A letter from the CEO and President

Dear Friends,

On behalf of the staff and board of directors of Jewish Family Services of Delaware (JFS), we thank you all for your continued support of and interest in JFS and our commitment to providing critical behavioralhealth and social services to our community’s most vulnerable and economically marginalized populations. 2012 proved to be a year of renewal and revitalization as the agency emerged successful from theebbing global economic downturn.

Like all other businesses, JFS felt the recession’s effects since 2009 through increased demands for vital services while experiencing decreases in funding support from individuals, corporations, and govern-mental agencies. As an agency that prides itself on its fiduciary competence and consistency in strategic planning, JFS was able to actually increase our service levels and remain financially stable throughouta difficult funding environment.

With leadership from the board of directors, JFS seized upon the opportunity throughout 2012 to garner momentum and participate in the nation’s economic recovery. 2012 was a year of repositioning, and JFSworked toward ensuring financial sustainability and growing the agency.

In 2012, JFS launched the Brandywine Village Network, which is Delaware's only member- and volunteer-driven “concierge association” devoted to vibrant aging in New Castle County. We are proud that, to-date, we have served 90 members, representing over one thousand points of service for aging adults offered through a coordinated group of over 95 dedicated volunteers.

Our Youth Development Department increased its staffing and capacity as it added an intensive care management and mentoring component targeting “proven-risk”, adjudicated youth in the process of reenter-ing the community from incarceration. The program’s structure is based on an “ecological” approach which acknowledges the pressures faced by youth as they attempt to precariously balance family, school,street, and society as they return to their communities-of-origin. The defining feature of mentoring services is the promise of unconditional support coupled with unrelenting dedication to participating youth.Early outcomes are indicating that services are working, as over 85% of participating youth have some measure of success, whether it be successful reintegration into school, new employment, and/or remain-ing crime free.

JFS’ behavioral health and counseling department began to take a new shape in 2012, and since then, our mental health services have been completely re-structured to become financially self-sustaining in2013. This is being achieved without compromising availability of behavioral health treatment services to those who are uninsured or who are very-low or low-income.

JFS succeeded in maintaining its administrative costs under 14% in 2012, which illustrates our effective management, exemplifies our financial efficiency, and informs our conscious position as a community-based, not-for-profit service provider.

As the agency continues to maneuver through 2013 and beyond, we have strategically committed to continued expansion and deepening of our contributions to the vulnerable populations of Delaware. Our vi-sion for the agency is to use our evolving position as a key social service provider in Delaware to strengthen the support available to our most underserved populations.

JFS is dedicated to providing the highest quality of mental health services with the utmost integrity. JFS embraces each client’s unique perspectives, culture, learning styles, behavioral needs, and clinical goals byutilizing a variety of theoretical approaches and interventions based on evidence-based practices. All treatment approaches are informed by currentprinciples and research of human development and neurodevelopment. Our commitment to innovative, quality clinical care is demonstrated through thetrauma-informed services and relationship-based treatment offered at JFS’sNewark and Wilmington locations.

• 1,280 unduplicated individuals served.• 7,843 clinical sessions were conducted.• 80% of all referrals culminated in new clients.• 53% of all clients served in 2012 were youth under the age of 20.• 103 parents successfully completed the Healing Hearts program, the

parenting education class for separating and divorcing parents.

Outpatient Mental Health ServicesAt 43, “Susan X” began to recognize a life-long and unhealthy pattern in relationships with her closest friends, family members, and co-workers. Aftera bitter divorce in 2011 which left her alone to raise two children, Susan decided she wanted to break this cycle of instability to ensure that her kidswould be raised in a secure emotional environment. In early 2012, she sought therapy at JFS at the recommendation of a friend, and began seeing a counselor. Every other week, her sessions included her children, thus creating a family-based therapeutic environment. Susan was diagnosed withbipolar disorder, which finally put a name and treatment plan to her dysfunctional pattern of behavior.

Today, Susan is properly medicated under the care of our in-house psychiatristand is continuing to see her JFS therapist every other week. Her childrenhave begun to flourish both socially and academically, the stigma of acknowledging a mental illness was eradicated, and for the first time in heradulthood, Susan can see a bright and stable future for her and her children.

The Care Management department of JFS is a family of services whichtruly embraces the mission of JFS to assist in improving people’s livesand life prospects. All of Care Management’s programs target vulnerable populations, including the aging, very-low and low-income families, victims of domestic violence, and émigrés. Care Management includes programs suchas Promoting Safe and Stable Families which works towards family unificationand crisis alleviation, SNAP (Supplemental Nutrition Assistance Program) whichhelps to end food instability, émigré services which assist new Americans acculturate, and support groups for survivors of domestic abuse.

JFS’s Brandywine Village Network is Delaware's only member and volunteer driven "aging-in-place" initiative. The Village consists of profes-sionals, volunteers, and local businesses organized to support older adults whodesire to age-in-place in their homes. Membership in the BVN includes volunteerassistance with transportation, bill-paying, and light household repairs.

Care Management Services

BVN also offers professional care management services to assist in navigatinghealth care, insurance, and entitlement programs. Membership allows accessto a directory of preferred providers which are screened, vetted, and often discounted! Currently, there are 93 volunteers which serve its 70 members.

• 904 unduplicated individuals served.• 3,891 documented client contacts (42.5% were face-to-face).• 579 client interactions were in-home visits.• Client access to referrals and resources, benefits, and basic needs were

all maintained at above 90%.• 93% of clients remained independent in their community setting.• Over 90 individuals volunteered for JFS to serve aging adults.• 347 volunteer efforts completed.• Volunteer efforts included transportation, shopping and errand assistance,

yard work, pet care, and companionship visits.• 15 volunteers conducted over 70 classes and socialization groups, including

yoga, memoir writing, Spanish language, retirement planning, home safetyand fall prevention.

Youth Development Services

Desmond is a 17-year-old from the Hilltop area of Wilmington. Since he was13, he and his family were forced to live transitionally from home to homestaying with friends and family who could provide temporary shelter. Duringthis difficult time, Desmond was expelled from school, and he fell prey to thelure of the drug dealing “game” on the streets, which ultimately landed him inside the walls of Ferris, Delaware’s only maximum security facility for juvenile offenders. While in Ferris, Desmond participated in JFS’s Media Matters program, during which he was introduced to JFS’s intensive Case Management and Mentoring program. With the help of a Care Manager,Desmond was able to create his own plan of action dictated by his personalgoals.

At almost a year after release, with the guidance and support from his CareManager, Desmond was able to re-enter high school in time to graduate withhis original class. He also was accepted to an IT certification program, a fieldof study that he identified early in his plan. Weeks away from completing thecertification program, Desmond landed a full time entry level job in the IT field.Now that the first set of goals in the service plan have been accomplished,Desmond is ready to begin moving to the next, applying to Delaware TechCommunity College where he plans to attend in 2014.

Our Youth Development services are engineered to holistically addressthe multitude of barriers faced by adjudicated youth upon release fromincarceration. JFS provides a multi-pronged approach to tackling the hurdlesfaced by juveniles as they reenter their communities-of-origin, including char-acter development, workforce skills training, and comprehensive case man-agement, mentoring and mental health treatment.

• 257 youth participated in Media Matters (project-based media literacy and digital media workforce development training skills).

• 108 youth participated in Future Net (workforce soft skills, job coaching, and GED attainment).

• 85% of youth in intensive Care Management found employment and/or completed workforce development programs.

• 11 original, pro-social songs and music videos were produced inside Ferris including topics such as suicide prevention, substance abuse, and breaking the cycle of incarceration.

• Participating youth produced a documentary film (“REEL Talk with Beau Biden”) highlighting Delaware’s Attorney General. The film debuted toan audience of over 200 at the Queen Theater in Wilmington.

REEL Talk, a documentary video created and produced by adjudicated andat-risk youth who participate in JFS’s Youth Development program, represents the life-changing power of this prevention initiative. Studentswho complete this program acquire more than just technical skills. They gain avision of their own possibilities and strengths. We celebrate the creativity, motivation, and efforts of these young artists.

In 2012, REEL Talk featured Delaware’s Attorney General, Joseph Robinette“Beau” Biden III. Filmed at three different Delaware locations, the day started atthe State Fair in Harrington, followed by a luncheon at the Modern Maturity Center in Dover. The filming wrapped after the youth taped the Attorney Generalparticipating in a State Troopers Rank Promotions ceremony. Throughout it all,Beau was candid and gracious. He spoke to the young filmmakers about what itmeans to be the attorney general, his dreams for Delaware, his military experi-ence, and what it’s like to be part of Delaware’s “royal family”. Émigré Services In 2011, Sabah Youkim and her two sons, Youssef Mikhael (20) and

Daniel (16), escaped the religious persecution they faced as Coptic

Christians in Egypt. Sabah, who holds a degree in accounting from CairoUniversity, recognized that continued education will be the key to not only hersuccess, but her sons’ successes, in the United States. Through Delaware’sOffice of Refugee Resettlement, the Youkim’s found their way to JFS’s émigréprogram, where Mr. Jones Williams (Émigré Program Director) was able to as-sist the family maneuver through Delaware’s educational systems, integrateinto our shared Delaware community, and seek employment opportunities.

Today, Daniel is enrolled and doing very well in Newark High School withhopes of entering the University of Delaware as a chemical engineering major,and Youssef is achieving straight A’s in biological studies at Del Tech and hasbeen recognized by his instructors and the dean as an excellent student.Mom is currently working on a nursing certification.

JFS continues to work with the family as they apply to transition theirimmigration status from that of refugee to permanent residency. Withassistance from JFS’s émigré program, it is hoped that they will allhave their “green cards” by the end of 2013.

Mr. Williams was able to assist fifty-seven (57) refugee families in2012, each with stories as interesting and inspirational as theYoukim’s. JFS is the only refugee assistance program of its type inDelaware, and our commitment to helping all of Delaware’s new Amer-icans deepens with each year.
