I N T R O D U C T I O N
R E F E R E N C E F O R S E L E C T I N G L E A R N I N G R E S O U R C E S ENGLISH LANGUAGE ARTS KINDERGARTEN TO GRADE 12 LEARNING RESOURCES is a reference tool provided by Manitoba Education and Training to help educators select student and teacher learning resources to support the curriculum. Learning resources may be purchased through the Manitoba Learning Centre (LRC) (formerly known as the Manitoba Text Book Bureau (MTBB)).
L E A R N I N G R E S O U R C E S R E V I E W S Publishers submit resources for review in response to the department’s request for new learning resources to support provincial curricula. Teachers, nominated by superintendents of school divisions, are selected as teacher-evaluators. Using a collaborative review process, the teacher-evaluators examine the materials according to the resource-selection criteria to make recommendations regarding the suitability of the resources for Manitoba students and teachers. Although some resources contain other parts, sections, sub-resources and grade levels, reviews were only conducted for those submitted by publishers and those deemed appropriate for grade levels. R E S O U R C E S E L E C T I O N C R I T E R I A Learning resources are selected based on their fidelity with the rationale, philosophy, processes, and learning expectations identified in each curriculum. Four evaluation criteria are used in selecting learning resources:
• Curriculum Fit/Content/Philosophy: the degree to which the content and processes of the resource align with the curriculum, thus providing support for curriculum implementation.
• Instructional Design: the degree to which the resource provides for multiple approaches to learning, has a wide range of use, is current, and reflects current pedagogical theory and practice.
• Social Considerations: the degree to which the resource is free of bias and stereotyping. The resource is examined for Canadian content, the use of culturally diverse examples, and accurate portrayal of First Nations, Inuit, and Métis peoples. Cautionary notes are added to alert teachers to potentially sensitive curriculum-fit issues or potential community concerns related to the resource.
• Technical Design: the degree to which the resource is visually appealing and has a logical and consistent form.

When selecting learning and teaching resources, teachers should consider how the resources meet the learning requirements of students, the perspectives of the student population, and local decisions related to the delivery of potentially sensitive content.
T E R M S A N D D E F I N I T I O N S The following terms and definitions are used to describe the learning resources:
• Breadth: identifies learning resources that address a wide range of student learning expectations for a particular grade.
• Depth: identifies learning resources that provide effective learning experiences in greater detail for a narrower grouping of student learning expectations.
• Breadth and Depth: identifies comprehensive learning resources that provide both breadth and depth dimensions for an extensive grouping of student learning expectations.
• Teacher Reference: identifies resources that assist teachers in implementing the curriculum, including background information for teacher use; may identify teaching suggestions and learning activities.
• Teacher Guide: identifies a separate guide for teachers or a teacher’s edition of a Student Text.

This Canadian resource supports the integration of the ELA practices through science and social studies concepts, while developing students’ critical literacy skills. The student texts are highly visual and engaging and support the development of subject-specific vocabulary, communication skills, and critical thinking through both independent and collaborative learning. Texts are aligned with Manitoba science and social studies curricular topics and are focused on exploring overarching essential questions. The teacher resource guide is essential and provides varied learning experiences to guide students through each concept introduced in the text. In addition to the student text and teacher resource guide, an online web-based resource, called Big Idea Interactive, provides e-texts that include optional audio recordings, text highlighting, and access to an online translator as well as interactive experiences. This resource provides an integrated perspective of the multicultural nature of Canada along with highlighting the roles played by and contributions of Indigenous people. Cautions and Considerations: Teachers should not use this resource as a stand-alone and should use it in conjunction with the teacher resource guide. Due to the ever-changing nature of the subject matter discussed in social studies and science, some of the material may not remain current or relevant. Teachers may want to consider that there are no explicit assessment strategies or tools outlined in the teacher’s guide, but many opportunities for students to demonstrate their learning in multiple ways are provided.

This Canadian resource can be used by teachers as sets of texts to support guided reading instruction and to add to their classroom libraries. Texts represent traditional ways of knowing and contemporary aspects of First Nations cultures. The resource addresses and provides opportunity for teachers and students to enact the four practices of Manitoba’s ELA curriculum as well as all six strands. Each text provides supports for use of strategies and thinking for before, during and after reading. The text set encourages differentiated access to text by providing audio texts, varied text levels and e-text versions of the book/text.

The teacher e-support disk includes a reproducible for each text that can be modified, recognizing that language and literacy develop differently for each individual. Teachers may use this resource to make cross-curricular connections, such as to health education, music, physical education, social studies, and science. This resource focuses on Indigenous peoples and cultures as well as building a sense of self identity, community, and the world. Cautions and Considerations: This resource should be used to support teacher’s instructional designs. Although the publisher designated each set by a single grade level, they can be used across grade bands to support diverse purposes and learners. This Canadian resource provides teachers with a comprehensive yet open-ended guide to cross-curricular inquiry based learning. Inquiry is a dynamic process with student interest as the focal point where teachers are responding to the questions and interest of student’s and communities. The resource provides background information on the concept of inquiry-based learning, considerations for 21st century learning, ongoing responsive planning and assessment suggestions, as well as supports for setting up an optimal learning environment. The wide variety of cross-curricular explorations at each grade level provides opportunities for choice in learning and communicating new knowledge. It encourages active learning, hands on exploration, creativity, connections to community, nature and culture, rich literacy experiences, and opportunities to use language to explore and extend understanding of themselves and the world around them. The Kindergarten resource supports learning through inquiry and play, in keeping with the current research. Cautions and Considerations: This resource is not a prescriptive, linear program, but is intended to be responsive to students’ interests and needs. There are many open-ended opportunities in which teachers can infuse cultural perspectives, but these are not always specifically stated and it would be the responsibility of the teacher to ensure the students’ cultures and communities are reflected. Although there are some suggestions for material to support inquiry, the teacher will need to investigate other resources in response to their individual classroom inquiries. This benchmark assessment system can be used, alongside other methods and tools, to gain information about certain aspects of students’ reading processes. The resource contains a large range of books that represent a variety of topics, themes, and ideas and include quality illustrations. Key to appropriate use and understanding of this system is the core text, The Continuum of Literacy Learning. Schools can purchase and use this book on its own. The benchmark system, however, may provide structure for educators who need more supports. Although this benchmark system is not intended to be used as summative assessment or for reporting purposes, information gained from using it can support teachers’ planning. The texts in the system have been analyzed for their level of complexity (e.g., vocabulary, sentence structure, and content), but teachers would need to gain a clear understanding about text complexity and implications for teaching and learning. The core text supports educators in being strategic and intentional with text selection and instruction/assessment focus based on their learners. A critical section in the core text speaks to summarizing, analyzing, and interpreting results which will help educators analyze reading behaviours and processes, rather than focusing only on levels. Cautions and Considerations This resource can compel some educators to use a very lock-step and narrow approach to the assessment of reading. Assessing students’ reading using unfamiliar texts in unsupported and decontextualized contexts can negatively affect student performance. Teachers must use their professional judgment based on learners’ needs to determine if and which aspects of this resource might be appropriate and what other forms of information and ways of collecting it would be necessary. Although this resource provides supports for focused assessment in some aspects of reading (i.e., fluency, decoding, and basic comprehension), it does not assess all aspects of reading. Some educators may also be compelled to attach reading levels to students, rather than analyzing the reading behaviours of students in relation to texts. Outputs from this benchmark assessment should not be recordings of distinct levels at which students read. Rather, outputs should reflect descriptions of the range of reading behaviours of students as they engage with different texts and different levels of complexity. The text gradient provided in the kit does not reflect the developmental nature and learning expectations for kindergarten learners in Manitoba and use of this benchmark system would not cohere with Manitoba’s play-based philosophy in

Pre-printed reading records, as opposed to teachers’ own running records, are limited in space and cannot capture all the observable behaviours that readers demonstrate and do not promote teachers’ deep analysis. The forms do not contain space for recording next steps. Although the assessment system suggests that there is a focus on writing, the focus is really on writing responses to reading to show basic comprehension. The large amount of time required to administer this benchmark assessment system can be a barrier for its effective use and, consequently, can reduce time for quality teaching and learning experiences. Inappropriate strategies to save teacher time include tasking educational assistants with the administration of the assessment or tasking resource teachers or other specialists with its administration without teacher involvement.

LLIS is designed to be used with small groups of students who need more intensive supports in reading. Teachers can, therefore, use aspects of this system for a short term to support focused and strategic instruction in reading and to supplement classroom-based literacy teaching and learning. The core text, When Readers Struggle: Teaching That Works, included in the blue and green systems is a valuable resource that anchors the appropriate use of these systems. Directions, backgrounders, and this core text are integral to appropriate use of this resource.

The lessons’ clearly stated goals also allow teachers to select judiciously in response to learners’ instructional needs. The photocopies of black and white take home books lack the appeal of the classroom books. Test preparation books in the red and gold systems do not fit Manitoba’s assessment philosophies. Teachers will need to correlate this resource with Manitoba curriculum since these systems are designed to fit the American Common Core Standards framework.

The proposed assessment processes provide meaningful data about reading and readers that help teachers understand expectations for proficient readers for Grades 3 to 5, and directly correlate with reading instruction to help teachers know what to teach. As opposed to merely evaluating students’ reading levels and basic comprehension, this resource helps teachers unpack what their students do as readers and thinkers as they engage with whole authentic texts, authentic reading tasks, and sustained comprehension and thinking. The teacher’s guide and student texts are engaging. There is a lot of flexibility in how the resources and texts are used and the teacher’s guide provides clear structure and support. Various researchers and experts on issues were consulted to support the development of this resource. Cautions and Considerations: This resource should not be used as an isolated, “stand-alone” program. Rather, teachers will want to consider it and aspects of it in relation to their planning. While it addresses and provides opportunity for teachers and students to enact the ELA curriculum practices, this resource would need to support, complement and be integrated with teacher planning and other resources to attend to the depth and breadth of English language arts.

Reading A-Z is a tool for supporting small group instruction or for independent practice in reading as well as for supporting home reading. It includes a large selection of printable books, including wordless picture books. An audio component is available for each book as well as complimentary Reader’s Theatre scripts. Some books have been translated in French. Extensive, specific teacher resources are available for each book. Writer’s response and literature circle journals represent some of the suggested ways for students to demonstrate their understanding. Teachers should use professional discretion when selecting materials to be sure that lesson and books address student learning. The resources in Reading A-Z could represent another source from which teachers can draw to support their instructional plans. It is not, however, intended to be used as a “program” by itself. Cautions and Considerations: Reading A-Z is a supplemental tool for teachers to use in response to students’ needs and teacher’s planning. Using it by itself, in isolation of planning, would be counter-productive. Teachers are encouraged to be selective, strategic, and responsive when using this resource. Rather than placing focus on moving students through levels of text, teachers are encouraged to consider focus for instruction and student practice, students’ reading processes and behaviours, and how texts support these.

This Canadian resource can be used by a discriminating teacher to support literacy instruction. Elements of the system are designed to be used for independent, small and large groups of students. The kit contains teacher and student supports for guided reading, shared reading and read aloud learning experiences. Teachers can use all the elements or individual aspects of this system to support progress in reading. The oral language kit allows students to represent and express ideas. Students become the storytellers while analyzing the illustrations and visuals within each wordless book. Each aspect of the system is supported by clearly laid out teaching plans. The system is rich with varieties of opportunities to view, represent, read, write, listen and speak. The modality of the system implementation is predominantly group/shared/guided work. The resource provides a large range of books from which to choose, with 11 levels of text. Each element in the system clearly outlines before, during, and after reading strategies. The pieces to the system are varied; big books, individual lap books, audio CD’s, supplementary online resources supports. Teachers may use this resource to make cross curricular connections including; Health Education, Music, Physical Education, Social Studies, Science and English as an Additional Language. Cross curricular connections are clearly laid out in the teacher guides. Lessons, learning experiences and processes provide opportunity for students to use the ELA curricular practices and five strands in the Manitoba ELA curriculum. Cautions and Considerations: Teachers will want to take time to become familiar with the many elements of the system as well as to determine effective organization and implementation. The reading levels in the resource identified are closely aligned to the American Reading level system; therefore, teachers will need to refer to Manitoba curricula to ensure alignment. The resource may compel some teachers to use a very lock step approach to reading instruction. Teachers may want to consider a grade band approach focused on the learner’s particular needs. Teachers must use their professional judgment based on learner’s needs and or readiness to engage in guided reading practices. The resource provides the teacher with opportunities for differentiated practices. Teachers will need to consider their selection of shared reading materials and/or guided reading materials. Flexible interchanging between guided and shared reading materials within the system is not supported. Teachers will need to adapt the use of some the graphic organizers from the individual student pages. Teachers will want to consider supplementing, and adding to the sets of books in order to reflect multicultural and Indigenous content, cultures and ways of knowing.

This resource can be used to support focused small group reading instruction. It has four leveled book sets (18 different titles) with text reading from levels 3-14. Each set includes a CD with teaching lesson plans, student worksheets and reading records. There are three key emphasis in the text (non-fiction, families and narrative) which are explored through a variety of genres (procedure, narrative, information report, recant and descriptive). Cautions and Considerations: This resource is limited in scope and can be used as one component or tool in teachers’ larger literacy planning. The resource can compel teachers to use a very lock-step approach to small group reading instruction. Assessing students’ reading using unfamiliar texts in unsupported and decontextualized contexts can negatively affect student performance. Teachers must use their professional judgment based on learners’ needs to determine if and which aspects of this resource might be appropriate and what other forms of information and ways of collecting it would be necessary. Although this resource provides supports for focused assessment in some aspects of reading (i.e., fluency, decoding, and basic comprehension), it does not assess all aspects of reading. Some educators may also be compelled to attach reading levels to students, rather than analyzing the reading behaviours of students in relation to texts. Outputs from this benchmark assessment should not be recordings of distinct levels at which students read. Rather, outputs should reflect descriptions of the range of reading behaviours of students as they engage with different texts and different levels of complexity. The text gradient provided in the resource does not reflect the developmental nature and learning expectations for kindergarten learners in Manitoba and use of this system would not cohere with Manitoba’s play-based philosophy in Kindergarten. This resource is not intended to be used as a summative assessment and is not intended for reporting purposes. Teachers will want to use the materials that enhance and support their responsive and focused instruction and assessment. Teachers should consider omitting other materials within the resource. Pre-printed reading records, as opposed to teachers’ own running records, are limited in space and cannot capture all the observable behaviours that readers demonstrate and do not promote teachers’ deep analysis. The inclusion of printable fill-in the blank worksheets may encourage a narrow focus on language as a system rather than supporting the exploration and enrichment components in the teaching notes. This narrow approach would not provide reliable information about students as readers. Teachers would want to consider supplements to the set of books in order to reflect Canadian multicultural and Indigenous content, cultures, and ways of knowing. While the use of photographs is engaging for students, some of technology focused texts may become quickly outdated.

This benchmark assessment system can be used, alongside other methods and tools, to gain information about certain aspects of students’ reading processes, namely fluency and basic comprehension. Its purpose remains focused on only these aspects of reading. Proposed comprehension questions are stronger for the higher grades, thus potentially providing more insight into and depth of comprehension. Although the system allows opportunity for younger students to retell stories, teachers would need to supplement the comprehension questions in order to move beyond decoding and basic comprehension to better determine the depth of students’ understanding. The resource contains books that represent a variety of topics, themes, and ideas and have quality illustrations. Teachers would need to supplement these books with other text to extend the range of selections and to respond to the various linguistic and cultural needs of students, particularly for First Nations, Métis, and Inuit perspectives. Although this benchmark system is not intended to be used as summative assessment or for reporting purposes, information learned using it can support teachers’ planning. The texts in the system have been analyzed for their level of complexity, but teachers would need to gain clear understanding about text complexity and implications for teaching and learning before using these resources. Educators would need to focus their learning on how to summarize, analyze, and interpret the data which will help them analyze reading behaviours and processes, rather than focusing only on levels. The teacher resource book is accessible and helpful and the DVDs contain modeled assessment processes. This assessment system proposes a less complicated administrative process and a clear organization which makes it easier for educators to use. PM Benchmarks is also available in French. A very fine gradient of difficulty is used to differentiate levels which may not be necessary for students in classroom contexts.
The “age” levels are displayed on the front cover and are, therefore, visible to students. There is only a single narrative text for levels 1-14 and one narrative and one informational for levels 15-30. Teachers will want to consider supplementing, replacing, and adding to the sets of books in order to expand the range of text types and topics, as well as to reflect Canadian, multicultural, and Indigenous content, cultures, and ways of knowing. Inappropriate strategies for administration of this assessment include tasking educational assistants with it or tasking resource teachers or other specialists with the administration without teacher involvement.

Pictorial support is done through a variety of photographs that capture the concepts related to the essential questions. The visual aspects of the text include intriguing photographs which support student engagement with the print text and with critical thinking and visualization. The resource has an online instructive digital component that is accessible by mobile device or computer. An e-text version with audio, in which words are highlighted as students read, is also available with this resource. Cautions and Considerations: Teachers should not use this resource as an isolated, “stand alone” program. Rather, teachers can use this resource to support literacy learning in English language arts and other subject areas. Teachers will want to consider supplementing and adding to the set of books to reflect Indigenous and other cultural and linguistic content and perspectives. Although the texts are visually appealing, some contain very limited content and very simple language and structures which, at first glance, might seem supportive and appropriate for learners who need more support with print text. Ultimately, however, the gaps in content and the very simple language and structures can make text difficult to read and understand. Teachers will need to carefully consider how texts will be used and the scaffolds that they will put in place for student to further develop and deepen their reading and engage with more complex texts. This Canadian resource can be used as a rich supplement to classroom literacy programming. It includes a wide range of empowering activities that build understanding and address a variety of social justice issues. This system could be used as an effective addition to a classroom library for teachers looking to incorporate authentic black heritage themes and activities. The student texts are visually appealing with effective illustrations, visuals, and varied forms and genres. The written text includes factual pieces, narratives, biographies, fiction, poetry and historical or contemporary content. Built into the students texts are ways to encourage students to use prior knowledge and make connections as well as scaffolding questions to encourage deeper thinking related to various topics. The texts also include connecting activities to help students extend understanding of a topic. The system features both rural and urban settings as well as global and Canadian perspectives and leaders. An author of African descent has written each title. The readability level of the system ranges from grades 4-8. Teachers may use this resource to make cross-curricular connections including to English language arts, social studies, and science. Lessons, experiences, and processes correlate strongly with the ELA curricular practices and to four of the six strands in the Manitoba ELA curriculum.

Turtle Island Voices: Grade (1) One Library Pack (10 books; 10 titles, 1 copy each) ISBN# - 9780132670371 This Canadian resource can be used by an experienced or novice teacher to effectively infuse Indigenous perspectives into their literacy programming. This system could be used as an effective addition to a classroom library in order to incorporate authentic Indigenous themes. It provides an appropriate representation of First Nations, Métis and Inuit values and beliefs as well as the diversity that exists within the various Indigenous groups. The first portion of each teacher’s guide provides a considerable amount of information in order to better develop an understanding of Indigenous perspectives, including the seven sacred teachings. At each grade level, a teacher’s guide has clearly laid out directions to help support reading instruction. The system provides various written forms and genres. Each grade level includes books at different readability levels. A CD-Rom is included for each grade level, to be projected on the wall for whole class reading and discussion. The resource includes both Manitoban and Canadian content. Suggestions for English as an Additional Language learners as well as extensive teacher graphic organizers are included at all levels. Information technology suggestions are included. An experienced teacher could very easily extend or differentiate the learning experiences suggested in the teacher’s guide. Elements of the system are designed to be used for independent, small, and large groups of students. The system provides students with varieties of opportunities to read, write, listen, and speak while maintaining a focus on Indigenous perspectives. The primary mode of instruction is guided or shared reading with a culminating Turtle Island Circle activity. The reproducibles are specific to the book studied. Teachers may use this resource to make cross-curricular connections including ELA, social studies, Aboriginal perspectives, and science. Cross-curricular connections are clearly laid out in the teacher’s guides. Lessons, activities and processes correlate strongly with the ELA curricular practices and four or the strands in the Manitoba ELA curriculum. Cautions and Considerations: Teachers will want to consider this resource in relation to their planning as opposed to a program on its own. Grades 7 to 8 teachers will need to consider the most appropriate ways to use the resource. It can be used for a large group, shared reading experience with a focus on specific skills, strategies, and processes. Teachers will need to carefully consider how these texts can be used alongside others and the scaffolds that they will put in place for students to further develop and deepen their reading and engage with more complex text.

This resource provides focus for strategic instruction on persuasive writing and opinion pieces. The texts provided in the kit are all mentor texts. The big book is used for shared reading and Read Aloud. The lap books are used for guided and independent reading. This resource can be used for whole class programming, for small group or independent instruction. The authentic texts and illustrations found in each lap book act as exemplars for students. Teachers may use this resource to make connections between reading and writing. These resources provide scaffolding for students for modeling the reading/viewing and writing/representing connection. The teacher’s guide is clearly laid out and includes reproducibles. Lessons, experiences and processes provide opportunity for students to use curricular practices and all six strands in the Manitoba ELA curriculum. This resource supports a gradual release of responsibility for learners. Cautions and Considerations: Teachers will need to correlate the resource with Manitoba curriculum since these expectations are designed to fit the American Common Core Standards framework. Teachers will want to consider supplementing, replacing and adding to the sets of books in order to reflect Canadian, multicultural, and Indigenous content, cultures and ways of knowing. Some of the materials and some approaches do not represent or respond to the needs of First Nations, Métis, and Inuit People in Manitoba.

The resource includes a quick decoding diagnostic tool which provides a rapid assessment of a student’s instructional reading level. Additionally, it contains student oral reading records, designed to support teachers in determining progress in students’ oral reading fluency and decoding accuracy in order to effectively plan for instruction. Teachers may use this resource to make cross-curricular connections including science, social studies, and mathematics. Teachers will want to supplement and or add to the sets of books in order to reflect First Nations, Métis, and Inuit people. Cautions and Considerations: Teachers should keep in mind that this is a resource to supplement/support the ELA curriculum and should not be used as a “stand-alone” program, nor be considered a comprehensive ELA curriculum and reading assessment tool. Guided reading is a strategic response to teachers’ observations of students’ reading in order to focus instruction, rather than a set program or merely a way of grouping students by level. Teacher will want to use aspects of this resource to support their instructional planning. Teachers will, therefore, need to use the diagnostic tools and records with caution and ensure that information from these is combined with other information about reading behaviours and needs. Although the publisher designates single grade levels to each resource, they can be used across grades to support diverse purposes and learners.
