4 em january 2005 awma.org em message from the president T his year marks the 10th anniversary of the publication of EM. That’s 10 years of outstanding and dedicated service to A&WMA members; 10 years of serving as the print medium for members to present their views on relevant environmental issues of the day; for regulators to clarify the often not- too-obvious nuances of air and waste regulations; and for industry representatives to discuss their chal- lenges and achievements in ensuring that facilities comply with or exceed environmental expectations. Consistent with A&WMA’s vision to be a neutral forum for the exchange of environmental information, EM has provided an excellent platform for real dialogue. As most of you know, EM was first published in January 1995, as an offshoot of the peer-reviewed Journal of the Air & Waste Management Association. The new magazine was designed to meet the needs of a growing membership by covering current issues, practical information, and A&WMA activities, with advertisements for environmental services and technology. EM is the product of dedicated A&WMA members who, month after month, volunteer countless hours to solicit and author excellent and timely articles on the important topics of the day. Our thanks to them, in particular the members of EM’s Editorial Advisory Committee, and the A&WMA staff in Pittsburgh for a job well done. Special thanks to our sponsors and advertisers whose financial support make it possible to continue this service to our members. This issue of EM recognizes the milestone anniversary with a special issue dedicated to the most impor- tant topics in environmental management of the past 10 years. Written by leaders in the field, this month’s feature articles examine changes in air and waste management regulations, advancements in technology used to control emissions sources, developments in measurements and methods that have helped create emissions inventories, and emerging new technologies like the ones assisting in the development of low- emission fuels. I encourage you to read the excellent selection of articles assembled by Susan Wierman and George Hidy and their introduction to this special issue, starting on page 16. Personally, I feel very privileged to be serving as A&WMA President this year. I have been a card-carry- ing member of the Association for 27 years. I joined in 1977, while working as a consultant to the power industry, evaluating the most cost-effective designs of precipitators, baghouses, and flue gas desulfurization systems. When I started working for the U.S. Environmental Protection Agency (EPA) in Chicago as an air enforcement engineer in 1979, and later as a Resource Conservation and Recovery Act (RCRA) permit writer and manager, I continued to benefit from the valuable contacts that membership in A&WMA has afforded me. Now, as vice president of environmental affairs for the International Truck and Engine Cor- poration (Warrenville, IL) and as a member of the regulated community, I continue to look to the Annual Conference & Exhibition, specialty conferences, workshops, professional development courses, publica- tions, and online resources offered by A&WMA as essential sources of information for myself and my staff to keep us up-to-date in the fast-moving field of environmental management. Even as my job titles and responsibilities have changed, I have benefited greatly from the professional contacts I make at A&WMA meetings. I sincerely hope that each one of you enjoys the many benefits of membership in this Association as much as I have. I likewise feel very privileged to follow in the footsteps of the many dedicated A&WMA Presidents who preceded me. They, together with their respective Boards of Directors, have put in place forward-looking foundations in the form of updated Association bylaws and a strategic plan. The strategic plan, which was reviewed by the Board in November 2004, and will continue to be reviewed and revised as necessary, gives the Association a clear path in continuing its journey toward becoming a financially stable premier environ- mental organization. My personal goal this year is to publicize and generate more interest in the many benefits of A&WMA membership. Particularly, I would like to encourage my peers in industry to utilize the technical programs, conferences, and publications of A&WMA for training their staff and providing them opportunities to network with regulators, consultants, academia, lawyers, and other environmental profes- sionals. I would also like to grow our waste management programs to better serve our members practicing in this discipline. In closing, I would like to congratulate and thank Joe Martone for his excellent leadership as A&WMA President in 2004. I would also like to thank the Board members who completed their tour of duty at the end of 2004, namely Art Spratlin, Kay Bedenis, Joan Sasine, Antoon van der Vooren, and Christi Veleta. Also, many thanks to Executive Director Dick Scherr and the A&WMA staff for their continued excellent service to members. Finally, let me take this opportunity to welcome new and returning Board members, Peter Hess (President-Elect), Joe Martone (Immediate Past President), David Cooper, Gwen Eklund, Scott Freeburn, Sara Head, Anne Heighway, Kevin Igli, Harry Klodowski, Thomas Morahan, Dan Mueller, Will- iam Palermo, John Seitz, Richard Sprott, Barbara Toole-O’Neil, and Susan Wierman.
