Wolfe Tombe CTO U.S. Customs & Border Protection

As the Chief Technology Officer of U.S. Customs & Border Protection, Wolf Tombe is responsible for the proactive formation of cross-cutting integrated technology strategies, architectures and solutions across CBP. He is also responsible for the Agency’s Information Transformation initiatives, which includes the CBP Enterprise Technical Architecture, CBP Technology Roadmap, Common Infrastructure, Technology Lifecycle implementation and Customer Transformation Services. Mr. Tombe Chairs both the SOA and Application Working Group and the Technology Review Committee where he provides leadership on technology planning, architecture, standards and adoption of industry best practices for technology management.

Randolph D. “Tex” Alles is the Assistant Commissioner for U.S. Customs and Border Protection, Office of Air and Marine (OAM). OAM is the world’s largest aviation and maritime law enforcement organization with 1,200 Federal agents, operating from 84 air and marine locations utilizing 268 aircraft and 289 maritime vessels. The mission of OAM is to protect the American people and nation’s critical infrastructure through the coordinated use of integrated air and marine forces to detect, interdict, and prevent acts of terrorism and the unlawful movement of people, illegal drugs, and other contraband toward or across the borders of the United States. OAM is the most experienced operator of Unmanned Aircraft Systems in the Homeland Security mission set on the world stage.

Efficient Borders that Act as Both Barriers and Facilitators

Ronald May Acting Director C-TPAT

Ronald May is working on his 27th year with U.S. Customs and Border Protection during which time he served in the Ports of Detroit, Houston, Toronto Pre-clearance, Toledo, Washington D.C. and now Buffalo, N.Y. Career highlights include working on a contraband enforcement team, original Anti-Terrorism Unit, Firearms Training Officer, Instructor at the Federal Law Enforcement Training Center and the C-TPAT program for the last 6 plus years. During time with C-TPAT, he was Director of the Washington, D.C. Field Office; Acting Director of the C-TPAT program and eventually went to Buffalo to open the first border Port C-TPAT Field Office in October 2007. Most recently, he was named Acting Director of C-TPAT.

Summary of Recent GAO Maritime Security Studies

Stephen Caldwell Director, Maritime Security Issues GAO

Stephen L. Caldwell has 30 years of experience evaluating national security programs for Congress, and is an internationally recognized expert on maritime and supply chain security. He has testified at more than 30 Congressional hearings and led the research and publication of more than 150 GAO reports. His GAO reports represent one of the largest published bodies of work analyzing and reporting on U.S. maritime security programs. In addition to his more recent work examining these topics, Mr. Caldwell’s other GAO reports evaluated a wide variety of defense, intelligence and international programs. He has extensive international experience, having spent almost one-third of his career working overseas and having conducted 47 missions to 30 countries as part of his work on maritime security and other issues.

PANEL DISCUSSION: Detecting Terrorist Threats and Disarming Them

Craig C. Healy Director Federal Export Enforcement Coordination Center

Craig C. Healy is the Director of the Federal Export Enforcement Coordination Center (E2C2). Mr. Healy also serves as the Deputy Assistant Director, Homeland Security Investigations, Counter Proliferation Investigations program. Mr. Healy has served in a variety of management positions at the federal level throughout his 28 years of government service. On November 9, 2010, as part of the President’s Export Control Reform Initiative, President Obama signed Executive Order 13558 establishing a Federal Export Enforcement Coordination Center within the Department of Homeland Security. The E2C2 will be managed and under the operational control of U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations.

Developing ICE Investigations to Protect Against Future Threats

Louis A. Rodi, III Deputy Assistant Director National Security Programs

Louis A. Rodi III currently serves as Deputy Assistant Director, National Security Programs, (DAD, NSP) within the National Security Investigations Division, Homeland Security Investigations (HSI), US Immigration and Customs Enforcement (ICE) Headquarters. In this capacity, DAD Rodi manages five units: the National Security Unit (NSU), the National Security Integration Center (NSIC), the Human Rights Violators and War Crimes Unit (HRVWCU), the Counter-Terrorism and Criminal Exploitation Unit (CTCEU), and the Overstay Analysis Unit (OAU). Prior to his current assignment, Mr. Rodi served as an Assistant Special Agent in Charge (ASAC) at HSI Los Angeles, CA. Over a period of 11 years, Mr. Rodi served as ASAC in four distinct divisions: the National Security Division, the Illicit Travel, Trade and Finance Division, the Human Smuggling Division, and the HSI office at Los Angeles International Airport. During these assignments, Mr. Rodi managed special agents, support staff and facilities in support of investigations and operations targeting nearly every violation within HSI’s jurisdiction.
