SOS Ballarat Objectives
• To stop investment in the rail precinct which compromises the future effectiveness of it as a transport hub.
• To promote investment in the short-term for redevelopment of the site consistent with a long-term vision for it to be an effective transport hub for the century ahead.
• To preserve through appropriate reuse, as much of Ballarat’s outstanding and unique rail heritage as possible.

Ballarat Station Precinct Master Plan
The Ballarat Station Precinct Master Plan was overseen by a working group including VicTrack, the former Department of Transport, Planning and Local Infrastructure, Regional Development Victoria, Public Transport Victoria and the City of Ballarat. The development of the master plan involved a comprehensive community consultation process over two phases and included more than 100 members of the Ballarat community.
Community Consultation Outcome
The Ballarat community was invited to share its thoughts and ideas on the challenges, priorities and opportunities for the precinct via online surveys, email submissions and community workshops.
Current challenges identified: • Congestion and conflict of access between pedestrians, buses, vehicles and cyclists • Demand for car parking • Sub-standard access to the station buildings and platforms • Poor presentation and underuse of heritage buildings • Vandalism / tidiness of the precinct • Poor coordination between bus and train timetables • Lack of shelter at the bus terminal • Poor integration of the precinct with the city centre and connections to Eastern Oval • Lack of signage and wayfinding devices • Poor sense of safety and security within the precinct, particularly at night • Lack of lighting • Minimal activation within the precinct and surrounding area (Source: BCC website http://www.ballarat.vic.gov.au/haveyoursay/2013/ballarat-station-precinct-masterplan.aspx)

• None of the $25 million of public money is for a bus interchange or DDA compliance at the station.
• Only 270 public all day parking spaces and no capacity for more as Ballarat grows.
The SOS group are not anti development
We want modern lifts, formalised car parking, undercover bus hub (within $25 million) and we are realistic about the funding available and so we propose a staged development programme which includes future low level north facing residential opposite the oval. Sale of this land will assist with future transport requirements.

All buses will enter and leave via Lydiard St ( Cars will enter via Nolan St.) Road works to improve pedestrian. bike and bus safety at this exit is factored into our budget.
All local buses will go into the goods shed to put down and pick up passengers. All Regional buses will operate from the south side of the goods shed with a canopy sufficient for weather protection.

Labor's Pre-Election Promise
The Ballarat railway precinct would be totally revamped under Labor, Opposition leader Daniel Andrews has promised.
He pledged $25 million over four years to fix up the derelict goods shed next to the station, turning it into a convention centre.
"This disused and sadly in disrepair goods shed will become a 3000-square-metre exhibition space, a convention space, a space that Ballarat doesn't have at the moment," said Mr Andrews.
"This will mean a brand new bus terminal, a new taxi rank, new parking facilities, new station facilities.”
“Under a plan devised by the City of Ballarat, business would also need to contribute up to $40 million to get the precinct up to scratch, and Mr Andrews said a four-star hotel would be a possibility once the initial four-year plan was finished.” "Once (the initial works) are done ... works will begin with council, the state government and the private sector towards the ultimate vision, which is a four-star hotel."

How can BCC help?
Advocating to State Govt:
• That the $25m is very welcome, but must address the public's concerns identified during community consultations.
• Local and regional bus interchange on-site and undercover. • DDA compliance for bus and train facilities. • Increased car parking and safer internal traffic movements. • Traffic management works around the precinct.
• That Infrastructure Victoria be requested to assess the costs of the 2 proposals (Pellicano and SOS Ballarat), and provide Benefit-Cost Ratio calculations on which one gives the public the better return on the $25m investment.
• To revisit the Master Plan with emphasis on its long-term effectiveness as a transport hub and in celebrating its unique heritage (with land sales, hotels, convention centres and retailing being secondary considerations)
• The Master Plan fell short of this. The Pellicano proposal even more-so.
