Introduction

For the past five years the project BIOGASSYS has been carried out demonstrating the biogas life cycle. Experiences and learnings from the project is summarized in this report with a starting point in the indicators set up to follow progress in each action.

About the project

The project BIOGASSYS has been carried out between 2010 and 2015, co-financed by the EC LIFE program. The purpose of the project has been to demonstrate the sustainable biogas life cycle chain from collecting raw material for biogas production to consumption and biogas applications. It has run for five years and includes partners E.ON, Skånska Biobränslebolaget, Biogas Syd, Lund University, WSP as well as the municipalities of Malmö and Trelleborg.

The project started with data collection and study of the potential volume of biogas that could be produced in the region. This was successfully finalized and discussed in a number of workshops with 38 participants. The goal of 40 was almost reached. Every possible measure was taken to add the final two delegates.

The “Investor and Decision Making Guide” was finalized successfully and printed so that it could be spread at different events and via the biogas center in Trelleborg. The centers 2070 visitors have thereby gotten hold of the guide, as well as the 468 visitors to pages on the website with connection to the guide.

How many stakeholders that are using the GIS-tool is difficult to quantify but there are two indicators. During a project called “Biogas KomIn” seven municipalities from Skåne made strategies and inventories of the potential to use and produce biogas locally. The tool was then used as a database for these studies. 498 people have visited the website and thereby gotten hold of the tool. However if a GIS-tool was the best choice of method can be discussed. The decision-makers connected to biogas projects are not the same officials that are using GIS-tool in their work. It is a pedagogic way of presenting the potential to use a map, but it can be a difficult tool for analyzing potential. In this respect, the files of data are more useful.

A number of visitors have come to the region to learn more about biogas production and use. For a number of these visitors, and for other contacts visiting Skåne, the GIS-tool has been presented. Through the collaboration with Poland, groups have been inspired to use the tool to develop their own version (September 2012 & April 2015). Information has also been spread to a group from France (January 2013) and through mail correspondence with Germany

(2013). The development of a GIS-tool is also a part of the new project Biogas 2020, led by Danish partners. Apart from the German contacts no GIS-tools have yet been finalized in other countries, at least unknown to the work package-leader.

* The term increased gas exchange is not the best expression for the indicator in the table above. Meaning increased gas production according to time is more relevant. You can get gas quicker from the process, and that we have achieved.

How many stakeholders that are using the analysis are, just as for the GIS-tool, difficult to measure and quantify. But it has been estimated to have reached about 600 people at different occasions. In WSP’s ordinary activity, in meeting with clients and project development it has also been continually mentioned as a possible helpful tool. Two BIOGASSYS workshops with international input were held within the

project, one in the UK (20th March 2012) and one in Finland (9th of Oct 2012).

The objectives concerning pre-treatment tests, co-fermentation tests, testing programmes etc. have been reached and have been carried out in parallel with other systems, such as digestion of garden waste, methods to digest lignocellulos etc. There was an issue with slow digestion leading to long experiment time in the beginning of the project. This was however overcome by carrying out parallel tests. The knowledge obtained in the project will be useful when optimizing blends for digestion, optimizing efficiency, higher productivity or reducing the size of the reactor.

11 study groups have visited the Jordberga plant from Sweden and a number of other countries to learn more about how the plant is organized and how to work with plants of this scale. Today, 55 farmers are accepting the biofertilizer from the plant and a total number of 1217 farmers have been informed about biofertilizer at meetings. However, it has not been possible to follow up how many external stakeholders that are using the offset model. Although, the interest has been big concerning this and several planners and investors are looking at using a similar model.

The report concerning economic values and benefits/constraints regarding the use of bio fertilisers was successfully finalized during 2013 in activity 2.4.

15 heavy duty trucks have been converted in Skåne. Since there is a low price difference between gas and diesel, the biggest driving force at the moment for choosing gas as an alternative, is transport buyers setting up requirements for their transports. This has led to the introduction of the gas driven heavy duty trucks that we see today.

Page 6: 8 Evaluation report - Kommunförbundet Skåne · BIOGASSYS – Evaluation report 2 (27) Introduction For the past five years the project BIOGASSYS has been carried out demonstrating

BIOGASSYS – Evaluation report

6 (27)

From a technology perspective it is working well, however the possibility to choose to drive on diesel leads to that a number of trucks run on diesel or unnecessary large volumes of diesel.

No further actions have been taken within the area of constructing ferries due to the risks that were identified in the SWOT analyses that was carried out in the beginning of the project. Since workshops were held on the subjects the objectives of the project are considered to have been fulfilled.

There are two gas driven tractors that are running in Skåne at the moment. One at Wrams Gunnarstorps biogas production facility in northwestern Skåne and one in the City of Malmö.

The market for small-scale CHP units did not mature during the project period and no CHP units have been installed during the project period. However, five gas-driven heat pumps have been installed. The experience from these shows an efficiency of 136 % during the evaluated period. Energy consumption was reduced with 30 – 40 % compared to a conventional heat pump. The pay-off time is 4 – 5 years.

Two home-fueling stations has been installed during the project period.

A mobile fueling stations was installed during the last quarter in the project. The purpose is to use the station as back-up in case a station is broken or to be used as a pre-station to be located at places before a decision of a conventional station is taken. Thereby it is possible to test if local markets are large enough for a station over time.

The project has actively tried to find opportunities to install small scale CHP’s and gas heat pumps. Since it proved to be difficult install especially the CHP´s, two home fueling stations and one mobile fueling station for biogas were installed, together with five larger gas heat pumps. This result is very valuable for the future market of biogas applications and therefore the objectives are considered to have been fulfilled.

The report on new technological possibilities was finalized successfully. Focus of the report was on the Swedish market and a few of the techniques mentioned in the report is therefore not new in an international perspective but is not yet used in Sweden. 29 new technologies were identified and this report was also made into an informational folder and has been spread at a number of events. The result of the report was used as the base for a number of workshops with suitable target groups.

Through activities by the project partners about 2 593 people have been reached with information on biogas fueled cars. Further investigations show that 1 530 people have purchased a car as a consequence of activities in 4.3 where 5 276 people were reached.

The massive roll out campaign for biogas production of house hold waste carried out by the city of Malmö has to be seen as a great success. The campaign has pretty much been going on the major part of the project and reached at least 120 000 citizens in Malmö, according to the city´s own survey.

The work package has overall been very successful in reaching the target group and spreading information.

The center was successfully established and has had a total of about 4000 visitors during the project period where 2 070 were visitors to the project. The initial idea was to locate the center together with the Jordberga biogas production facility. Since the construction of this site was delayed an alternative location in the city of Trelleborg was found instead. Another exhibition was established in Malmö at the technical museum with about 420 000 visitors during the project period. 53 groups have been using the developed pedagogic material in study circles etc, and an additional 2 500 have received the material via utbudet.se who distribute material free of charge to schools and teachers. The movie was a useful tool and has been used on several occasions.

This work package has overall been very successful.

The total reduction of emission was calculated from the increase of biogas production and the replacement of fossil fuels that then is possible. The total emission reduction from increased biogas production is 82 699.4 ton. The other share of emission reduction is the replacement of vehicles that is possible when gas driven vehicles are introduced to the market. This share is 8 846.6 tones. The total emission reduction does therefore not reach the goal set up for the project but other factors may have changed due to the project that is unknown to the project management. An example can be new production facilities that have been built due to a visit from a delegation, new gas driven vehicles that have been purchased in other regions or public transport that has been substituted in other areas. About 360 GWh (which corresponds to about 10 normal sized municipal biogas production plants (à 40 GWh)) would generate the remaining emission reduction needed to reach the goal for the project. This means that 13 % of the projects 77 visiting delegations built a production plant.

The official statistics from the Swedish Energy Agency show that the increase in biogas production is 171.8 GWh during the period 2010 - 2015. The last data for 2015 has not yet been released but has been estimated, by adding the full production of Jordberga as well as adding 40 GWh from NSR, Helsingborg due to the doubling of their production capacity. The goal of 500 GWh is thereby not reached but could be reached the coming years with the establishment of for example Dalby, SYSAV and Biogas Sydöstra Skåne. These projects have although been paused for the moment due to uncertainty for tax-benefits for biogas as well as import of biogas changing pricing in the region.

Page 10: 8 Evaluation report - Kommunförbundet Skåne · BIOGASSYS – Evaluation report 2 (27) Introduction For the past five years the project BIOGASSYS has been carried out demonstrating

BIOGASSYS – Evaluation report

10 (27)

The goal of five new production plants was reached which has reached eight during the project period.

Before the project the number of farmers receiving bio fertilizer was 99. During the period 2010 - 2013 this has increased with 11, due to the establishment of 5 new plants. With Jordberga this number has increased by 55 and is now 165 farmers.

During the period 2010 to august 2015 the number of biogas fueled vehicles has increased with 3064. The goal of 3000 new vehicles during the project period has therefor been reached.

The goal of increased application possibilities for biogas was achieved through deliverable 4.1. 29 new possible applications were found for biogas.

Skåne is a knowledge and information center for biogas, especially for upgrading and the use of biomethane in vehicles. And especially when it comes to the use of biomethane in the public transport sector, in gas driven busses. All of the city buses in the area are driven on biomethane and many of the regional inter-city buses. In total about 800 out of 1100 buses are gas driven. This makes Skåne a unique area.

Since the biogas center of excellence was established in 2012 it has had a total of 2070 visitors. The goal of 1000 has thereby been reached.

Through the different activities in the project 77 delegations have visited Skåne, 60 of these are from European countries.

Other regions have started to develop a biogas system based on the project model. The municipality of Zabrze has had several study visits in the Skåne region looking at possible solutions for the establishment of biogas production, organic household waste collection, upgrading and use in their region. Biogas Öst used BIOGASSYS as inspiration and template when developing the application for the new EU-project Biogas XPOSE which was granted funding during fall 2013. Within the new project Biogas 2020 a part about developing a new GIS-tool has been added by the Danish partners, which will develop this in the coming three years.

Page 11: 8 Evaluation report - Kommunförbundet Skåne · BIOGASSYS – Evaluation report 2 (27) Introduction For the past five years the project BIOGASSYS has been carried out demonstrating

BIOGASSYS – Evaluation report

11 (27)

Summary The overall conclusion from the project is that BIOGASSYS has been a very successful project. The project has been a success in its outreaching activities where many people have gotten to learn more about biogas and many events have been carried out in order to spread knowledge. A few objectives weren´t met, for example the establishment of CHP-units and the number of participants in the workshops in work package 1. Although one of them was a minor deviation and the other was due to market issues out of the impact of the project. The indicators concerning how many stakeholders that are using different tools developed in the project are difficult to measure but have been estimated through how many people that have been reached by information about these tools.

Concerning the main objectives for the project, the goal for new production was not reached, neither the goal for reduction of emission, which is closely related to the goal for new production. There are many new production plants in the pipeline in the region but these developments take several years and many uncertainties (concerning import of biogas, tax-benefits for biofuels etc) have led to these investments being paused.

Achieved Evaluation

1.1 Baseline study – Identification, data collection and calculation of parameters

Gather and present the relevant decision making material needed to facilitate an increase of both small scale and large scale single and cooperative investments in production and consumption of biogas in Skåne at four workshops and discuss the GIS-tool.

Data collection was successful and has been communicated with stakeholders through four workshops. The collected data has been used in the developed GIS-tool (1.5). Total of 38 participants in the workshops.

Goal for number of participants was almost reached, short of two people. The reason for this is difficult to know since every effort was carried out to gather participants. The baseline study was successfully carried out as well as the internal workshop and final report of stakeholder input.

1.2 Documentation of the demonstration sites and their development activities

The demonstration sites will be well-documented at the beginning of the project and finalised in a report on documentation of the four demonstration plants

The documentation report was finalized during summer 2015 and displays the development of the production plants.

No issue with finalizing the report.

1.3 Pre study and analysis of the outlet possibilities

A study on the effects on the gas grid from increased biogas consumption will be carried out. An environmental impact comparison between land transportation and gas grid expansion in Skåne will be made.

A study of the distribution possibilities for biogas has been done. It gives an overview over available technical possibilities and an evaluation from an environmental, economic and geographical point of view.

2.2 Analysis of economic, environmental and technical, aspects of pre-treatment and co-fermentation

A full assessment of all aspects necessary to make a decision on whether or not the biomass mixes are viable from a pre-treatment perspective and could be up scaled to full production. A set of results from the analysis co-fermentation of various biomass mixes that gives an indication of which one is viable and could be upscale to full production, also from an economic and environmental perspective. The results from the tests and the methods are spread to stakeholder in Europe by visiting the tests.

Performed tests according to plan and delivered report on technical description of the results from the pre-treatment and co-fermentation tests and delivered report on economic and ecological aspects of the co-fermentation.

In total at least 1110 pre-treatment tests have been carried out. When mixing substrates one gets a situation of co-digestion. The program has led to a platform from where we can proceed in future scaling up-experiments. Gas production increases, and rate of digestion improves when mixing substrates properly Two scientific papers are compiled. Over 300 visitors have been visiting the activities and we have a high interest from companies in the region. One strategic paper on how to optimize biogas production rate (by a factor of up to 4 times) is under preparation. Still some time is needed to control all literature references

2.3 Stakeholder hearing and communication concerning the use of bio fertiliser from Jordberga

A model on how to communicate and make acceptance of bio fertiliser as a rest product by potential receivers Acceptance by 10 farmers to receive the bio fertiliser at their farm. 2 joint hearings with 20 farmers participating in total

Lots of communication activities have been held with local land owners in order to create acceptance for bio fertilizers. 2 hearings have been held with 106 farmers directly resulting in 30 contracts signed for 110 000 tons of bio fertilizers to spread on 2000 acres of land.

11 external stakeholder groups are estimated to have interest for logistics and offset development for a large scale biogas facility. 1217 farmers have been informed and reasoned with. 55 of farmers accepting the bio fertiliser from Jordberga. A communication model has been developed for the purpose.

SB3 has had plenty of national and international study visits telling about the model of spreading bio fertilizers.

2.4 Evaluation of the use of bio fertilisers

A picture of the technological, economic and environmental viability of the option to spread very large quantities of bio fertiliser on a local agricultural land both from a distribution as well as from a perspective of utilisation

An evaluation report on economic and environmental aspects of the use of large quantities of bio fertilisers have been delivered.

When it comes to testing of techniques for agricultural farming, a longer perspective is always better than a shorter with test over several years and on a variation of places. This was not possible within this project but is desirable and could be a part of future projects.

3.3 Distributed small scale generation of heat and electricity from biogas

Initiated or increased use of biogas fuelled small-scale CHP units in buildings. Reduced GHG-emissions and energy in the buildings where installation of small-scale CHP units has been made. In Progress Report 1 (30/11/2012) the objectives were changed to include installation of gas driven heat pumps and home fuelling stations for vehicles.

Due to low electricity prices the market interest has been non- existing for electricity production from biogas. The fact that Swedish production of electricity and heat is based on renewable sources gives low benefit for using biogas in CHP:s. Instead focus in 3.3 has been on installing 6 gas driven heat pumps, 2 home fuelling stations and 1 mobile refuelling station.
