    On the morning of April 6, 1961, a rubber boat carrying

    five armed persons of yqur side entered and were sailing

    about the waters of the Han River Estuary, and at about 0640

    hours our time on the same day intruded into the waters under

    the control of our side about 50 meters from the spot at 37

    degrees 47 minutes 15 seconds North, 126 degrees 37 minutes

    00 seconds East on the shore of our side.

    Our personnel then on guard at the guard post on the

    bank of our side gave warnings several times to the boat

    from your side which was illegally approaching the shore of

    our Side, demanding its prompt departure from the waters

    under the control of our side.

    Instead of complying with the warning signal from our'

    side, ho~ver, the vessel from your side had not only drawn

    closer to the shore of our side, but all of a sudden opened

    provooative firing on the guard post of our side.

    Havi~ been subjected to a surprise attack by your ..~

    armed gang, our personnel had no alternative but to take a

    measure of self-defense.

    This fiendish attack by your side constitutes not only

    a flagrant violation of the Preamble, faragraphs 12 and 17

    of the Armistice Agreement as well as of the Q.UOTE Rules for

    Civil Shipping in the Han River Estuary and Related Matters,

    UNQUOTE but a very dangerous action which might cause serious

    dispute undermining the basis of Korean armistice.

    I have been direoted to lodge a vigorous protest with

    your side against the provocative hostility it has committed

    by dispatching its armed gang illegally to intrude into the

    waters in the Han River Estuary.

    At the same time, I demand energetically that your side

    severely punish in accordance with the terms of the Armistice

    Agreement the chief agents who arranged the recent military

    provocation and all of your personnel involved in the crimi

    nal action and that your side take thorough-going measures

    to cease such hostile acts in the future.

    In keeping with the letter and spirit of the Armistice

    Agreement, your charge of a naval violation will be

    investigated.

    Ip'A/CPV:

    I demand that your side punish the criminals who have

    committed the outrageous provocation against our side and

    that your side take thorough steps to prevent a recurrence

    of similar actions in the future.

    I have a statement to make on another subject.

    In disregard of our repetitive protests and warnings,

    your side again dispatched at approximately 0935 hours our

    time on March 21, 1961, its submarine-chaser number 70, to

    intrude into the sea in the vicinity of 38 degrees 40 minutes

    North, 128 degrees 26 minutes East in the coastal waters of

    our side in order to conduct reconnaissance.

    It is a flagrant violation of Paragraph 15 of the

    Armistice Agreement stipulating that the opposing naval

    forces QUOTE shall respect the waters contiguous to the

    Demilitarized Zone and to the land area of Korea under the

    military control of the opposing side, and shall not engage

    in blockade of any kinq of Korea UNQUOTE for your side to

    have dispatched its naval vessel into the coastal waters of

    our side.

    This criminal act of your side is a very dangerous

    action whioh may cause serious consequences and it should

    be scathingly condemned.

    At the order of the Senior Member of our side, I lodge

    a str~ng protest with your side against the serious vio

    lation of the Armistioe Agreement that it has infiltrated

    its naval vessel again recently into the coastal waters of

    our side.

    At the same time, I demand that your side punish

    severely unqer Sub-paragraph 13e of the Armistice Agreement

    all Of your personnel involved in the recent criminal action,

    and that it take thorough~going steps to desist from such

    violation of the Armistice Agreement as to continue to

    dispatch its naval vessels.

    Again in keeping with the letter and spirit of the

    Armistioe Agreement, your charge of an alleged intrusion

    will be investigated.

    KPA/CPV:

    Your side should conduct a responsible investigation

    at the earliest date into your violation of the Armistice

    Agreement brought up by our side, punish those involved in

    the oriminal act, take responsible steps to prevent a

    reourrence of similar provocative acts in the future, and

    then report the results to the Military Armistice Commission.

    I have a statement to make on violations of the Armi

    stioe Agreement your side has kept committing recently in

    the Demilitarized Zone.

    Around 1120 hours our time on Maroh 12, 1961, one

    military person of your side appearing in the vicinity of

    38 degrees 15 minutes 05 seconds North, 127 degrees 04

    minutes 20 seconds East in your portion of the Demilitarized

    Zone carried an automatic weapon.

    Around 1200 hours our time on March 21, 1961, five

    armed personnel of your side appearing in the vicinity of

    38 degrees 19 minutes 05 seconds North, 127 degrees 41

    minutes 20 seconds East in your portion of the Demilitarized

    Zone, walked around there and at about 1210 hours our time,

    one of them crossed the Military Demarcation Line to

    intrude into our portion of the Demilitarized Zone in the

    vicinity of 38 degrees 19 minutes 20 seconds North, 127

    degrees 41 minutes 10 seconds East.

    Around 1830 hours time on March 29, 1961, one of the

    four military personnel of your side appearing in the

    vicinity of 37 degrees 57 minutes 18 seconds North, 126

    degrees 41 minutes 20 seconds East in your portion of the

    Demilitarized Zone carried an automatic weapon.

    Around 0910 hours our time on March 17, 1961, your

    side exploded twc explosives in the vicinity of 38 degrees

    12 minutes 34 seconds North, 127 degrees 00 minutes 22

    seconds East in your portion of the Demilitarized Zone.

    And also, your side detonated one explosive each around

    2035 hours our time on March 18, 1961, in the vicinity of

    38 degrees 01 minute 35 seconds North, 126 degrees 51

    minutes 18 seconds East, around 2130 hours time on March

    24, 1961 in the vicinity of 38 degrees 18 minutes 12

    seconds North, 127 degrees 11 minutes 56 seconds East, and

    around 0320 hours our time on March 29, 1961, in the

    vicinity of 38 degrees 03 minutes 47 seconds North, 126

    degrees 52 minutes 17 seconds East in your portion of the

    Demilitarized zone.

    These facts have irrefutably proved that your side has

    illegally introduced hazards into the Demilitarized Zone,

    stockpiling and planting them there.

    Your side dispatched its Civil Police to intrude into

    our portion of the Demilitarized Zone, thereby violating

    Paragraph 7 of the Armistice Agreement.

    Your side allowed its Civil Police personnel to carry

    automatic weapons, thereby violating the agreement reached

    by both sides at the 4th meeting of the Military Armistice

    Commission.

    Your side has accumulated or planted hazards in the

    Demilitarized Zone, thereby violating the relative

    prOvisions of the Armistice Agreement for the control and

    maintenance of the Demilitarized Zone.

    I have been instructed by the Senior Member of our

    side to lodge a vigorous protest with your side against

    these violations of the Armistice Agreement by your side.

    At the same time I demand that your side conduct

    responsible investigations into these incidents, strictly

    punish your personnel involved and take thorough-going

    measures to prevent the recurrence of similar bostilities

    in the future.

    Always in keeping with the letter and spirit of the

    Armistioe Agreement the United Nations Command will conduct

    an investigation into the alleged ground violations charged

    by your side.

    KPA/CPV:

    I have noted your statement that investigations will

    be made into the violations by your Side of the Armistice

    Agreement.

    I have a statement to make on yet another subject.

    Your side has not taken any measures for compliance

    with the terms of the Armistice ~greement and the Agree

    ments and Understandings for the control and maintenance of

    the Demilitarized Zone, with the result that the same

    violations have continuously occurred.

    During the period from March 11, 1961 to March 31,

    1961 alone, the violations of the Agreements and Under

    standings between both sides by your personnel and vehicles

    appearing in your portion of the Demilitarized zone without

    displaying the prescribed distinctive insignia and markings

    amount to 34 cases. This is entirely due to the falsity of

    the investigations which were alleged to have been made by

    your side in the past and to the irresponsible steps taken

    by it.

    I now hand you two copies each of Korean and English

    versions of the list which contains detailed accounts of

    the violations of the Agreements and Understandings by

    your side.

    I have been instructed by the Senior Member of our

    side to lodge a protest against the violations of the

    Agreements and Understandings your side has continuously

    committed.

    At the same time, I demand that your side conduct

    responsible investigations into these incidents, severely

    punish your pe~sonnel involved in accordanoe with the

    p~ovisions of the Armistice Agreement and take thorough

    measures to prevent the recurrence of similar incidents.

    llliQ.:

    In the past it has been a practice of your side to

    make many false charges to give the impression that it is

    the United Nations Command that violates the Armistice

    Agreement. Whereas the truth is that the majority of the

    violations are by the Communist side, and many of these

    recent violations have been direoted against the free

    people of south Korea. Regardless of how absurd your charges

    may be, the United Nations Command has always conducted a

    complete investigation. Therefore your so-called list will

    be investigated.

    New subject.

    In keeping with the letter and spirit of the Armistice

    Agreement the United Nations Command has conducted a

    complete and thorough investigation of the alleged air

    violation on 8 March 1961, charged by your side at the

    229th meeting of the Secretaries.

    The results of that investigation show that an air

    c:raft of the United Nations Command did, inadvertently,

    intrude into the air space over the territory under the

    military contro~ of your side.

    Appropriate action as required by the Armistice Agree

    ment has been taken.

    Another subject.

    Our side protests a deliberate hostile act of

    :reconnaissance by your side. At about 1357 hours, Korean

    Standard Time, on 22 March 1961, one illegally introduced

    high performance jet fighter type aircraft of your side

    c:rossed the Military Demarcation Line in the vicinity of

    38 degrees 18 minutes 10 seconds North, 127 degrees 29

    minutes 35 seconds East at a high rate of speed and low

    altitude heading in a southerly direction passing near the

    town of KUMHWA of our side, proceeded south to the vicinity

    of 38 degrees 01 minute 28 seconds North, 127 degrees 19

    minutes 57 seconds East of our side arriving at about 1403

    hours, Korean Standard Time, and circled the area three

    times. It then flew off in a northwesterly direction and

    recrossed the Military Demarcation Line in the vicinity of

    38 degrees 15 minutes 55 seconds North, 127 degrees 04

    minutes 28 seconds East at about 1409 hours, Korean Stand

    ard Time. This hostile reconnaissance flight was observed

    by many people in the Republic oP Korea.

    This flight was an obviously premeditated mission of

    aerial reconnaissance ordered by your side to increase

    tension and further the war-like atmosphere that your side

    maintains.

    This is a clear violation of Paragraphs 12, 16, and

    17 of the ~rmistice Agreement as well as the preamble, and

    Paragraphs 8, 9 and 25d. The mere fact that this high

    performance aircraft is in the territory of your side,

    points to your malicious violation of Paragraph 13d in

    introducing your side's air forces without reporting them

    to the Neutral Nations Supervisory Commission.

    I demand your side investigate this violation, report

    the results to our side in accordance with paragraph 25g,

    and punish those responsible as specified in Paragraph 13e

    of the Armistice Agreement. I further demand your side

    take positive action to insure that no such violation shall

    occur again in order that a peaceful atmosphere may be

    reestablished in Korea~

    I realize that the propaganda plan of the Communist

    imperialists requires you to lie and deny all violations

    eVen without any investigation. You will undoubtedly do

    the same with this violation.

    Your denial will reveal your complete disregard for

    the truth because many persons in the free part of Korea

    clearly saw this flight as they have seen other intrusions

    by your aircraft during recent weeks.

    KPA/CPV:

    Incomparably wretched is the position in which you

    are wagging your tongue as dictated by your master without

    knowing what imperialism is.

    It is expressly provided by the I\rmistice i\.greement

    that punishment shall be dealt out to those violating the

    terms of the Agreement.

    Being the offender who violated the Rules for the

    Control and Maintenance of the Demilitarized Zone, there~

    fore, it is improper for your side to advance any reason

    or pretext in meeting this requirement of the Armistice

    Agreement.

    You have just used a number of absurd quibbles, but

    that is a trick designed to lessen even slightly the

    seriousness of its criminal acts that have been disclosed

    and evade its obligation imposed by the Armistice Agreerrent.

    Our side never tolerates but resolutely denounces it.

    What your side has to do now is to implement the

    requirements of the Armistice Agreement exactly instead of

    taking such an insincere position.

    It is extremely improper for you to take an attitude

    of indulging in absurd sophistries while admitting the

    intrusion by its military aircraft into the territorial ai~

    of our side on March 8~ 1961.

    PreCisely becaUse of such attitude of your side the

    violations of the Armistice Agreement by the military

    aircraft of your side intruding into our territorial air

    to commit provocative acts have not ceased but continue to

    occur.

    Then, how can you allege that the provocative acts

    of your side dispatching its military aircraft incessantly

    to intrude into the territorial air of our side have been

    oommitted QUOTE inadvertently? UNQUOTE

    Such intrusions by the military aircraft of your

    side have never been committed by any inadvertency, but

    they are premediated and intentional hostile acts committed

    by your side for the purpose of fUrther aggravating tension

    in Korea and stepping up preparations for another war.

    With no pretext can your side explain away its

    violations of the flrmistice Agreement nor can it lighten

    its responsibility.

    Your side should desist from talking futile nonsense

    and take responsible action to prevent a recurrence of

    similar hostile acts.

    You have levelled preposterous charges in order to

    conceal the incessant violations by your side of the

    Armistice Agreement and to mislead international public

    opinion.

    It is generally known that our side has committed no

    violation of the Armistice ngreement.

    contrary to your allegation, it is precisely you, U.S.

    imperialists who have illegally introduced various new type

    weapons and combat materiel and that are making frantic

    preparations for a new war, and that are intensifying

    tenSion in Korea by incessantly infiltrating into our side

    illegally introduced new vessels and military aircraft to

    commit provocative hostilities.

    And the whole world knows the fact that you have

    mobilized large number of various weapons and tanks illegally

    introduoed in order to kill mercilessly the south Korean

    people who have risen up against the U.S. imperialists and

    their puppets.

    This is why the Korean people and the peace~loving

    peoples the world over are keenly watching every move of

    yours, denouncing you, the U.S. imperialists, as the

    chieftain of aggression and war and the heinous enemy to

    mankind.

    Once again I declare that our side has always strictly

    observed and still observes the Armistice ~gneement.

    Your charge will be investigated by our side as

    required by the Armistice Agreement.

    The United Nations Command admits that man is not in

    fallible. Occasionally, unintentional violations of the

    Armistice Agreement by United Nations Command personnel may

    occur. Such violations are readily admitted and the true

    facts made known. This conduct by the United Nations Command

    demonstrates to the world that the United Nations command is

    faithful to the terms of the ~rmistice Agreement, and con

    trasts with the intransigenpe of your side, which frequently

    violates the ~rmistice Agreement but never admits it.

    It is certainly obvious to trained military personnel

    of your side that this crossing of the Military Demarcation

    Line by a UN Command aircraft was an error. How can you

    attempt to make so much of this when aircraft of your side

    have made so many obvious intrusions recently into the air

    over free Korea.

    During the last month alone, the United Nations Command,

    with irrefutable proof, charged your side with 4 violations

    of the air space of our side, whioh your side summarily dis

    missed by denying them at the very meeting that they were

    charged. This hypocritical attitude of your side is counter

    to the spirit of the Armistice 4greement.

    Your side's recent statements at meetings of the

    Military Armistice Commission and secretaries, that your

    side never violates the Armistice Agreement is an outright

    and obvious lie, that can never be believed by even your

    own people, several of whom have participated in such

    violations. Yet, your side has admitted only 2 of these

    violations. The fact remains however, that your side

    admitted violating the Armistice Agreement, yet now, you

    claim that you did not violate the Armistice Agreement.

    This inconSistency refutes more than this one statement.

    It reveals the whole lying philosophy of the Communist

    system Which firmly controls the press, radio and all

    expressions because it cannot afford to have your people

    know the truth.

    KPA/Cpy:., It is understandable that you are in such a position

    as to have no other recourse but to behave in such a mean

    manner, showing disregard of your honor and the disgrace

    befalling you,

    What alternative could your side have which cannot

    afford any proper argument to legalize its o~m aggressive

    policy but to take an insolent action casting slanders and

    abuses at the other side?

    The shameless act of yours has once again revealed

    the villainy of the sanguinary U,8. imperialists. The

    attitude you have assumed today is nothing but the most

    typical expression of the desperate act of the weak.

    Quite contrary to your charge, your side has dispatched

    military aircraft into the air space over the territory of

    the other side to carry out aerial reconniassance, infilt

    rated numerous esponiage agents into the territory of the

    opposing side to carry out esponiage activities, execute

    firings toward the other side with machine guns and large

    caliber artillery, perpetrated armed attacks against the

    personnel of the other side in the Demilitarized Zone,

    intruded into the coastal waters and coastal areas of the

    other side to kill and abduct the peaceful inhabitants and

    introduced various new type weapons and launched them while

    frantically indulged in preparing another war and so on.

    It is precisely your side that has thus continuously

    violated and violates the Armistice Agreement since the

    Armistice.

    However desperate attempt you may make to reverse

    right and wrong, you can by no means cover up the violat

    ions by your side of the Armistice Agreement and its

    sinister machinations to provoke another war as mentioned

    above.

    It is most ~idiculous for your side which has

    incessantly violated the Armistice Agreement to talk about

    its QUOTE sincerity UNQUOTE towards the Agreement,

    How can it be alleged to be a manifestation of

    sinoerity towards the Armistice Agreement for your side to

    commit violations of the Agreement almost every day?

    You have attempted to describe as its sincerity

    towards the Armistice Agreement the criminal act of your

    side having perpetrated reconniassance in flagrant violation

    of the Armistice Agreement by dispatching its military air

    craft illegally to intrude into the air space over the

    territory of our side. This statement of yours has served

    to reveal to the whole world once more the villainous

    character of you, U.S, impe~ialists who are always engrossed

    in aggression and war.

    As is clearly demonstrated by the action your side

    has taken at this meeting, what you call your sincerity

    towards the Armistice Agreement means its infringement and

    disruption.

    If your side has the slightest intention to be sincere

    in the implementation of the Armistice Agreement, your

    side should not attempt to deny the reported violations by

    your side of the Armistice Agreement unconditionally, but

    punish as required by the Armistice Agreement those

    personnel involved in them and take thorough action to

    prevent a recurrence of similar violations in the future.

    I demand that your side cease repeating such a vile

    act as to attempt to excuse it$elf for its guilty actions.

    Has your side any further subject to bring up for

    discussion?

    UNC:-In open defiance of the !,rmistice Agreement, and

    while you as Secretary of one side sit there allegedly

    negotiating good faltQ, your naval forces have launched a

    dastardly attack on a patrol vessel of our side. This is

    irrefutable proof of how your side flaunts the Armistice

    Agreement and attempts to fool the world.

    At abo~t 1030 hours, Korean Standard Time today,

    several armed naval vessels of your side maliciously

    attacked a patrol craft of our side at a position approxi

    mately 10 miles south of an extension of the Demilitarized

    Zone in the vicinity of 38 degrees 26 minutes North, 128

    degrees 39 minutes East. This attack occurred while the

    craft of our side was on a normal patrol deep in inter

    national waters off the coast of the territory of the

    Republic of Korea.

    This act of piracy on the high ~eas is typical of

    your side's campaign to maintain the tension and war

    atmosphere.

    I demand your side conduct a thorough investigation of

    this violation of the Armistice r\.greement and severely

    punish those responsible for this aggression.

    KPA/CPV:

    It is solely our side that has consistently and faith

    fully enforced all terms of the /\rmistice Agreement in an

    endeavor to safeguard the Armistice Agreement, convert the

    armistice into a stable peace, and prevent the resumption

    of a bloody conflict in Korea T

    This is an ultimate conclusion fully borne out by all

    the official records of the Military Armistice Commission

    since it started its work.

    With no tricks and calumnies can your side succeed in

    defaming our side whioh has faithfully complied with the

    Armistice Agreement nor can it mislead the unbiased public

    opinion.

    Because acoording to the information in the hands of

    our side no confl~ct between your side and our side as

    alleg~d by your side has occurred ••••••••

    (At this point of his statement th~ KPA/CPV Assistant Secretary whispered something to the KPA/CPV Secretary and he stopped his statement and then continued with the following statement.)

    I will repeat.

    There is a Korean saying to the effect that a burglar

    sounds a burglar's alarm, and you are behaving just in

    this manner.

    Do you ever believe that you can cover up by such

    crafty trick and shameless fraud the true facts of the

    fiendish attack made by your side?

    The truth about the incident which has occurred off

    the East coast today is as follows:

    At about 1115 hours our time today, your naval vessels

    intruded into the coastal waters of our side less than

    three miles from the coast of our side and launched an

    attack upon our fishing vessels in an attempt to seize

    them.

    Facing this critical situation, the coast guard

    personnel of our side had no choice but to take a measure

    of self-defense in order to deliver our fishing boats out

    of the devilish grip of the aggressor.

    As the facts clearly show, your side must be held

    fully responsible for the incident which has occurred off

    the East ooast.

    Because it is exactly your side which has illegally

    infiltrated its naval vessels into the coastal waters of

    our side and which has made a savage attack upon the

    peaceful fishing boats of our side.

    It is the sovereign right for our side to take proper

    measures of self~defense against the aggressors who attempt

    to harm us.

    Nevertheless~ you are shameless enough to attempt at

    covering up the aggressive act committed by your side by

    practicing such a fraud as to distort the facts and change

    the scene o~ the incident.

    What is more, you have discribed as a peaceful action

    the brigandish aggressive a'ct of your side having illegally

    infiltrated its naval vessels in flagrant violation of the

    Armistice Agreement into the coastal waters of our side

    and are proud of this cruel and inhuman act. This state

    ment of yours has graphically testified to the fact that

    the U.S. imperialists are the very chieftain of aggression

    and war, and the heinous foe to the world people.

    You should bear deep in mind that forever gone are

    the days in history when imperialists could occupy the

    territory of other countries and intrude into their

    your side is refusing to accept with sincerity our

    the incessant intrusions by the naval craft of your side

    which has exerted itself to implement the Armistice Agree

    into the coastal waters of our side almost every day and

    that several times a day since the very first days of the

    New Year. It has now been all the more clearly demonstrated

    your side toying with fire that the tension in Korea has

    been continuously aggravated and that the Korean Armistice

    ogrish and brigandish hostilities your side committed in

    succession in the waters of the Han River Estuary and in

    act of playing with fire with great concern.

    Our side never tolerates the aggressive act of your

    side.

    It is no other than your side which has to punish the

    offenders and must also sUbmit a prompt report on the

    result to the Military Armistice Commission.

    I once again demand that your side, instead of being

    engrossed in reiterating absurd sophistries which will

    convince nobody, sincerely accept our just demand and admit

    its oriminal acts candidly, severely punish its personnel

    involved as required by the Armistice Agreement, take

    responsible action to prevent the recurrence of similar

    incidents in the future and report the result to the

    Military Armistice Commission speedily.
