Located at the crossroads of Central Oregon, Redmond has long been known as the “Hub of Central Oregon.” Re-cently, Redmond has undergone a dramatic renaissance to become a true jewel in the high desert crown. Redmond history is as unique as the people who live here. Redmond experienced an economic boom back in 1911 when the railway came through, both during construction and a�er its completion. �e intersection of Highways 97 and 126 in Redmond initially brought people here by accident, but many returned because they had discovered the beauty of Redmond. Today the community attracts a diverse group of newcomers, including young professionals, growing fami-lies and energetic baby boomers seeking that ideal location to enjoy the good life. Celebrating life to its fullest is what Redmond is all about.

Situated at the western edge of the High Desert, Redmond is just four miles from the Deschutes River, a half-hour drive from the Cascade Mountains and within minutes of several picturesque lakes. Redmond is also home to Robert’s Field, Central Oregon’s only commercial airport. Redmond rests on the High Desert plateau at an elevation of 3,077 feet above sea level, which makes this an ideal location to take advantage of the best weather Central Oregon has to o�er.

Community — �e Redmond experience is one truly woven with diversity. Whether it is jogging down a county lane that is sliced out of a portrait of Americana, or meeting up with friends at a local pub, the Redmond experience is sure to warm your heart. Location — Redmond sits at the western edge of Oregon’s high desert, just four miles from the Deschutes River, a half-hour

drive from the Cascade Mountains and within minutes of sev-eral lakes. �is high desert community rests on a �at plateau at an elevation of 3,077 feet above sea level.

Climate — �e climate is semi-arid. Our mean annual precipi-tation is only 8.64 inches, so we enjoy a high percentage of sunny days throughout the year. Our area has four distinct seasons, each bringing refreshingly di�erent weather patterns.

Summer — From June to August the temperature (Fahrenheit) ranges from an average high of 85 degrees to an average low of 42 degrees. We received an average of 8 days of measurable

Flying into Redmond’s Municipal Airport (Roberts Field - RDM), Central Oregon’s only commercial airport, ensures that you arrive conveniently within Redmond’s city limits, approximately two miles from Redmond’s core. Having just completed a $40 million terminal expansion, this new airport facility is able to provide comfortable direct air travel to 6 cities now and capacity for more well into the future.

though the mercury occasionally drops below zero. Redmond receives its heaviest precipitation during the winter, with an average of 22 days of measurable rain and 16 days of snow. December brings approximately 1.19 inches of precipitation, January about 1.3 inches and February about .73 inches.

Spring — From March to May temperature averages range from highs of 65 degrees to lows of 25 degrees. In the spring, Red-mond receives about 13 days of measurable rain and 5 days of snow. March brings about .61 inches of precipitation, April about .36 inches and May about 1.05 inches.

On the banks of the Deschutes River, this recreation area is a haven for hikers, mountain bikers, horseback riders and fishermen. Areas along the river also provide ideal spots for an afternoon picnic. Year-round.

REDMOND OFFERS DIVERSE LAND CHOICES

There is approximately 1,600 acres of available industrial zoned land in Redmond. Several large parcels of 60 to more than 200 acres are currently vacant and available for purchase. Smaller lots from less than an acre to five acres can also be easily found. An additional 480 are available for ground lease with proximity to the Redmond Municipal Airport. More than half a dozen industrial parks dot the landscape and provide services for expanding local and new companies. One 95-acre industrial site in the east Redmond industrial zone has been certified by the state as being ready for construction within 180 days of purchase closure. The range of available space is diverse, from spec develop-ments to existing buildings, including industrial condomini-ums and flex space varying from 1,000 to 60,000 SF. Many include dock high loading capabilities, with access to both US 97 and Highway 126. Access to rail is also available via a new “trans load” multimodal facility in north Redmond, operated by Prineville railway.

REDMOND’S TOP PUBLIC & PRIVATE EMPLOYERS

According to Oregon Employment Department (OED), over 75% of private businesses in the state had nine or fewer employees, while the average firm employed 14.6 people in 2011 (the latest available data). In Deschutes County, the average firm employs just over 8 individuals. Clearly, smaller companies are more crucial to rural commu-nities and it’s fair to say that Redmond’s business environ-ment is comprised primarily of small employers, with a few notable exceptions. In Redmond, the largest employers include some of the usual suspects: health care, the local school district, large retailers and municipal government. COVERED EMPLOYMENT & PAYROLL, INDUSTRY MIX

Covered employment payroll is used to determine the average wage for each of Oregon's 36 counties. Below are the number of business establishments (units), employment, payroll, and average pay in Deschutes County and the Tri-County area. The following page has a chart depicting industry mix in Deschutes County. While Deschutes County’s employment base peaked at 69,327 in 2007, current employment has been steadily climbing since the recession ended and now stands at 63,286. Relative to last year (2012 data), all measurements--the number of business firms, the number individuals employed, the associated payroll, and average annual pay—increased across the board, demonstrating a broad return to a healthier economy. In terms of sheer numbers employed, the big gains in industry sectors in Deschutes County were Construction, Manufacturing, Private Education & Health Services, and Retail. The increase of nearly 400 individuals involved in Manu-facturing was heartening, reversing a declining trend. Similarly, payroll in Deschutes County expanded by nearly 8% and the number employed was up over 3,000 workers, with a 5% increase. Average annual pay also registered an improvement of 2.6%.

In the Central Oregon Tri-County area, Redmond has estab-lished a reputation for affordable utilities, development fees, and responsiveness from local government to busi-ness needs. COSTS OF DOING BUSINESS IN OREGON

For some time Oregon has had reputable national status for being a cost competitive location for business. Recent nation-al rankings, at right, provide evidence of an economy that balances innovation, cost-efficiency, and a favorable tax envi-ronment with quality of life.

Contributing to the rankings is the fact that Oregon has no sales tax, no inventory tax, a single sales factor that bene-fits large employers with multiple operations, and an af-fordable property tax system. Oregon continues to see steady improvement in its econ-omy, particularly as employment strengthens and is pro-jected to continue to grow, possibly even accelerate. In his upbeat May 2013 revenue forecast for Oregon, state economist Mark Mueller notes that the three main drags on the economy—housing, business and consumer confi-dence, and balance sheet positions—are all lessening. Mueller’s improved outlook calls for increased sales and economic activity throughout the state, not just the Portland metro area. Average industrial, commercial, and residential power costs—nearly half those in California—are 25% below the national average. With continued in-migration, labor costs are also among the most affordable on the West Coast.

Workers’ Compensation Insurance

Overall, premium rates in Oregon have fallen or increased less than two percent for the past 23 years. In early 2012, Oregon’s premium rates were ranked 13

th lowest in the country, according to Oregon’s Department of Consumer and

Business Services. Low workers’ compensation costs are driven largely by improvements to workplace safety and health, and those improvements continue in Oregon. For example, the occupational injury and illness rate declined 35 per-cent between 2002 and 2010.

In 2014, workers’ compensation costs will decrease an average 7.6 percent as a result of lower medical costs and fewer and smaller claims for lost wages. The “pure premium” is the portion of the premium employers pay insurers to cover anticipated claims costs for job-related injuries and deaths. State offi-cials attribute the decrease to a focus on improving worker safety, getting injured workers treated and back on the job quickly, as well as the initial impact of medical cost control strategies.

State Cost Factors

Sales tax: None in Oregon.

Inventory tax: None in Oregon.

Corporate income tax is 6.6% on taxable income of $10 million or less; for incomes greater than $10 million, the rate is 7.6 % plus $660,000. S corporations are subject to a $150 minimum tax, while C corporations are subject to a range of $150 to $100,000 based on Oregon sales.

Workers’ compensation: The pure premium rate is $1.52/$100 of payroll, a 1.7% increase from 2012. Oregon has the 13th lowest rate in the nation, 16% below the national median.

Unemployment insurance: The minimum taxable rate is 2.2% and the maximum is 5.4%; an employer’s rate is based on their actual experience. New employers pay 3.3% and the 2013 taxable wage base is $34,000.

Vehicle registration: $86 for two-year renewal.

Recent Trend in Central Oregon's Unemployment Rates UNEMPLOYMENT

TREND

Historically, Oregon’s unem-ployment rate tracks higher than the national rate. Because of Central Oregon’s continued in-migration, job creation typically lags population growth. In the most recent recession, unem-ployment peaked in 2009 and now is on a very positive down-ward trend. The chart to the right provides a four-year perspective on unem-ployment in the Tri-County area. Since early 2010, unemployment rates have been reduced signifi-cantly, lending credibility to structural changes resulting from employment gains. While not on the chart, unem-ployment rates in April 2014 showed further progress, taking Crook County’s rate to 10.8%, Jefferson County’s rate to 9.7%, and Deschutes County’s rate to 8.4%, its lowest level since 2008.

HOUSING COSTS

Average Monthly Rent

The Central Oregon rental market began tighten-ing in 2010 and continues to face heightened demand in the midst of constrained supply. According to the Central Oregon Rental Owners Association, current vacancy rates have shrunk to very low single digits (one percent in some cases as of April 2013), down from 12.4% in 2009.

As in-migration to Central Oregon continues, de-mand for rental housing outstrips supply, exerting pressure on prices and generating growing interest in multi-family residential construction, particularly in Redmond. In the last year, two and three bedroom rental houses increased more on a percentage basis than apartments and duplexes. In Deschutes and Jefferson Counties, 2012 prices for a 3 bedroom home were down slight-ly from 2011, but until supply increases, look for the rental market in the next few years to be persistently tight.

Home Prices

While Central Oregon still compared favor-ably to most major metros five years ago, the region has become even more affordable for incoming businesses and residents. As with much of the rest of the country, residen-tial property prices peaked to all-time highs in 2006, declined, and are now rebounding substantially. Home prices in Redmond averaged just below $200,000; continuing to provide strong value in real estate compared to other communities in Deschutes County.

Building Permits

While building activity in Redmond has not approached the high-water mark of 2006, it rebounded slightly in 2010, mostly on the strength of improvements to existing properties. According to Compass Commercial, industrial occupancy rates (net absorption) have been trending upward for the past several years. Redmond’s industrial vacancy rate hovered between 25% and 30% for buildings over 3,000 SF, which includes heavy industrial parks and high-tech business campuses, small flex-space commercial/light in-dustrial complexes and stand-alone manufacturing buildings.

City Financial Data

After passage of Measure 50 in 1997, Oregon tax rates were pegged at 90% of 1995 real market values, with an allowable 3% increase each year. For the current tax year, new prop-erty and improvements to property are taxed at a value ratio of 87.5% for industrial and commercial property, and 95.3% for residential property. As a result, the current effective property tax rate in Redmond for assessed property is 1.65% for industrial and commer-cial. The City of Redmond’s overall property taxa-tion rates have remained stable over the past decade, varying only within a narrow band.

Trend Data for Real Estate

Real market values for each county in the Tri-County region are shown in the adjacent table. 2008 was the high point in real market values and they then declined for four years. For the fiscal year ending in June 2013 (most recent data from county assessors) show a reversal of the trend with a rebound.

Financial Institutions

Fifteen financial institutions, with a total of 17 retail branch locations, are represented in Redmond. In late 2012, Seat-tle-based Washington Federal acquired South Valley Bank & Trust and converted one of the two Redmond branches, closing the other. In April 2013, PremierWest Bank and AmericanWest Bank merged.

Financial Deposits

The total deposit base for the FDIC-insured insti-tutions in Redmond totaled $422 million as of June 30, 2013 (most currently available data from FDIC). Redmond makes up about 17% of Deschutes County’s $2.8 billion deposit base.

POPULATION GROWTH Deschutes County grew dramatically between the 1990 and 2000 census and even more so between 2000 and 2010 (see table to the right). Bend and Redmond were the beneficiaries of the most of that growth, with Redmond doubling in size. While growth slowed between 2010 and 2013, it was still positive across all communities in Deschutes County, with a pick-up of nearly 5,000 residents. Current signs point to a pick-up of activity, with acceleration in the 2015-2020 timeframe where the County is projected to add about 3,000 residents each year (table below right). In its first revision to Oregon’s population fore-cast since 2004, the Office of Economic Analysis released in March 2013 new population projections that go out to 2050. The Office projects a 15.5% increase in Deschutes County’s population from 2010 to 2020, increasing to 17.4% from 2020 to 2030, and to 12.6% from 2030 to 2040.

EDUCATION Public schools

Redmond School District believes in offering rigorous and unique programs that allow choice and success for all students. The district serves more than 7,000 students from a 550 square mile area which includes Redmond and the unique neighboring communities of Alfalfa, Crooked River Ranch, Eagle Crest, Terrebonne, and Tumalo—each area holding a strong appeal for families. The District employs 754 staff and its 2013-2014 total budget is $95.9 million and general fund is $60.1 million. The District currently operates five K-5 elementary schools; two K-8 communi-ty schools, two middle schools, one charter school, one educational center, and two comprehensive high schools. In 2013, the District launched Redmond K-12 Online, a new virtual program for K-12 students that is offered as a full-time option for any student enrolled in the district and will allow participants to take advantage of district resources such as athletics, clubs and extracurricular activities. The district also boasts a growing Career and Technical Education program at both high schools, offer-ing real world job skills and readiness to students. In early 2014, Redmond High School was the recipient of a $474,955 grant to boost the school’s manufacturing CTE program in collaboration with REDI and local industry partners. It is Redmond School District’s goal that all graduates are college-prepared (see SAT scores at right) and career-ready and have the tools necessary to be successful participants in the 21st century workplace. 98.5% of the District’s teachers meet Highly Qualified standards and the District maintains an Aa2 bond rating. Central Oregon Community College

Central Oregon Community College operates campuses in Bend, Redmond, Madras and Prineville. Founded in 1949, COCC (www.cocc.edu) is Oregon’s oldest community col-lege. The College offers transfer/lower division programs, mirroring the first two years of a university education at a fraction of the cost, plus career and technical education programs to move students into local industry jobs. COCC’s Business and Employee Development department delivers industry-specific courses and workshops tailored to business and industry’s changing needs. The College also offers a wide range of continuing education for personal and professional development. Enrollment at COCC has increased dramatically, doubling in the last few years as more and more area residents turned to the College for education and training during the recent economic downturn. A record number of students have been earning certificates and degrees and then either transferring to four-year colleges and universities or moving into jobs locally using skills learned in the career and technical education programs. The Central Oregon Community College District encompasses all of Crook, Deschutes and Jefferson counties, as well as the southern part of Wasco and northern portions of Klamath and Lake counties. A seven-member board of directors governs the College, with members of that board elected from geographic zones in the District. The District covers a 10,000-square-mile area, making it larger than eight of the U.S. states. In Redmond, COCC provides a variety of courses at its three-building, 25-acre campus near the Redmond Airport, includ-ing courses counting toward a degree and classes in English language learning, GED preparation and a wide range of per-sonal enrichment activities. This past year, 2,500 students were taking one or more credit classes in Redmond. In addition to the wide range of services and college courses offered to students, COCC’s Redmond Campus is home to the region’s Manufacturing and Applied Technology Center, a 26,000-square-foot technical training facility with certificate and degree programs readying students for jobs in the manufacturing field. Scheduled to open in the fall of 2014, COCC’s new $12.5 million Technology Education Center will further serve Central Oregon’s business and workforce needs at the Redmond Campus. This 34,000-square-foot facility, planned and developed with industry participation, will be construct-ed right on the corner of Veterans Way and Salmon Drive and will house the Center for Entrepreneurial Excellence and Development (CEED) and courses and programs in Non-Destructive Testing and Inspection, Digital Arts and Media and Flexible Technology. Oregon State University – Cascades Campus

OSU-Cascades (OSUC) is in the midst of a significant transition as it moves from a partnership with Central Oregon Community College, in which it offers upper-level and graduate courses on a shared cam-pus, to a full four-year university that could be in place as early as Fall 2015. Students may choose from 18 ma-jors and more than 25 degree op-tions (including Business Admin-istration, Energy Engineering Man-agement, Tourism and Outdoor Leadership, a degree in Computer Science, and the only Hospitality Management degree in the state. The initiative to transform OSU-Cascades into a four-year university gained strong community support as well as the en-dorsement of Oregon’s top political leadership. However, the University is going through a public hearing process to ad-dress concerns from nearby home owners. OSUC plans to begin expansion with the first phase on a 10-acre parcel of the

56-acre site at the corner of SW Century Ave. and SW Chandler Ave. in Bend. Envisioned as an urban university, the site plan calls for academic and residential buildings, including retail space within them. OSUC aims to begin freshman and sophomore level classes in fall 2015, growing from just under 1,000 students today to 3,000 to 5,000 students by 2025. On the academic side, faculty hiring and academic course planning is underway to provide the fall 2015 launch with a full slate of requirements for the undergraduate baccalaureate core courses. As part of its Hospitality Management program, OSU-Cascades works with Cornell University’s School of Hotel Administra-tion, offering executive education courses to hospitality leaders on the West Coast. Considered the world leader among hotel schools for its undergraduate, graduate and research programs, Cornell has built an international reputation among professional hoteliers and restaurateurs for its executive education program. In fall 2014, OSU-Cascades will offer an executive leadership MBA program through OSU’s College of Business. The MBA takes about two years and is delivered in a hybrid format, blending face-to-face and online sessions and is designed for busy professionals. The university also aims to launch additional MBA programs between the fall of 2015 and 2016.

UTILITIES SERVING REDMOND Water System & Rates

Sourced from seven deep wells, Redmond’s municipal water system supplies a min-imum of 2.2 million gallons of domestic water daily (mgd) and has a peak usage of 13.2 mgd. Average daily summer use is 10.5 mgd. The system’s current maximum capacity is 18 mgd resulting in an excess capacity of 4.8 mgd. The current storage capacity is 10 million gallons. There are 9,600 water service connections, of which 80% are domestic households. Monthly rates include a fixed charge based on meter size plus a volume charge that is applied to usage in hundred cubic feet (ccf).

Sewer Rates

Redmond's municipal wastewater system conveys and treats an average of 1.7 mil-lion gallons per day (mgd) of domestic, commercial, and industrial wastewater. The city’s modern treatment plant is designed for an average daily flow of 3.0 mgd, resulting in excess capacity of 1.3 mgd. Further, the City of Redmond has the ability to add additional capacity within the existing treatment plant should a project warrant it. Commercial and industrial accounts pay a base fee per month for the first 700 cubic feet (cf) of water used, plus a volume charge based on the strength of wastewater discharged for water use exceeding 700 cf. The volume charge is calculated using an average of winter months’ (December- April) water use.

Natural Gas

Natural gas is widely available throughout Central Oregon and is supplied by Cascade Natural Gas Corporation (CNGC; 888-522-1130). Transmission to the region is provided by 36 and 42 inch high capacity lines that run from Canada to southern California. Headquartered in Kennewick Wash-ington, CNGC serves more than 46,000 local industrial, commercial and residential customers from a regional operations base in Bend. Potential users for the Large Volume rate should contact EDCO for additional in-formation about their potential usage conditions.

In addition, SCHS has more than 350 active medical staff members and nearly 200 visiting medical staff members who partner with the health system to provide a wide range of care. Focusing on quality and the measurement of health care delivery, SCHS has received numerous quality awards including: Thomson Reuters recognition as a top performing health system for quality and efficiency, The American Heart Associa-tion Stroke Gold Quality Achievement Award, and the March of Dimes Leading Practice Award. St. Charles Redmond is a fully accredited, 48-bed hospital with more than 150 active and visiting medical staff members. Services include 24-hour emergency care, intensive/cardiac care, physical, respiratory and nutritional therapy, radiology, surgery and an on-campus rehabilitation center. St. Charles’ physician clinics in Redmond include St. Charles Family Care, St. Charles OB/GYN, St. Charles Outpatient Reha-bilitation and St. Charles Surgical Specialists. Bringing care closer to home, St. Charles’ Redmond ICU unit is linked by tel-emedicine to the ICU in Bend, allowing physicians to visually assess patients. With nearly fifty health care providers on staff, Bend Memorial Clinic’s (BMC) facility in Redmond offers urgent care, family medicine and internal medicine, and a growing list of specialty services in its state-of-the-art clinic. Mosaic Medical, a non-profit healthcare organization, opened its Redmond clinic, along with an innovative in-school clinic at M.A. Lynch Elementary School, in June, 2013. Mosaic serves the insured and uninsured regardless of age, ethnicity, or income, and believes in treating the whole patient by addressing physical, emotional, social, and cultural needs.

Fire & Emergency Services

Redmond Fire & Rescue provides fire and emergency medical services, including advanced life support and transporting services, 24 hours per day. Redmond Fire & Rescue operates four fire stations and provides 150 square miles of fire cov-erage and 450 square miles of ambulance service area. This service is provided by 39 career firefighter/paramedics and 18 volunteers. The current ISO Fire Service Rating is 4. Life Flight and Air Life of Oregon provide air ambulance services throughout the area and is supported by level II and III hospital trauma services.

PARKS & RECREATION

The City of Redmond maintains 22 parks located on 540 acres including 30 miles of walking, running, and biking trails. The Redmond Area Park and Recreation District manages five facilities: the Cascade Swim Center, the historical Tetherow Cross-ing, the RAPRD Activity Center, the High Desert Sports Complex, and the Borden Beck Wildlife Preserve. Downtown’s new Centennial Park hosts many activities including a weekly farmers market June through August, Children’s Splash Park and live music events. With over 2.5 million acres of public land and open space in Central Oregon, outdoor recreation enthusiasts from beginner to professional find outstanding opportunities for hiking, biking (mountain and road), skiing (cross country, downhill, telemark-ing, and water), snowboarding, motocross riding, kayaking, white water rafting, rock climbing, mountaineering, fishing, hunt-ing, camping, and horseback riding. TRANSPORTATION

Rail Services

Burlington Northern—Santa Fe (BNSF) and Union Pacific railways provide Redmond direct shipping to any market in the United States, Canada and Mexico. BNSF “team tracks” in Redmond offers local access to rail car delivery for those com-panies that do not have a rail spur to their property. Further, multimodal freight loading and offloading is provided by the Prineville Railway Freight Depot at its facility outside Prineville.

Motor Freight

US Highway 97 passes through Redmond and is a major north-south freight route, connecting California and Washington via I-5. Highway 97 east-west connections are made via I-84, joining Portland to Boise and points east. State Route 126 also passes through Redmond and offers an east and west route across the state. There are eight regional trucking firms based in Redmond and five nationwide long haul carriers serving the City. Motor freight imports can exceed exports, resulting in attractive freight rates for shipping from Central Oregon.

Commercial Air & Freight Services

Redmond Municipal Airport (RDM; www.flyrdm.com) provides commercial air service for all of Central Oregon with 15 departures each day to Denver, Los Angeles, Port-land, Salt Lake City, San Francisco, and Seattle. Several years ago RDM completed a three-year $40 million expansion project, increasing the size of the terminal six-fold. In mid-June 2013, daily nonstop service between RDM and LAX started with American Airlines, bringing the number of carriers at the airport to four (Alaska, American, United, and Delta). The Airport is home to the USDA Forest Service Redmond Air Center, Cascade Aviation Management, Life Flight, Butler Aviation, Les Schwab, Bonneville Power, RDD Enterprises, Lancair and Henderson Aviation.

RDM also provides air cargo services and hosts general aviation traffic, including exten-sive corporate and business travel. Fed Ex, United Parcel Service and the USPS provide air freight and package express services to Prineville. Passenger traffic at RDM has rebounded and while not on the chart to the right, traffic levels in early 2014 surpass the high point of 2008.

TRAVEL DISTANCES FROM REDMOND With east-to-west and north-to-south highways intersecting in Redmond, travel distances to other points in Central Ore-gon are efficient, typically no more than 30 to 40 minutes in any direction. Portland is an easy three hour trip and other major West Coast cities—Seattle, Boise and San Francisco—are all accessed by a day’s drive.

COMMUTE TIME Drive times in Central Oregon are very manageable. With a truly regional workforce, it’s not unusual for individuals to drive from Redmond to Bend or Sisters for work. Based on U.S. 2010 Census information, drive time averages less than 20 minutes for Deschutes County residents than for those who live in Crook or Jefferson Counties. That’s reasonable given the more rural nature and smaller populations of these two counties. Even a commute between Redmond to Bend—a frequent commute—is less than a half hour. And if you live and work in Redmond, drive time is under 10 minutes.

TOPOGRAPHY & CLIMATE The geographic climate in the Redmond area is predominantly High Desert. Redmond is one of the driest and sunniest places in the Pacific Northwest, with annual precipitation of only 8.88 inches. In fact, sunny days in Redmond average just two weeks fewer than in San Diego, California. Sixty miles to the west of Redmond in the Cascade Mountains is an area that receives over 120 inches of precipitation annually. Runoff from rain and winter snow pack in the Cas-cades provides both surface water and an underground aquifer of over 2 billion gallons of water per day beneath Redmond.
