In other discussion, Dr.Miller reported that enrollment is down slightly fromlast year, primarily due tohaving 10 fewer kindergartenstudents and about 13 fewerseniors this year.

Also, a new scoreboard hasbeen erected at Tiger Fieldthanks to a verY generouscoptribution from Mr. MikeRice.

.Allor Nothing Annexation, . I • ,

By Ruth HaTTlrnondPeople seem to be in ravor or agains~none seem to be

ambivalent about 'the request for ann~onoftbousandsofacres. adjoining Carri,1:ozo. Others object to the '~All orNothing" ultimatum given when it w>J$ snggested th.at onlya portion be annexed and developed prior to anne~~gtheentire thousands ofaeres. OnepersQII said it sounded like8 bully' threatening to take his toys-home ifhe didn't win.

o Ratfter than lake sides.S9me people are sitting.back-andwaiting to find. out what happens. So~e»elieve -dec:isio.nsand pl'Qmises have been made withoUt public approval.

Eventually this will be settled•.butwe'certainly hope tb.efacts-are presented to ev~one.as they should be. And wedo hope that the pertinent issues will be addre~. The

. cost ofoperating a sewer treabneQt plant is the lllIlinreasonsewer rates will escalate for residents. TIiere has been 1;10announcen1~t as to whether the neW sewer t:reatment plant, will uccommodatean additional 'few nundreds~~.

Some other concerns are that the waterrights.will not be'deeded to the town, thus .leaving the possibiJitythat thosewater rights might be, sold to RuidoSo 'or'whoever. And.if.Ruidoso got the'water instead ofdnlling here in the basin'and pumping all the'way to Ruidoso there could be atnide, for Bonito 'water that is pre~tlycoming to Carrizozo,. ,

Smely that would be a prpblerri. Bonito water.is·IDuehsofter than the well water Carrizozo is now using., Bonitowater is also treated 'at the water treatment facility, wbetethe well water is not treated and is exttemely hard water. Inaddition, there are many. old W8tet lines in town need to'bereplaced, (ftown, crews have to take care ,<;,:f new .lines inthe proposed subdjvi$ion, when will existing water lines b.ereplaced? Or is that one of theconcems being addressed?

,. Us~ng the theory that growth is' necess,.ry and '."ill ~egood for the area isnot valid. 11tere is quite a battle goingon about a proposed subdivision in another part" of th~

county. If growth is good in on~ area· of the county, whywould it not be good in another portion ofthe county? One.,oCthe main issues there is about availability ofwater. Eventhough water is not a main concern in Carrizozo at thistime. other water issues need to be taken cafe of before afinal decision is made about. annexing thoUSDnds ofaeres.

Reasons for concerns are not necessarily objections tothe proposed annexation. Some.people are asking qu~stionsthat they want answered before making up their mind as to

. whether they are in favor or against annexing tbousandsofacres. These concerns are valid and shQ:uld be addressed..

Evidently some people prefer not to have My oftheseissues explained. T.hey dream of the sp.ouled end reSUlts, unaware that it will lake work and sacrificeto·geteven nearthose desired results. It has taken a long time for CarrizOzoto get where it is"today. Good things are worth waiting for. '

the elementary, middle. andhigh school needs.

Dr.MilIer aiso addressedthe need for a comprehensivesite developmem plan thatlooks five to ten years into thefuture.

Miller offered 8 lis~ ofschool dishier-wide priorities- building upgrades and a possible study to .improve heating, cooling and ventilation inall buildings, and the need forhandicapped accessibilitychanges to some -doorwaysand Tiger Field,

Also included in the Facilities Master Plan priority listare several architectural recommendations. Among them, the need for additional restroom facilities and replaeement ofpart ofthe roofat theelementary school. A priorityfor the middle school is anadditional computer lab whilethe high school is badly inneed of more bool shelves, cabinets and storage areas.

"The Cummins gym needsfloor repair, improved ventilation. and expanded restroomfilcilities," said Miller.

More work needS to be done to improve math andreading skills, according tostatistics' in the school's Educational Plan for Student SUCcess. or EPSS. While the per-, . ,

membership in the-.DUlinger and',"the 'Karpis-Barker gangs at- the same. tirite~invited death -- and got it.

Circumstances surroundi.J::1g the, fatalshooting of Green' 'by federal bureau of.investigation agents. who set a trap for himon April 3, 1934, at' a house in St. Paul, were the subject of an' under-cover' inquiryrecently by secretsclviee ,agents.. -

The "ill-advised" secret serVice activitiesapparently were prompted by. recurringrumors that O-men fired at Green withoutknowing his identity, that they oQly learnedwho he was by questioning': him on .hisdeath-bed at the hospital, that Green WllS"mowed .dowl\" . mercilessly and witboutwarning and that he was a "minor hoodluQ1.ttwho deserved better treatInent.

Well, let's look at the re.cord,With the co-operation of Director 'Hoover,

of the F.B.I., I have gone thorougWyoverthe bureau's heretofore confidential files, ·onthe Green case and. I believe. have foundthe answer :..- officially -- to the questions, which puzzled' curious secret service'men.

In the .first place, a study of the: crimina.lrecord Of I;dward Green -- 'alias EugeneGre<;n, George Graham, Charles Ryan,George Green, Fred Rogge, FrederickRiley, Fred Graham and Eugene Riley -"fails to support the rumor that he ""·as just a·.bad boy who. became involved innocentlywith big-time killers.

He started out as a small-timer -- his first.sentence having, been served. in the hous~ ofcorrection f~r grand larceny, but he, graduated into such .select ganland company asthat represented by Fran!< Nash, cause of the .Kansas City nlassacre "trigger men"; AlvinKarpis and the Barker brothers of kidnapping note, and, tmally, John Dillinger.

He robbed banks with the Karpis-Barkergang and with the Dillinger gang. ,

His home was the haven to which members of both gangs would flee in time oftrouble, the "post office" th!ough whichthey received their mail, the clearing house.-

through which they kept in touch with oneanother. the headquarters where many desperate crimes were plotted.

At the time of his death he was custodianof much of the heavy anillery composing thearsenal of the Dillinger mob.

A second point supplied by the records isthat Hoover's men knew exactly whom theywere shoo~ing when they. opened fire. Theyhad set their trap for Green and no one else.

A thim point is that Green was shot pnlyas a imaJ resort -_. as he anSwered a commandto halt by starting to run and reaching for hiship pocket. '. .

That instinctive~ menacing gesture was afatal one - it was the sign,a1, for the .agents tofirc~ or seek saftey .and let another gangsterescape without so.much!!s a' struggle.', . .

Actually, tha~ unplllstve sweep of Green's.hand toward hiS ~n pocket was a futilemoVe. He had left his 19uns at home' -- and itproved td be quite an arsenal, when,G:"menfound it latlOr.

The fact that he lived for eight days, afterhis shooting and. was conscjous until a fewhours before, his death belies reports, that hewas "riddled with: bullets." ., This was the "bad bQY'" whose death, appears·, to 'have aroused the sympathies .ofsome critic;s of t,he G-~en. ' " -
