    Acquisition of Land and ROW Issues

    ROW and acquisition of land are major hurdles in

    development of transmission system. The problem is more

    acute in the urban areas.

    Problem of land acquisition can be mitigated by going for GISsubstations. Since Indian market is price sensitive, if GIS

    manufacturers bring down prices further there is great scope

    for GIS switchgear in the Indian transmission and sub-

    transmission market. Similarly there is considerable scope formarketing underground EHV cables at competitive prices.

    Standardization of Tower Designs Testing of Towers is a time consuming process taking 6-12

    months

    Delay have been observed in some of the projects where designswere in contractorss scope due to delay in testing of towers

    Design & testing activity can be taken up by utility in advance orparallely to project approval activities

    Design may be standardized for different wind zones / differentvoltages so that repeated activities can be avoided

    Tested design to be given to the contractors after placement ofaward. Though quantities shall be on tonnage basis to avoid non-sequential supply provisions for payment on completed tower

    basis should be kept.

    Standardization of Designs

    Designs & Drawing may also be standardized to the extent

    possible for the following:

    Insulator , Hardware fittings, accessories for Transmission Line

    Substation structures

    Substation equipments like CB, CT, CVT, LA, Insulators etc.

    Control room building, other buildings, colony

    In order to reduce problem of land acquisition and related R&R

    efforts should be made to reduce substation land requirement by

    compact layouts, compact switchgear & GIS substation.

    Online Testing Facility for Transformers

    All high-capacity EHV transformers installed in India are

    presently being sent to KEMA, Netherlands-based electrical

    equipment testing organisation, before being commissioned. This

    leads to an average delay of 5-9 months in the commissioning

    schedule

    Under initiative of MoP JV of four Public Sector Undertakings

    (PSUs)- NTPC,NHPC,DVC& PGCIL has been formed to

    establish a domestic on line testing facility to perform short circuit

    test on EHV Transformer upto 400 kV.

    The testing facility is expected to come up in two years time
