Operational Instructions
Procedure to make online Payment is very simple. A computer with internet
connectivity is required to make an e-Payment. There are four simple steps to
make online Payment as mentioned below:
Step 1 Sign Up on the Web Portal (One time Activity)
Step 2 Login on to the Portal using assigned Id and Password
Step 3 Fill the Payment details into the Challan form
Step 4 Auto Redirection on the Bank’s Portal: where dealer needs to provide
Internet banking Id and Password for successful completion of payment
Step-1 Sign Up on the Web Portal (One time Activity)
To create a Sign Up on CTD Web Portal, connect to Internet and write URL in the
address bar as: http://jkcomtax.gov.in
The following screen would be shown.

To create a Sign Up on the Web Portal click “New User? Sign-up” link provided on left
pane.

A new screen as given below will open up. This screen will display the details
required to be filled by the dealer for Sign-Up creation on the Web Portal. Dealer
needs to enter the details on the screen as per the instructions given in the table
below.

Up creation
After filling up the details as above, please click on submit. Details will be verified by
the system and then a successful sign-up message will be displayed on the screen
itself. After this, task will be generated for the Web Portal administrator for approval.
This sign-up process is one time activity. Once the Sign-Up is completed
successfully, dealer can log on to the Web Portal with his TIN and default Password
(Password@123).
Note: The default password is Password@123 (P must be in Upper Case). Dealers
are requested to login with this default password. When they enter the default
password then system will ask them to enter the Old Password (Remember that Old

Password will be default Password) and new Password (Dealers can enter the
password with their choice only).
Notes: For the purpose of making e-payment, it is necessary that dealer has an Internet
Banking Account in the concerned Bank. Without an internet banking account,
electronic payment cannot be carried out. If dealer does not have internet banking
account, then he can apply for the same by requesting the bank.
Activities on the CTD Web Portal
Once the dealer submits their challan on CTD Web Portal, then it will be re-directed
to the selected Bank's Web Portal automatically.
Activities on the Bank’s Web Portal
Dealer will enter their user id and password to login into the bank’s portal. On
successful submission and verification of user id and password, dealer will be taken
into his internet banking account. Bank’s portal will display the details of challan that
was filled at the Commercial Taxes Department (Govt. of Jammu & Kashmir) web
portal by the dealer. Dealer should verify that all the details are complete and correct
and then proceed for the electronic payment on the Bank's portal. Dealer may be
required to provide transaction password and necessary authorization of payment on
the Bank's Portal. Once all these activities will be completed successfully, an
electronic receipt will be generated which can be viewed and printed by the dealer.
Dealer must check with their bank on the exact procedures of internet banking
facility and accordingly that carry out the electronic payment.
Step-2 Login on to the Portal using Assigned Id and Password:
A Sign-up dealer on the CTD Web Portal is required to login for the purpose of
making online payment. Process of login is as under:
Connect to Internet and open the Web Portal http://JKcomtax.gov.in
On Home page, there is a box at right upper corner as indicated in Screen-4.

Step-3 Fill the Payment Details Into The Challan Form:
Once the dealer has logged on the Web Portal successfully, select e-Payment link
from the center of the home page (as mentioned in Screen-5) under e-payments
panel.

After clicking on “e-Payment” link, options for making payment will be displayed. On
click, following page (Screen-6) with purpose details is displayed in which dealer’s
basic information will be auto-populated. The dealer has to provide values for Dealer
Type, Period from and to, Purpose for Challan and Amount against each purpose as

displayed in Screen-6. Dealer can select one bank from the list of banks through
which he wants to make the electronic payment.

After filling the Challan form for e-Payment, click on “Confirm” button. This will
prompt the dealer to verify all the information entered by him in the Challan form. If
the dealer wants to modify any information then he needs to click on “Back” button
else click on “Submit” button.

On Click of submit button, dealer would be redirected to the selected bank’s Web
Portal. Dealer has to log on to the bank’s portal using his Internet Banking Id and
password as provided by the bank (Screen 7).

If the net banking user name and password is correct then following page with all the
information which the dealer had filled on the CTD portal (e-Payment) will be shown
on the bank’s portal. The dealer will have to select the account from which he wants
to make e-Payment and hit the confirm button. (Screen – 8A and 8B)
The bank’s portal will be displayed a verification screen where the dealer can view all
the details of Payment, amount and selected account. Once the dealer feels that all
the data is correct, he can click on the confirm button and the payment will be
debited from his account. Screen for verification is displayed as follows (Screen-8A
and 8B).

Dealer may also be required to enter his transaction password here if required by the
bank. Once dealer clicks on “Confirm”, a verification screen appears as shown in
Screen – 9A and 9B.

If the dealer wants to cancel the transaction, he can select a link “click here to abort
this transaction and return to the Commercial Taxes Department, Govt. of Jammu &
Kashmir Portal” displayed at the end of the page.
If the Information displayed on the screen is correct click on “Confirm” button to
proceed with the payment on the bank’s Web Portal. Once this activity will
successfully complete, a payment confirmation message will be displayed. A unique
reference number will also be generated by the bank and displayed as confirmation
(Screen-10).

The dealer will be provided a link for viewing the Challan details, “Click here to see
the Challan details” on clicking which, the dealer can view and print the complete
Challan of form VAT-15 (Screen-11).
A 20 digit Challan Identification Number (CIN) will be displayed. This is the unique
number generated at bank’s end to uniquely identify all Challan payments. This
number should be carefully preserved. The CIN will also be printed on the form VAT-
15 which is generated at the bank’s Portal as a challan receipt

Once the payment is done, the dealer will be redirected back to the CTD Web Portal
after few seconds, where the unique bank reference number and CIN number will be
displayed (Screen-12).

Once dealer will redirected back to the CTD Web Portal here he can view the e-payment
transaction details through “view e-payment” facility. The below screen will display the
details:
