Job Description
Position Head of SeMT
Designation Principal Consultant
Department SeMT/ State Nodal Agency
Reports To State IT Secretary / Head of State designated AgencyJo Code PC/S!MT
Job Objective
T"e o#ecti$e of t"is #o is to assist t"e State IT/ e%&o$ernance Department in o$erall
management of t"e e%&o$ernance mission of t"e State' T"e #o "older s"all o$ersee t"e
functioning of t"e SeMT team comprising professionals from t"e domains of Program
Management( )inance( Tec"nology and C"ange Management etc' He/S"e *ould *or+ closely
*it" t"e State IT/ e%&o$ernance Department( t"e designated State Nodal Agency and Ne&D for
successful implementation of t"e Ne&P and ot"er e%&o$ernance programmes of t"e State' T"e
Head SeMT *ill report to t"e State IT/ e%&o$ernance Secretary/ t"e designated State Nodal
agency( *"ere t"e SeMT is placed( *it" a dotted line reporting to t"e President , C!-( Ne&D'
Primary Responsibilities
Program Management
Dri$e t"e implementation of $arious MMPs( Ne&P components and ot"er State pro#ects and
"ig"lig"t any issues/ slippages to "ig"er aut"orities
!nsure t"at t"e different e . go$ernance pro#ects eing de$eloped are in alignment *it" t"e
o$erall o#ecti$es of Ne&P Assist in o$erall appraisal of e%&o$ernance pro#ects'
De$elop and estalis" suitale program monitoring frame*or+ for t"e State under guidance
from State IT/ e%&o$ernance Department and Ne&D
Assist in procurement of reuired material/ser$ices for $arious e% &o$ernance pro#ects
SeMT Management
-$ersee t"e functioning of SeMT and ensure t"at it is ale to suitaly meet t"e reuirements
of t"e State &o$ernment in implementation of Ne&P
Prioriti0e and allocate a$ailale resources/ *or+ to t"e SeMT personnel to ensure effecti$e
ser$ice deli$ery *it"in t"e defined structure Clearly estalis" performance targets for t"e SeMT personnel in line *it" t"eir assigned roles
Identify de$elopmental needs of t"e SeMT personnel and ensure t"at specific( need ased
training inter$entions are administered
Interagency Coordination
Interact *it" t"e State e . &o$ernance Ape1 Committee and ot"er rele$ant go$ernance odies
to identify t"eir issues and concerns in matters related to t"e implementation of Ne&P
Pro$ide inputs to t"e State e . &o$ernance Ape1 Committee and ot"er rele$ant go$ernance
odies on $arious matters related to e . &o$ernance and "elp t"em understand and analy0e
t"e policy guidelines issued y $arious central agencies/ committees/ Ne&D etc' Support State e . &o$ernance Ape1 Committee in resol$ing interdepartmental coordination

Capacity Building
Assist t"e indi$idual departments of t"e State &o$ernment in putting an appropriate pro#ect
Management Structure and dedicated team for conceptuali0ing and underta+ing e%&o$ernance pro#ects in t"eir departments
In close coordination *it" t"e C2MC( assist t"e state &o$ernment in addressing t"e issues
related to capacity uilding and training reuirements'
inancial Management
!nsure financial appraisal of pro#ect reports recei$ed from t"e $arious state departments
Manage t"e financial affairs of t"e SeMT and pro$ide regular inputs to Secretary State IT /
Ne&D'
Tec!nology Management Proacti$ely use t"e ser$ices of t"e tec"nology e1perts in t"e SeMT as *ell as acti$ely see+
"elp from t"e Ne&D tec"nology team( in order to pro$ide assistance to states in tec"nology
related matters
Miscellaneous
!nsure t"at t"e reuirements of State departments in matters li+e preparation of !oI/ R)P/
Contracts/ PPP and ot"er related matters are suitaly addressed
Identify C"ange Management needs of t"e department and formulate c"ange management
strategies in consultation *it" t"e State IT Department/IT Society/e1ternal consultants
Support t"e State &o$ernment in t"e roll out of a*areness and communication efforts as part
of t"e Ne&P
In addition to ao$e Primary Responsiilities t"e incument may e assigned any ot"er tas+ from
time to time y Secretary IT of t"e State/ Head of Nodal Agency'

4 55 plus years of e1perience in IT pro#ectmanagement and implementation roles'
4 Minimum 6/7 years of e1perience in de$eloping
and managing large scale IT / e%&o$ernance
pro#ects on end to end asis'
4 !1perience of *or+ing in a &o$ernment set up is
desirale
4 !1posure to di$erse management tec"niues and
capacity uilding'
