Fresh summons against...Euro 30 million (about Rs 225 crore) from M/s AgustaWestlandwhich was nothing but “kickbacks” paid by the firm to executethe deal for sale of 12 helicopters to India in favour of the firmin “guise” of genuine transactions for performing multiple workcontracts in the country.

James is one of the three alleged middlemen being probed inthe case, apart from Guido Haschke and Carlo Gerosa, by ED andCBI. Both the agencies have also notified an Interpol Red CornerNotice (RCN) or the global arrest warrant against James after acourt had earlier also issued an NBW against him.

The present complaint delved into the alleged detailed role ofJames in the deal, his multiple visits to India and his transac-tions. The first complaint in the case was filed in November 2014.

According to sources, ED has already sought James’ extradi-tion from the UK. In the this complaint, the agency has also claimedthat the three middlemen “managed” to make inroads into theIndian Air Force in order to influence and subvert the stand ofthe force regarding reducing the service ceiling -- the altitude atwhich a helicopter can fly —- from 6,000 metres to 4,500 metresin 2005 after which AgustaWestland became eligible to supplythe choppers for VVIP flying duties. It said that remittances madeby James through his Dubai- based firm Ms Global Services, FZEto a media firm he floated in Delhi, along with two Indians, weremade from the funds which he got from Ms AgustaWestland SpAthrough “criminal activity” and corruption being done in the chop-per deal that led to the subsequent generation of proceeds ofcrime. Former IAF chief S P Tyagi was granted bail on December26 last year while his cousin Sanjeev Tyagi and lawyer GautamKhaitan were granted the relief on January 4 by the court in aseparate case filed by CBI in connection to the same deal. Theagency had arrested all the three accused on Dec 9 last year.

Parlt budget session from Jan 31The Cabinet Committee on Parliamentary Affairs had

recently recommended that the Budget session will commenceon January 31 and the Union Budget will be presented the nextday so that the new financial provisions come into force fromApril 1, the beginning of the new fiscal.

EC seeks Centre’s response...The Cabinet Committee on Parliamentary Affairs had recent-

ly recommended that the Budget session will commence onJanuary 31 and the Union Budget will be presented on February1 so that the new provisions come into force from April 1, thebeginning of the new fiscal. “When the opposition had objectedin 2012 during the Assembly polls to these five States, Congresshad accepted their stand and postponed presentation of theUnion Budget from February 28 to March 16. We want that thereshould be no presentation of the Budget till the elections areover,” Leader of the Opposition in Rajya Sabha and Congressleader Ghulam Nabi Azad had said after meeting EC on January5. Azad said electoral laws make it clear that the ruling partyshould have no advantage during elections and both the Oppositionand the ruling side should be on an equal footing.

He said the Budget on February 1 will tilt the balance in favourof BJP as it would use the exercise to influence voters by dolingout sops. Finance Minister Arun Jaitley has defended the moveasking why the Opposition parties are afraid of it when they haveclaimed that demonetisation is an unpopular decision.

As per police sources, thearrested rebels have been identified asVetti Varsa alias Fagnu, Masa aliasKumma Madwi and Panda alias NandaMadwi. The action was taken by a com-posite team comprising personnel ofKatekalyan police and Central ReservePolice Force (CRPF), 195th Battalion.

“The composite team was out as partof its anti-naxal operation, when itreceived a tip-off about the presence ofred rebels at somewhere in Katekalyanpolice limits. Acting upon tip-off theSecurity personnel reached the indicated spot where they saw a suspi-cious person trying to escape. After a brief

chase, he was nabbed,” informed thepolice sources, adding that two otherUltras were held by a joint team ofDantewada Police and District ReserveGroup, small action team.

The event being held on the city outskirts aimsto provide a platform to overseas Indians to engagewith the Government on issues of concern to thediaspora and to explore opportunities for invest-ment in India and contribution to the country oftheir origin.

The convention, being held biennially for thefirst time instead of earlier annual versions, will aimat redefining India’s engagement with its 3.12 crorestrong diaspora in diverse spheres, including inno-vation, start-ups, tourism and education. Accordingto organisers, a total of 6,346 registrations havebeen confirmed for PBD 2017 and more than 1,500NRIs and 400 floating NRIs will be a part of theevent. Prime Minister Narendra Modi will deliverthe keynote address on Sunday, when the Indianorigin Prime Minister of Portugal Antonio Costa willbe the Chief Guest at the event.

Launched by the Vajpayee Government in 2003as an annual event to step up India’s engagementwith its diaspora and the congregation of NRIs andPersons of India origins, the Government decidedto make PBD a biennial event last year. January 9is the main day of PBD as it was on this day in 1915that Mahatma Gandhi, the “greatest Pravasi”,returned to India from South Africa and led India’sfreedom struggle.
