A look at what is happening in our Douglas County Schools:

DCHS has experienced an increased presence of E-cigarettes and Vaporizer apparatus throughout the 2d Semester. These are pictures of such as found on the internet and in the "Smokeless Shops in and around our community.

My Administration has been discovering an increased amount of nicotine juice refill bottles in their searches also. These are used to refill the "vape" pen reservoirs with specific amounts of nicotine strengths. THC/Hash oil is also readily available in these small, refill type bottles, syringes, and even squeeze tubes.

Many LEO's are not privy to the many different types of flavored oils which are actually processed Canibinoids and being consumed right out in the open by adults and some juveniles. Juveniles tend to continue to hide-out when they vape this product but continue to get caught with various types of flavored oils/liquids they claim is nothing more than flavored juice. See below link as an example of many:

*Although the flavored oil does not contain nicotine, per state law it is illegal for minors to purchase e-cigarettes/ vape pens/ hookahs. Students are able to marijuana oil (hash oil) in these products and disguise them with the flavored oils. Leads to nicotine addiction, and other hard core drug use.

Health Effects: - E-cigarettes contain nicotine, highly addictive neurotoxin

o Exposure to nicotine during adolescence can harm brain development and predispose youth to tobacco use

- E-cigarettes do not emit water vapor, they emit chemicals toxic to human cells in the

form of an aerosol. o The aerosol from e-cigarettes has been found to contain toxic chemicals, such as

formaldehyde, lead, nickel and acetaldehyde – known to cause cancer, birth defects, and other reproductive harm

o The chemicals in the aerosol travel through the circulatory system to the brain and all organs

- Nicotine is more addictive then crack and heroine - E- cigarette poisonings have tripled over the last year

o Only one teaspoon size on the skin of a child is toxic o Last year, 215 nicotine poisonings in Douglas County o Adults have also been affected, with using e-liquid in harmful ways such as

mistaken for eye drops, cartridges exploding and burning batteries - Studies show using an e-cigarette for only five minutes causes similar lung irritation,

inflammation, and effect on blood vessels as smoking a traditional cigarette – which may increase risk of a heart attack.

- Adolescents are more at risk to the effects of nicotine including becoming addicted even at low levels of consumption. Also harming brain development.

- Amounts of nicotine varied substantially in e-cigarettes. - The liquid used in electronic devices have been linked to higher risk of respiratory viral

infections. o Damages the cells in our airways almost immediately, causing inflammation, and

its effects can last for up to two days. - When using Hookah’s, inhaling large quantities of charcoal combustion-generated toxic

and carcinogenic emissions. - Smoking Hookah for one hour is equivalent to smoking 100 cigarettes. - Other adverse effects of e-cigarettes include: pneumonia, congestive heart failure,

disorientation, seizure, hypotension

ó Many cities and counties are starting to ban or regulate e-cigarettes including Parker PD, adding it to their prohibition of tobacco products to minor’s ordinance.

ó Due to their popularity with juveniles and their potential to be used to

conceal smoking marijuana concentrates, it is recommended e-cigarettes and ANY nicotine delivery device be added to the prohibition ordinance to minors.

ó Training for deputies on the popularity and potential use for concealing the smoking of marijuana.

Discussion: The draft Charter proposes to develop a Vision and Master Plan that could determine the long-term use of the Canal and potential management of the “Highline Canal Greenway”. The proposed Charter defines the Highline Canal Greenway as: The combination of physical characteristics that constitute the totality of public benefits that run along the Highline Canal corridor including (but not limited to) canal, trail, access, recreation, canopy and view sheds. It would also recommend a management plan for the Canal as the High Line Canal Greenway. Staff is in alignment with the goals and objectives to preserve the recreational use of the Canal including maintaining a healthy and vial tree canopy. Douglas County already has the resources, both staff and financing, to advance more detailed studies of the Canal within our jurisdiction, while keeping with the general goals of the MOU and Study. We don’t feel it is necessary to enter into yet another agreement with entities that may have different needs and specific interests for their section of the Canal. We believe we can be more flexible and expedient in the advancement of certain County goals and objectives without having to worry about reaching agreement with entities that have different situations along the Canal at this time. The County can remain willing to participate in projects on our terms and as we advance studies for our section of the Canal we can share our findings with the rest of the Working Group.

HIGH LINE CANAL CORE TEAM DRAFT CHARTER 1 2 1. Definitions 3 4 For the purpose of the Core Team discussions, the following terms will be used: 5

· High Line Canal: The water delivery infrastructure used to serve existing and past 6 Denver Water customers; 7

· High Line Canal Trail: The recreational trail and service road that runs adjacent to the 8 High Line Canal; 9

· High Line Canal Greenway: The combination of physical characteristics that 10 constitute the totality of public benefits that run along the High Line Canal corridor 11 including (but not limited to) canal, trail, access, recreation, canopy and view sheds. 12

· High Line Canal Property Corridor: The 100-foot wide corridor that is owned and 13 managed by Denver Water to operate the High Line Canal. 14

· Visioning: The process that will include an unconstrained consideration of what the 15 High Line Canal Greenway can be. These ideas will be organized and synthesized to 16 some degree, based on the preferences of major stakeholders (see Section 4). 17

· Master Planning: The process to take the best of the options identified in visioning 18 and determine how to make them happen including long-term fiscal planning and 19 consideration of the means of achieving successful implementation. 20

21 2. Need and Opportunity 22

23 Denver Water and other stakeholders are examining the potential of changing or adding 24 to the purpose and public benefit of the High Line Canal. The water delivery system is an 25 inefficient means of delivering water to customers and the realities of water scarcity have 26 precipitated the need to reassess the use of the canal while also recognizing the important 27 role that it currently plays as the focal point for a major recreational resource (the High 28 Line Canal Trail). 29 30 In the fall of 2012, Denver Water, Denver, Arapahoe County and Douglas County signed 31 an MOU 1 to examine the multiple uses of the High Line Canal corridor and to 32 recommend any management changes that might stem from a redefined purpose. The 33 memo led to the creation of a “Core Management Team” to accomplish the objectives of 34 the MOU. The result of the process was a draft memo 2 that made two major 35 recommendations: 36 · Examine the potential of utilizing the High Line Canal as a stormwater detention 37

facility, and 38

· Prepare for a master planning process that could determine the long-term use of the 39 canal and potential management of the High Line Canal greenway. 40 41

Aurora became part of the Core Team in 2013. With the completion of the stormwater 42 detention feasibility study in 2014, the Core Team determined that it should begin 43 meeting again to coordinate the multiple programmatic streams related to determining the 44 future of the High Line Canal. This charter represents a continuation of the objectives 45 outlined in the 2012 MOU. 46

The focus will be to coordinate and be a catalyst for the many different process streams 51 that will need to take place for an eventual decision by Denver Water on the disposition 52 of the High Line Canal Greenway. The top line objective of the Core Team is to 53 achieve maximum possible beneficial public use/s for the High Line Canal. 54 55 The goals related to this objective include: 56 · To ensure a smooth transition in advance of any deadlines for changing the use of the 57

canal; 58 · To engage the broadest array of stakeholders in finding valuable public uses for the 59

canal and trail as related parts of the High Line Canal Greenway; 60 · To ensure a smooth transition from existing uses that might need to be phased out; 61 · To maximize support for any needed operational actions along the canal. 62 63

3.2 Scope 64 In the initial stages, the members of the Core Team will play an advisory role to Denver 65 Water. As the process progresses, decision-making may be increasingly shared among 66 the contributors (as additional uses and shifting responsibilities are identified). 67 68 The Core Team will seek to achieve its objective through the following actions: 69 · Coordinate the multiple programmatic streams (described in this document), avoid 70

redundancy and facilitate communications. Ensuring that existing reports and studies 71 are reviewed and considered in future planning efforts; 72

· Act as an accountability mechanism, ensuring that tasks are accomplished according 73 to an agreed time schedule; 74

95 The scope of the Core Team does not include proprietary decisions the Denver Water 96 makes. The scope does not preclude or replace the established authorities of any of the 97 participating entities. Additionally, the Core Team will not replace or impair the working 98 groups and processes that are outlined in Section 7 “Key Groups and Communications”. 99 100 At a programmatic level, there are additional issues that will be outside the scope of the 101 Core Team. The Core Team should not: 102 · Review or determine the details of property and customer conversion process; 103 · Review or determine water rights ownership; or 104 · Obligate their respective entities to finance activities without a separate agreement. 105

This timeline reflects an estimate of the duration of time for each 147 action. With delays in specific actions, subsequent steps will also experience delay. 177 7. Key Groups and Communications 178

179 While the High Line Canal Management Core Team is working to determine the long-180 term improvement and management of the High Line Canal Greenway, there are other 181 ongoing efforts that currently contribute to the on-going improvement of the High Line 182 Canal Greenway. Others are setting the environment for robust visioning and planning 183 processes on the future dispensation of the High Line Canal. There is significant cross 184 over between these listed groups. The following is a brief summary of those groups. 185 186 High Line Canal Working Group (HLCWG) – The HLCWG was established in 2011. 187 It is a collaborative group established by Denver Water, Arapahoe County, City & 188 County of Denver and Douglas County to secure funding for – and implement – projects 189 that help to enhance and protect the unique recreation experience along the High Line 190 Canal. The focus of the working group is current planning, to collaborate on 191 improvements in the short and medium term. Its members are comprised of elected 192 officials and senior staff from the cities, counties and recreational districts along the reach 193 of the High Line Canal. Membership also includes relevant local and national non-194 governmental organizations including the High Line Preservation Association. Each Core 195 Team entity also has representation on the HLCWG. Other categories in this section are 196 also included in the membership of the HLCWG including: HLPC and the High Line 197 Canal Leaseholders. 198 199 The HLCWG meets quarterly (January, April, July and October). The Core Team will 200 discuss what should be presented to the HLCWG in advance of each meeting and 201 designate a Core Team member to make the presentation. 202 203 High Line Partners Conservancy (HLPC) – The HLPC is a recently organized private 204 organization that is focused on activating communities along the High Line Canal to take 205 an active role in determining the future of the canal and its adjacent greenway. The 206 HLPC’s initial emphasis is on developing a vision for the future of the High Line Canal 207 and greenway and raising private sources of funding that will leverage the public 208 investment. 209 210 HLPC will coordinate with other Core Team members on its needs as it plans for and 211 conducts the High Line Canal visioning process. 212 213 Urban Drainage & Flood Control District (UDFCD) – UDFCD is pursuing 214 opportunities to develop pilot sites to test the outcomes of the 2013-14 stormwater 215 detention feasibility study. UDFCD will be working with cities and counties along the 216

High Line Canal to identify segments to install storm water quality or detention 217 infrastructure. This may entail convening interested parties on an ad hoc basis. 218 219 The Core Team will monitor the development of the pilots and seek to include the lessons 220 from the feasibility study and pilots into the visioning and master planning processes. 221 UDFCD will be invited to participate in the Core Team meetings as appropriate. 222 223 Denver Water Staff – Denver Water owns the High Line Canal Property Corridor and 224 water rights in order to deliver water to its customers. Denver Water is responsible for 225 completing general maintenance of the High Line Canal. The staff of Denver Water is 226 actively engaged in evaluating the use of the Canal as a water delivery system, 227 developing alternatives for its customers and is openly considering greater beneficial use 228 of the Corridor. 229 230 The Core Team members from Denver Water will coordinate communications with 231 Denver Water staff and board. 232 233 High Line Canal Recreational Lease Holders (Leasees) – There are seven agencies 234 with recreation agreements that are responsible for maintaining the High Line Canal 235 Trail. These agencies are: Douglas County Parks, Trails and Building Grounds Division; 236 Metro District of Highlands Ranch Parks and Open Space; South Suburban Parks and 237 Recreation District; Greenwood Village Parks, Trails and Recreation Department; Cherry 238 Hills Village Parks, Trails and Recreation Department; Denver Parks and Recreation 239 Department; Aurora Parks, Recreation and Open Space Department. 240 241 Each of these entities is represented on the High Line Canal Working Group and many of 242 the entities are represented on the Core Team itself. The Core Team can engage these 243 entities through the High Line Canal Working Group or on an ad hoc basis as needed. 244 245 Neighborhood Associations – There are numerous neighborhood associations who take 246 an active interest in conditions along the High Line Canal. Some of the associations have 247 expressed interest in knowing about the visioning process and have asked to be engaged. 248 The Core Team will coordinate communications with these associations and will seek to 249 ensure that they are included as part of any visioning communications strategy. 250 251 The Core Team will coordinate communications with these listed groups and others. The 252 Core Team will also ensure that these listed groups are part of an integrated 253 communications plan for both the visioning process and eventual master planning. 254
