BALTIMORE – They ran sprintsdown hotel hallways, rolled up sanitarysocks into makeshift baseballs andtossed them into mattresses, evenstepped around dirty room-servicedishes to take part in Zumba classes, allmitigating physical hurdles even if thegreater challenge was mental.

For nine days, the Marlins were not ateam but rather a grim experiment inpandemic baseball gone wrong, forcedinto various modes of isolation andquarantine as their luxury accommoda-tions in Philadelphia felt more and morelike captivity.

Finally, Tuesday night at CamdenYards, the Marlins returned to a baseballfield, but it was almost impossible to de-ny that this was a team splintered intothirds.

The first team was thousands ofmiles away: 18 players and three staffmembers who tested positive for thenovel coronavirus and were shippedback to Miami from Philadelphia onsleeper buses, now in isolation and, wecan only hope, on the way to recovery.

The second team is what’s left of thefirst, a group the Marlins are calling the“Trece” – Spanish for 13 – a baker’s doz-en of players who dodged COVID-19 butwere forced to isolate in Philly for eightdays until they were deemed healthy.

The third team? Just consider themthe most motley crew of Marlins assem-bled in a franchise that knows strangetimes – a mélange of rookies, waiverclaims and trade acquisitions tossed to-gether in a week’s time in a madcap at-tempt to make the roster whole.

Tuesday, the “Trece” and the freshFish came together – many of them hav-ing never met in person until arriving atOriole Park – to see what kind of seasonthey might salvage. The results werenothing short of inspiring.

Pitching less than a month after thedeath of his father, Pablo Lopez – re-duced to mattress baseball in his Phillydigs – spun five innings of one-hit,scoreless ball against the Orioles.

Veteran catcher Francisco Cervellipunctured the quiet of a scoreless tiewith a fifth-inning home run. Three in-nings later, Jesus Aguilar blasted a balleven deeper over the left field wall. Itwas his third home run in four games, never mind that the first came nearly 11days ago.

Two innings of one-hit relief wereturned in by James Hoyt and RichardBleier, who manager Don Mattingly didnot meet until Tuesday afternoon, asthey waited to get their temperatureschecked before boarding the bus to theballpark.

It was just a 4-0 victory over a re-

building team, albeit one that improvedthe Marlins’ record to 4-2 – the finestwinning percentage in a season whenseveral teams are well past the 10-gamemark.

More than that, it was a modicum ofrelief.

“We’ve been through a lot,” a visiblydrained Mattingly said on a postgamevideo call. “We didn’t know quite howwe’d react. You get tested and you haveto persevere and you learn from a lot ofsituations. We knew we had a goodgroup of guys. We miss the guys who aregone. We just have to survive this trip.”

A trip that was supposed to be oneweek but is just reaching the halfwaypoint of a 22-day odyssey that cast theeastern portion of MLB’s schedule intodisarray.

The Marlins must make up sevengames after they lost a week of baseballfollowing the nightmare array of posi-tive tests that waylaid their roster. It be-gan the morning of July 26, when start-ing pitcher Jose Urena, first basemanGarrett Cooper and outfielder HaroldRamos all tested positive for COVID-19,joining catcher Jorge Alfaro.

Miami played and defeated the Phil-lies that day, a controversial choice tocarry on by league and team. But the badtimes were just beginning.

Rather than return home, the Marlinsgot marooned in Philadelphia as posi-tive tests kept spiraling and, ultimately, taking out Nos. 1-2-3 in their rotation –Sandy Alcantara, Caleb Smith and Ure-na, and seven members of their bullpen.

The hell of the unknown settled overtheir hotel.

“The lack of not knowing anything,”Mattingly said of the mental anguish.“We left the ballpark in Philly, we’d lostfour guys, and you think that’s it. Youplan to leave the next morning. The nextmorning, the tests come back, awful.

“And then it’s Friday back to Miami. And then that becomes Sunday. Youknew guys were getting more frustratedwith being locked up in a room, beingfrustrated with all the stuff out there. We have to move on. It’s good to get backon the field, move forward, talk aboutbaseball.”

Yet still so much had to happen be-fore they could.

Makeshift roster

The avalanche of transactions thatoccurred Tuesday – 13 players to the in-jured list, 18 more added to the 40-manor active roster – culminated an unprec-edented flurry of pandemic-driven ros-ter activity.

“You never anticipate needing to re-place 18 players,” said Michael Hill, theMarlins’ president of baseball opera-tions.

So Hill activated every corner of hisorganization, from player developmentto pro scouts to calling in a few solidsfrom execs around the league. Here’swhat he came up with:

Not one, but two pitchers namedJosh Smith.

An Olympic silver medalist in short-track speedskating who’d make his firstmajor league roster at 30, one of fournew Marlins who’d yet to set foot on abig league field.

Seven guys off the scrapheap, eitherclaimed on waivers, or recently re-leased, or acquired for “cash consider-ations.”

Tuesday night, somehow, it co-alesced.

Aguilar looked like he hadn’t missed abeat since the shutdown, and that’s nocoincidence. He relied heavily on Zum-ba classes in his room to stay limber andin the eighth inning destroyed yet an-other baseball, putting the bow on anemotional victory.

“We’ve been waiting for this momentfor 15 days,” says Aguilar. “It was a greatmoment for us.

“A lot of new guys with the same goal, pushing in the right direction. Now,we’ve got to keep going.

“We have to. We don’t got no choice. We’ve been through a lot.”

Indeed, the human element can’t beunderestimated.

Infielder Miguel Rojas – perhaps theteam’s best player and its undeniableface – was among those testing positivefor COVID-19 and noted in a video callthis week the hidden emotional toll.

“It tells you a lot about we’re suffer-ing,” he said. “We’re human beings, notjust baseball players. We’re sufferingfrom this virus. We’ve got another 15teammates that got the virus. This hasto bring awareness. Not just to our teambut to everybody throughout theleague.”

Tuesday, Rojas’ exuberance couldnot be contained on Twitter, as he root-ed on his mates and most notably Lo-pez, who had gone nearly 11 monthssince throwing a meaningful pitch.

Lopez stayed sharp during the four-month industry shutdown and lookedgood early in summer camp. But afterthe first week, his father died suddenlyof a heart attack and Lopez left the teamfor several days.

Lopez returned to the team by theopener but did not pitch before the hia-tus. So he balled up socks and threwinto his mattress in his Philadelphia ho-tel room, just one man on his mind allthe while.

“Finding myself alone in my hotelroom in Philadelphia, that wore medown mentally,” says Lopez, 24. “Butthinking of him kept me going. I kepthaving conversations with him there. I

enjoyed that feeling of someone on myshoulder watching over me.

“He helped me get through that timein Philly, making sure I was doing every-thing right.”

Motley crew

Minus Alcantara, Urena and CalebSmith, Lopez might be the Marlins’ aceby default. It wouldn’t be the oddestlook on their roster.

The club now counts a 2014 Olympicsilver medalist among its ranks: EddyAlvarez, a 30-year-old rookie outfielderwho wowed the club with his versatilityin both spring and summer camps.

“Just a tremendous story on stick-to-it-iveness, attention to his craft as a pro-fessional baseball player,” Hill says ofAlvarez, a Miami native who spent sixseasons in the minors with the WhiteSox and Marlins after winning silver inthe Sochi Games. “Being on the majorleague roster for the first time at that ageis just a tremendous credit to him andhis hard work.”

Alvarez is one of four Marlins hastilyadded to the roster who have neverplayed in the big leagues, the other three– pitchers Jorge Guzman and DanielCastano and outfielder Monte Harrisonarriving in trades involving GiancarloStanton, Marcell Ozuna and ChristianYelich, respectively.

Those deals signaled a teardown andperhaps an eventual strong young core. Now, the Marlins are building back up ina fashion nobody could have imagined.

They can only hope the worst is be-hind them.

“We’ve been in the hotel a long time,”says Mattingly. “Guys are happy to beout of there. We expect to win, honestly. It will be a different look. But I think weexpect to win.”

SPORTS E3 USA TODAY ❚ THURSDAY, AUGUST 13, 2020 ❚ 3C

The first (and hopefully not last) MLSis Back Tournament concluded with thePortland Timbers prevailing over up-start Orlando City in Tuesday night’s fi-nale at the ESPN Wide World of SportsComplex.

Coach Giovanni Savarese’s Timbersdidn’t just win a one-of-a-kind trophybut also earned a spot in the 2021CONCACAF Champions League compe-tition.

Despite the premature exits of twoteams – FC Dallas and Nashville SC –before the tournament started due topositive coronavirus tests, MLS is Backcould be considered a success, helpingreinforce the idea that sports can beplayed safely inside a bubble during apandemic.

As the league moved forward with itsregular season restarting (again)Wednesday, here’s a look back at thebest and worst from the month-longWorld Cup-style tournament.

WINNERS

Orlando City SC: Orlando advancingto the final was a pleasant surprise for ateam that hadn’t experienced any suc-cess since joining the league in 2015.New coach Oscar Pareja appears to haveturned this perpetual loser into a forceto be reckoned with. Meanwhile, starplayer Nani turned back the clock to hisformer European splendor.

Young American players: The U.S.men’s national team (USMNT) mighthave failed to qualify for the last WorldCup, but there’s plenty to be excitedabout with the team moving forward.Young players are breaking through onclubs in Europe’s top leagues. There are

also a number of emerging USMNTprospects in MLS. Here are those whoimpressed the most in Orlando, Florida:

h Ayo Akinola, forward, TorontoFC: The 20-year-old notched five goalsin three games and was a breakout sen-sation in the early portion of the tourna-ment. Akinola is eligible to play interna-tionally for either the U.S., Canada orNigeria. Having played for the U.S. Un-der-15, U-17 and U-20 national teams,Akinola has yet to be capped by the sen-ior team.

h Brenden Aaronson, midfielder,Philadelphia Union: The Union’s ef-forts with its developmental academyare starting to pay huge dividends, asAaronson, 19, and defender MarkMcKenzie, 21, have been the topics ofEuro transfer rumors.

h Jeremy Ebobisse, forward, Port-

land Timbers: The 23-year-old is vitaloff the field as a key voice in the league’snew Black Players Coalition and he per-formed admirably on it for the winners.

h Eryk Williamson, midfielder,Portland Timbers: The 23-year-old hasyet to earn his first USMNT call-up butwas a vital cog in the Timbers’ midfield.

h Chris Mueller, forward/midfield-er, Orlando City SC: Three goals fromMueller, 23, in group play helped powerthe Lions into the knockout rounds.

h James Sands, midfielder, NewYork City FC: NYCFC’s first homegrownsigning, Sands, 20, is another candidateto make a move to Europe’s top leagues.

Black Players Coalition: Launchedon Juneteenth, the efforts of theleague’s coalition were ubiquitous at themonth-long tournament. The BlackPlayers for Change made their first move

before Orlando City and Inter Miamiplayed the tournament’s opening gameon July 8. More than 170 of the league’sBlack players lined the field, lifting theirfists into air in a moment made morepowerful by the silence from having nofans in attendance. The statement last-ed 8 minutes and 46 seconds to honorGeorge Floyd, who was killed while inpolice custody in Minneapolis.

LOSERS

Frank de Boer: Atlanta United – apopular pick to contend for the tourna-ment title – crashed out of the competi-tion after three scoreless games. It was adismal showing for what once was oneof the most entertaining teams towatch. After the tournament, Atlantaparted ways with de Boer, and now oneof MLS’ premier franchises has hit a lowpoint in its brief existence.

Los Angeles Galaxy: The Galaxymanaged just one tie at the tournament, and it took a stoppage-time penalty kickto do it in the team’s third and finalgame. That keeps the Guillermo BarrosSchelotto-led Galaxy in the cellar of theWestern Conference, sitting two pointsbehind FC Dallas, which didn’t even getto play at MLS is Back. The low point, ofcourse, was a 6-2 drubbing at the handsof in-city rival LAFC.

Inter Miami CF: By losing in its firsttwo MLS games before the league shutdown in mid-March, and then going 0-3inside the bubble in Orlando, Inter Mi-ami earned the unenviable distinctionof being the first MLS expansion team tolose its first five games. David Beck-ham’s team is still a work in progress, and help appears to be on the way in2018 World Cup winner Blaise Matuidi, who has agreed to a deal with Inter Mi-ami according to multiple reports.

Come on guys, really?Chicago has some of the best restau-

rants and nightlife in the country, but asmuch as you might want to believe youcan take on the city and win, it remainsundefeated.

Unlike you, Chicago isn’t going towake up in the morning having to dealwith any of the fallout from the night be-fore.

Over the weekend, the Windy Cityshowed off its power of temptation yetagain by bringing Cleveland’s baseballteam to a screeching halt.

Specifically, starting pitchers ZachPlesac and Mike Clevinger.

The two went out on the town Satur-day night, tried to sneak past MLB’s se-curity at their downtown hotel, and, yep, were caught red-handed.

Normally, you could shrug it off – butnot this season.

Not in the middle of a pandemic. Not when one careless move can

bring down your entire team.Just ask the Marlins and Cardinals.

The Marlins are back playing afterbeing out eight days, but the defendingNL Central champion Cardinals haven’tplayed a game in two weeks and don’tknow when they’ll return to action.

Fully aware of the seriousness of co-ronavirus, and knowing you have astarting pitcher on your staff who’s aleukemia survivor – Carlos Carrasco –how can you dare be so reckless?

“This one kind of hurts,” said Cleve-land’s Terry Francona, returning tomanage the team for the first time sincemissing eight games with a gastrointes-tinal issue, which along with his hip andback ailments have led to five or six hos-pitalizations since February, on Tues-day. “We talked about it as a team today. We will deal with it as we always do. Wecare about each other, but that doesn’tmean you don’t get disappointed witheach other, or mad at each sometimes. Not being vindictive, how do we make itbetter so it doesn’t happen again?”

It’s the ultimate responsibility to ev-ery single Cleveland player and staffmember to ensure everyone’s safety, re-lying on everyone to do the right thing.

“They hurt us bad,” said Adam Plut-ko, who serves as one of Cleveland’srepresentatives to the MLB Players As-sociation. “They lied to us. They sat herein front of you guys and publicly said

things that they didn’t follow throughon.”

Cleveland President Chris Antonettiput both players on the restricted list toisolate them from the rest of the team. They were to undergo COVID-19 tests onWednesday and won’t be permitted torejoin the team until at least Friday.

Plesac and Clevinger went out to-gether after their 7-1 victory over theWhite Sox. Plesac, who grew up 45 min-utes from Chicago, just won his firstgame of the season that afternoon and

wanted to celebrate.Plesac, 25, put out a statement Sun-

day night apologizing for his actions andthen doubled down on his remorse onhis Instagram post.

“Life can throw some crazy things atyou,” he wrote, “but how you respond isthe testament. What you think is harm-less can actually have consequentialoutcomes…and the lesson learned isthis: The most important thing we cando is take care of EACH OTHER. Puttingothers first, and having the character tounderstand why there is a greater im-pact if we are selfless.”

Clevinger, 29, issued a statement ofhis own Tuesday. “In Chicago, I madethe mistake of violating the protocolsbut the biggest mistake of all was notimmediately coming clean to my team-mates,” Clevinger said. “I owe them bet-ter. ...

“There is no excuse for my actions, and I can only take responsibility andlearn from my mistakes.”

Certainly, for a team battling to re-gain supremacy in the American LeagueCentral, and with the pitching talent ca-pable of taking the Indians to the WorldSeries, they can ill afford self-inflictedblunders.

If you get beat on the field, fine. If youbeat yourself off the field, inexcusable.

Indians’ fiasco is case study in carelessness

The Indians placed pitcher Zach Plesacon the restricted list. AARON DOSTER/AP

MAINTENANCE MANAGEMENT SYSTEM

RFI DUE: SEPTEMBER 11, 2020 BY 2:00 PM (PT)

REQUEST FOR INFORMATIONThe Willamette Water Supply System

Commission (Owner) is issuing a Request for Information (RFI) for the Willamette Water Supply System Computerized Maintenance Management System (CMMS).

RFI documents are available electronically on the Owner’s document management system, eBuilder. Proposers will need to create a free account and sign a confidentiality agreement to access the RFI documents. Confidentiality Agreements may be requested by emailing:

Kristina [email protected]

The WWSS is a drinking water infrastructure program that will provide Owner with a seismically resilient water supply, designed to meet future demand and will provide redundancy in case of an emergency event. The WWSS includes more than thirty (30) miles of transmission pipelines, ranging from 36inches to 66inches in diameter from an intake at the Willamette River Water Treatment Plant (“WRWTP”) in Wilsonville, Oregon, north to Hillsboro, Oregon and Beaverton, Oregon. The WWSS will also include finished water storage tanks (terminal storage), a new water treatment plant, and expansion of the existing WRWTP raw water facilities. For additional history and information, visit www.ourreliablewater.org. The new system is expected to be completed by June 2026.

The goal of implementing a CMMS is to support managing all the WWSS Commission’s physical above and below ground assets to ensure assets are maintained at their lowest lifecycle costs while delivering expected levels of service.

The purpose of this Request for Information (“RFI”) is to give CMSS vendors (“Respondents”) an opportunity to inform the WWSS Commission on commercially available solutions in advance of a formal procurement. This RFI is intended to gather information that could assist in the development of a future procurement process. Vendors are invited to share their perspectives on how their identified products and services could most optimally be used. Information received through the RFI process may help inform the future CMMS model, its business case, and future procurements for CMMS solutions. Submittal of a response to this RFI is not required for a vendor to participate in the future procurement; however, it is strongly encouraged.

THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (e.g., Request for Proposal or Request for Quotations) from the WWSS Commission or a promise to issue a solicitation in the future. The WWSS Commission shall not compensate respondents for any cost incurred in the preparation or submission of any response to the RFI.Published Aug. 12, 14 & 17, 2020.
