Cedar County appreciates diversity in these appointments and welcomes all applicants at least 18 years of age. Terms and dates of appointments vary. These are unpaid positions. A brief description follows: Planning & Zoning Commission: Five member board to review and enforce County Zoning Ordinances and make recommendations on any proposed changes to same. Consensus of board to have Custodian Gritton work with Public Health Department and purchase a bar- rier for desk. Discussion held regarding E&Z Office. Bell and Custodian Gritton are going to meet with Director LaRue on a possible solution. Auditor Dauber brought to board’s attention that she received an email regarding employee coverage for entrance door for two weeks in July. EMA Director Freet reiterated salary for a temporary employee will qualify for 75% reimbursement under FEMA Category B Public Assistance. Moved by Kaufmann seconded by Bell to have EMA Director Freet proceed with hiring a temp agency for this position. Ayes: All Absent: Smith EMA Freet will notify board of temp agency she selects. Board asked Freet to notify department heads of this infor- mation so if they would know of anyone interested in this position individual could contact temp agency. HIPAA Compliance Officer Tischuk informed board she followed up with CAROSH regarding potential of depart- ment heads requesting public to submit information prior to their appointment. She stated it is okay to do this, although there is a notice that needs to be given to public stating risks of doing this. Once Cedar County receives this information it becomes our data and it needs to be securely locked up. Tischuk will email notice to all department heads. Auditor Dauber informed board she received a call from Phil Waniorek, Benefits, Inc. regarding a IRS notice per- taining to cafeteria plans and flex benefit accounts due to COVID-19. This change would amend current plan to extend cur- rent plan benefit year by six months for usage of dollars set aside by employees. If board is interested, Dauber will contact Waniorek and will schedule a time on agenda, for him to present this amend- ment to plan to board. While ongoing concerns about the COVID-19 pandemic put this year’s event in question, the development group’s new direc- tor said she will take that setback – and her new job – in stride. “I am a ‘summer girl’ and have always enjoyed soak- ing up the mixture of his- tory, community and fun for all ages at this event,” Jessi Simon said of the popular summer event. “Although I’m disappointed that we can’t gather to enjoy that tradition in all it’s glory this summer, I am looking for- ward to next year already.” Simon was named as the new part-time executive director for the group in late April, but her transition into the job has been gradual due to the COVID-19 pan- demic. Simon replaces Carolyn Andersen, who stepped up to serve as the interim direc- tor after the sudden passing of Kevin Rogers in 2018. Anderson was made the director a few months later. Andersen will continue to serve as a volunteer on the group’s board of directors. A native of West Liberty, Simon moved to West Branch nearly seven years ago. She earned a bachelor’s degree in public relations from the University of Northern Iowa and accumu- lated more than 10 years of profes- sional experience including com- munity outreach, fundraising, event coordination and marketing. She is the mother of two young daughters. The COVID- 19 pandemic has realigned WBCDG’s focus for now, Simon said. “This has certainly been an interesting time to step into an economic devel- opment and community outreach role but our local business owners are resilient and I’ve heard overwhelm- ingly positive attitudes,” she said. WBCDG offers resourc- es to local businesses during the pandemic by sharing information about oppor- tunities for small business relief, grant funding and trainings to help business owners increase online sales and adjust to changing requirements, Simon said. As more businesses re- open and restrictions ease, WBCDG is publicizing updated business hours and encouraging busi- nesses to be “COVID con- scious” through the Mask of Wellness program. “The Community Development Group is a valuable resource for our community, especially dur- ing this unprecedented time,” Simon said. “Not only do we work to keep our downtown looking lovely, ensure our historic preservation and plan fun community events, but we are connected to a network of Main Street Iowa pro- grams across the state.” WBCDG received accreditation as a Main Street Iowa community in 2006. “We receive a con- stant stream of high-level updates, recommendations and best practices from eco- nomic development pro- fessionals at the state and national level to share with our local business owners and put into action with our community leaders and volunteers. “We have a long road of recovery ahead and I hope our community will con- tinue to shop local, eat local and support local however and whenever they can.” The West Branch Community Development Group office is located in the Heritage Museum at 107 W. That will also limit ticket sales, she said. Covid-19 postpones, limits group’s ‘Ladies’ Night Out’ Wayne and Patty Laing will celebrate their 50th wed- ding anniversary June 27. Patty Hamer and Wayne Laing were married June 27, 1970, at St. Patrick’s Church in Iowa City. This marriage has led to a very wonderful, blessed, faithful life and a special, loving family. The couple’s family includes their children: Jason and Denise Laing, Julie and J.J. She said WBCDG will closely monitor regula-tions and requirements related to the pandemic.

She encourages par-ticipants to wear masks while shopping and to follow physical distancing guidelines. Conversely, she urges anyone with cold symptoms to stay home.

Every participating shop or restaurant will make hand sanitizer read-ily available and follow recommendations for health and safety, includ-ing a limit to 50% capac-ity. That will also limit ticket sales, she said.

Covid-19 postpones, limits group’s ‘Ladies’ Night Out’

Wayne and Patty Laing will celebrate their 50th wed-ding anniversary June 27.

Patty Hamer and Wayne Laing were married June 27, 1970, at St. Patrick’s Church in Iowa City.

This marriage has led to a very wonderful, blessed, faithful life and a special, loving family.

The couple’s family

includes their children: Jason and Denise Laing, Julie and J.J. Smith, Johanna and Scott Tholen; and grandchil-dren: Shannon, Christian, Julianna, and Landon Laing and Maycee, Sadie, and McGavin Smith; and Ben Tholen.

Due to COVID-19 virus restrictions, a celebration will take place at a later date.
