    Jl, ?fD The request was sparked by the article in the September 1 7� �� Los Angeles Times (attached) quoting you as saying in Plains: I/-�"'

    j� . "The report was made to me that Spencer Lee had a report concerning Vesco. We were trying to have Vesco extradited. And when I found that Lee had some information about it, I wrote a note to the Attorney General to see him."

    J The quote, if accurate, suggests that you have a recollection of the conversation with Richard Harden. As we understand it, in your FBI interview a year ago you said you had no recollection of the details of the Harden conversation. The quote may also be at variance with Harden's testimony before the grand jury.

    The U.S. Attorney wants you to appear before the grand jury in the Federal Court House or receive the entire grand jury in the White House. We believe this is unnecessary. We are exploring alternative ways of responding to the request. There are some precedents. You recently gave a deposition to special prosecutor Paul Curran for the Atlanta grand jury. After his resignation, Richard Nixon gave a deposition to the special prosecutor and two members of the grand jury in San Clemente.

    We will present a recommendation to you early next week.

    Dear Mr. President:

    I am. delighted that you have decided to resume the biweekly breakfasts with your economic advisers. It will certainly stimulate me to try to be more helpful to you, actively, than I feel I have been in the recent past.

    I have some qualms, however, about your suggestion that we devote the first, resumed session to the question of how to make me and my office more effective. It seems to me to smack too much of a "How can we be nicer to (a disgruntled) Fred Kahn?" session, and to be slightly demeaning.

    While it would be very helpful to have you, when the occasion presents itself, renew your charge to your staff and Cabinet members -- especially the new ones to be cooperative with me and respond promptly and generously to my requests and to make sure I am looped into all decision processes that have a clear relation to the inflation problem, I think the main responsibility for exercising the mandate you have given me more vigorously is mine.

    I will give it a real effort, and not hesitate to ask your help if it becomes necessary.

    P.S. The pool is beautiful!
