The night before the sub· committee hearings, Shaw, Jackson and Briley attended a MainStreet fund raising dinner to honor a few award gatherers and pay $22 for a breast of chicken.

Later, Shaw and the officials met at a room in the Inn of Loretto until1:30 a.m. for a few last minute preparations.

Discussion centered around going over the nuts and bolts of the presentation, priorities within priorities, the next day's meetings, and who was going to lug the 20 pounds of document presentations and easels into the sub·committee hearings.

Friday morning, the mayor, Jackson and Briley met for a break­fast briefing at 6:30 a.m. before con­ferring with Underwood in his of­fice at the capital building.

Underwood told the group that they would be able to see which way the sub-committee was leaning once discussions were underway, but to be prepared to sell their top priority.

Shaw said with the low amount of snowfall this year, water was an emergency.

"We should have brought pic­tures of Alto Lake," Jackson said as an afterthought.

"It's just gone now, pitiful," Shaw added.

"Just explain that clearly and simply," Underwood said. "The secret is that they've got over 800 bills, and if they gave 10 minutes to everyone, they would be here until July 15. They're asking you to be direct and to the point. Make your presentation, get in and get out."

Underwood then instructed how the procedures would begin. The box of bills would be brought into the room and ac; Underwood intro­duced a bill, someone would hand the various sub-committee mem­bers the corresponding literature.

"I will introduce the bill," said Underwood. "All I am is the sponsor. Tiw rPst of you will fill in

with short concise statements." Jackson suggested he introduce

the three Ruidoso members with Shaw to make the opening state­ment.

Underwood asked the mayor if MainStreet bil1s regarding parking should be placed before the sub­committee alno.

Jackson said he and the mayor are returning the following week for receptions Tuesday and Wed­nesday and they intended to talk to officials with the Department of Transportation at that time, but if the sub-committee would allow it to be introduced, that would be fine.

Some discussion followed about MainStreet's expert that visited the village and his statement that space was available now, if mer­chants were willing to share.

Jackson said the village could consider the idea offered of a blanket pennanent easement. Even though parking is on private prop­erty, the village would pave, stripe and maintain that property in ex­change for the merchant allowing the public free parking. He said such an agreement would pass on to the new purchaser, and be in the deed records forever.

Briley, entering the room again, said he was asked out of the four bills, what could "not be lived without."

Shaw asked if the total amount approached $500,000, how much more was needed to convert Grind­stone into a treated water supply for the village.

Briley, an engineer, told the mayor after a few computations that the village could probably swing the $4 70,000 needed, but it would leave little for anything else.

"I don't want to hurt anything," Jackson said. "But we need to lay it on the line how serious our water problem is, because it is serious."

The mayor was a,sked why the mandated E911 or ADA wouldn't receive full funding.

"They're going to say the federal government did that to you. We didn't have anything to do with it. Don't look at us. I know what they're going to say on that one,"

President Chino and the tribe's Vice President Frederick Peso, MRS project spokesman, continue to stand firm against the opposition that began with the first study of siting an MRS.

King agrees with their conten­tion that Mescalero, as a self­governing tribe, has a right to enter into such an agreement without the state's consent.

But. the governor pointed out that the proposed facility also could affect the health and sefety of other residents of New Mexico.

King said since New Mexico has

no commercial nuclear reactors and Hhould not be obligated to accept waste from other states.

He also said New Mexico has had a role in the development of nuclear weapons and has accepted its responsibility for the storage and possible disposal of materials produced as a result of that effort, and other states should do thf' same.

King said the Mescalero Apache Indian Reservation, located entirely within the state of New Mexico, is in a particularly environmentally sensitive area of the mountains of south central New Mexico, acces­sible only by mountain highways.

"There is no long-term disposal site in the U.S. for high level nuclear waste," said King. "Al­though billed as temporary storage, MRS facilities could be in use for an indefinite period."

Mescalero leaders scoff at such objections, seeing it as an economic development and a Native Amer­ican issue.

Speaking to the Instituta of Nuclear Materials Management meeting in Waahington DC recent­ly, Vice President Peso said the MRS is starting to look Hke a Bureau of Indian Affairs project.

"As you know. there haS been op­position to the Mescalero's interest in operating an MRS," said Peso.

The small sub--committee room had space for about 30 folding chairs at one end of the room and tables arranged in a huge square at the other end.

Sub-committee chairman Ben Lujan sat behind a table with his back to the wall, looking directly across the square of tables to Un­derwood, and the municipal offi­cials he represented sitting behind him in the chairs.

The mayors of the different municipalities sat to the right of Underwood while he introduced the bill. The mayors ·then pitched for why the bill was important to their community.

Show time was fast and steady. Capitan needed school computers and road repair. Carrizozo's wish list included a police vehicle, swim­ming pool repair. airport improve­ment and street repair. Ruidoso Downs asked for a second round of help with their village hall.

Underwood opened the Ruidoso presentation by reminding the members of the dey winter and the fact that Ruidoso spent 11 million dollars a number of years ago in building Grindstone Dam for the purpose of having drinking water for Ruidoso.

Underwood said before plans for a treatment plant could be imple­mented there was a change in ad­ministrations and the project stopped.

McLain Memorial Fund set up at Museum of the Horse

" Tho Dale MeLOin Memorial Fund has boon established at the Mu·

~urn of the Horse in Ruidoso Downs. McLain, who died last month following a lengthy illness, was tho

father or Joan Dale Hubbard. He WaS a retired history teacher. The night before he died, McLain visited the museum that his

dau~ter and son-in-law; R.D. Hubbard, had established through thmr.Hubbard Foundation. Mr. McLain was in Ruidoso with his wife to celebrate their 50th wedding anniverslu-y.

Museum of the Horse Development Director Frank Potter said McLain -wuvery impressed with the museum, and an exhibit will be established in his memory.

Potter said many pooplo had asked how best to pay tribute te Mr. McLain. and this fund was set up in response to those queries.

"Mr. McLain was fascinated with history, and wao really happy to live long enough to see this museum open," said Potter.
