Hemvati Nandan Bahuguna (25 April 1919 - 17 March 1989)

Hemvati Nandan Bahuguna, born in Devbhumi Garhwal, by virtue of his life of an eternal Karma yogi and a statesman, lifted the glory of Garhwal and India upto the supernal heights. He received his early education from Garhwal region and later on shaped his academic and political career from Allahabad University. Hemvati Nandan Bahuguna was a man of commitment. He firmly believed in multi-religious, multi-lingual and multi-ethnic fabric of Indian society. Risen in politics from the lowest strata this patriotic politician eternally detached himself from all petty selfish motives and refused to compromise with fundamentalism and regionalism.

The history of his political life is full of twist and turns but despite the blows of time and fate, he steered the wheel of his life like the ever flowing Ganges. 'Hemvati Nandan', 'the son of the mountains' proved true to his name. He never lost his cool even in the odds emerging off and on in his life. He was one of those few politicians in India who advocated corruption free, neat and clean administration. He held important ministerial positions for long terms in the Union and State Government.

It was his firm conviction that the autonomy of the democratic institutions should be respected and maintained by the executive machinery. He always emphasized upon the autonomy of the Universities. During his tenure as the Chief Minister of Uttar Pradesh he took special care to maintain the dignity of the status of the Vice Chancellors. The tremendous love and concern which he manifested towards the teaching community is remembered by teachers to this day with gratitude. All of us will always remember him for his efficient administration and strong commitment, he showed for the all round development of Garhwal University. Adopting the name of Shri Bahuguna for the University, and thereby overwhelmingly portraying its distinctive identity, we salute the late Hemwati Nandan Bahuguna, the true son of the soil.

It gives me immense pleasure to present the 6th

Annual Report of Hemvati Nandan Bahuguna Garhwal

University (A Central University) for the year 2014-15.

The University after being upgraded as a central

University (2009) has achieved a remarkable progress in

a brief period. In the process, many stake holders,

ranging from students to teachers, from civil society to

academicians have contributed to its growth. During

2014-15, the University has made steady progress on all

fronts. Aiming at the equity and inclusiveness in higher

education, the University has taken steps to revamp the

course structures with the learner centric approach and

thus offering a flexible course structure. Choice Based

Credit System is successfully working in post graudate.

ensure preparedness of the students in various subjects of

humanities, social sciences, natural sciences and

commerce. Likewise, the already popular professional

courses viz., Agriculture, Law, Management, Hotelliering

Engineering, Environment and Ssciences have also been

upgraded. In an effort to provide job-oriented training

and courses imparting skill development, the University

has initiated the Community College Programme and it is

running successfully.

I am pleased to bring forward the fact that the

faculty members of the University have been actively

engaged in teaching, research and extension activities

during the academic session 2014-15 and they have

published research papers in esteemed national and

international journals, many with high impact factor.

I would like to record my deep sense of appreciation and

acknowledgment for the cooperation and contributions

of all teaching, non-teaching staff members and students

for steering this University towards the path of progress

and academic achievements. I express my sincere thanks

EXECUTIVE SUMMARY (Annual Report 2014-15)

Hemvati Nandan Bahuguna Garhwal University was established as a State University vide U.P. State Government notification no. (10)/(865)/15/(75)(85)/64 dated 23 November 1973. The University has subsequently been converted to Central University by an Act of Parliament i.e. the Central Universities Act 2009. The University has thus been entrusted with new responsibilities to guide its students, faculty and all other stakeholders to achieve excellence in academics and strive for all round development of students.

The University, nestled in the lap of Himalayan ranges in the Garhwal region of Uttarakhand, is a residential cum affiliating institution of higher learning. It has jurisdiction over seven districts of Garhwal region of Uttarakhand. The University has three Campuses distantly located from each other - Birla Campus, Srinagar Garhwal with its extension at Chauras Campus, B. Gopal Reddy (BGR) Campus, Pauri and Swami Ram Teerth (SRT) Campus, Badshahithaul, Tehri. In addition, there are 157 Colleges and institutes affiliated to it and spread over seven districts of Garhwal region of Uttarakhand. In the year 2014-15 more than 1.4 Lac students were enrolled in the University in its Campuses affiliated colleges and institutes. The total number of students in three campuses is 12,108.

ACADEMIC COMPOSITION OF THE UNIVERSITY The University has 14 Schools (11 in Campuses) and 49 Departments. The strength of the existing faculty is 304

against the sanctioned positions of 468. Likewise, the strength of non-teaching staff is 658 against the sanctioned posts of 860.
