a major

socioeconomic concern facing many countries in the world. Increasing traffic volumes, the rapid

growth in two- and three-wheeled traffic and the higher speeds made possible by construction

improvement and rehabilitation of roads add to the safety problem. Road Safety Audit (RSA) is a

formal procedure for assessing accident potential and safety performance in the provision of new

road schemes and schemes for the improvement and maintenance of existing roads.

Prof. (Dr.) L.B. Zala, Head, Civil Engg. Dept gave a welcome speech also introduced the

Dignitaries on the dais and gave a brief view of the departmental activities. and importance of

TEQIP II.

Prof. C.B. Mishra as programme coordinator gave awareness about the STTP and its importance.

He explained various outcome of the program and primarily focused on the key aspects of the

programme on “Highway Safety Audit & EIA. Also stated that the outcome of the programme

can be passed to students and society at large, for generating awareness too in the current era of

road development and latest vehicles plying on it.

Er. Dharmendra Mehra, PI Industries, Bharuch in his inaugural discourse underscored the

significance of the STTP, conveyed that rapid industrial development and growth of urbanization

throughout the world have led to the recognition and increased understanding of the

interrelationship between pollution, public health and the environment. He expressed the primary

aim of EIA procedures is to gauge the potential environmental impact of an economic project so

as to allow for measures to minimize that impact. Also Environmental management plan (EMP)

is suggested on the basis of the identified impact in the Environmental Impact Assessment.

Dr. F.S. Umrigar, guest of honour in his short lucid speech conveys that road deaths and injuries

are a global problem of massive proportions. Of all the systems that people have to deal with on

a daily basis, road transport is the most complex and the most dangerous. The situation in India

is worsening and road traffic injuries (RTI) have been increasing over the past twenty years. This

may be partly due to the increase in number of vehicles on the road but mainly due to the

absence of coordinated evidence-based policy to control the problem.

Dr. Indrajit Patel, Principal & President of the function stated that Indian roads are undoubtedly

the most dangerous in the world. In 2015, around 1,46,133 people were killed on Indian roads,

states Ministry of Road Transport and Highways data. This translates in to 11 deaths per 100,000

people or one life snuffed out every 3.6 minutes. He congratulated Dr. L.B. Zala Program Chair,

Prof. C.B. Mishra & Prof. R.L. Patel (Program Coordinators), Prof. Amit Amin & Prof. P.J. Shah

for coming up with such training program which is of utmost important in the present era. He

hopes that the participants ought to benefit the advantage of picking up learning and abilities

through this STTP and transmit it through designing understudies subsequently the sensible

development industry.

Prof. C.B. Mishra said thanks to all dignitaries, expert speakers, invitees, supporters and

members who would be putting their profitable inputs to the program.

All the technical sessions had delivered by experts from industries, professional and

academicians from relevant fields. The different experts had covered the following areas:

clearance” covering the basic law structure, duty of all citizens, environment

management practice and environment clearance requirements, procedure & project

setting criteria’s with notification and its amendments, also brief overview of EC process.

2. Prof. C.B. Mishra, Program Coordinator in his presentation on “Road Safety in India – an

overview” explained that India has the terrible distinction of being the country with the

largest number of people killed in road accidents. This unprecedented growth of density

of motor vehicles has taken the government by surprise, and no amount of planning has

been able to resolve the traffic crisis. Apart from pathetic road conditions and improper

roads, rules are often not adhered to by motorists and pedestrians alike on such a vast

scale that it is now taken for granted as the said way of life! The practice continues till the

time fatality strikes within their own coterie. Awareness and watchfulness on the part of

drivers and pedestrians like facilities, regulations and strict enforcement on the part of

authorities and provision of better roads is the solution to this public menace.

3. Prof. C.B. Mishra, Program Coordinator delivered a talk on “Standard Methods of Road

Accidents Recording in India”. The problem of accident is a very acute in highway

transportation due to complex flow pattern of vehicular traffic, presence of mixed traffic

along with pedestrians. Traffic accident leads to loss of life and property. Thus the traffic

engineers have to undertake a big responsibility of providing safe traffic movements to

the road users and ensure their safety. Road accidents cannot be totally prevented but by

suitable traffic engineering and management the accident rate can be reduced to a certain

extent. For this reason systematic study of traffic accidents are required to be carried out.

Proper investigation of the cause of accident will help to propose preventive measures in

terms of design and control. For this one has to be acquainted by standard methods of

road accidents recording in India by in the accident report form.

4. Prof. Miss Rena Shukla, Prof of Civil Engg. L.D. College of Engg, Ahmedabad presented

a talk on “Road safety audit process” wherein she explained the importance of

formal safety performance examination of an existing or future road or intersection by an

independent, multidisciplinary team. It qualitatively estimates and reports on

potential road safety issues and identifies opportunities for improvements in safety for

all road users. Also in detail the steps involved in RSA process and the art of preparation

of RSA report with case study.

5. Dr. A. M. Jain Principal IIET Dharmaj in his discourse on “Road safety audit checklist”

stated that a role of road safety inspection is a systematic field study, conducted by road

safety expert (s), of an existing road or section of road to identify any hazards, faults and

deficiencies that may lead to serious accidents. He explained in detail the structure of

checklist which can serve only as a guide or memory-aid for the individual or team

conducting the safety audit. They are not all inclusive, nor are they intended to be used as

a substitute for knowledge or experience.

6. Dr. H.R. Varia, Principal, Tatva Institute of Technological Studies, Modasa delivered a

talk on “Collision analysis and effective road safety engineering”. Initially one has to

review the collision records obtained from police department for interpreting and

understanding the exact conditions of the collision. The period of study should be three

years to eliminate “luck” or “chance” from skewing the statistical analysis. The next step

is to create a collision diagram starting with the first location on the EPDO ranking list.

A diagram is sketched showing where each collision occurred at the intersection. The

movement, type and severity are shown by symbols and the date, day of week, time of

collision, weather, pavement conditions, and light are noted. After all collisions are

sketched, the investigator determines what patterns is evident listing the most

predominant ones. The data can be analyses by different methods. Finally an attempt is

made to select appropriate steps for safety measures.

7. Dr. Pankaj Prajapati, Prof. of Civil Engg., Faculty of Tech. & Engg. MSU, Baroda spoke

on “Effect of perceived crash risk on mode choice”. Initially the concept of real crash and

perceived crash was explained by giving ranks also projected how the relative magnitude

is dependent on objective reductions in risk translate into perceived reductions in risk.

Further, explanation was on the advantages and disadvantages of discrete mode choice

models, probit model, multinomial logit models and nested logit models.

8. Dr. Jiten Shah, Prof of Civil Engg. IITRAM delivered his presentation on “Pedestrian

Safety: A Key Issue”. He conveyed that pedestrian safety audit guidelines stress the

importance of having sufficient traffic safety systems in place to safeguard those who

travel on foot. He discussed in detail a comprehensive understanding of various issues,

approaches, and challenges in improving pedestrian safety, including a comparative

discussion of different approaches that have been developed recently. He feels that the

greatest challenge to protecting walkers from injury is that people vary widely in terms of

both their mental and physical abilities. Keeping this in mind while designing and

building public facilities is vital to constructing safe routes for pedestrians and drivers.

9. Dr. Yogesh Shah, Prof of Civil Engg. IITRAM, presented a talk on “Road Safety Audit

on two major arterial roads of Rajkot city”. He narrated the evolution of road safety audit

in the world. Also stated the problems of road safety in Rajkot and carried out the audit

safety with particular objective, scope and methodology adopted. Also suggested

measures to be taken for road safety. Finally how the application of structural equation

modeling in road accident analysis is done is shown.

10. U.D. Patel, Prof.of Civil Engg., Faculty of Tech. & Engg. MSU, Baroda delivering a talk

on “Environment Impact Assessment”. He explained that process of EIA systematically

examines both beneficial and adverse consequences of the project and ensures that these

effects are taken into account during project design. Road planning and design is an

iterative process where planning and design evolve in response to environmental and

other considerations. This ensures that environmental considerations become an integral

part of the overall route corridor selection and road scheme planning and design process.

Road Traffic Accidents”. She narrated that the basic aim of the study was to assess the

attributes of pre-hospital care in road traffic accidents (RTAs) victim brought to the

health care establishment and to evaluate the pre-hospital trauma care provided in the

areas. Pre-hospital time interval is the sum of response time (time interval between the

occurrences of the RTAs to arrival of the first responding vehicle on the scene) and

transport time (time required for reaching the hospital from the site of the accident). She

stated the importance of golden hour and platinum 10 minutes in prehospital phase and in

Hospital phase.

12. Prof. C.B. Mishra, Program Coordinator leading the team of 37 participants for “Road

Safety Audit – A Real Field Experience”. The study was carried out on the road facing

I.B. Patel Scool, Mota Bazaar, Vallabh Vidyanagar wherein the participants were divided

in two teams to identify the furniture’s on the road and other miscellaneous work on road

safety.

13. Dr. Nirav Shah, Prof. of Civil Engg., Faculty of Tech. & Engg., MSU, Vadodara presenting the

lecture on “Automobile Air Pollution”. He conveys that automobiles are a necessary evil,

while they have made living easy and convenient; they have also made human life more

complicated and vulnerable to both toxic emissions and an increased risk of accidents.

Studies made in Jaipur, India, indicate that there is high rate of occurrence of respiratory,

digestive, ocular and skin problems amongst the traffic policemen and a significant

number of them become victims of lung disorders in the very first few months of their

posting to a traffic department. Traffic policemen everywhere should wear pollution

masks for their own safety and to arouse public awareness of the risk of automobile

pollution. The source and control is very important.

14. Prof. R.L. Patel delivered a talk on “Environmental Audit”. She covered in her talk that

environmental audit is a highly skill-oriented task. It calls for not only a high level of
